PRESS REVIEW – Friday, March 14: We look at reactions from the European papers as Vladimir Putin says he's open to a ceasefire but says the conditions need to be reworked. For the press, the Russian President is dictating his terms. Also, the British Prime Minister Keir Starmer announces sweeping changes to the National Health Service. And, a major breakthrough in research on Parkinson's disease. Finally, Donatella Versace will step down from the Versace fashion house after thirty years. Reactions from the European press over a proposed peace plan between Ukraine and Russia. President Vladimir Putin says he supports a US-brokered peace plan, in theory, without offering any guarantees. The feeling in the press is that he's very much in control. French paper Liberation says a "cease-what" on its front page sarcastically. In its editorial, Libe notes that Putin was seen in military fatigues visiting Kursk earlier this week. He also appeared to make US envoy Steven Witkoff wait while he met with Belarussian President Alexander Lukashenko. Putin continues to play his "deadly game of poker against the West," the daily says. For Le Figaro, it's the "yes, but" response of Putin that complicates Donald Trump's hopes of brokering a ceasefire. The paper also picking up on Putin's behaviour in Kursk, as one who believes he is close to victory. Le Soir, the Belgian paper notes Putin plays the ambiguity card and keeps the pressure on as he dictates his terms while der Taggespiegel sees it as an outright rejection by Putin of the ceasefire deal. Syrian cartoonist Fahd Bahady echoes those sentiments – portraying a Donald Trump dove of peace pooping all over Zelensky. The Kyiv Independent chooses to focus on Volodymyr Zelensky's evening address on Thursday in which he said Putin is afraid to admit to Donald Trump that he doesn't want a ceasefire because he wants to keep killing Ukrainians. He also added that Moscow is demanding for impossible conditions to postpone ceasefire talks for as long as possible.The Italian daily Corriere della Sera looks in detail at what Putin wants in exchange for a ceasefire: notably that Ukraine gives us four regions occupied by Russian soldiers, Luhansk, Donetsk, Zaporizhzhia and Kherson as well as provinces still in Ukraine's hands. For the Italian daily, in Putin's eyes, Europe should be relegated to a marginal role and his neo-imperial, 19th century vision corresponds to that of Trump.British Prime Minister Keir Starmer has made sweeping changes to the National Health Service, which is dominating front pages there. Starmer announced a restructuring plan to abolish the NHS England body to cut red tape and bring management of the health service under the health ministry. The move will lead to several thousand jobs lost but will save the government hundreds of millions of pounds a year. For the Daily Telegraph, Starmer's taking on an £800-million gamble. The Guardian notes that the NHS England is financed by the government but runs independently. It was established just over a decade ago by the conservatives in what Wes Streeting, current health minister calls a disastrous reorganisation that needed to be scrapped. The tabloid Daily Mail rejoices in the decision, saying patients will be put before bureaucracy and care will be improved. The government has said the job losses will be because of the duplications of jobs within both the NHS and Health ministry.Staying on the topic of health: Australian scientists are hailing what they hope could be a huge breakthrough in the fight against Parkinson's disease. Twenty years ago, PINK 1 was identified as the protein linked to Parkinson's disease, but for two decades, no one knew what the protein looked like or how it switched on with the onset of the disease. A hallmark of Parkinson's disease is the death of brain cells. Researchers at the Walter and Eliza Hall Institute of Medical Research based in Victoria, Australia have determined how the mutation switches on. They can use this discovery to find a way to switch it off and notably slow down the progression of Parkinson's, which is the fastest growing neurodegenerative condition in the world. Finally: Donatella Versace, sister of Gianni Versace is stepping down as chief creative officer of her family fashion house after nearly 30 years. The Times of London reports that she stepped in to take over the company after her brother was murdered in 1997. She will stay on as chief brand ambassador. Dario Vitale, former image director of Miu Miu is the new designer. **Security Council This morning, the Security Council met under the agenda of threats to international peace and security. Briefing Council members was Miroslav Jenča, the Assistant Secretary-General for Europe, Central Asia and the Americas. He noted that in one week, we will mark three tragic years since Russia's full-scale invasion of Ukraine, launched in violation of the UN Charter and international law. In this context, Mr. Jenča said, today's ten-year anniversary of Security Council resolution 2202 (2015) — that called for the full implementation of the now-defunct Minsk agreements — is an opportunity to recall past diplomatic efforts towards de-escalation and a peaceful settlement of the conflict. He noted that the Secretary-General has underlined, time and again, that any peaceful settlement must respect the sovereignty, independence and territorial integrity of Ukraine, in line with the UN Charter, international law and resolutions of the General Assembly. Mr. Jenča said that the UN encourages dialogue among all stakeholders and welcomes all genuine efforts and initiatives, with the full participation of Ukraine and the Russian Federation, that would alleviate the impact of the war on civilians and de-escalate the conflict. His remarks were shared with you. **Ukraine And just since we are on the topic of Ukraine, our humanitarian colleagues tell us that attacks today and over the weekend in Ukraine killed and injured civilians across the country. According to what local authorities are telling us, front-line communities in Dnipro, Donetsk, Kherson, and Zaporizhzhia regions were the most affected. Authorities and partners on the ground also say that yesterday, a thermal power plant in Mykolaiv, in the south of the country, was damaged. An estimated 100,000 men, women and children were left without heating as temperatures dropped below 0°C. About 760 residential buildings, nearly 70 schools and kindergartens, and 20 health facilities lost access to heating. Municipal services are working to restore services. Humanitarians responded swiftly in Zaporizhzhia and Mykolaiv, providing aid including mental health support and psychosocial support, emergency shelter kits, food, warm drinks and blankets. As of this morning, the Ukrainian grid operator, Ukrenergo, imposed emergency power cuts in various regions due to the latest round of attacks. As hostilities continue to damage homes and infrastructure in front-line regions, aid organizations remain committed to providing winter assistance to vulnerable people. In addition to calling for "an immediate, unconditional and permanent ceasefire," the draft resolution seeks "the immediate and unconditional release of all hostages." *) 104 journalists killed in 2024, over half in Gaza: press group The International Federation of Journalists (IFJ) has said this year has been "particularly deadly" for journalists with 104 killed worldwide, over half of them being in Gaza. According to the figures collated by the press group 55 Palestinian media workers were killed in 2024 in the face of Israel's offensive in Gaza. Since the start of the war on 7 October 2023, at least 138 Palestinian journalists have been killed. *) Russian strike kills three, destroys clinic in Ukraine's Zaporizhzhia Meanwhile, three people were killed and 16 others wounded in a Russian missile strike that destroyed a private clinic in the southeastern Ukrainian city of Zaporizhzhia. Officials have said many more were trapped under the rubble. The regional governor Ivan Fedorov said the rescue operations were ongoing in search of at least eight more people who are trapped under the rubble. *) Fallen Assad regime used more than 70 torture methods During the rule of the collapsed Baath regime in Syria, thousands were subjected to torture in dozens of centres beyond Sednaya prison. According to the Syrian Network for Human Rights (SNHR), regime forces detained at least 1.2 million Syrians during the civil war and subjected them to various torture methods. According to the SNHR report, the Baath regime employed 72 torture methods involving physical, psychological, and sexual violence. The regime also subjected detainees to forced labour and solitary confinement, violating basic human rights. *) Eygi's family to meet Blinken, call for US-led probe into her killing The family of a Turkish-American woman, Aysenur Ezgi Eygi, killed by Israel in the Occupied West Bank, will meet US Secretary of State Antony Blinken as they call for an independent US-led probe into her killing. Ozden Bennett, Eygi's sister, said in a statement that for the last three months, Blinken and State Department officials have repeatedly told us to wait for Israel, the government whose army perpetrated the crime against Aysenur, to investigate itself.
It was an honor today to welcome Dr. Rafael Grossi, Director General of the International Atomic Energy Agency (IAEA). Dr. Grossi is a distinguished diplomat with an esteemed career spanning 40 years in nuclear non-proliferation and disarmament. He has served as the IAEA's Director General since December 2019 and was re-appointed for a second four-year term beginning in December 2023. Prior to his current role, Dr. Grossi served as Argentina's Ambassador to Austria. Other career highlights include Argentine Representative to the IAEA, President of the Nuclear Suppliers Group, Assistant Director General for Policy and Chief of the Cabinet at the IAEA, and Chief of Cabinet at the Organization for the Prohibition of Chemical Weapons. He began his career as Argentine Representative to NATO. We were delighted to visit with Dr. Grossi. In our conversation, we discuss the IAEA's critical role in nuclear safety, development, and nonproliferation amid global challenges, including efforts to prevent nuclear accidents in active conflict zones. Dr. Grossi discusses the agency's unprecedented decision to establish a permanent presence of IAEA experts at the Zaporizhzhia nuclear power plant in Ukraine to ensure safety and security, the agency's ongoing communication with both Ukrainian and Russian leadership to mitigate risks during wartime, and the dedication of the IAEA staff who have volunteered for these high-risk missions. We cover the IAEA's history, which was inspired by President Eisenhower's “Atoms for Peace” initiative, the agency's evolving mission in regulatory and industrial standardization, the increasing interest in nuclear energy as a demand-driven solution to global power needs, and how the IAEA is supporting countries through their Milestones Program to provide guidance for adopting nuclear energy. Additionally, we explore the growing role of private capital in nuclear projects and the IAEA's efforts to engage with international financial institutions including the World Bank to create a more favorable investing environment for nuclear energy, geopolitical dynamics influencing the sector, and the IAEA's collaboration with nuclear CEOs, vendors, and clients worldwide. Mike Bradley kicked off the show by highlighting that even though broader U.S. equity markets continue to post new highs, they're still trying to decipher Trump's current tariff “rhetoric” from future tariff “realism.” Trump surprised markets again this weekend by vowing to impose a 100% tariff on BRICS countries that don't/won't commit to be anchored to the U.S. dollar. He also noted that current global events (including South Korea's President declaring Marshall Law on Tuesday & French lawmakers possibly seeking to hold a no-confidence vote to topple the French President on Wednesday) could spill over and potentially stall the runup in U.S. equities. On the crude oil market front, WTI has traded up ~$2/bbl this week (~$70/bbl) on news the U.S. is sanctioning several foreign entities tied to the Iranian crude oil tanker “shadow fleet.” OPEC delayed their virtual meeting to Dec 5th and consensus is betting OPEC will agree to delay an oil production increase by another three months. On the natural gas front, U.S. natural gas price plunged this week to ~$3/MMBtu due to a warmer 6-10-day weather outlook and a rebound in U.S. gas production (~104bcfpd). European natural gas prices continue to stay elevated mostly due to extremely high November gas storage withdrawals. The EU raised their February gas storage target levels to 50% (up from 45%) due to growing 2025 supply concerns. On the energy equity front, Energy is among the worst performing S&P sectors this past week (down ~1%) due to the strong U.S. dollar, modest OPEC Meeting uncertainty and Canadian/Mexican crude oil

They reveal aspects of the plan to render post-war Ukraine powerless. Russia seems to have embarked on its war, with a ‘pre-baked' “peace agreement” to impose upon a defeated Ukraine. It was presented to Ukraine's delegation during the third round of talks in Belarus on March 7, 2022. Systema received the document from a Ukrainian source familiar with the course of the negotiations and a source from the Russian side verified its authenticity. I have no way to corroborate this but share the contents while advising people to remain healthily sceptical. The document consists of six pages containing a draft agreement of 18 articles that touch on a wide range of issues. The Ukrainian delegation, led by Verkhovna Rada deputy Davyd Arakhamia, met with a Russian team led by Putin aide Vladimir Medinsky. The proposal includes requirements for Ukraine's neutrality, border placement, and humanitarian concerns such as language, religion, and history. The proposal was written before Russia's annexation of four Ukrainian regions in September 2022 and doesn't include the Kherson and Zaporizhzhia. The initial version of the “peace agreement,” includes terms that would be impossible for any free Ukrainian government to accept. Only politicians with a gun to their heads might be inclined to agree to such terms, which in effect, amount to the dissolution of the Ukrainian state, and to rendering it completely vulnerable to subsequent attack or demands by Russia. - Near-total disarmament of Ukraine under Moscow's supervision - Isolation from Western assistance and participation in bodies such as NATO and EU - Long-term stationing of Russian troops on territories captured in war's first weeks Some of these demands remained unchanged throughout the entire negotiations process.
