À Madagascar, le grand port de Tamatave change de visage. Les travaux d'extension lancés en 2018 sont entrés dans leur deuxième et dernière phase. Le projet, l'un des plus grands chantiers jamais entrepris sur l'île pour un coût total de 639 millions de dollars, est co-financé par la JICA, l'agence japonaise de coopération internationale, et par l'État malgache. Il vise à faire du premier port de l'île un hub de l'océan Indien. De notre correspondante à Antananarivo,Un soleil de plomb se réfléchit sur les casques de chantier blanc des ouvriers. Ils sont près d'un millier, mobilisés pour changer le visage du port de Tamatave, sur la côte est de Madagascar. Un port stratégique aux infrastructures vétustes, rénové pour la première fois depuis 1927.L'ancien brise-lame a été renforcé. Prolongé sur 345 mètres de long et rehaussé à 12 mètres de hauteur, il est entouré de part et d'autre par près de 3 000 blocs de béton armé – des dolos dans le jargon –, censés protéger les futures infrastructures. « Ce sont ces structures-là qui vont absorber la puissance des vagues, explique Felana Rakotozafy, ingénieur maritime sur le chantier. L'eau, elle, passe à travers ce brise-lame, comme nous le voyons pendant les périodes cycloniques. Et cela peut nuire au quai, mais surtout aux navires qui vont entrer dans le quai. Tout mon travail à moi, c'est de m'assurer qu'après finition des travaux, ce quai ne bouge plus d'un centimètre. »Répondre à l'augmentation du trafic maritimeJuste en face se trouve le futur quai C4, encore en construction. Sa protection est d'autant plus cruciale qu'il constitue la pièce maîtresse du chantier. Avec une profondeur portée à 16 mètres, contre 11 actuellement, il doit permettre au port de Tamatave d'accueillir de plus gros navires et de se muer en hub de l'océan Indien, capable d'assumer un rôle de redistribution des marchandises dans la région. « Jusqu'ici on ne pouvait pas accueillir les bateaux de type Panamax [de près de 300 mètres de long, NDLR]. À la fin de ces travaux, on pourra les recevoir directement sans qu'ils s'arrêtent à La Réunion ou à Maurice et qu'ils doivent décharger sur des petits bateaux pour entrer dans le port de Madagascar. »Achèvement prévu en 2026, mais des retards accumulésUn peu plus loin, sur le récif, le nouveau terre-plein de 10 hectares dédiés à accueillir plus de conteneurs. Objectif : quintupler la capacité du port, de 250 000 EVP à ce jour [équivalent vingt pieds, soit le nombre de conteneurs de 20 pieds ou 6 mètres, NDLR] à 1 million d'EVP en 2035. En l'état actuel, le port étouffe, faute d'espace de stockage suffisant. « C'est vraiment une urgence, il faut une remise en état, car le trafic augmente de jour en jour, observe Liliane Melquiond-Zafinirina, cheffe du département communication de la SPAT, la société de gestion du port. Le transport maritime évolue. Et nous sommes une île, donc les besoins intérieurs du pays exigent aussi cette extension. »Reste une seule inconnue, reconnaît-on à demi-mot sur le chantier : la date d'achèvement des travaux. En plus du retard accumulé pendant le Covid-19, le chantier est régulièrement mis à l'arrêt par les intempéries qui touchent la ville de Tamatave. Selon le calendrier établi, le nouveau port doit voir le jour en février 2026.
