Oregon's New E-Bike and Micromobility Laws with Cameron Bennett

The Oregon Legislature passed a bill in the 2026 session, House Bill 4007, that changes several laws around e-bikes and things like e-scooters, e-skateboards, one-wheels, e-unicycles, and more. For the first time, Oregon law defines "powered micromobility device." HB 4007 also lowered the legal age for riding a Class 1 (no throttle, 20 mph max speed) e-bike from 16 to 14 and the bill makes it illegal for retailers to sell e-motorcycles as "e-bikes."I interviewed Oregon Micromobility Network (OMN) leader and Street Trust Board Member Cameron Bennett to learn more about the bill. OMN is a project of The Street Trust and Bennett is a self-described, "champion of things with small wheels."Links:HB 4007 Bill OverviewCoverage on BikePortlandAnnouncement from OMN about bill's passage

Bike topics include Schwalbe entering the 32-inch tire market across mountain, gravel, and reportedly road, plus a rumor of a major brand debuting a 32-inch bike at Sea Otter. They discuss a theory that brands are trying to convert post-COVID gravel buyers who aren't “N+1” riders by offering more stable, confidence-inspiring mountain bikes to expand participation. They talk about the Salsa full-suspension gravel e-bike (Class 3, ~40 lb, 2.2" tires, ~50-mile range) with a high price, and debate who the market is for. They also review the Salsa Stormchaser (frameset vs complete pricing, sliding dropouts, ability to fit 2.2" tires) and discuss bottom bracket standards (criticizing press-fit). The episode covers New Jersey's new law treating any e-bike as a motorcycle (lights, mirror, DOT helmet, plate/registration, insurance) and predicts more sweeping enforcement elsewhere due to high-speed e-bike accidents. The conversation branches into parallels with the gun industry's COVID boom, long-range shooting training to 800 yards, safety and education, and how event organizers manage participant risk. Josh Brake shares metaphors and other ethical considerations regarding AI on Episode 607 of the Teaching in Higher Ed podcast. Quotes from the episode “When you’re moving fast, it’s really easy to do things unreflectively and to make a poor decision without even realizing it.” -Josh Brake “The special thing about bicycles, at least in their non-electronic versions, is that they’re totally human-powered. So it’s all based on the energy that you put in, and it’s just transforming that energy, to make you more efficient and be able to move faster.” -Josh Brake “When you have something like an E bike, that augmentation can be used in a variety of different ways, so it can be used to actually extend your capacity.” -Josh Brake “It’s really this question about what’s the intention that you’re bringing to the technology when you come to the tool, what are the questions that you’re asking? And fundamentally, it’s a question of purpose and intention. Why are you using this?” -Josh Brake Resources An E-Bike for the Mind: E-Bikes and What They Can Teach Us About AI, by Josh Brake I Grew Up Oblivious About Grades. It Ruined Me. What if you could transform any standard bicycle into an e-bike in seconds, then switch back just as easily? That's the concept behind Skarper, a company based in Camden, North London, who have developed a groundbreaking clip-on disc drive system that is changing everything we know about e-bikes.Skarper co-founder Dr. Alastair Darwood wanted the power of an e-bike without the bulk and expense. But when Skarper was founded in 2020, there were literally no components on the market small enough to fit their vision. The team spent years designing and developing their own ultra-compact speed controller to create some of the smallest, most powerful components in the e-bike industry. The device is small enough to fit in a shoebox, rather than the massive boxes traditional e-bikes require, making the Skarper system much more sustainable than other solutions. Every Skarper sold means one less heavy e-bike manufactured. Plus, Skarper extends the lifespan of bicycles for years, embracing the circular economy by reusing what's already built, and adding only what's needed. We travel to Skarper's headquarters in Camden to meet Alastair and COO Uri Meirovich, who show us their sophisticated bike testing rigs, and tell us about how their development partnership with Red Bull Advanced Technologies brought Formula One-grade engineering rigor to consumer cycling. Alastair also takes us on a short bike ride around North London to demonstrate how riders can switch seamlessly between eco, cruise, and turbo modes using the Skarper app.Find out more about Skarper here.Find out more about Arena here.Your host is Paul Haimes from industrial software company PTC.Episodes are released bi-weekly. Irish Stew's latest “Off the Beaten Craic” adventure in County Leitrim discovers three new ways to slow down, tune in, and taste this corner of Ireland, through food, forest, and a gentle spin along the Jackalope Trail.First, we meet Malaysian‑born chef and restaurateur Sham Hanifa. At age 20 he answered an ad to work in Ireland, arriving in Carrick‑on‑Shannon jet‑lagged and short on money, but today he anchors the local food scene with The Cottage, My Kitchen, and Buffalo Boy, blending Irish ingredients with his Thai‑Chinese‑Indian‑Malay heritage. And he loves Irish Stew, though he was referring to the edible not the audio version.“What I say is Irish stew is comfort food, packed with flavor and a good‑hearted dish,” he explains, insisting he won't “mess around” with its unique Irish character even as he adds subtle Asian notes elsewhere on the menu. That respect for Irish produce interpreted with Asian flavors has turned Sham's Leitrim restaurants into dining destinationsThe episode moves next to the Drumhierny Woodland Hideaway, opened to guests in 2022 and featuring 11 self‑catering lodges tucked seamlessly into mature woodland. Sustainability, local partnerships, and wellbeing shape the experience, from an onsite café and private‑chef dinners to a sanctuary with seaweed baths, sauna, and cold plunge.“They arrive stressed on Friday, and when you meet them on a Sunday they're completely Zen, which I think is what we're all about,” says co-founder and marketing manager Alison Moffatt. The podcasters then roam towards Drumshanbo for a “slow adventure” on the Jackalope Trail with Eileen Gibbons of Electric Bike Trails. Inspired by seeing e-bikes on Ireland's Greenway network, Eileen and her husband Seamus created guided rides that trade speed for stories—linking canal-side cycling with local heritage and the wider tourism scene.“We take people along at a slow rate, stop along the way at interesting spots, all with a little bit of joke and a little bit of fun, and maybe even a bit of song,” she says. The Jackalope Trail leads to The Shed Distillery of PJ Rigney, distillers of Drumshanbo Whisky and Irish Gunpowder Gin, part of Co. Leitrim's innovative culinary incubator The Food Hub, both to be featured in the next and final episode of Irish Stew's “Off the Beaten Craic” series.LinksSham HanifaWebsiteFacebookYouTubeInstagramMy KitchenThe Cottage RestaurantDrumhierny Woodland HideawayWebsiteFacebookInstagramAlison Moffatt LinkedInElectric Bike TrailsWebsiteFacebookInstagramIrish Stew LinksWebsiteMedia Partner: IrishCentralTravel Partner: Tourism IrelandEpisode Details: Season 8, Episode 4; Total Episode Count: 145
