Consiliul Fiscal arată într-o notă publicată recent necesitatea reducerii deficitului bugetar și soluțiile limitate aflate la îndemâna guvernului. De asemenea, instituția reamintește că procesul de ajustare a deficitului va continua și în următorii ani. La sfârșitul săptămânii trecute, Consiliul Fiscal a publicat opinia referitoare la a doua rectificare bugetară a anului. Analiza legată de rectificare este concisă, în sensul că instituția consideră că sunt realizabile datele și țintele bugetare asumate de guvern, respectiv un deficit bugetar de 8,4% din PIB și pe cash și pe ESA. Demne de atenție sunt, însă, observațiile legate de contextul economic românesc. Astfel, Consiliul Fiscal pleacă de la o afirmație tranșantă și anume aceea că în ultimii șase ani economia locală s-a dezvoltat, dar nesustenabil. Iar demonstrația este făcută prin deficitele bugetare mari înregistrate, dar și prin creșterea îngrijorătoare a datoriei publice, de la 35% din PIB, în anul 2019, la 59% din PIB, în iulie 2025. Analiza Consiliului Fiscal răspunde la câteva întrebări. Prima: se putea și fără corecția bugetară pe care am traversat-o anul acesta? Răspunsul este nu și sunt aduse câteva argumente. Dacă nu ar fi fost luate măsuri de reducere a deficitului bugetar s-ar fi ajuns anul acesta la 9% din PIB. Consiliul Fiscal arată că România nu poate rămâne la un nivel al deficitului de 9% din PIB, pentru că s-ar ajunge la o criză a datoriei publice. Totodată, reducerea deficitului bugetar este considerată ca fiind un moment important pentru recâștigarea încrederii în finanțele publice românești. O a doua întrebare la care răspunde analiza Consiliului Fiscal este: în ce măsură scăderea deficitului bugetar se putea face și altfel? Răspunsul de principiu este că o corecție bugetară de amploare nu se poate face fără a fi afectate negativ veniturile cetățenilor și încasările firmelor. De asemenea, măsurile guvernului de ajustare bugetară sunt obligate să păstreze o prociclicitate care a început după pandemie. Cu alte cuvinte, chiar dacă toate manualele de economie nu recomandă în această situație măsuri prociclice, realitatea este că guvernul nu poate face altceva, pentru că este constrâns de astfel de decizii chiar de starea bugetului. În fine, mai există o controversă legată de pachetele de măsuri și anume: pe ce să se bazeze reducerea deficitului, pe scăderi de cheltuieli bugetare sau pe creșteri de taxe și impozite? Consiliul Fiscal merge în continuare pe ideea că ajustarea deficitului bugetar nu se poate face exclusiv pe partea de cheltuieli. De altfel, este chiar opinia insistent susținută de președintele Consiliului Fiscal, Daniel Dăianu. O opinie demnă de o cauză mai bună în condițiile în care Executivul a promis la preluarea mandatului o abordare echilibrată a reducerii deficitului între creșteri de taxe, reduceri de cheltuieli și prioritizarea investițiilor. Deocamdată, este vizibil că în materie de reducere a cheltuielilor realizările concrete sunt înghețarea salariilor bugetare și a pensiilor, care va fi păstrată și anul viitor, și scăderea unor sporuri realizată în vara acestui an. În schimb, creșterea de taxe și impozite s-a realizat anul acesta și va mai exista o tranșă începând cu anul viitor. Investițiile publice, din fonduri naționale și europene, rămân anul acesta la un nivel ridicat și anume 7,8% din PIB. Guvernul a reușit să găsească soluțiile pentru a păstra chiar și la rectificare o alocare substanțială pentru investiții, în ideea că de multe ori, la a doua rectificare bugetară, se luau decizii de tăiere a sumelor de investiții pentru a se reuși încadrarea într-un deficit redus. Este posibil ca Executivul să se fi gândit că 2026 este ultimul an al Planului Național de Redresare și Reziliență (PNRR), ceea ce înseamnă că unele obiective de investiții începute vor trebui finalizate pentru ca România să nu fie penalizată financiar. În fine, Consiliul Fiscal precizează că măsurile de sprijin pentru economie, așa-numitul program de relansare, se pot baza doar pe fonduri europene și credite fiscale, nu pe bani de la buget. În pofida ideilor de susținere a economiei, foarte diverse și generoase, reducerea deficitului bugetar va continua și anul viitor.

Ein Träumchen: Wenn ich weiß, gleich habe ich ein Interview mit zwei absoluten Experten, dann sind das diese Interviews, auf die ich mich schon Tage vorher freue. Aber worum geht es? Um nicht weniger als um eines meiner absoluten Lieblingsthemen: SOUND. Was ist Sound und wie groovt Sound? Eine evtl komische Frage auf den ersten Blick, aber mit diesen beiden Typen, ist die Antwort wesentlich größer als die Frage selbst. Zum einen hätten wir da Max Gebhardt, besser bekannt als Max Beatwerk. Er ist der Daniel Düsentrieb unter den Sound Groove Erschaffern. Jemand, bei dem sogar Quest Love anklopft um zu fragen, wie er diesen Sound und Groove gemacht hat. Und zum anderen Oli Rubow: Ein Pionier der Sound Experimenteure. Einer der ersten, der versuchte, elektronische Beats auf ein akustisches Set zu übertragen und analog zu verfremden, Groove daraus neu entstehen zu lassen, zu dekonstruieren und zu konstruieren und schließlich grooven zu lassen. Diese beiden konnte ich gewinnen, um mit mir über Sound zu sprechen und ich kann nur sagen: ich bin danach sofort in den Proberaum gefahren und habe angefangen zu experimentieren am heimischen Drum-Set. Eduardo Cintron: “La música es como el agua, se ajusta a sus alrededores” - Para este episodio tuve el placer de tener como invitado a un chico súper creativo. Él es músico, artista, productor, publicista… Él es Eduardo Cintron y comenzó su exploración artística muy joven. En la Escuela Central de Artes Visuales, mejor conocida como la Central, estudió artes visuales y plásticas y una concentración en diseño publicitario. Cuando era teenager también se sumergió en la música y llegó a tocar en bandas de la escena hardcore, punk y ska. Para ese entonces, comenzó a desarrollar su mentalidad de empresario y logró organizar varios espectáculos locales, así como un disco recopilatorio que incluía a muchos músicos puertorriqueños de diversos géneros como el rock, hip hop y jazz, hasta música experimental. Cintron optó por una carrera formal en la industria publicitaria sin abandonar la música. A finales de los noventa creó "The Color of Cyan", su banda de música instrumental emotiva, que fusiona el post-rock con arreglos orquestales, música ambiental y post-metal. Who is Mr. Dücker (abbreviated from the VA website): In this role, Mr. Dücker oversees health care operations for two Level 1A VA medical centers and 20 outpatient clinics serving more than 140,000 enrolled Veterans living in middle Tennessee, southern Kentucky, and northern Georgia. He leads an executive leadership team of seven and 5,200 employees with an annual operating budget of $1.8 billion. Under his leadership, he has maintained strong academic affiliations and cutting -edge research advancements with five medical institutions, including Vanderbilt University Medical Center and Meharry Medical College, and more than 100 associated health residency programs. He also championed a new partnership and resource sharing agreement with Fort Campbell Army Post and Blanchfield Army Community Hospital resulting in the newly constructed Fort Campbell VA Clinic, making this the only VA-DoD health care clinic in Kentucky and second in Tennessee. Mr. Dücker retired from the U.S. Army Reserve in 2017 as a Medical Service Corps officer at the rank of Colonel after nearly 34 years of service. He received numerous awards during his military service including the Legion of Merit (2) and the Bronze Star for leadership and meritorious service as a Commander in Afghanistan.

"Un viaje a la música del futuro con Carlos y Diego Estévez " - En este episodio hablamos con Carlos Andrés y Diego Estévez, mejor conocidos como Estévez o ZTVZ en el ámbito musical. Ellos son dos hermanos, escuchen esto mi gente, astrofísicos convertidos en músicos, que lograron fusionar el indie latino con toques urbanos y un vibe retrofuturístico para crear un sonido único.
