It's been a few months since the announcement of one of the biggest deals in recent Australian commercial aviation history: the purchase of 25 per cent of Virgin Australia by Qatar Airways, and with it, the return of Virgin international wide-body services through a wet-lease agreement for flights to Doha. Approval for those services currently rests with the International Air Services Commission, a government body that will decide whether to award Virgin the necessary 28 flights per week to Qatar – and Virgin has said in a letter to the IASC that there is essentially no reason to block the proposal, which has received widespread support and is not being contested. Adam and Jake revisit the politics at play and ask when the airlines – and punters – could see the new flights greenlit. Plus, is the federal government on a path to nationalising Rex, and could we see the return of commercial supersonic travel sooner than we expected?

There may be turbulence ahead, however, with the influential Transport Workers' Union hinting it might take back its support for the deal if ex-Qantas executive Paul Jones – who played a part in the illegal outsourcing scandal – is tapped to replace Jayne Hrdlicka as CEO. Previously, she served as Chief of the UNDRR Asia-Pacific regional office, covering 38 of the world's most disaster-prone countries. Lori served in various management positions at OCHA for over a decade before joining UNDRR, including overseeing the global Cluster coordination mechanism and having responsibility for IASC mechanisms on coordinated humanitarian needs assessments. She also has a background in public health and worked for the World Health Organization in various capacities, including in emergency contexts in Afghanistan, Pakistan and sub-Saharan Africa. Her experience in emergency contexts spans more than 25 years and she is the author of several publications including Lifeline Media: Reaching Populations in Crises which promotes greater accountability to people affected by disasters. E quem disse que há limites para caçar e quem sabe até batizar asteroides? Só em 2021, foram detectados mais de 1.400 objetos deste tipo no Projeto Caça Asteroides - parceria do Ministério de Ciência, Tecnologia e Inovações, da Nasa (agência espacial norte-americana) e do IASC - uma cooperação internacional de pesquisa astronômica. Deste total, 568 foram localizados por alunas. Mais de 30 por uma astrônoma amadora, de oito anos: Nicolinha já é considerada uma das maiores divulgadoras científicas do país. Segundo a coordenadora do Programa de Popularização da Ciência do MCTI, Silvana Copceski, a iniciativa formou, em 2021, mais de 700 turmas. E para este ano, a previsão é de mais oportunidades. E essa participação é o que se chama de ciência cidadã. As agências espaciais estão cada vez mais engajadas em atrair observadores para a vastidão de imagens que são captadas por telescópios, e ainda ampliar o time de caçadores de asteroides - objetos que podem representar uma ameaça para a Terra. Outra iniciativa de ciência cidadã e que vai levar a astronomia para dentro de sala de aula é o projeto Imagens do Céu Profundo, que, em colaboração com o Observatório Nacional, capacita professores de todo o país a entender mais sobre o universo para compartilhar o conhecimento em sala de aula - tudo isso com ferramentas modernas e tecnológicas.

Edella, Tomás and Ruth were part of the organizing team for the IASC 2021 Virtual Water Commons conference held in May. Edella Schlager is the Director of the School of Government and Public Policy at the University of Arizona. Tomás Olivier is an Assistant Professor of Public Administration in the School of Public Administration at Florida Atlantic University. Finally, Ruth Meinzen Dick is a Senior Research Fellow at the International Food Policy Research Institute. In this conversation, we run the gamut on water commons, discussing Ruth, Tomás and Edella's take on the state of water commons research, core canonical topics, such as collective action in governance of water that remains of top relevance today, and new directions, such as the need for greater theorizing on complexity and coordination around collective action in water commons. Stefan and Michael interview Erik Thulin, Jessica Blythe and Caroline Ferguson on topics related to the upcoming Fisheries and Aquaculture Commons virtual conference hosted by the IASC on March 9-12. This is the second episode in a series covering this year's thematic conferences from the International Association for the Study of the Commons.    Erik Thulin is the applied behavioral science lead at Rare, and is directing the agenda for Center for Behavior and the Environment. He focuses on bridging the academic-practice gap through collaborations with research partners and environmental practitioners.    Jessica Blythe is an Assistant Professor at the Environmental Sustainability Research Centre at Brock University in Canada. Trained as a human geographer, Jessica's research explores how various groups of people experience social-ecological change and what explains their differential capacities to respond.   Caroline Ferguson is a fourth year PhD student in the Emmett Interdisciplinary Program in Environment and Resources at Stanford University. Episode 036 Jim Fitzpatrick, IASC Founder, Early World Skate Traveler, Bones Brigade Intelligence Operative In 1964, Jim hopped on a plane, equipped with 12 MAKAHA skateboards, his surf stuff, and headed to Europe, being one of the first to expose much of Europe to the sight of an American Production Skateboard. The Makaha Exhibition Team, which he was a part of did just that, random exhibitions to promote this new activity. Competition Teams came later as this was before skateboard competitions had emerged.From his early skate days, we discuss the crazy yet incredible story of how he was hired by Powell, sight unseen, picked up and flown to a skate contest in Savannah, Georgia, and ended up being part of the Powell Bones Brigade crew with such duties as it's intelligence report. The story is very interesting and funny.After his Powell days, Jim formed IASC, the International Association of Skateboard Companies, of which I was a proud board member of, and the first official meeting was held in my conference room. Jim went on to be the early spark for public skateboard parks, culminating in the adoption in 1997 of SB 1296 (California State Senate Bill 1296) which gave cities the liability protection that allowed them to build skateboard parks. I sat in the California Senate Judicial Committee 6-7 years later to promote and push the vote to make that law permanent in 2006 which was made via SB 1179. These bills and laws set the precedent for the nation and the world to begin the massive growth of public skateparks.Jim also is the one who suggested they include language stating the parks should be unattended (no pad nannies), and skateboarders should all thank him greatly for this one, as it has avoiding millions of hours of harassment at skateparks. This show is a good listen for anyone who appreciates knowing how their skate history came to be and the players that were involved. Jim definitely did his share to benefit skateboarding, and I am thankful for his hard work that I've got to enjoy for a couple decades now.

While the COVID-19 pandemic is seriously affecting the health, livelihoods, and overall wellbeing of people all over the world, persons with disabilities are disproportionately impacted. The risk factors and consequences of COVID-19 on people with disabilities are even further exacerbated in humanitarian contexts. Persons with disabilities may be at heightened risk of contracting or developing a more severe case of COVID-19 due to barriers to accessing information, preventative measures and health services, while some people may be at heightened risk due to underlying health conditions or reliance on personal assistance. Further, COVID-19 has compounded exclusion of children with disabilities from education; increased risks of violence, exploitation and abuse; and deepened other pre-existing inequalities and marginalization.To address this situation, how can we ensure that persons with disabilities are included in all aspects of response to COVID-19 in humanitarian contexts? On 17 September, during a webinar organized jointly by ICVA, PHAP, IASC, and the Reference Group on Inclusion of Persons with Disabilities in Humanitarian Action, we discussed how the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action can be implemented in the COVID-19 response. We started with a presentation of the recent note produced by the Reference Group and endorsed by the IASC on this topic, followed by a discussion of challenges in the current response and ways to overcome them.The webinar shared practical examples of how response to COVID-19 in humanitarian contexts has been made more inclusive of persons with disabilities, drawing on learning from the past 6+ months to present concrete actions that humanitarian actors can take, in partnership with local organizations of persons with disabilities. The IASC recently endorsed guidelines for the inclusion of persons with disabilities in humanitarian action. How can these guidelines help make humanitarian action more inclusive? On 26 February 2020, ICVA and PHAP organized a webinar together with the Inter-Agency Standing Committee (IASC) secretariat and the Reference Group on Inclusion of Persons with Disabilities in Humanitarian Action, which introduced the guidelines and discuss how they can be implemented in practice. The three interim co-chairs of the Reference Group, as well as one of the NGOs that has been implementing the IASC Guidelines in their organization, spoke about the guidelines, their development, structure, and how they can be used in practice.For more information about the event, please visit https://phap.org/26feb2020Persons with disabilities are among the most marginalized people in crisis-affected communities and disproportionately affected by conflict and disasters. In some contexts, their mortality rate is two to four times higher than that of persons without disabilities and persons with disabilities face substantial barriers to accessing assistance. A recent study found that 92% of humanitarian actors think that persons with disabilities are not properly taken into account in humanitarian response and are often considered only as recipients of aid and not as actors in the response.That is also why delivering better for persons with disabilities was part of the discussions of the World Humanitarian Summit and its follow-up commitments, including through the Charter on Inclusion of Persons with Disabilities in Humanitarian Action (2016). In 2016, the United Nations Inter-Agency Standing Committee (IASC) Working Group agreed to the establishment of a Task Team on the Inclusion of Persons with Disabilities in Humanitarian Action, which drafted the Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action. The IASC Guidelines were drafted through a large number of consultations with member States, organizations of persons with disabilities, civil society organizations working with persons with disabilities and/or in humanitarian action, and UN agencies. They were endorsed by the IASC Principals in October 2019 and launched in New York in November 2019 and in Geneva in February 2020. At the same time, a Reference Group was established to continue to bring together key stakeholders for coordinated efforts on the implementation of the IASC Guidelines on Inclusion of Persons with Disabilities and provide support, among others, their dissemination and to develop supporting tools and resources. As one of the few global initiatives where the persons concerned have been directly involved in the drafting of a tool serving intervention at their benefit, these Guidelines are a crucial step forward to achieve disability-inclusive humanitarian action. They serve the following four objectives:1. To provide practical guidance on including persons with disabilities in humanitarian programming and coordination;2. To increase capacity among humanitarian stakeholders to develop and implement quality programs that are inclusive of persons with disabilities;3. To describe the roles and responsibilities of humanitarian stakeholders to include persons with disabilities in humanitarian action; and4. To increase and improve the participation of persons with disabilities and organization of persons with disabilities in preparedness, response and recovery.However, what will make the real difference for persons with disabilities is how these guidelines are implemented in practice. Humanitarian actors need to translate the IASC Guidelines into concrete improvements in their daily activities, continuing to work closely with persons with disabilities and their representative organizations.

They serve the following four objectives:1. To provide practical guidance on including persons with disabilities in humanitarian programming and coordination;2. To increase capacity among humanitarian stakeholders to develop and implement quality programs that are inclusive of persons with disabilities;3. To describe the roles and responsibilities of humanitarian stakeholders to include persons with disabilities in humanitarian action; and4. To increase and improve the participation of persons with disabilities and organization of persons with disabilities in preparedness, response and recovery.However, what will make the real difference for persons with disabilities is how these guidelines are implemented in practice. Humanitarian actors need to translate the IASC Guidelines into concrete improvements in their daily activities, continuing to work closely with persons with disabilities and their representative organizations.

1 概念フレームワークの意義  会計上の「概念フレームワーク」(CF)とは、財務諸表の作成と表示や財務報告の基礎をなす体系的な諸概念について記述したものである。国際会計基準審議会(IASB)の概念フレームワークは、IASBが理想とする会計の体系的な諸概念を示し、その主たる目的は、IASBが首尾一貫した個別の会計基準を開発する場合の基本的な諸概念や考え方を示すものである。それゆえ、これは、IASBの公表する会計基準であるすべての国際財務報告基準(IFRS)の基礎となるものである。  このように、概念フレームワークは、首尾一貫性のある個別の会計基準を設定するための体系的な諸概念(「メタ基準」)であり、しばしば「会計上の憲法」と呼ばれることもある。 2 IFRSの重要性  現代は、情報技術の急速な向上による世界的なインターネットやAIの急速な普及発展等により、企業の取引は、一層グローバル化してきており、21世紀の企業経営は、あらゆる面で、世界標準(GS)を念頭において行うことが必要となってきている。  このような状況の下では、法律等と共に企業経営のソフト・インフラの一つである会計も、企業取引の実態を世界的に比較可能なものとして行えるようになるというニーズが一層高まってきている。そして、図表1のように、このような世界で比較可能な財務諸表の作成表示を行えるような高品質で透明性のある国際財務報告基準(IFRS)の設定を目的とする機関が国際会計基準審議会(IASB)である。なお、2000年までは、この前身である国際会計基準委員会(IASC)が国際会計基準(IAS)を公表していた。 図表1 組織と会計基準  しかも、このIFRSを全面適用せず、収斂アプローチ(CA)を採用するわが国のような国においては、例えば、IASBが2014年5月に公表したIFRS第15号「顧客との契約から生じる収益」に相当する基準として、わが国のASBJが2018年3月に企業会計基準第29号「収益認識に関する会計基準」を公表したように、この国際会計基準審議会(IASB)の作成するIFRSが、国内の会計基準設定に直接影響を及ぼしている。このような意味で、IFRSは21世紀では、世界共通の会計基準として大きな影響力を及ぼし、これを正しく対応していくことが企業経営等にとって必要不可欠なものとなってきている。 3 IFRSの内容  IASBでは、図表2のように、一般に次の四つの新旧の会計基準及び解釈指針を総称したものを「IFRSs」と呼んでいる。ただし、一般には、このIFRSsを単に「IFRS」と略称されることが多い。 図表2 IFRSsの内容 (注) IAS等は、新たなIFRSの公表に伴って廃止されたものもあるけれども、改訂を行いながら現在でも使用され続けているものも多い。 4 概念フレームワークの開発の概要  1989年に国際会計基準委員会(IASC)は、会計基準の国際的調和化を図る上で、高品質で透明性があり、比較可能である財務諸表を作成・表示するために、それを作成する指針である会計基準の設定アプローチを、従来のピースミール・アプローチから理論的アプローチへ転換させた。これを可能にさせたのが、図表3のように、同年にIASCより公表された「財務諸表の作成及び表示に関するフレームワーク」(IASC[1989a])と公開草案32「財務諸表の比較可能性」(IASC[1989b])であり、後者については、その後比較可能性改善プロジェクトによってIASの改訂作業を行った。そして、1993年の11の基準書の一括改訂によって、このプロジェクトは終了した。 図表3 概念フレームワークの開発の概略 (注) IASC:国際会計基準委員会、IASB:国際会計基準審議会、FASB:財務会計基準審議会 *:これは、1989年IASCの概念フレームワークの改訂版である。 5 改訂プロジェクトの目的  前述の従来の概念フレームワークの問題点を解消するためのIASBの概念フレームワークの改訂「プロジェクトの目的は、より完全で明瞭な更新された概念のセットを提供することによって財務報告を改善することである」。このために、改訂プロジェクトでは、前述の三つの問題点として示されたものに対して、次のような対応を行っている。 ① 「未規定事項」への対応  新しい概念フレームワークでは、従来の概念フレームワークよりも完全である。というのは、従来の概念フレームワークでは扱っていないか又は詳細に扱っていない以下の領域を扱っているからである。 (ⅰ)測定 (ⅱ)財務業績(その他の包括利益の使用を含む) (ⅲ)表示及び開示 (ⅳ)認識の中止 (ⅴ)報告企業 ② 「ガイダンス不足」への対応  新しい概念フレームワークでは、従来の概念フレームワークについて、次のような側面を明確化している。 (ⅰ)財務報告の目的を満たすために必要とされる情報には、企業の資源に係る経営者の受託責任の評価を助けるために使用できる情報が含まれている旨を明確化していること(「受託責任の明確化」) (ⅱ)財務報告における慎重性及び実質優先の役割を説明していること(「慎重性及び実質優先の役割の説明」) (ⅲ)測定の不確実性のレベルが高いと、財務情報の目的適合性を低下させる可能性がある旨を明確化していること(「測定の不確実性の高さによる目的適合性の低下」) (ⅳ)例えば、認識及び測定に関する重要な決定が、財務業績及び財政状態の両方に関してもたらされる情報の性質の考慮によって導かれる旨を明確化していること(「情報の性質の考慮に基づく認識・測定に関する決定」) (ⅴ)資産及び負債のより明確な定義、及びそれらの定義を補強するより広範なガイダンスを提供していること(「資産等の明確な定義とガイダンスの提供」)。 ③ 「時代遅れ」への対応  新しい概念フレームワークでは、従来の概念フレームワークの中で時代遅れになっている部分を見直している。例えば、資産及び負債の定義における蓋然性の役割を見直し、これを問題としないものとしている。  以上がIASBの概念フレームワークの改訂プロジェクトが目指した事項である。 6 むすび  概念フレームワークは個別会計基準を設定するためのメタ基準であり、かつわが国はIASBとコンバージェンスをしているので、わが国の現在の会計を理解するためには、IASBの概念フレームワークを理解する必要がある。

Episode 16 cross posts an episode from The Troth's Podcast in which Jan interviews Frith Forge co-organizers Robert Schreiwer (Troth Steersman) and Amanda Leigh-Hawkins (International Relations Committee) for a recap of the Frith Forth conference held in October 2017. The conference was a collaboration of the Troth and the Asatru EU Network. Yates is Research Assistant Professor of Sociology at the University of Virginia and Director of the Program on Culture, Capitalism, and Global Change at the Institute for Advanced Studies in Culture (IASC), led by Professor James Davison Hunter. He is also the Director of the Thriving Cities Project, a multi-year inter-disciplinary initiative of IASC that features its distinctive Human Ecology framework and is comprised of a national network of scholars from across the humanities, social sciences, urban planning, architecture, civil engineering, and design. On 17 September 2014, PHAP hosted an online event discussing the new IASC Humanitarian Programme Cycle (HPC) from an NGO perspective. As part of the Transformative Agenda, the Inter-Agency Standing Committee (IASC) revised its Humanitarian Programme Cycle (HPC) – a replacement for the previous Consolidated Appeals Processes (CAPs) – so that it could be more useful for HCTs, NGOs and other responders in-country. This webinar provided a briefing on the process of devising this new HPC, what this process was trying to achieve, and what NGOs should expect from this revised approach. The event featured Joel Charny, Vice President of Humanitarian Policy and Practice at InterAction, and Gareth Price Jones, Humanitarian Affairs Representative from Oxfam International, and is organized together with the International Council of Voluntary Agencies (ICVA).Spurred by the large-scale crises in Haiti and Pakistan in 2010, the Humanitarian Programme Cycle was created to guide humanitarian coordination, leadership and accountability in crises and conflicts. It seeks to do this by clearly defining the complementary roles and responsibilities of different organizations involved in humanitarian response. The HPC is a collective, consultative process that hopes to enable all those involved in humanitarian response to see their role in relation to others and position their work according to agreed upon objectives. Specifically, the HPC hopes to create a single strategic process between all international and national actors involved in response, including clusters, sectors, humanitarian agencies, national authorities, national civic society organizations and, above all, affected people.The NGO community has been active in influencing this process through representatives from InterAction, Oxfam International, and the Norwegian Refugee Council (NRC). Vi beger oss till Stilla Havet utanför Costa Rica där en grupp forskare har givit sig ut för att borra ett två kilometer djupt hål i havsbottnen. Detta för att bättre förstå sig på hur jorden fungerar och hur klimatet varierar. Hör också om hur häxjakten fortsätter i Sverige än idag, hur det ser ut i den förbjudna zonen runt det havererade kärnkraftsverket i Tjernobyl, om läkemedelsbiverkningar som en stor anledning till att många läggs in på sjukhus, om Arktis kuster som äts upp av varmare havsvatten, och om kirurger som inte blir stadigare på hand efter några glas. I Stilla Havet utanför Costa Rica har en grupp forskare givit sig ut för att borra ett två kilometer djupt hål i havsbottnen. De ska ta upp stenmaterial från den djupare liggande delen av jordskorpan för att därigenom få en bättre förståelse för hur jorden fungerar och om hur klimatat varierar. Borrprovet som beräknas komma upp inom ett par veckor kommer att bli det närmsta någon någonsin har kommit till den heta delen av jordklotet som kallas för manteln. Många patienter, som läggs in på sjukhus i Sverige gör inte det för att de är sjuka, utan för att de har ätit mediciner och fått biverkningar. Enligt en studie gjord i Boston skulle detta lätt kunna undvikas med ett enkelt varningssystem. Varningar skulle hindra utskrivning av vissa mediciner särskilt bland äldre. Kusterna runt Arktis äts snabbt upp av allt varmare havsvatten som drar med sig vattnet och drar ner sediment i det arktiska havet. I snitt en till två meter av stranden försvinner varje år - på sina håll så mycket som 20 meter.
