Welcome back for the conclusion of my interview with Marine, FBI Special Agent, and HRT Operator Rob D’Amico. Rob D’Amico has over thirty-six years of federal government service—ten years in the United States Marine Corps and nearly twenty-seven with the Federal Bureau of Investigation. He is the founder and principal consultant for Sierra One Consulting. Rob began a life of service when he enlisted as a US Marine during college at The Ohio State University in Columbus, Ohio, and, after obtaining his bachelor's degree, was commissioned as an officer and served his first overseas tour in the first Gulf War. His work on reconnaissance missions with the Marine Corps paved the way for Rob’s long and successful career with the FBI. After four years based out of the Bureau’s Miami, Florida field office, apprehending the most violent felons of South Florida as a member of a multi-agency violent crime fugitive task force, Rob transitioned into deep undercover work against the most notorious U.S. and Italian-based organized crime families. Rob was among the few selected to the FBI’s elite Hostage Rescue Team, in which he served as a sniper and was first deployed to Iraq and Afghanistan. Rob’s career with and beyond the HRT team placed him at each pivotal step in the resolution of kidnapping and hostile detention matters. He has worked on every facet of operations—negotiating hostage releases and exchanges, operating under the highest pressure against pirates, negotiators, warlords, leaders of terrorist networks, as well as with ambassadors, generals, foreign ministers, and non-government organizations. From being deep undercover, going after the mob, to dealing with Somali pirates, Rob has had a career that movies are literally made of. In the annals of US military history, there are no doubt many unsolved and perplexing mysteries, but few could compare to the fate of the US Navy spy ship that was mercilessly attacked by one of its closest allies intentionally and without warning. One of the reasons it is still a mystery is because it is also the only peacetime attack on a US naval vessel that, to this day, has never been investigated by the Congress of the United States.The USS Liberty was a 455-foot, 10,150-ton electronic intercept spy ship, originally a standard-design Victory Ship--a more evolved version of the World War II Liberty Ships--which were built as supply ships, not intended for direct fighting. The Liberty had been converted to an Auxiliary Technical Research Ship (AGTR), known colloquially as a "spy ship," first deployed in 1965; its top speed was only 18 knots.Yet the Liberty's fate, one of the most enigmatic, unresolved military mysteries of all time, is, paradoxically at its core, quite clear-cut and undisputed. The basic facts generally accepted by all are that, on the fourth day of the Six Day War between Israel and its Arab neighbors (Egypt, Syria and Jordan), the Israeli Defense Forces (IDF) savagely attacked the U.S. spy ship, the USS Liberty.On the warm, sunny-bright day of June 8, 1967, starting at about 6:00 a.m., at least twelve, possibly thirteen Israeli aircraft of different types began surveilling the Liberty, some of which were only 1,000 feet or less in altitude, apparently to photograph and "map" her for later targeting purposes. The precision of the later attack could only have been accomplished through such pre-planning, specifically identifying the priority targets, starting with the gun mounts to render the ship defenseless, followed by all of the forty-five different radio antennae and related transmitting equipment. . Beginning just before 2:00 p.m., three unmarked French-built Mirage III-C swept-wing fighter jets, without warning, settled into a triangular formation, aimed straight at the Liberty and proceeded to bore down on the ship in a fast low-level attack that began with rockets targeted at the four gun mounts and heat-seeking missiles aimed at the communications gear, with their warmed transmitters. . When the attack was over, thirty-four men were dead and one hundred seventy-four were injured to varying degrees, some near death.Unlike all other books ever written about the tragic attack - none of which provide a satisfactory explanation of what really caused it - Remember the Liberty! examines it in complete context of how it was positioned there by Johnson himself, for the very purpose of being attacked, and sunk, with every one of the 294 men on board going to the bottom of the Mediterranean Sea. His purpose was to use that event - while blaming Egyptian President Gamal Nasser for the attack - as a pretext for joining Israel in the war, even at the risk of igniting World War III with the Soviet Union. This book provides the only realistic explanation for why Lyndon Johnson did what he did, and why, in the heat of battle, he intervened with his Navy officers who were determined to rescue the Liberty and ordered them to recall the squadrons of fighter jets they had already dispatched - twice, 90 minutes apart - for that purpose.When the heroic crew saved the ship from sinking, it stopped Johnson's plan to join Israel in the war and thereby saved the world from certain nuclear conflagration. It also prevented his strategy of entering what he felt would be a "popular war" (unlike his other one in Vietnam) in order to give him a better chance to be reelected president the following year. In this episode (2/2), Michael Barnard concludes his conversation with Tristan Smith, a leading voice in maritime decarbonization and professor at the UCL Energy Institute, to unpack the tangled web of choices, regulations, and constraints facing the shipping industry as it attempts to cut emissions. From dual-fuel ships and synthetic fuels to compliance markets and long-term infrastructure investment, our conversation covered the broad terrain that policymakers, shippers, and fuel producers are all trying to navigate—with varying degrees of alignment and clarity.The core challenge, as Tristan makes clear, is the uncertainty. Despite rhetoric about decarbonization, the shipping industry remains paralyzed by confusion over which fuel pathways will ultimately dominate. LNG got a big early lead, with over half of dual-fuel ships opting for it before the IMO's revised climate strategy took hold. But now? Stakeholders are stuck in a feedback loop: shipbuilders hesitate to commit without clarity on fuel availability, and fuel suppliers can't scale up without clear demand signals. Hydrogen and synthetic fuels are still expensive and energy-intensive. Methanol offers potential but with its own limitations. Even advanced biofuels are subject to competing demands, especially from aviation. The result? Fleet choices made today could lock in constraints that ripple out for decades.We dove into the IMO's recent regulatory shift, a surprisingly muscular move for a UN body. The new rules focus not just on emissions, but on the carbon intensity of the fuels ships burn. GHG Fuel Intensity (GFI) targets are now baked in, with meaningful penalties: ships that fail to comply will pay fines starting at $100 per ton of CO₂, with funds used to accelerate zero- and near-zero-emission fuel development and assist lower-income countries with energy transitions. It's not a symbolic gesture. Modeling suggests the system could generate $11–12 billion annually in the first three years alone, creating a $33–36 billion fund for global maritime decarbonization. For once, there's a stick and a pot of carrots.Tristan stressed the importance of early action. Ships being built now will still be in service by 2050, and port infrastructure decisions last even longer. Regulatory clarity today means the excuses are drying up. Planning needs to happen now to avoid locking in fossil dependency for another generation. The regulation also means that even if the industry's fuel mix is uncertain, the cost of carbon is not. That changes investment calculus across the board, from ship design to bunker fuel contracts.We also touched on the equity angle. If global shipping decarbonization happens only in the wealthiest ports, it undermines the whole effort. The transition must include support for infrastructure, workforce training, and technology deployment in lower-income nations. Otherwise, we're just pushing emissions and economic pain offshore—literally.This conversation reinforced what I've argued for years: while aviation drags its feet and road transport electrifies at speed, shipping sits in the middle—finally regulated, still confused, and facing real opportunity. The IMO's climate strategy isn't perfect, but it's real, binding, and globally coordinated. It's a serious signal to a sector long stuck in the waiting room of decarbonization. Now the countdown has started.

In the annals of US military history, there are no doubt many unsolved and perplexing mysteries, but few could compare to the fate of the US Navy spy ship that was mercilessly attacked by one of its closest allies intentionally and without warning. One of the reasons it is still a mystery is because it is also the only peacetime attack on a US naval vessel that, to this day, has never been investigated by the Congress of the United States.The USS Liberty was a 455-foot, 10,150-ton electronic intercept spy ship, originally a standard-design Victory Ship--a more evolved version of the World War II Liberty Ships--which were built as supply ships, not intended for direct fighting. The Liberty had been converted to an Auxiliary Technical Research Ship (AGTR), known colloquially as a "spy ship," first deployed in 1965; its top speed was only 18 knots.Yet the Liberty's fate, one of the most enigmatic, unresolved military mysteries of all time, is, paradoxically at its core, quite clear-cut and undisputed. The basic facts generally accepted by all are that, on the fourth day of the Six Day War between Israel and its Arab neighbors (Egypt, Syria and Jordan), the Israeli Defense Forces (IDF) savagely attacked the U.S. spy ship, the USS Liberty.On the warm, sunny-bright day of June 8, 1967, starting at about 6:00 a.m., at least twelve, possibly thirteen Israeli aircraft of different types began surveilling the Liberty, some of which were only 1,000 feet or less in altitude, apparently to photograph and "map" her for later targeting purposes. The precision of the later attack could only have been accomplished through such pre-planning, specifically identifying the priority targets, starting with the gun mounts to render the ship defenseless, followed by all of the forty-five different radio antennae and related transmitting equipment. . Beginning just before 2:00 p.m., three unmarked French-built Mirage III-C swept-wing fighter jets, without warning, settled into a triangular formation, aimed straight at the Liberty and proceeded to bore down on the ship in a fast low-level attack that began with rockets targeted at the four gun mounts and heat-seeking missiles aimed at the communications gear, with their warmed transmitters. . When the attack was over, thirty-four men were dead and one hundred seventy-four were injured to varying degrees, some near death.Unlike all other books ever written about the tragic attack - none of which provide a satisfactory explanation of what really caused it - Remember the Liberty! examines it in complete context of how it was positioned there by Johnson himself, for the very purpose of being attacked, and sunk, with every one of the 294 men on board going to the bottom of the Mediterranean Sea. His purpose was to use that event - while blaming Egyptian President Gamal Nasser for the attack - as a pretext for joining Israel in the war, even at the risk of igniting World War III with the Soviet Union. This book provides the only realistic explanation for why Lyndon Johnson did what he did, and why, in the heat of battle, he intervened with his Navy officers who were determined to rescue the Liberty and ordered them to recall the squadrons of fighter jets they had already dispatched - twice, 90 minutes apart - for that purpose.When the heroic crew saved the ship from sinking, it stopped Johnson's plan to join Israel in the war and thereby saved the world from certain nuclear conflagration. It also prevented his strategy of entering what he felt would be a "popular war" (unlike his other one in Vietnam) in order to give him a better chance to be reelected president the following year.
