Simon är 20 år och psykotisk. Han tvångsvårdas gång på gång och självmedicinerar med cannabis. En dag attackerar han sin pappa och döms för mord. En dag, när han är 20 år, skjutsas han till akutpsykiatrin och läggs in på en sluten avdelning. Han är psykotisk men bara tio timmar senare skrivs han ut. Två dygn senare ringer två civilpoliser på dörren till ”Simons” mamma. De berättar att ”Simons” pappa är död och att ”Simon” är anhållen för mord. Mamma ”Diana” är övertygad om att hennes son inte hade något uppsåt utan att det var sjukdomen som gjorde att han utförde dådet.Katarina Howner är rättspsykiatriker på RMV, Rättsmedicinalverket och forskare vid Karolinska Institutet. Hon menar att psykiatrin misslyckats att hjälpa de här patienterna. Av de gärningsmän som dömts till rättspsykiatrisk vård har 9 av 10 varit patienter inom psykiatrin. Och när det gäller dödligt våld har 4 av 10 haft kontakter med psykiatrin, enligt Brottförebyggande rådet. Howner jobbar just nu med ett forskningsprojekt som har som mål att psykiatrin ska kunna göra bättre riskbedömningar av patienterna. – Kan vi hitta ett mönster? Riskmarkörer? A bill has been filed in Massachusetts by Sen. Sal DiDomenico that would allow suspended drivers the chance to obtain their license back through a payment plan. On July 1, a long-debated law will go into effect in Massachusetts allowing undocumented immigrants to apply for driver's licenses. Advocates and state officials gathered together to celebrate and lay out a game plan today. WBZ's Madison Rogers was there.
To get ahead of the July 1 implementation of the Work and Family Mobility Act, the RMV is adding more staff and extending hours to handle what they expect to be a flood of new applicants for driver's licenses. Under the new law, applicants will only have to provide two forms of identity, such as a foreign passport and birth certificate or a passport and marriage certificate. Opponents have expressed concerns that allowing the undocumented to obtain these privileges reserved for U.S. citizens only encourages others to follow suit, also warning that undocumented immigrants might illegally use a driver's license to vote. Arriving from Brazil unable to speak English a dozen years ago, completely shifting in her career and finding the love of her life in the Berkshires, the only constant for Karen Murray is change. As a mother who has advocated strongly for her daughter, Victoria, Karen has served as a translator in the public schools. Today, the language barrier continues to be a challenge for families with parents who have trouble speaking English, or don't speak it all. In her role at the RMV, Karen has distinguished herself for her focus on changing the culture to focus more on customer service and she's had great mentors along the way who she credits for helping her get there. Jordan Rich fills in on NightSide:Governor Charlie Baker had vetoed a new law that would grant undocumented immigrants a standard state driver's license beginning in July of 2023, but the state Senate joined the House in overriding the veto. The new law will also prohibit the RMV from asking about or keeping documents related to immigration status.
