This session of the radio show shares the Finance Committee meeting and last of three budget hearings for the FY 2024 budget year. The meeting was held on Thursday, May 11, 2023. Eight members of the Finance Committee participated (1 absent - Koke); 6 present in the Council Chambers, 2 remote. Town Administrator Jamie Hellen, Comptroller Chris Sandini, Treasurer/Collector Kerri Bertone. Quick recap:Police Chief TJ Lynch lays out the case for adding four officers to the total to address systemic issues with the schedule and to reduce overtime that results from itIdeally, he would add a minimum of 2 more (to remove the ‘bad' shift remaining), along with 2 more dedicated to traffic control Fire Chief James McLaughlin makes the case for adding 2, 1 EMS Captain, and 1 firefighter/paramedic. This would be an interim step towards enabling a 3rd ambulance. Calls for 2022 exceeded 5,000 for the first time, 2023 on pace to exceed that total. 44% of the calls result in a patient transport to the hospital. These two would be positioned at the downtown station, and during their normal 5 day shift could respond as a third ambulance. To bring on a full time 3rd ambulance for all shifts requires staffing of 10 (8 more than these 2)Gary Primo, Metacomet Emergency Call Center (MECC), provides the regional dispatch function for 6 communities. Potential for more growth, expanding within their existing footprint to provide the space for that. It will take time to negotiation with the other communities to join, as well as time to set up the connections for implementation.Gus Brown, Building Inspector, minor adjustments to the budget, actually doing better than a couple of years ago (after restructuring) Committee vote 8-0-1 (1 absent, Koke) to approve the budget and enterprise funds as proposed. Town Administrator Jamie Hellen then outlined the possible addition of approx. $800K to the school budget. He would wait until the State budget is finalized this summer (July/Aug) before doing so to ensure the funding as proposed is possible. Desire is to get the funding to the Schools before September. Question unanswered is what the Schools will be able to do without a confirmation of their additional $800K funding? There's good news of sorts on the building-inspection front in Auckland. After nearly seven days of fanning out across the city inspecting damaged buildings - the biggest such deployment of building inspectors since the Christchurch earthquake emergency - the operation will be scaled back this weekend.  There are currently around 95 inspectors in the field who have checked 3,500 buildings. As of 6pm last night 190 buildings were red stickered, and a further 790 yellow stickered. The most red stickered areas are Mount Albert/Mt Eden with 54 and the North Shore with 32. Auckland Council general manager building consents Ian McCormick spoke to Corin Dann.

Monday's Grove Hill City Council meeting ended with more unanswered questions than answered ones. The council had met in an emergency session on March 1 to receive City Clerk Aimee Moore's letter of resignation, effective March 9. However, the council declined to accept her resignation on a 3-2 vote. In most jobs, one can resign if they want but apparently not in municipal government, or in Grove Hill municipal government. Grove Hill's new building inspector has taken on some of the traits of Santa Claus. He's been riding around town checking on things, “making a list and checking it twice, gonna find out who's naughty and nice....” Tommy Phillips gave the town council a brief overview at Monday's meeting of what he's found. “All you have to do is just look” he said of ordinance violations. Episode Overview: We all carry biases. Just because on this show, we are women that have open conversations about being in male-dominated fields, doesn't mean that we are completely free of these biases. I never really thought of building inspectors being a male dominated field, and it wasn't until I met Uli Sommers that I realised this was the case. Admittedly when I met her I had no idea she was supposed to be my building inspector! She was suited up and ready to crawl under my house for a look at the crawlspace. As a surgeon that deals with blood and bone, I never thought her reporting about dead caterpillars under there would make my skin crawl! Uli is an entrepreneur in the field of building inspections and construction. Previously a nurse in Germany, she is now a graduate of the ASHI School in Southern California and currently a member of the Oregon Association of Home Inspectors; serving as treasurer and secretary from 2014 to 2018. We talk about her childhood and life in Germany, just before her migration to the United States. Inspectors have the book knowledge, contractors have the on-site knowledge, we should be working together to make the best project. What really are the basic requirements to becoming a building inspector? What laws can they enforce? Do they have the power to shut down a job site? We get right into Part II beginning with do inspectors look for any contractor licenses? From there we get into the requirements to become an inspector, all of the exams associated with each section of a home and once you pass the exams you can begin to inspect each section of the Code. We get right into key details of the Code and how the powers at be came to sign off on these Codes and we bring up the “ball” drain test and all of the stages of inspections and what Inspectors are typically looking for all the way to final occupancy inspection. We dissect the Ontario Building Code and discuss the different Parts and how they apply to us and our projects and that leads us to making changes on site and how they should be addressed on the drawings and the proper paperwork. Then we get into zoning and how that can impact your new build, your addition, your renovation and all contractors should be aware of this information and how it implies to you in your city. What happens if you begin construction without a permit and someone from the City Planning Dept. is notified what can happen to you the homeowner, the contractors and any trades working on site. Who actually receives any and all orders to compile? Boosting about how many homes and or projects you as a contractor have built means nothing to an Inspector, they are there to see the current project and the quality on that project, not previous work. Bottom line, Inspectors do not inspect for the quality of workmanship, they inspect for the building code.
