NCLA Challenges IG Committee's Structure and Illegal Interference with Inspector General Operations For three years, Joseph V. Cuffari, a Presidentially-appointed and Senate-confirmed Inspector General (IG) has been endlessly harassed and had his office's resources drained by a series of baseless inquiries headed by the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Integrity Committee (IC). IGs are designed by law to be independent, and the agencies they oversee are not permitted to interfere with their investigations. But the IC and its persecutory approach are unlawfully interfering with Plaintiffs' legal responsibilities. NCLA has filed a Complaint in Fredricks, et al. v. Council of the Inspectors General on Integrity and Efficiency, et al. in the U.S. District Court for the Eastern District of Virginia challenging CIGIE/IC's investigations, which have had a chilling effect on the Plaintiffs' work and actions. In this episode of the Planned Solutions Incorporated Podcast, With interest rates are significantly higher than they were last year, this is a good time for savers to review their cash management strategies to ensure that they are maximizing the interest rates they are earning on their savings. This may involve shifting money to account types that pay higher yields, comparing the rates that are offered by different institutions, and ensuring that accounts are earning the highest amount offered by the institution. Also, Investment tax losses may allow taxpayers to claim a tax deduction on their income taxes. However, the impact of these losses is often somewhat muted. Tax losses are first used to offset taxable gains. Then up to $3,000 of any remaining net loss may be used to offset the taxation of other income. Finally, any excess unused losses are carried forward to the following tax year. And, When an individual passes away their non-retirement assets often receive a step up in tax basis. This means their beneficiaries inherit the property as of the date of death with no built-in tax gain or loss. However, to take full advantage of this provision in the tax code, it is important to be able to substantiate the value of the property at the date of death. In the case of real estate assets, this often requires an appraisal by a professional, or else the value may be open to debate. Plus a look at the Planned Solutions Incorporated Office Bulletin Board- The IRS finally provided guidance that State inflation relief payments, including the California Middle-Class Tax Refund payments, are not subject to federal taxation. Recently we posted that taxpayers who live or work in the many California counties that were included in the Presidentially declared disaster area will have until May 15th to file their income taxes and pay any amount due. This deadline has since been extended to October 16th by the IRS and the State of California is expected to conform to the change. Of course, this does not mean that taxpayers must wait to file and, in many cases, will be better off filing earlier rather than waiting until the extended deadline. Fugate led FEMA through multiple record-breaking disaster years and oversaw the Federal Government’s response to major events such as the Joplin and Moore Tornadoes, Hurricane Sandy, Hurricane Matthew, and the 2016 Louisiana flooding. Prior to his tenure at FEMA, Fugate was widely praised for his management, under Governor Jeb Bush, of the devastating effects of the 2004 and 2005 Florida hurricane seasons (Charley, Frances, Ivan, Jeanne, Dennis, Katrina, and Wilma). During his tenure, Fugate focused not only on restoring FEMA’s response capabilities but on promoting emergency management as a community and shared responsibility. Fugate instituted a permanent effort to build the nation’s capacity to stabilize a catastrophic event within 72 hours. He drove completion of Presidential policy on national preparedness and implemented the National Preparedness System to build unity of effort to address the nation's most significant risks. On Fugate’s watch, FEMA awarded more than $19 billion in preparedness grants, supported more than 700 drills and exercises in 47 states, and had more than 40 million participants take part in grassroots community preparedness drills. During Fugate’s tenure, rates of adoption for disaster resilient building codes nationwide increased from 40% in 2009 to 63% in 2016. Fugate also provided Federal Government-wide leadership on reducing disaster risk through efforts to develop for President Obama’s approval executive orders that reduce the Nation’s flood, earthquake, and wildfire risk through managed Federal investment in hazard-prone areas. FEMA’s use of technology to support operations and enable decision-making flourished under Fugate’s leadership. Prior to his service in the Obama Administration, Fugate served as Florida’s Emergency Management Director. As the State Coordinating Officer for 11 Presidentially-declared disasters, he managed more than $4 billion in Federal disaster assistance. In 2004, Fugate managed the largest Federal disaster response in Florida history as four major hurricanes - Charley, Frances, Ivan and Jeanne - impacted the state in quick succession. In 2005, Florida was again impacted by major disasters when three more hurricanes - Dennis, Katrina, and Wilma - made landfall in the state. The impact from Katrina was felt more strongly in the Gulf coast states to the west but Florida launched the largest mutual aid response in its history in support of those states. Under Fugate’s stewardship, Florida’s emergency management program became the first statewide program in the Nation to receive full accreditation from the Emergency Management Accreditation Program. In 2016, he was the National Emergency Management Association (NEMA) Lacy E. Suiter Award honoree for lifetime achievements and contributions in the field of emergency management. Today we dive into all things related to Brock Long's impressive career as a change agent and leader in emergency management. We talk about the complexities of a FEMA response in coordinated response, the need for disaster declaration reform, moving forward with a career in mind, and how to better prepare for disaster through mitigation. Brock speaks extensively about the mitgation process and changes that need to happen at FEMA and State governments to clear the way for communities to become Disaster Tough. "Brock Long is the former Administrator of the Federal Emergency Management Agency (FEMA). Confirmed in June 2017 by the US Senate with strong bipartisan support (95-4), Brock served as the Nation’s principal advisor to the President responsible for coordinating the entire array of federal government resources down through 50 states, 573 tribal governments, and 16 island territories to assist them with executing disaster preparedness, mitigation, response, and recovery. Brock is the 10th Administrator and the youngest to hold the office. While serving as Administrator, Brock coordinated the federal government’s response to over 144 Presidentially declared disasters and 112 wildfires, including three of the Nation’s most devastating hurricanes and five of the worst wildfires ever experienced. During this time, nearly $44 billion of disaster activity occurred under the various federal recovery programs. "As the FEMA Administrator, Brock led two major initiatives which will have long-lasting impacts on the emergency management community. He rapidly transformed the agency’s business enterprise by implementing innovative Community Lifeline and FEMA Integration Team concepts to strengthen public-private partnerships and permanently embed full-time staff within the offices of state and tribal governments to better meet constituent needs. Further, as the result of effective advocacy and eight influential Congressional testimonies, Congress passed the Disaster Recovery Reform Act and made pre-disaster mitigation a national priority, provided meaningful changes to the FEMA workforce, and bolstered state and local emergency management capability. "From 2008-2011, Brock served as Director of Alabama’s Emergency Management Agency (AEMA) under Governor Bob Riley. As Director, he served as the State Coordinating Officer for 14 disasters, including eight presidentially-declared events. Brock also served as an on-scene State Incident Commander for the Alabama Unified Command during the Deepwater Horizon oil spill. As Vanita Gupta, President and CEO of The Leadership Conference on Civil and Human Rights, explains, the politicization of Census 2020 has made it the most complex enumeration of our American experience. Presidentially imposed barriers to participation in the census by all people in the United States, as constitutionally mandated, has generated high levels of engagement by faith, corporate, public sector, nonprofit and philanthropic leaders in using their clout and resources to ensure a robust count. They are collaborating on organizing and communication strategies, including the development and testing of messages that resonate with the vulnerable communities they represent. These messages are key to overcoming the fear of participation. While message development is vital, it takes, as Vanita observes, trusted messengers to effectively deliver them. At this stage, trusted messengers are rolling out campaigns at the neighborhood level. Whether they are church leaders, librarians, social service providers or community organizers, family members or friends, these are the influencers that we all need to value and support. Vanita hopes that the media will follow these trusted messengers, tell their stories, and deepen our collective understanding of why the census is so important to all of us.

After the bombing on July 27, 1996, he spent hundreds of hours working closely with the FBI to find the terrorist. Initially, the media identified Richard Jewell as the culprit. Ultimately, Kent personally wrote and hand-delivered Jewell's clearance letter. He kept a journal the entire time.Six years ago, he teamed with former Wall Street Journal editor Kevin Salwen to explore the Olympic bombing story and the three bombings that followed. After five years of research, they penned The Suspect as a character-driven historical nonfiction book focusing on three main characters: Jewell, the colorful blonde bombshell reporter who broke the story, and the crusty FBI agent with a dark past who made the case that wasn't. Midway through they weave in an additional character: the real bomber. In 2019, Warner Bros. purchased the film rights to The Suspect for Clint Eastwood's movie “Richard Jewell movie,” and brought both authors on as consultants. Following its national release, the movie will be out this month on Blu Ray and DVID.Kent has enjoyed an unusually diverse legal career, beyond his four years as U.S. Attorney.
