UNISON members are committed to ensuring high-quality public services, and there is genuine concern about the potential impact of reorganisation on day-to-day council services, particularly workforce capacity and retention. With the right support (and funding), the devolution process can result in positive outcomes for workers, local authorities, and the public. Therefore, councils must be well-resourced for devolution to be effective and ensure their workforce is supported, well remunerated, and trained.Devolution is not the cure for austerity. It can work as long as the vision of English local government is one where power is devolved from Westminster, decisions are made locally, and services are fully funded. Councils and their staff are essential for sustainable economic growth and can make a significant contribution to regional prosperity.We need to point out that local government reorganisation and devolution doesn't apply everywhere in England, for example in Greater London and in the North East where it has already happened.To talk about all things reorganisation, we are joined by two amazing guests, Mo Baines and Clare Williams.

This debate was part of Battle of Ideas North on 7 March 2026 in Manchester. ORIGINAL INTRODUCTION The Supreme Court judgement in April 2025, in the case of For Women Scotland v The Scottish Ministers, was seen as a ‘landmark ruling' in clarifying the definition of a woman as based on biological sex at birth. The hope was that by clarifying the law, women's rights, including single-sex spaces, would be protected and, more broadly, gender ideology would wither on the vine. Yet, almost a year on, many institutions have failed to stand by the definition of ‘woman' set out in the ruling, instead promoting ‘trans-inclusive culture'. They have ignored the need to provide single-sex spaces for women, and retain policies that fuel discrimination against gender-critical staff, volunteers and visitors. Is this surprising when the UK government itself seems reluctant to fully pursue implementation of the ruling? Having been in possession for months of clear recommendations from the Equalities and Human Rights Commission (EHRC), Bridget Phillipson, the women and equalities secretary, has still to publish guidance on single-sex spaces. Similarly, the culture secretary, Lisa Nandy, has been criticised for her weak protection of women's sport. Her stance focuses on ‘including everybody' and continues to suggest that the issue of trans athletes competing alongside biological women is not clear cut. The Scottish government has been similarly tardy in implementing the ruling, even though the judgement was specifically against it. What's more, public-sector institutions, along with charities, NGOs and trade unions, seem reluctant to accept biological sex as real, and insist on an ideological commitment to trans-inclusive policies, at the expense of women. Many schools and teachers openly defy the ruling in order to support trans ideology, often acting behind parents' backs. Recently, trade unions and organisations such as the Royal College of Nursing and Unison have either openly supported action against gender-critical feminists and single-sex spaces or retreated into bureaucratic cowardice, saying action is not possible until guidance is issued. The recent victory at an employment tribunal of eight nurses from Darlington against their NHS trust bosses, who penalised them for challenging the use of the single-sex changing rooms by a trans-identifying male, is a positive. But why do workers need to resort to the courts and tribunals to ensure institutions and workplaces enforce the law? Why are governments and institutions so willing to drag their feet on implementing a ruling given by the highest court in the land? What are the consequences of this for the rule of law, even democracy? How can we rescue institutions from the capture of trans and other ideologies? What is the balance between lawfare and building a wider political movement capable of pushing through change? On Sunday, July 21, Hey Neighbor Food Club is hosting their first event at the Old Dutch Church in Kingston (4–6pm). It's a preorder-and-pickup food event featuring handmade dishes -- tamales, pupusas, empanadas -- prepared by a small group of incredible local chefs, most of whom are female immigrants launching their very first food businesses.The chefs are part of the Briico Food Academy, which helps new entrepreneurs build sustainable income, community connections, and confidence through food, without needing outside capital or formal business experience. Each meal tells a story of migration, tradition, and resilience, and proceeds go directly to the chefs.Marielena shares her experience teaching art to women incarcerated at the Ulster County Jail and the many interactions that taught her about them and their lives including surprising insights through the vision boards the women created, their creative writing exercises, and how they collaborated with one another. Through that experience she shares her thoughts about how living together in an incarcerated setting can teach us about the art of living together in a broader community. The womens' art "Voices Unbound" is currently exhibited at Unison in New Paltz now through August 31st.This weekend is Upstate Art Weekend. Now Olivier Award-winning performer Beverley Knight is playing Sister Rosetta in a new production, Marie and Rosetta, which has just opened at the Rose Theatre in London. It tells the story of Rosetta and her singing partner, Marie Knight, described as one of the most remarkable and revolutionary duos in music history. Beverley joins Nuala McGovern in the Woman's Hour studio to discuss how the show hopes to restore these forgotten musical heroines to the spotlight. The Government has announced that care workers will no longer be recruited from overseas as part of a crackdown on visas for lower-skilled workers. The care sector has criticised the plans as "cruel" and "short-sighted". To discuss this and what good care looks like, Nuala is joined by Gavin Edwards, Head of Social Care at Unison, and care worker Kathryn Faulke, author of the memoir Every Kind of People: A Journey into the Heart of Care Work.It's thought that around 3 to 4% of people in the UK, that's one in 20, have ADHD - Attention deficit hyperactivity disorder. Today Nuala speaks to Robin Moira White, a barrister who specialises in taking discrimination cases, and who is also a trans woman.
