The Moo Noise Reduction Act 2024, which comes into effect today, will see cows banned from mooing between the hours of 9pm and 7am. Clare County Council says it's responding to multiple complaints from residents near farmland who claim that late-night and early-morning mooing is disrupting their sleep. The local authority says the act is being implemented after extensive research and public consultation and will see farmers provided with soundproofing options, such as insulated barns and white noise machines, to help keep their livestock quiet overnight. Chair of the Council's Bovine Special Policy Committee, Councillor Pat O'Gorman says the moove will make an udder difference to residents living in rural parts of the county.

When Brian Niccol took the helm as CEO of Starbucks last fall, his mandate was to reverse a decline in customer traffic. He’s been rolling out changes in recent weeks. University of California President Michael Drake sent out a letter this week calling on campuses to enforce a zero tolerance policy when it comes to protest encampments on college campuses. But some UC students say the crackdown is untenable. Reporter: Billy Cruz, The California Report Long Beach is the latest city in California to tackle the issue of homeless encampments. Because of a recent U.S. Supreme Court decision on encampments, giving cities more leeway to enforce anti-camping regulations, more local governments will likely take the same route as Long Beach, and start to clear the unhoused population off the streets.
