Quatre ans révolus après le début de l'invasion de l'Ukraine par la Russie, nous avons souhaité vous faire partager leur réalité.En Ukraine, où 20% du territoire est occupé par les troupes russes, le front est presque figé, mais chaque journée apporte son lot de combats, d'attaques de drones et raids qui visent les infrastructures. L'intensité du conflit a même dépassé en 2025, les niveaux observés au début de la guerre, selon l'ONG Acled (Armed Conflict Location & Event Data) spécialisée dans les données en temps réel sur les conflits. Alors, comment protéger cette génération qui un jour reconstruira l'Ukraine. Comment éviter, alors que le conflit s'éternise, des blessures psychologiques insurmontables à l'âge adulte ? En Ukraine, des écoles sont construites sous terre pour permettre aux enfants de se retrouver sans danger et des organisations tentent de soigner leurs traumatismes en direct sans attendre la fin du conflit. Comisia Europeană a constatat într-un raport preliminar că rețeaua TikTok încalcă Legea privind serviciile digitale din cauza designului său care dă dependență. În ce măsură reglementările din Uniunea Europeană protejează utilizatorii rețelelor sociale? Cum se aplică Digital Service Act și cît de eficient este acest act legislativ? L-am întrebat pe Bogdan Manolea, de la Asociația pentru Tehnologie și Internet, consultant juridic, specialist în dreptul tehnologiei informațiilor.Întîi de toate, despre ce vorbim cînd vorbim despre design care dă dependență? Ce anume din felul în care sînt construite aceste rețele creează acest efect de dependență? Bogdan Manolea: „Sînt chestiuni cum ar fi acel infinite scrolling și măsuri de notificare și mesaje de tip push, care te îndeamnă să rămîi tot timpul în aplicația respectivă. Deci felul cum este construită aplicația și partea de usability, de UX (User Experience), de cum este gîndită – este atît de bună pentru a te păstra în aplicație, încît poate fi nocivă pentru categorii de persoane vulnerabile. Și aici Comisia vorbește despre minori, dar și despre adulți vulnerabili.”Şi cum ar putea fi protejaţi copiii, adolescenţii, adulţii vulnerabili? E o soluţie interzicerea accesului minorilor la social media, cum se întîmplă în Australia, pentru copiii de pînă la 16 ani?Bogdan Manolea: „Pe regulamentul DSA (Digital Service Act), platformele sînt obligate să-și facă o așa-numită analiză de riscuri sistemice. Deci ele ar trebui să știe care sînt problemele. E o obligație. Ce le zice Comisia Europeană acum este că nu au făcut analiza astfel încît să rezulte chestii care se văd în literatura de specialitate. E o chestiune pe care ar fi trebuit să o documenteze și să o rezolve și nu au făcut-o. Și de aici vine responsabilitatea juridică directă. Și ăsta e un lucru important în cazul ăsta, tocmai pentru că Comisia se duce pe fondul problemei legate de marile platforme. Și mie îmi pare bine că aceasta este soluția, pentru că, din punctul meu de vedere, blocarea nu este o soluție, pentru că nu rezolvă problema de fond. Dacă problema de fond este algoritmul de recomandare și problemele pe care el le implică, și acum chiar sînt aceste cazuri, atunci ele nu afectează doar minorii pînă în 16 ani. Ele afectează pe toată lumea. Yugoslav men and women internalized these messages, proclaiming their homeland's superior care for its citizens in comparison to postwar Europe and the United States. Even as Yugoslav women faced stigma and abuse for their usage of contraceptives and medical practitioners grappled with new regulations and technology alongside personal ideologies, Yugoslavs celebrated their own reformation into "new" politically minded citizens who carefully navigated tradition and modernity as they reconstructed the nation. The New Yugoslav Woman: Reproductive Regulation in Socialist Yugoslavia (Indiana UP, 2025) provides a social and cultural history of how Yugoslav communists used reproductive regulation to build a platform of socialism through self-management and to position the country as a conduit between the global North and South. Author Branka Bogdan traces reproduction as a central facet of socialist Yugoslavia's state formation through the nation's laws, medical infrastructure, technological growth, and state-run sex education programs. Bringing this history to the present day with a discussion of more than two dozen interviews with Yugoslav patients and medical professionals, Bogdan reveals how these recollections show key continuities with the past rather than an abrupt break between the socialist and post-socialist worlds.
