In this episode, Zachary Kallenborn discusses the arguments made in his article on why a nuclear weapons ban would threaten humanity. He highlights that while nuclear weapons present an existential threat, there are other existential risks such as extreme biological weapons, planet killer asteroids, artificial intelligence, and super volcanoes. Removing nuclear weapons could potentially lead to a return of great power war, which would worsen these other risks. The breakdown of global cooperation, diversion of resources, damage to infrastructure, and potential renuclearization are some of the concerns discussed. The interdependencies between nuclear weapons and nuclear power, as well as the need for a better understanding of second and third order effects, are also emphasized.Zachary Kallenborn is an adjunct fellow (non-resident) with the Center for Strategic and International Studies, a policy fellow at the Schar School of Policy and Government, a fellow at the National Institute for Deterrence Studies, a research affiliate with the Unconventional Weapons and Technology Division of the National Consortium for the Study of Terrorism and Responses to Terrorism (START), an officially proclaimed U.S. Army "mad scientist," and a national security consultant. He has published over 50 articles on autonomous weapons, drone swarms, weapons of mass destruction, and apocalyptic terrorism in a wide range of peer-reviewed, wonky, and popular outlets, including the Brookings Institution, Foreign Policy, Slate, Defense One, War on the Rocks, the Modern War Institute at West Point, Terrorism and Political Violence, and Parameters. Journalists have written about and shared that research in the New York Times, the AP, NPR, Forbes, Popular Mechanics, Politico, al Jazeera, the Independent, Newsweek, the New Scientist, WIRED, and the BBC, among dozens of others in dozens of languages. Republican leaders are objecting to House Speaker Nancy Pelosi's draft mandate of a commission to look into the January 6 insurrection on Capitol Hill. Republican Senate minority leader Mitch McConnell called Pelosi's idea of setting up a 9-11 style commission “partisan by design” and said the commission should be equally composed of Democrats and Republicans. Pelosi's plan provides for 7 Democratic and 4 Republican Commissioners. McConnell also argued that in looking at violent extremism, the Commission should examine "the full scope of the political violence problem in this country” —a thinly-veiled reference to the nationwide Black Lives Matter protests last summer. So far, over 280 people have been arrested and charged in connection with the failed insurrection. Meanwhile, as 5000 National Guards remain deployed around the Capitol to ward off possible violence on March 4th, the newly-confirmed Attorney General, Merrick Garland, told the Senate Judiciary Committee, that he will do “everything in the power of the Justice Department” to stop domestic violent extremism. He added that the Jan 6 events were linked to a movement that poses an existential threat to the United States. Guests: Ilhan Omar US Representative from Minnesota (D), Whip of the Congressional Progressive Caucus and Vice Chair of the House Foreign Affairs subcommittee on Africa. The National Consortium for the Study and Responses to Terrorism (START), launched in 2005, is a university-based research and education center comprised of an international network of scholars committed to the scientific study of the causes and human consequences of terrorism in the United States and around the world. A Department of Homeland Security Center of Excellence headquartered at the University of Maryland, START supports the research efforts of leading social scientists at more than 50 academic and research institutions, each of whom is conducting original investigations into fundamental questions about terrorism. START has developed educational materials and programs specifically designed for instructors and students at the secondary, university, and graduate levels. Educational resources available through START include relevant teaching tools and a range of unique data sources that can be integrated into an array of courses to deepen students' understanding of the dynamics of terrorism. START also has internships and funding opportunities available to undergraduate and graduate students engaged in terrorism research. Among the network of scholars, some of which have been featured on Intelligence. Unclassified. over the last several weeks, is Dr. Gary LaFree, who not only leads START as its Director, but also teaches as a criminology professor at the University of Maryland. Today, he and Intelligence Analyst Paige Schilling discuss a variety of topics in the study of terrorism, including the difficulties of gathering information, the government’s approach when it comes to international versus domestic terrorism, and the inspiration for writing his recent book, Countering Terrorism.

Fidayin is a term used to refer to various military groups willing to sacrifice their lives in open combat with overwhelming enemies, which has been a favored tactic among Islamic warriors and, more recently, jihadist terrorists. According to Herbert Tinsley, a researcher at the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland, the 2015 Charlie Hebdo massacre and the November 2015 Paris attacks are potentially the realization of years of covert evolution. The genes of this evolution, known as fidayin tactics, were once claimed by a Pakistani Taliban spokesman to make the mujahidin “invincible.” Analysis Bureau Chief Dean Baratta was able to sit down with Mr. Tinsley at the 2017 International Studies Association conference to delve into fidayin attacks, as well as identity construction in jihadist literature.

Community-led Action in Response to Violent Extremism (CARVE) is a 4-hour self-paced online course designed for a U.S.-based audience to provide community-focused, rigorously researched, and academically-informed instruction on Countering Violent Extremism (CVE). Targeted at the FEMA "awareness" training level, this FEMA-certified course is intended to provide a general introduction to radicalization to violence and community-based efforts. The course addresses the topic "Radicalization to Violence Awareness" by examining START-supported research about violent extremism and radicalization to violence in the United States. The course also provides guidance on "Community-Based Efforts for Countering Violent Extremism" by exploring a spectrum of community-led efforts to foster resilience to violent extremism and radicalization to violence. On Friday, May 6, partners from across the mid-Atlantic region gathered together for the inaugural Regional Domestic Terrorism Conference in New Brunswick, New Jersey, to discuss how law enforcement and homeland security professionals may counter the current threat of domestic terrorism. This event hosted by our office, the New Jersey Office of Homeland Security and Preparedness, in coordination with the New Jersey Regional Intelligence Academy, provided a forum for various organizations from various states to report on the terrorist threat that exists in the United States and in their jurisdictions. The National Consortium for the Study of Terrorism and Responses to Terrorism (START) is a university-based research and education center comprised of an international network of scholars, who are committed to the scientific study of terrorism both in the United States and around the world. In this episode of Intelligence. Unclassified., START Training Manager Liberty Day sits down with Intelligence Analyst Kristin McCormick to discuss the research, tools, and educational opportunities available to scholars, policymakers, and practitioners through START.

Last night, some of  Washington's finest national security minds met me at the cabinet room in the Jefferson Hotel bar to talk shop.  Elbridge Colby, William Rosenau, and Afshon Ostovar - all of the Center for Naval Analyses - were joined by surprise guests ("surprise" because they didn't know they were meeting me for a podcast) Brian Fishman of the New America Foundation and Bill Braniff, the executive director of the National Consortium for the Study of Terrorism and Responses to Terrorism (START). We talked about President Obama's and President Rouhani's speeches at the United Nations, whether or not Rouhani's election means there is a real opening on the Iranian nuclear program, the Syrian civil war, why the attack in Nairobi has gotten so much more press than the church attack in Pakistan, and what the Elizabeth O'Bagy PhD scandal says about the think tank sector's ability to "self-police."
