Tras la inhabilitación de María Corina Machado, la principal opositora al gobierno de Nicolás Maduro, este martes Estados Unidos anunció la restauración de las sanciones contra Venezuela. Con esta decisión, se detendría por el momento lo acordado en Barbados (elecciones libres, liberación de preso políticos y el levantamiento de sanciones económicas) Pero prudencia, pues Estados Unidos actuaría a partir del mes de abril, cuando se decida si se renuevan o no las facilidades comerciales que Washington otorgó a Maduro. Estados Unidos anunció que implementará nuevamente su política de sanciones contra Venezuela, principalmente contra su sector energético, pero como en la mesa de negociaciones hay quienes se levantan y se van, y más tarde se vuelven a sentar, el economista Francisco Rodriguez, de la Universidad de Denver, considera que es muy temprano para conocer si Estados Unidos cumplirá lo anunciado, y en todo caso, cuáles serían las consecuencias: “Todavía hay mucho por definir. Todavía falta mucho. El momento más importante es abril, que es en el momento en el que se puede renovar o no la licencia 44”, estima el economista.Revertir la licencia 44La licencia N°44 a la que se refiere Francisco Rodríguez es una de las licencias otorgadas por Washington que prevé medidas de alivio para Venezuela respecto al petróleo. Otra es la N°43 que autoriza transacciones de Minerven, empresa minera perteneciente al gobierno venezolano, y la licencia 41, otorgada especialmente a Chevron para extraer petróleo.No creo que vamos a ver un efecto inmediato hasta que se revierta la licencia 44. La licencia 43, que es la que cubre a la compañía estatal de minería Minerven, hasta ahora no había tenido mayores implicaciones prácticas. Esa reversión de la licencia de Minerven creo que es esencialmente simbólica. Incluso si se da una reversión de la licencia 44, que es la licencia petrolera”, comenta Francisco Rodríguez.“Lo que hay que entender es que, hasta ahora, no hay ninguna compañía petrolera mayor que esté usando la licencia 44, por lo menos para extracción de petróleo, porque Chevron está utilizando la licencia 41, que fue la que obtuvo en el 2022, una licencia específica que probablemente se mantenga”, subraya.Relaciones comercialesLas sanciones de los Estados Unidos también podrían perturbar las relaciones comerciales que tiene Venezuela con otros países. “Aquí también mucho depende de la práctica.
