Closing or consolidating neighborhood schools is a painful decision that no school district or community ever wishes to face, but increasingly it may be on the table due to declining enrollment trends and budgetary pressures. In this episode, host Jason Willis and school finance and policy veteran Carrie Hahnel deepen our understanding about school closures and consolidations. If approved, spending proposal lowers school aid, although Haldane OK Beacon and Garrison are among more than 300 school districts that will receive less state aid in 2024-25 under Gov. Kathy Hochul's proposed budget, although Haldane in Cold Spring would see an increase. The decreases are the result of a proposal by Hochul to change the formula used to calculate what is known as Foundation Aid, a portion of state education funding that considers factors such as a district's relative wealth and the number of students it serves. Hochul would like to eliminate a Foundation Aid provision that guarantees districts will receive at least the same amount of aid as the year before, with an adjustment for inflation. In addition, she has proposed reducing that cost-of-living increase to 2.4 percent, from 4.1 percent. If the governor's changes are approved by the Legislature - which is far from certain - Beacon would lose about 3 percent of its state aid, or $900,000, according to Ann Marie Quartironi, the district's deputy superintendent. The district received $30.8 million in state aid for 2023-24, which represents about 38 percent of its $81.3 million in revenue. In Garrison, the district would lose 17 percent of its overall state funding, or about $200,000, according to Carl Albano, the interim superintendent. For 2023-24, the district received $1.1 million from the state toward its $12.6 million budget. Haldane's overall state funding would increase. The district anticipated a 5.6 percent increase in Foundation Aid for 2024-25, or an additional $157,000 to the $2.8 million it received for this academic year, according to Superintendent Philip Benante. Under Hochul's formula, Haldane's overall state aid for 2024-25 would jump to $4.7 million, an increase of nearly $300,000, said Catherine Platt, the district's business manager. Haldane's budget for 2023-24 is $28.2 million. While Hochul's budget would increase overall school spending by 2.4 percent, to $825 million, that is $375 million short of what was anticipated before the proposed revisions to the formula, according to the Association of School Business Officials of New York. As a result, about 45 percent of school districts would experience a decrease in state funding, the ASBO said. Now the negotiations begin with the Legislature. Its members in the Assembly and Senate who represent the Highlands quickly objected to the proposed changes. "Gov. Hochul is reneging on her promise to fully fund Foundation Aid to our schools," said Assembly Member Jonathan Jacobson, a Democrat whose district includes Beacon, while Assembly Member Dana Levenberg, a Democrat whose district includes Philipstown, said the proposal "would force school districts to choose between making cuts or raising taxes." "How can the governor claim to advance educational 'equity' when she's taking the most basic resources away from children?" said State Sen. Rob Rolison, whose district includes the Highlands. Speaking Monday night at the meeting of the Beacon school board, Superintendent Matt Landahl said that the governor's budget should be viewed as "the opening of a negotiation." He added: "This is far from done."

Sept. 28, 2023 - Association of School Business Officials of New York Executive Director Brian Cechnicki discusses the transition to zero-emission school buses, which districts need to complete by 2035.

Our latest episode covers ground that is familiar to all school board members: the regular review of school district financial information. The purpose of these financial reports is simple: to convey the school district's financial health, now and in the foreseeable future. They're also a great opportunity for school board members to learn and show they're earning the trust of parents and taxpayers. We'll help you understand these reports in more detail by explaining the documents that are at the core of financial reporting, especially the check register and budget-to-actual report. In New York, School Business Officials are all too familiar with the Foundation Aid Formula and how it hasn't functioned as it was intended when it was introduced back in 2007. School districts face extreme urgency to safely return students to in-person environments and help them recover from a pandemic that has not yet ended. At the same time, leaders and practitioners are pressing to expeditiously but thoughtfully allocate a windfall of new state and federal dollars – all the while trying to leverage the unique opportunity created by these circumstances to bring about transformative changes to our public school systems. How can school communities make the most of this moment to innovate towards a greater equality of outcomes for all students? That's the question we explore in this episode. Education reform experts Michael Fullan and Joanne Quinn share powerful ideas and insights from their work. Both have advised school systems in California and throughout the world. They've co-authored many books and papers, including their latest, “Right Drivers for Whole System Success.” Fullan and Quinn help us to look through the lens of equity and learning, emphasizing that education leaders should prioritize engaging all of their students.The possibilities for investing this influx of new, one-time funding to address inequities is truly exciting. But not so simple. School business officials especially may find themselves caught in a tension, on the one hand focused on fulfilling their important, traditional role of ensuring fiscal health and responsible accounting (including spending down Covid-recovery funds within prescribed timelines) while also being presented an opportunity to help their districts think and act in new ways that can be sustained over time. Veteran school district CBO Jayne Christakos joins us to help build our practical understanding of equity and resource allocation in educational systems, and to identify some good places to start. She emphasizes the crucial importance of embracing a districtwide culture that is comfortable using data, asking questions and "listening to the whole system."Throughout our series, we're sharing specific experiences and examples of leaders and practitioners who are doing the work of ensuring a more equitable allocation of resources. SBCUSD is among the 12 largest school districts in the state with nearly 50,000 students, about 90% who qualify for free and reduced price meals. The district has implemented a number of significant initiatives to improve learning and well-being for its diverse student population.In this episode, Jayne describes work she has helped carry out in the district, including an initiative called Targeted Support for School Progress (TSSP) that utilized data across all areas to identify a number of school sites for additional support. As part of TSSP, district and site teams worked to examine everything they were doing, from classroom instruction to professional development. The effort also involved creating a new cabinet-level assistant superintendent position for continuous improvement (led by Dr. Rachel Monarrez) -- and strengthening cross-departmental collaboration. Data after the first year of the program showed significant improvements for student subgroups across many areas.Jayne also shares additional timely advice for leaders and school business officials based on her experiences in the CBO chair, as a CBO mentor, and as a "go-to" person for so many in the state on school district budgeting. With the help of the Wisconsin Association of School Business Officials, we assembled a group of experts in school finance to talk about federal COVID relief funds and preK-12 education. We discuss how this money can be spent as well as some best practices and mistakes to avoid. We noted the DPI has assembled a summary of the funding for ESSER under each of the stimulus bills, including fiscal information, allowable activities, and specific programs outlined under each act.
