In a year when democracies around the world go to the voting polls to select leaders and representatives in nations and local towns and regions, we see much has changed due to an adoption of the “Intelligent Community” idea and through the evolution of technologies like broadband and AI, which have crept into our daily lives.  The COVID Pandemic altered our rhythms and impacted our local economies, especially commercial real estate, healthcare advances and the nature of work.   Can it be very long before we elect a robot for mayor? What is the new normal with AI in our communities?  Are the forces too overwhelming or are we managing? Picking up on ICF's July 2024 webinar “Sharing Public Spaces with Robots” Lou went to the “bullpen” to bring in ICF's Senior Fellow, Dr. Norman Jacknis to ask him what his research and teaching has revealed. Norm, who leads ICF's Analysts also shares his views about this year's Top7 Intelligent Communities, one of which will succeed Binh Duong, Vietnam as Intelligent Community of the Year! Dr. Jacknis has decades of executive and leadership experience in the public and private sectors. He has successfully led organizations to adopt innovations, creatively use technology, and embrace data-driven cultures. Dr. Jacknis is currently Professor of Practice in the Innovation and Entrepreneurship program of the business school of Northeastern University. Prior to that, for eight years, he was on the full- time faculty of Columbia University, teaching machine learning and artificial intelligence, as well as product design, in its Executive Master's degree program for technology leaders. He is also Senior Fellow of the global Intelligent Community Forum, where he has worked for years with regional/state and local public officials and businesses on the intelligent use of technology to improve quality of life and the built environment. Government Technology Magazine selected him as one of the nation's “Top 25 Doers, Dreamers and Drivers who, using technology ... broke bureaucratic inertia to better serve the public”. Under his leadership, Westchester County won numerous awards, including the Center for Digital Government's top ten digital counties in the country, American City & County's Crown Communities Award for technology and was selected as one of the top seven Intelligent Communities in the world. Among many activities beyond his work, he is Chairman Emeritus and former President of the regional chapter of the national association of chief information and technology officers (SIM) as well as Vice Chair of the Westchester County Community College Board Of Trustees. Dr. Jacknis received his Doctorate, Master's and Bachelor's degrees from Princeton University. He also studied for a semester at Makerere University, Kampala, Uganda and has graduated from executive courses at Harvard University.

Break 1: M.O.G.   STORY 1: Blake Witmer following in her father's footsteps as UGA orientation leader   Blake Witmer, a rising junior at the University of Georgia, secured a coveted role as an orientation leader this summer, following in her father's footsteps. Each year, only 20 out of over 100 applicants are chosen for this role, which involves introducing new students and families to campus life. Blake was delighted to learn she would be "Saucy 6," the same number her father had as an orientation leader. She's deeply involved in campus activities, including student government and journalism, and plans to pursue a career in publishing despite her family's teaching background. Blake finds fulfillment in mentoring new students and enjoys the dynamic atmosphere of UGA's orientation sessions, which she describes as a highlight of her summer experience. STORY 2: Gwinnett Tech Hosts GiveWorx Program in Partnership with 100 Black Men of North Metro Atlanta    Gwinnett Technical College has partnered with the GiveWorx Construction Program to empower resilient students through a comprehensive 14-16 week initiative. This program offers academic training, hands-on skills development in construction, mentoring, job shadowing, and job readiness workshops. Collaborators include Home Builders Initiative, Home Depot, and 100 Black Men Atlanta. Gwinnett Tech recently hosted a tour highlighting post-high school options and emphasizes the "3 E's": Enrolled, Employed, and Enlisted. Dr. Glenn Cannon, president of Gwinnett Tech, praises the partnership for supporting diverse educational pathways. Karen Foote, program director, emphasizes closing educational and employment gaps, celebrating the first graduating class of 26 students. The program awards a PACT CORE certificate, preparing graduates for careers or further education. STORY 3:   Some Asian-American Lawmakers From Gwinnett Backing Harris' Presidential Run Following President Joe Biden's decision not to seek re-election, Asian-American lawmakers from Gwinnett County swiftly expressed support for Vice President Kamala Harris as the Democratic Party's potential nominee for the presidency. Harris, of mixed Jamaican and South Asian descent, would be the first Black woman and the first Asian-American to hold the office if elected. State Sen. Nabilah Islam Parkes and other Democratic legislators from Gwinnett, including Reps. Sam Park, Marvin Lim, and Farooq Mughal, endorsed Harris, highlighting her historic candidacy and praising her and Biden's engagement with Georgia's AAPI community. Not all Asian-American lawmakers in Gwinnett support Harris; Rep. Soo Hong, a Republican, remains aligned with his party. These scholarships, totaling $1,500 each, honor fallen officers and support academic achievement and leadership. Recipients include Logan Sage, Camaurion Johnson, Cole Guck, Hannah E. Deming, Aiden Jackson, and Macee E. Still. The Foundation also received a donation from First American Bank and Trust to aid officers and K-9s during emergencies and support community programs like the Citizens Police Academy. The Foundation operates as a non-profit, benefiting from Georgia's 'Law Enforcement Strategic Support Act' tax credit for public safety contributions. STORY 5: Gwinnett County Recognized For Digital Innovation Gwinnett County Government has earned recognition from the Center for Digital Government and the National Association of Counties. They ranked seventh in the Digital Counties Survey Awards' "1 Million or More Population" category at the NACo Conference. Chairwoman Nicole Love Hendrickson highlighted the county's commitment to leveraging technology for improved resident services. The survey identifies counties leading in technology practices, focusing on service delivery efficiency, data analytics, cybersecurity, and innovative technology applications. Gwinnett County aims to continually enhance its technological capabilities to meet the needs of its growing population. STORY 6: The Forum Peachtree Corners Sets Main Plaza Opening Date   Niki and Tanya Pattharakositkul, owners of 26 Thai Kitchen & Bar, are returning to The Forum Peachtree Corners where they used to hang out as teens, now as business owners in the upcoming Politan Row food hall. The revitalization efforts by North American Properties include opening the main plaza with celebrations starting August 8, featuring amenities like a stage and screen for events. Politan Row will house seven food vendors, including Sheesh Mediterranean and Gekko Kitchen, aiming to enhance the area's dining options. Future plans for The Forum include additional recreational areas, jewel box restaurants, and potential developments like apartments and a hotel. STORY 7: Dacula Grad Will Hinton Has High Hopes for Paris Olympics   Will Hinton, a sharpshooter from Dacula, Georgia, is gearing up for the 2024 Summer Olympics in Paris where he will compete in Men's Trap shooting. An Army staff sergeant and instructor at Fort Moore, Hinton exudes confidence in his abilities, having secured his spot on Team USA by winning the Olympic Trials. He has been preparing intensely, participating in World Cup events and refining his technique to peak performance levels. Hinton, using his own Krieghoff K80 shotgun, aims not just for Paris but also eyes future Olympic Games in Los Angeles and Australia. His family will join him in France, marking their first international trip, adding to the significance of his Olympic journey. Stefaan Verhulst and Andrew Schroeder speak with Brent Phillips, Humanitarian AI Today podcast producer, about Meta's Lama Impact Grants program supporting applications of artificial intelligence for social good and a recent workshop that Meta organized for their 2024 Lama Impact Grant finalists. Stefaan, Andrew and Brent also discuss collective intelligence, large language models, data accessibility and making data AI ready, data collection and standardization initiatives geared for humanitarian actors, the impact of AI on humanitarian operations, localization, and how humanitarian actors can collaborate around advancing humanitarian AI. Dr. Stefaan G. Verhulst is an expert in using data and technology for social impact. He is the Co-Founder of several research organizations including the Governance Laboratory (GovLab) at New York University and The DataTank base in Brussels. He focuses on using advances in science and technology, including data and artificial intelligence,  to improve decision-making and problem-solving. He is also the Editor-in-Chief of the open-access journal Data & Policy and has served as a member of several expert groups on data and technology, including the High-Level Expert Group to the European Commission on Business-to-Government Data Sharing and the Expert Group to Eurostat on using Private Sector data for Official Statistics. Dr. Verhulst has been recognized as one of the 10 Most Influential Academics in Digital Government globally. He has published extensively on these topics, including several books, and has been invited to speak at international conferences, including TED and the UN World Data Forum. He is asked regularly to provide counsel on data stewardship to a variety of public and private organizations. Dr. Andrew Schroeder is the Vice President of Research and Analysis for Direct Relief. He leads Direct Relief's work in data science, GIS, and humanitarian innovation. He has worked in a consulting and advisory capacity for the World Bank, United Nations Development Program (UNDP) and World Food Programme (WFP), as well as being a member of the health data experts committee for Meta (formerly Facebook). Dr. Schroeder is the co-founder, along with colleagues at Harvard TH Chan School of Public Health and Harvard Medical School, of CrisisReady, a research and response platform for translating private data into public good for disasters and health emergencies. He is also the co-founder and former Board President of the global nonprofit WeRobotics.org, which builds local capacity in robotics applications for humanitarian aid, development, and global health in nearly 40 countries around the world. Andrew earned his Ph.D. in Social and Cultural Analysis from New York University and his Masters of Public Policy (MPP) and certification in Science, Technology and Public Policy (STPP) from the Gerald R. Ford School of Public Policy at the University of Michigan.

It's fair to say that most governments don't choose to use open source by default. Despite efforts over the past two decades to make open source solutions a viable, or even default solution in government, there's still a lot of skepticism. Those in decision making positions often raise concerns around security and reliability compared to proprietary software that is viewed as being “safe” even if it is more expensive and less flexible in many cases.So what should an open source government look like? And why would we want one?To answer these questions, we are joined by Aaron Snow, Faculty Fellow, and former Acting Executive Director for the Georgetown University Beeck Center for Social Impact and Innovation in Washington DC. Prior to his work at the Beeck Center, Aaron was a US Presidential Innovation Fellow and was subsequently one of the co-founders, and then later Executive Director of 18F, the US government's in-house technology and design consultancy. In 2018 he moved north of the border and became the first CEO of the Government of Canada's Canadian Digital Service. And has twice been named one of the “World's 100 Most Influential People in Digital Government" by Apolitical.In our conversation, we talk about why our current approach to technology actually makes government less transparent, and how open source in government might be a moral imperative. Former Federal Deputy CTO Jennifer Pahlka who helped found the U.S. Digital Service and other major technology programs like the Presidential Innovation Fellows has ideas for how government can leverage the opportunities in technology to advance critical services for the public. Often there is a gap between policy and implementation, especially in digital government, which can slow down modernization. But agencies can reevaluate how they provide benefits and services to the public online and strategize the evolution of digital services. Pahlka, who also wrote the book “Recoding America: Why Government Is Failing in the Digital Age and How We Can Do Better,” discusses these strategies as well as where culture and innovation fits in the future digital age for government.
