Camera Deputaţilor a adoptat, marţi, proiectul de lege iniţiat de Guvern privind donarea unui sistem de rachete sol-aer Patriot către Ucraina. Proiectul a fost adoptat cu 245 de voturi ''pentru'', 29 de voturi ”contra” şi o abţinere. Calea pentru furnizarea acestui sistem de apărare către Ucraina mult încercată este astfel deschisă. Însă tema generează o anumită dezbatere în România. După votul de marți din Camera Deputaților, Parlamentul României a dat, în sfârșit, undă verde livrării sistemului de apărare antiaeriană Patriot către Ucraina. Senatul votase proiectul inițiat de guvern chiar luni, în ziua în care acesta și fusese trimis legislativului, în regim de urgență.Este clar, mobilizarea a fost maximă. Și totuși, am spus ”în sfârșit”, pentru că decizia politică de furnizare a sistemului Patriot fusese luată de România, în cadrul CSAT, încă din luna iunie, dar formalizarea ei a durat, iată, două luni și jumătate.Acum câteva zile, mai precis pe 29 august, ministrul ucrainean de externe, Dmytro Kuleba, le cerea partenerilor să urgenteze trimiterea acestor sisteme și atrăgea atenția că orice întârziere se plătește în vieți omenești.Este așadar de presupus că activarea Executivului și Legislativului de la București este și urmarea unor activități intense în plan diplomatic.Furnizarea de către România a sistemului Patriot vine într-un moment delicat pe frontul ucrainean. În timp ce Kievul a reușit o acțiune spectaculoasă în regiunea rusă Kursk, forțele ruse marchează avansuri substanțiale în estul Ucrainei. În plus, Rusia și-a întețit atacurile aeriene, cu drone și rachete, asupra a numeroase ținte, cu precădere civile, din Ucraina. Și aici, sistemele Patriot ar ajuta mult.Adoptarea legislației de către Parlamentul României a întâmpinat, evident, și opoziție, cum era de așteptat, din partea formațiunii AUR. Deputații săi au votat marți împotrivă, motivația fiind că în acest fel ar fi apărate interesele de securitate ale României.Nimic de mirare. De altfel, străzile s-au umplut de panouri uriașe ale liderului partidului, George Simion, pe unele dintre ele stând scris că el va fi președintele care nu va băga țara în război.Este o temă folosită pe scară largă de Kremlin în războiul său hibrid și pe care o găsim nu doar în România: cea a amenințării războiului.Citeste siPolonia vrea să doboare rachetele ruseşti aflate deasupra UcraineiÎn Georgia, de exemplu, partidul de guvernământ Visul Georgian, care a virat puternic către pro-rusism, spune că alegerile legislative din octombrie vor fi un referendum între ”război și pace”.Guvernul acuză opoziția pro-europeană că vrea să deschidă ”un al doilea front” împotriva Rusiei, la presiunea Occidentului.Și în Republica Moldova, propaganda rusă exploatează teama de război, spunând că Uniunea Europeană și Statele Unite, care o susțin pe președinta Maia Sandu, vor să împingă țara în război contra Rusiei.Aceleași temeri au fost exploatate de partidele de extremă dreapta și extremă stânga din Europa, cu destul succes, în țări precum Franța și, mai recent, Germania.Ideea, susținută de propaganda Kremlinului, este simplă: dacă ajutați Ucraina va fi război. Dacă încetați cu sprijinirea ei va fi pace.De fapt, războiul a fost deja pornit de Rusia și ar putea veni și aici, în caz că Ucraina va fi răpusă.Iată însă că această narațiune rusească a păcii și războiului a ajuns să fie preluată și în România. O nouă ciocnire între Ungaria și partenerii europeni a avut loc în cadrul reuniunii de joi a miniștrilor de externe, desfășurată la Bruxelles. Întâlnirea trebuia să aibă loc la Budapesta, dar șeful diplomației europene, Josep Borrell, a convocat o altă ședință, în capitala UE. Se anunță o toamnă tensionată între Budapesta și restul capitalelor europene, în timp ce Ungaria va continua să dețină președinția rotativă a Consiliului UE, până la sfârșitul anului. La întâlnirea de joi dimineață a participat și ministrul de externe al Ucrainei, Dmytro Kuleba. Potrivit unui oficial familiarizat cu discuțiile și citat de Politico, oficialul ucrainean le-a cerut miniștrilor UE să permită atacarea instalațiilor militare din Rusia, spunând totodată că propunerea nu ar trebui considerată o escaladare.Apelul lui Kuleba a fost susținut în cadrul întâlnirii de Franța, Suedia, Letonia, Țările de Jos și Polonia, mai mulți diplomați remarcând că dreptul internațional nu interzice unei țări să intre pe teritoriul unui agresor pentru a se apăra.În tabăra „nu”, Slovacia, condusă de pro-rusul Robert Fico, a deplâns că întâlnirea nu a avut loc la Budapesta.În replică, ministrul maghiar de externe Péter Szijjártó a spus într-o postare pe Facebook, că „trebuie oprită furia Înaltului Reprezentant”. Oficialul ungar a mai afirmat că „nu vrem mai multe arme în Ucraina, nu vrem mai multe morți, nu vrem o escaladare a războiului”.Reuniunea este însă doar un preludiu pentru o toamnă tensionată între Budapesta și partenerii săi europeni. Summitul informal din noiembrie, care în mod tradițional se desfășoară în țara care deține președinția rotativă, este, de asemenea, improbabil, scrie Euractiv.Problema relaxării regimului de vize al Ungariei cu  Rusia și Belarus îi preocupă, de asemenea, pe europeni – mai ales statele care s-au confruntat recent cu acte de sabotaj pe teritoriul lor. Trotz der China-Reise des ukrainischen Außenministers Dmytro Kuleba - die Chancen auf einen baldigen Verhandlungsfrieden schätzt Gady als eher gering ein: "Russland hat kein Verlangen nach Verhandlungen", so der Experte. Moskau glaube weiter daran, seine Ziele auf dem Schlachtfeld erreichen zu können. Und auch bei China dürfe man nicht naiv sein: Peking habe kein Interesse daran, den Konflikt zu beenden. From Farnborough Air Show: Boeing will compete for Collaborative Combat Aircraft (CCA) Increment 2 effort in support the USAF Next Generation Air Dominance (NGAD) Fighter program- unless it is a "Fixed-Price Contract."Under a fixed-price contract, a company agrees to create a system for the military at a set price tag. 32 foreign ministers of NATO member countries held a meeting in Brussels. Among other events, a meeting of the Ukraine-NATO Council took place there, in which the head of the Ukrainian Ministry of Foreign Affairs, Dmytro Kuleba, took part. Alliance Secretary General Jens Stoltenberg opened the meeting at the NATO headquarters in Brussels, who stated that NATO allies continue to consistently support Ukraine, and the difficult situation on the battlefield is a reason to increase such support, not to decrease its volume. - 32 міністри закордонних справ країн-членів НАТО провели зустріч у Брюсселі. Там серед інших подій пройшло зібрання Ради Україна-НАТО, в якому взяв участь очільник українського міністерства закордонних справ Дмитро Кулеба. Відкрив засідання у брюссельській штаб-квартирі НАТО генсек Альянсу Єнс Столтенберг, який заявив, що союзники по НАТО продовжують послідовно підтримувати Україну, і важка ситуація, що складається на полі бою, є приводом для збільшення такої підтримки, а не для зменшення її обсягів.
