What are the factors at play in content moderation

Every day, millions of posts are made online — tweets, videos, memes, reels. Some content is violent, misleading, or even dangerous.  This is where content moderation comes in. However, deciding what stays up and what comes down isn't as simple as it sounds.   In fact, X has sued the Union government in the Karnataka High Court for the SAHYOG portal, which it says is a “censorship portal” that allows local police and different parts of the government to demand takedowns. The Karnataka High Court did not grant interim relief to X after the Centre informed the court that there was no reason for the social media platform to be apprehensive of any coercive action against it. The matter will be taken up on April 24.  Taking down content is actually quite normal in India. In 2024, the govt blocked a 28,000 URLs across various social media platforms. These URLs had content linked to pro-Khalistan separatist movements, hate speech, and material that are considered to be la threat to national security and public order.  A recent report in The Hindu says that nearly a third of the 66 takedown notices sent to X by the Ministry of Home Affairs' Indian Cyber Crime Coordination Centre (I4C) over the past year warn the platform to remove content about Union Ministers and Central government agencies.  This included content about PM Narendra Modi, Home Minister Amit Shah and his son Jay Shah, and Finance Minister Nirmala Sitharaman.   Globally, too, platforms have come under criticism for content moderation, or the lack of it. Facebook's role in amplifying hate speech during the Rohingya crisis in Myanmar is one such example. In the U.S., Twitter's internal communications — revealed in the so-called “Twitter Files” — sparked a debate about political bias and backchannel moderation. Instagram users have repeatedly flagged the increase of graphic content.   Countries are responding to this challenge in very different ways. The European Union is pushing for algorithmic transparency and accountability with its Digital Services Act. The U.S. had taken a hands off approach despite several controversies. In India, the government and law enforcement agencies flag content to be taken down.  So, who gets to decide what free speech looks like in the digital age? Is it the government, the platform themselves, or the public? And how do we draw the line between harmful content and healthy debate? Guest:  Dr. Sangeeta Mahapatra, Research Fellow at the German Institute for Global and Area Studies Host: Nivedita V Edited by Sharmada Venkatasubramanian.

This is the Catch Up on 3 Things by The Indian Express and I'm Ichha Sharma.Today is the 18th of October and here are this week's headlines.India strongly refuted Canada's claims on Tuesday regarding evidence of Indian involvement in the assassination of Hardeep Singh Nijjar. Government sources indicated that no specifics had been provided and criticized Canada for shifting the burden of proof onto India. Canadian Prime Minister Justin Trudeau previously informed Prime Minister Narendra Modi about the importance of their upcoming national security advisor meeting, but no progress was reported. Indian officials dismissed Canadian assertions as vague accusations, asserting that they are unfounded and misleading. The Election Commission of India announced on Tuesday that the Maharashtra assembly polls will be held on 20th of November, while Jharkhand will vote in two phases on 13th and 20th November. Results for both elections will be revealed on 23rd of November. The BJP aims to regain power in Maharashtra, where it partners with the Eknath Shinde-led Shiv Sena, and seeks to gain ground in Jharkhand. The Indian Express learnt that days after receiving multiple bomb threats against flights on social media, Indian intelligence agencies traced the originating IP addresses to London and Germany. The agencies requested X to provide the IP addresses linked to the posts and to deactivate the associated accounts. Initial reports indicate that three accounts were involved, with two IPs traced to London and Germany. Users appeared to have utilized a VPN to conceal their identities, while details of the third account are still pending.OBC leader Nayab Singh Saini was sworn in as Chief Minister of Haryana for a second term in Panchkula on Thursday, following the BJP's historic success in the recent Assembly elections. Saini staked his claim to form the government, hours after being unanimously elected as the BJP's state legislature party leader, The swearing-in ceremony attended by Prime Minister Modi, Home Minister Amit Shah among other prominent leaders coincided with Valmiki Jayanti, and 14 cabinet ministers, including Saini, took their oaths. In a landmark decision on Thursday, the Supreme Court upheld the constitutional validity of Section 6A of the Citizenship Act, 1955, which grants citizenship to immigrants who entered Assam before January 1, 1966. The court called for stricter enforcement of laws against illegal immigration and judicial oversight of citizenship legislation. While Chief Justice D.Y. Chandrachud and three justices supported the ruling, Justice J.B. Pardiwala dissented. The bench clarified that immigrants entering Assam after 25th of March, 1971, are deemed illegal.Hamas chief Yahya Sinwar — a mastermind of the 7th f October, 2023 attack that triggered the Gaza war — was killed on thursday in an Israeli military operation in the city of Rafah in southern Gaza Strip. The podcast above was made by the Google Gemini AI via notebookLM.A version of this essay was published by firstpost.com at https://www.firstpost.com/opinion/shadow-warrior-narrative-building-of-west-and-the-threat-of-regime-change-13827231.htmlWhile we can all laugh at the absurdities mouthed by Justin Trudeau in his crusade against India and Hindus, there are meta-questions that really beg for an answer: what the heck is going on? Who is behind all this? Why now? What other precedents do we look at? What do we see as immediate fallout?I am a student of narrative building. I wrote of information warfare a couple of months ago in https://rajeevsrinivasan.substack.com/p/ep-131-information-warfare-narrative and pointed out that this particular method of creation of narratives, while it has long been popular, now functions at warp speed, and the targets of such narratives often get blind-sided, or worse.I spoke of the sudden U-turns that ended up deposing erstwhile friends like Saddam Hussein and Manuel Noriega; and I pointed out that something along those lines had happened with Sheikh Hasina in Bangladesh in August. There are other examples: for instance, the Maidan Revolution courtesy Victoria Nuland that ended up in the overthrow in Ukraine of Viktor Yanukovych, the installation of Vladimir Zelensky, and… well, you know the rest. There is a pattern: you unilaterally label somebody a terrorist, and then you proceed to topple him/her. In the old American idiom, “give a dog a bad name, and hang him”. With our supine obeisance to Big Tech and Western media, and thus the gaslighting, we (that is, anybody other than the elites running the West) just believe this, and blame ourselves for not noticing this all along. Total mind-control, in other words. That makes me quite nervous about what's going on with the Canadians. It's true that the Trudeaus, pere et fils, have simply ignored the Khalistani terror problem, both before and after the tragic downing of Air India Kanishka, Flight 182, almost 40 years ago, and the deaths of 329 people. Since those 329 were mostly brown people, it appeared to be not an issue. There was dissenting opinion: the Major Commission report from 2021 https://www.majorcomm.ca/en/reports/finalreport.html  excoriated the Canadian government for incompetence and complacency. Here is an excerpt. But nobody has ever been brought to book for the bombing. And this has gotten worse over time: Khalistanis like US citizen Gurpatwant Singh Pannun regularly threaten to blow up Air India planes, and warn that this will happen on specific occasions where he suggests people should avoid flying on Air India. These are acts of transnational terror and intimidation, but he gets a pass.Maybe it's a coincidence, but after Trudeau's outburst earlier this week, there have been at least a dozen incidents of bomb threats against Indian-owned aircraft. One circumpolar Air India Delhi-Chicago flight ended up landing in an obscure Canadian airport in Iqualuit in the Great White North because of an online bomb threat. It's possible that Khalistanis are involved.Furthermore, there is some kind of a summons issued against Indian National Security Advisor Ajit Doval in a lawsuit filed by Pannun (who is a lawyer himself) in the comical case of an alleged plot to bump him off, wherein an alleged Indian operative allegedly tried to pay an alleged hitman money to do the deed. The latest round of the hoo-haa has Canadians targeting Home Minister Amit Shah. Dutifully, the Washington Post with its old US State Department links has made a whole series of serious allegations, which would be funny if they weren't noir. The fact that the Ministry of External Affairs reacted sharply to this circus, alas, does not mean there is some new-found spine, but simply that the bureaucrats were peeved that one of them, the senior IFS officer who was Ambassador to Canada, was humiliated. Normally, most bureaucrats have children in the US, or are eyeing lucrative Western sinecures. They tend not to do anything that might damage their personal interests. But this time it IS different. Things are coming to a head. The sum and substance is that, after the long-running attack on social media on Hindus as ‘pajeets' and ‘street defecators', now the stage is set to declare “the Modi regime” a “rogue government”, as though fascist, brutal, anti-minority, and other epithets they habitually use were not enough. The next step would be regime change, of course. Is India prepared to defend itself? All this is strictly from the Deep State playbook, so a priori I would blame either Foggy Bottom or Langley, but right now, in the middle of a grueling Presidential election? Don't they have bigger fish to fry? So I started to wonder if it was some other entity that had prodded Trudeau. It was interesting to see the closed ranks among the Five Eyes, which is to say English-speaking white countries or Anglosphere. Keir Starmer of the UK, again dutifully, supported Trudeau with alacrity, so much so that I began to wonder if this assault on India is actually a British plot, considering two things.Brits must have been really annoyed that an Indian-origin PM, Rishi Sunak, ruled them for a while, and they think India is insufficiently respectful of the British King, who, oddly enough, is Canada's Head of State, and probably Australian and New Zealand's as well. Maybe they blame India for Chagossians finally getting out of brutal colonial control (which by the way means the end of the grandly named “British Indian Ocean Territories”) which has an impact on the US naval base at Diego Garcia, for which Chagos islanders had been displaced. The Five Eyes have exalted opinions of themselves. For instance, one of the Biden administration's many unfathomable decisions was to downgrade the sensible Quad (the brainchild of Abe Shinzo) and instead plump for AUKUS (which is all, well, white) with the remarkable story of wanting British technology transfer to Australia re submarines. Let me repeat that: British. Technology. Transfer. And here I was, thinking the objective was to contain a rampaging China! Then there are other little episodes that need to be remembered. Sheikh Hasina stated that the US wanted an island near Chittagong for a naval base, and more alarmingly, that there was a plan for a Christian Zo state that would include territories in India, Bangladesh, and Myanmar. This is again a Deep State modus operandi, see East Timor and South Sudan. Furthemore, the US Ambassador to India, Eric Garcetti, has been hyperactive in “sub-national diplomacy” along with other US officials, meeting a Tamil supremacist M K Stalin one day, doling out funds paying special attention to the restive Northeast the next day.Not content with that, here's more from the energetic Garcetti:Assuming these tweets are authentic, things do look a little bleak for India and the “Modi regime” at the moment. Balkanizing India has long been a goal of the Deep State, reflecting the wishes of its proxies in Rawalpindi and Islamabad. I hate to be a Cassandra, but a rising and strong India is not on the agenda of anybody but Indians, and that too only some Indians. Others, and you know who they are, are quite happy to revert to the status quo of the pre-1991 era, when India, the alleged socialist paradise, steadily lost ground and became poorer and poorer relative to other countries. These are dangerous times. I have been nervous about Deep State intent since the days of Madeleine Albright and Robin Raphel, and I am concerned about the coming Kamala Harris Presidency (yes, she will be POTUS). I am worried about a faction of the US establishment that is congenitally anti-India. Given the looming threat of China, I would much prefer a good working relationship between the US and India, my two favorite countries, and I'd like to take the protestations of common interests (including a very large purchase of Predator drones by India) at face value, but as Ronald Reagan said memorably, “Trust, but verify”. 1325 words, 17 Oct 2024 This is a public episode. Although migrant waste pickers earn more in larger cities, they also face constant harassment from the police and local residents. It's difficult to differentiate Muslims from West Bengal and those from Bangladesh since they all speak Bengali.  And many Indian migrants say they are being harassed merely for being Muslim.“We all have documents to prove that we are Indian citizens,” said Saeeb Sheikh, a local agent who is not related to Salmina Sheikh. He has even used derogatory names to describe Bangladeshi immigrants.Scholar Maggie Paul said that this is an ageold narrative — Muslims from neighboring countries taking away land, jobs and resources —that ultimately galvanizes votes. She traces the issue back to the British division of the subcontinent into Hindu-dominated India and the Islamic Republic of Pakistan.Karnataka, the capital of Bangalore, will go to the polls in about two weeks to elect a state assembly. Managing a difficult relationship has brought dividends to both India and Bangladesh. By all accounts, Prime Ministers Narendra Modi and Sheikh Hasina have transcended many barriers and rapids to take their relationship in a direction that benefits both countries.  Mr. Modi appears to have put some distance between his Home Minister Amit Shah's use of the term “termite” when referring to Bangladeshi immigrants and the potential of bilateral ties.  Sheikh Hasina's visit shows that with due preparation even an agreement to share the river waters of the Kushiyara is possible even as an accord on the Teesta proves elusive. There's little doubt that Hasina's statement that “as long as Prime Minister Modi is here, Bangladesh and India will resolve” problems between them is significant.

Kashmiri Pandits, many of whom were given government jobs and brought to the Valley a decade ago, have started to flee following targeted killings of their colleagues by terrorists. Not just Kashmiri Pandits, but other Hindus have also been killed. As have Muslims. In August 2019, when Article 370 was reduced to a shell, and the state of Jammu & Kashmir whittled down to a Union Territory, the Central government promised to turn it into the most developed state in the country within five years. Long a part of the BJP's ideological agenda, Home Minister Amit Shah said on the floor of Parliament at the time that Article 370 was the biggest hurdle in the path of normalcy in Kashmir. In March this year, Assam Chief Minister Himanta Biswa Sarma and his counterpart from Meghalaya Conrad Sangma signed an agreement in New Delhi to partially resolve the 50-year-old border dispute between the two states. Reports indicate that matters have been resolved in six out of the 12 border locations that had disputes. At the same time, Home Minister Amit Shah has said that 70% of the border disputes between the two states have been resolved by this agreement. Subsequently, Arunachal Pradesh and Assam decided to form district-level committees for settling their boundary disputes. There are now hopes that, following the ‘50-50' model that Assam and Meghalaya followed, the disputes between Assam and Arunachal will also see resolution. Assam has border disputes with most of its neigbouring states. But in this edition of InFocus, we take a closer look at the causes of its disputes with Meghalaya and Arunachal, and whether the Assam-Meghalaya agreement can serve as a template for resolving all the other border disputes in the North-East. West Bengal's Birbhum district has been simmering with tensions since the beginning of this week. The murder of Bhadu Sheikh, a local TMC panchayat leader in Bogtui village, sparked violence from the night of 21 March, with several houses being set ablaze. At least eight lives were lost in the arson incident, while three people including a minor have been hospitalised.  On 22 March, 11 people have been arrested as charred bodies were recovered from two houses. Fearing repercussions of this violence, many people from this village are now starting to pack up and leave. While some reports have alleged that this incident of violence is an intra-TMC feud, Chief Minister Mamata Banerjee said that there is a larger conspiracy to defame the state.  But this incident is fast turning into a BJP vs TMC issue, with not just leaders like Suvendu Adhikari or Dilip Ghosh criticising the law and order of the state, but Prime Minister Narendra himself also acknowledging this incident. Addressing a virtual event at Kolkata's Victoria Memorial, PM Modi urged the people of Bengal to never forgive perpetrators of Birbhum violence. Meanwhile, Home Minister Amit Shah has also sought a report from the West Bengal government in 72 hours. But which events led to this spell of violence? What is the current situation on ground? In this episode, we'll hear from family members of the victims. We also have with us freelance journalist Ajoy Mukhopadhyay giving us updates from ground zero and Monideepa Banerjie, a senior independent journalist who talks about what impact can this incident have on the TMC-led government and the state's politics. Prime Minister Narendra Modi's recent visit to Punjab turned into quite a fiasco with his convoy being stranded on a highway and the PM being forced to cancel his plans and public addresses in the state. What followed was a full-blown political slugfest between the BJP-led Centre and the Congress-led Punjab government. Shortly after the episode, the Ministry of Home Affairs issued a statement accusing the Charanjit Singh Channi government of a lapse in the PM's security. Seeking a detailed report on the matter, Home Minister Amit Shah tweeted, "Such dereliction of security procedure in the Prime Minister's visit is totally unacceptable and accountability will be fixed." Other BJP leaders like Smriti Irani also went onto claim that there were "murderous intentions" behind such an oversight. Former Punjab CM and Congress leader Amarinder Singh, who is now a BJP ally, went a step ahead and asked CM Channi to quit. While the Punjab government has constituted a high-level committee to investigate into the lapses around the visit, CM Channi, on his part, has denied any breach. Rejecting the allegations that PM Modi's life was in danger, he said, "Narendra Modi is our PM. I would lay down my life to protect him, as a Punjabi." But how did this visit take such a wild turn? How did PM Modi end up being stranded on a flyover? Who is to blame for the security lapses? And the most important question, given that Punjab is headed to the state elections: is there a political gameplay here? At a time when polarisation between the Hindu and Muslim communities across India has increased, a Catholic bishop in Kerala has set off a new controversy by alleging that Muslim communities are waging a “narcotics jihad”. On 9 September, Bishop Mar Joseph Kallarangatt of the Pala, Kottayam district alleged that the Muslim community is endangering youth belonging to other religions, especially the Christian youth, by luring them into Islam using drugs. These drugs, according to the Bishop, are allegedly used in ice cream parlours, juice corners, and hotels, which are run by “hardcore jihadist” and that drugs are being used as a “weapon to spoil non-Muslims”. Not surprisingly, the comments also set off alarm bells across the Christian community in the state, with other bishops and nuns, several Islamist groups, Kerala Chief Minister Pinarayi Vijayan, and the Leader of the Opposition VD Satheesan condemning the Bishop's comments. However, the Catholic Church along with the influential Nair Service Society community and the Bhartiya Janta Party, who has been trying to make inroads in the state, has come out in full public support of the Bishop's comments. The Kerala unit of the BJP also went a step further and wrote to Home Minister Amit Shah, seeking a law to deal with “narco-terrorist and love jihad”. But why is a Catholic Bishop in Kerala triggering a war of words against another minority community in the state? What is it about the Muslim community that is making the Catholic Church anxious? It's been an interesting weekend in Gujarat for political observers. Patel, who's a first-time MLA from Gujarat's Ghatlodiya seat took his oath as the CM in the presence of Home Minister Amit Shah on 13 September, while Rupani is a fresh addition to the string of BJP Chief Minister who have resigned over the past few months. After tendering in his resignation, Rupani told the media that it is in the nature of the BJP to change the roles of karyakartas depending on the need of the party, but what are the possible needs that triggered such a decision in Gujarat? The change of guards that comes a year ahead of the state assembly elections is also raising speculations around why the party high command overlooked Gujarat Deputy CM Nitin Patel and Union Minister for Health Mansukh Mandaviya who were believed to be the frontrunners for the post, only to pick a lesser-known leader like Bhupendra Patel as the CM? Stand-up comedian Munawar Faruqi has been in jail for more than two weeks. Why? Did he crack a wrong joke? Well, as the top cop of Madhya Pradesh says "it doesn't matter". Munawar was arrested along with four others by Indore police midway during a show held at a cafe in Indore, on the basis of a complaint filed by a fringe right wing group's leader for allegedly making objectionable remarks against Hindu gods and Home Minister Amit Shah. But is there any evidence of him insulting Hindu sentiments or Amit Shah?As Indore East Superintendent of Police Vijay Khatri justified, they wanted to catch Mr Faruqui in action based on "oral evidence" from his rehearsal that was overheard by the complainant. Khatri indicated that Faruqi was arrested for the jokes he intended to make, rather than what he actually said in his comedy set. But strangely even as many people criticised the arbitrary nature of his arrest, Mr Faruqui's legal ordeals are far from over. In this episode of Reporters Without Orders, host Snigdha Sharma and Newslaundry correspondents Meghnad S and Basant Kumar decode the PMC Bank crisis, the “real issues” in the upcoming Maharashtra and Haryana Assembly elections, and Prime Minister Narendra Modi's plogging on the Mamallapuram beach on October 12. They start off by discussing the news that rightfully made news. Meghnad explains how cooperative banks function: “Cooperative banks, in general, are a scam.” Basant notes the sacking of 25,000 Home Guards in Uttar Pradesh, arguing that it should not have happened. “Instead of giving jobs, they're snatching them away,” Basant complains of the government. What didn't make news this week but should have? A party for journalists at I&B Minister Prakash Javadekar's Delhi home which was paid for by the taxpayer, says Meghnad. Basant points to the “invisibility of real issues” in the Maharashtra and Haryana polls, adding, “Nationalism, Ayodhya and Article 370 are the only three issues being raised.” Snigdha shares the news of tea garden workers in Darjeeling going on strike after they were refused their bonuses. This week's selection of bizarre news includes the same “exclusive interview” of Home Minister Amit Shah on different TV news channels and a funeral prank in Ireland.
