It consisted of 104 billion parameters, was trained on 1.6 trillion tokens, and was fine-tuned for performance in Chinese. The authors claimed that it performed second-best on the Chinese language benchmark C-Eval, right after GPT4. In addition, it performed at the level of GPT3.5 in one-shot MMLU. A version fine-tuned for programming also performed similarly to GPT3.5 in coding benchmarks like HumanEval. Notable takeaways: Significant effort was put into parallelization to help evade the US chip ban. I don't know how impressive this actually is. It achieved GPT3.5-level performance with similar-ish levels of compute and data. The China-America algorithmic gap is shrinking. My gut feeling is that the model was very specifically fine-tuned for performing well on standardized tests, especially those in Chinese (GK/Gao Kao is the Chinese College entrance exam). How Africa can avoid getting Scrambled | China America, Russia etc are all pulling Africa for a share African leaders must be more imaginative and proactive in pooling their efforts and setting the agenda. At the conclusion of the Berlin Conference of 1884-85, which notoriously carved up the African continent and apportioned its territories to Europe's imperial powers of the day, signatories to the act that formalized the new borders and zones of influence highlighted education and the “material well-being of the native populations” as justification for their historic power grabs. Over the half-century or so that followed what came to be known as the “Scramble for Africa,” Europe did virtually nothing to further education on the continent and inflicted some of the worst atrocities of the modern era on Africans, as colonists raced to extract natural resources using land seizures and forced labor, and implemented military conscription to fight and provide pack horse-like logistical support in Europe's wars. Most of what is recalled today about this terrible scramble are the arbitrary borders that created numerous economically crippled, landlocked territories and by turns divided members of coherent ethnic groupings and thrust together people with vast cultural differences or histories of enmity. Forgotten almost completely are the moral rationales that Western powers mobilized to justify their takeover and stewardship of an entire continent. Much has been written lately about a new scramble for Africa that is supposedly underway, involving a growing list of outside powers. The list is led by China, the United States, France, and Russia, but also present are other parties that have less history of involvement with Africa but are now being drawn in, including Brazil, Japan, Malaysia, Saudi Arabia and other Gulf states, South Korea, Turkey, Vietnam, and others. All are seeking business opportunities on the continent positioned to drive most human population growth over the rest of this century—or more insidiously, are aiming to counter the influence of a global or regional rival. Talk of a new scramble for Africa was strongly revived by last week's U.S.-Africa Summit in Washington, the first since the Obama administration held one in 2014. As Congress marks its 100th day in session and we make our way through Q2 of 2019, we’re taking a closer look at several of the important issues that Congress will be addressing, from the Paris Accord to the review of judicial nominees and natural disaster relief for Puerto Rico. My guest, Elizabeth Frazee, is joining me for the second time on this podcast to share her insight and updates on the 116th U.S. Congress.  Elizabeth was named a “Top Lobbyist” by The Hill newspaper and has a 30-year career in Washington that encompasses over a decade working in high-level jobs on Capitol Hill, executive experience at leading tech and entertainment companies and years of successful representation of companies, trade associations and non-profits as a policy advocate and political strategist. Professor Aaron Friedberg of Princeton University, spoke at The Institute of World Politics on the growing great-power rivalry in the Pacific. Dr. Aaron Friedberg is a professor of politics and international affairs at Princeton University. He first joined the Princeton faculty in 1987, and was Director of Princeton's Research Program in International Security at the Woodrow Wilson School from 1992-2003, as well as Acting Director and then Director of the Center of International Studies at Princeton in 2000-2001 and 2002-2003. From June 2003 to June 2005 he served as a Deputy Assistant for National Security Affairs in the Office of the Vice President. In November 2006 he was named to the Secretary of State's Advisory Committee on Democracy Promotion. He is a former fellow at the Smithsonian Institution's Woodrow Wilson International Center for Scholars, the Norwegian Nobel Institute, and Harvard University's Center of International Affairs. Dr. Friedberg is the author of two books, The Weary Titan, 1895-1905: Britain and the Experience of Relative Decline (Princeton University Press, 1988) and In the Shadow of the Garrison State: America's Anti-Statism and Its Cold War Grand Strategy (Princeton University Press, 2000). His areas of interest include international relations, international security in East Asia, foreign policy, and defense policy. He earned his A.B., A.M., and Ph.D. from Harvard University.
