Steve Malanca Joins the AgNet News Hour to Discuss Almond Markets, Water Policy, and California Agriculture California agriculture faces no shortage of challenges and opportunities heading into the second half of 2026. On this episode of the AgNet News Hour, hosts Nick Papagni, “The Ag Meter,” and Josh McGill sit down with longtime almond industry leader Steve Malanca of West Valley Hulling in Firebaugh to discuss everything from almond crop forecasts and pricing trends to California's ongoing water storage debate. The conversation begins with a discussion about Canada's newly announced food security initiative. Canadian officials are investing heavily in greenhouse production and automation in an effort to reduce reliance on imported fruits and vegetables. While the move has raised concerns among some California producers, Malanca and the hosts question whether greenhouse technology can realistically replace California's world-leading production of almonds and other specialty crops. California currently exports billions of dollars' worth of agricultural products to Canada, including almonds, pistachios, walnuts, wine, dairy products, lettuce, tomatoes, and many other commodities. While food security remains an important goal for every nation, the hosts note that California's climate, infrastructure, and agricultural expertise remain difficult to replicate. One of the biggest topics during the interview is the outlook for California almonds. After a growing season that featured a hot March, rain during April and May, and significant wind events in parts of Northern California, Malanca believes the industry may see a crop slightly smaller than last year's harvest. While last season produced approximately 2.7 billion pounds, Malanca estimates this year's crop could land somewhere between 2.5 and 2.75 billion pounds. “There's no indication this is a 3-billion-pound crop,” Malanca explained. Despite concerns about crop size, quality appears excellent throughout many production regions. Early heat accelerated nut development, resulting in larger-than-normal almonds. Field reports have varied, with some growers reporting lighter sets while others have experienced branches breaking under heavy crop loads. The hosts also debated their annual almond crop wager, with Nick continuing to predict the crop will finish under last year's production total while Josh remains confident that growers will surprise the market once again. Perhaps the most encouraging news for growers is the improvement in almond prices. Malanca noted that some processors have recently quoted nonpareil in-shell almonds above $3.00 per pound, a level not seen since 2018. Just 18 months ago, growers were seeing prices closer to $1.40 per pound. At the same time, inventory levels have become much more manageable thanks to strong domestic and export demand. Monthly shipments have consistently exceeded 200 million pounds, helping reduce carryover stocks to healthier levels. Australia's weather challenges may also create additional opportunities for California exporters, particularly in markets such as China. For many growers facing rising costs for labor, fertilizer, fuel, equipment, and water, stronger prices are welcome news. While almonds remain a central focus, water quickly became the dominant topic of discussion. Malanca expressed frustration over continuing water allocation challenges on the West Side of the San Joaquin Valley, where some growers are receiving only 25% allocations despite reservoirs remaining relatively full following multiple wet winters. He argued that California's water problem is not a lack of supply but rather a lack of storage. Using data he has tracked since 2015, Malanca pointed to periods when massive amounts of water flowed through the Sacramento-San Joaquin Delta and into the Pacific Ocean. During portions of the wet winter of 2017, Delta outflows exceeded 300,000 cubic feet per second. According to Malanca, enough water flowed out during those periods to fill Shaver Lake dozens of times if sufficient storage infrastructure had been available. His solution is straightforward: expand storage capacity by raising dams, constructing new reservoirs, and capturing more runoff during wet years. The hosts agreed that additional water storage would benefit agriculture, urban communities, and environmental interests by creating more reliable water supplies during drought years. Hosts Nick Papagni and Josh McGill continued their “Hall of Fame Week” series with Jones, who offered rare perspective on the intersection of agriculture, politics, and hope for California's future. Jones, who still farms almonds, pistachios, pomegranates, and tomatoes near Firebaugh, shared insight into the challenges and cycles of California farming. “We need the water for irrigation, but it has to come at the right time,” he said, noting that most of this year's rainfall will once again “go right to the ocean” instead of into storage. He criticized decades of political inaction and urged cooperation between Sacramento and Washington. “Until both are on the same page, California's water problem will never truly be fixed,” he warned. The conversation turned to California's political history, where Jones reflected on his time leading the Assembly during the 1990s, a period he called “the last time Sacramento worked for the people.” He lamented the rise of one-party control and called Proposition 50 a direct threat to rural representation. “One-party rule is never good. Prop 50 takes power away from the people and gives it to politicians. Vote no,” he said firmly. Jones also discussed the importance of voter ID laws and ensuring election integrity. Drawing from his experience overseeing international elections in Mexico and Nicaragua, he said, “Every vote counts. People have to believe in the system. Without that, democracy fails.” The former Secretary of State offered advice to young farmers and aspiring leaders to stay engaged. “Agriculture and politics are deeply connected, that's just the nature of it,” he said. “We need people who understand farming to run for office, to step up and serve.” The discussion also covered immigration and labor, with Jones calling for “common sense solutions” and long-term federal reform. “You can't have open borders, but you also can't ignore the workers who've built this country. We need a fair system that works for everyone.” On water, Jones argued that California's crisis is man-made, not climate-driven. “The drought isn't from climate change, it's from poor planning,” he said. “We built a world-class system in the 1960s but stopped maintaining it. You can't run a 40-million-person economy on 60-year-old infrastructure.” Still, Jones ended on a note of optimism. “California is great already,” he said. “We've come back from bad leadership three times before — and we'll do it again. With good candidates and fair elections, this state will come back stronger than ever.” Papagni and McGill closed the segment by echoing his message. “That's what the Central Valley needs — leaders with common sense and courage,” Papagni said. “Bill Jones gives us hope that California can still be fixed.”

Garland) the Court is set to consider whether the Protecting Americans from Foreign Adversary Controlled Applications Act (PAFACA)(enacted by Congress in April 2024), as applied to petitioners, violates the First Amendment.Put forward as a law focused on national security, PAFACA would require that TikTok either cease operations in the United States or have its parent company ByteDance sell off the American segment of the company by January 19, 2025. The government contends that TikTok poses a notable national security threat given the data it, as a foreign-owned company, collects on American users and the extent to which it could be used to control information (or disinformation) flow to American users. TikTok, along with several users, on the other hand, challenged the law, contending that while there may be a legitimate government interest in national security, the means employed in this case violate the free speech rights of both TikTok and its American users who use the platform to create content. The DC Circuit, in an opinion written by Judge Ginsburg, upheld the law against a First Amendment challenge.The Supreme Court granted cert on December 18, 2024, and oral argument is set for January 10, 2025. Finally, with generative AI technologies evolving rapidly, what future plans does the Naval Academy have to continuously adapt its educational strategies to ensure that Midshipmen remain competitive and ethically grounded leaders in the age of AI?Doctor Samara Firebaugh is the Academic Dean and Provost at the United States Naval Academy. In that role, she is responsible for the entire academic program for the 4,400-member Brigade of Midshipmen, oversees nearly 600 faculty members, and serves as the primary source of information and advice for the Superintendent regarding the education of midshipmen. Professor Firebaugh graduated magna cum laude from Princeton University with a Bachelor's degree in Electrical Engineering in 1995. She received her Masters and PhD from the Massachusetts Institute of Technology in 1997 and 2001, respectively, both also in Electrical Engineering. Dr. Firebaugh's area of scholarship is microelectromechanical systems (MEMS), and particularly in integrated sensors and micro robotics. She is the 2014 recipient of the Class of 1951 Civilian Faculty Award for Excellence in Teaching, and the 2012 recipient of the Raouf Award for Excellence in Engineering Teaching.

Amanda Fleming, who ran for state Assembly last year, then won an election for Firebaugh city clerk in November, has been charged with election fraud. The Fresno County District Attorney's Office said Fleming, also known as Amanda Speakes, “is alleged to have submitted, under penalty of perjury, a candidate application that represented her Firebaugh business address to be her residential address when she ran for Firebaugh City Clerk in 2022. A number of EV owners went out for drives during National Day earlier this month without realizing there were not enough charging facilities along the highway, as per the report. Li said electric vehicle adoption is taking place at a quick pace this year, ahead of expectations. The electric automaker said it has accelerated the construction of battery swap stations as well as supercharging stations this year." The tests, with results released Wednesday, aimed simulate abuse and damage to its prototype solid-state battery cells. Those cells use a sulfide-based solid electrolyte in place of the liquid or gel used in conventional lithium-ion cells." writes Green Car Reports: "When fully-charged test cells were punctured by a conductive nail, the only change was a slight increase in temperature, Soild Power said in a press release. The nail penetration test produced no flames or venting of material from the cells, the company claims. In other tests, cells were overcharged to 200%, and were also caused to short circuit, again with no serious issues, according to Solid Power. . It also claims to have achieved a cell lifespan of 1,000 cycles with greater than 80% capacity retention. According to my sources, at least 80 V3 Superchargers will be installed (in addition to the 18 existing stalls) in a new paved parking lot in the truckers rest area, behind the Shell station and Tesla's battery swap area. In a similar setup to Firebaugh, there will be a solar canopy over most or all of the stalls, as well as a battery storage system." "This is a smart location between LA and SF with so many Tesla owners in CA traveling back and forth. What other car company is going all in like this. No half measures." "I am beginning to wonder when Tesla will start to construct their massive supercharger stations more vertically. A 3-4 story ,covered charging facility should be the next standard instead of sprawling mega lots." "For that many v3 superchargers they're going to need about 24megawatts peak. (They can probably shave some peak load if they put a megapack there) That's about what you can fit on a 34.5kv transmission line. The power company will route them a new feeder and have a small substation there (like what is done for large buildings like hospitals or stadiums). 24 MW is a lot of current at the voltage the super charger power electronics would need." TOYOTA MIRAI OWNERS; THERE IS NO FUEL "Toyota Mirai owners are reporting massive hydrogen outages, and Toyota has not said anything about how it will help take care of their promising technology. Here is what we know so far." reports Torque News: "The infrastructure needed to fuel the cars is almost non-existent. In particular, it remains unexplained how the car – which still holds onto its old EMP2 architecture – will go electric. The abovementioned platform only supports plug-in hybrids, but not fully electric cars. Then again. The alleged e-308 model might switch to a different chassis and tech. The e-tron, Audi’s first next-generation electric vehicle, already had success in Norway and a few other European markets, but it didn’t sell in significant volume in the US during its first full year of sales." says electrek: "Audi increased the range of the e-tron by 18 miles to 222 miles on a single charge and slashed the price by as much as $9,000. The Audi e-tron now starts at $65,900 before EV incentives in the US. After incentives, the price goes well below $60,000, making it very competitive with a lot of luxury SUVs. The automaker announced today that it delivered 3,474 e-tron electric SUVs in Q1 2021. The move comes as BYD seeks to expand the scale of its battery manufacturing business by supplying other companies, instead of simply using the key EV component it produces in its own products, and thereby further boosting production efficiency." says Nikkei.com: "BYD is also seeking to catch up with China's Contemporary Amperex Technology, or CATL, and South Korea's LG Chem, which are both stronger competitors in the battery market. The move marks a significant policy shift for BYD as the company has so far rarely sold in-vehicle batteries to other companies, except for joint ventures with some automakers and for commercial vehicles. The brand's premium, electric crossover goes into production in roughly a year during the first quarter of 2022." says Motor1.com: "GM President of North America Steve Carlisle said that the Lyriq's starting price was under $60,000. The Good2Go service, one of the first of its kind in the country, aims to curb carbon emissions while giving low-income Roxbury residents access to reliable, flexible, and affordable transportation. So far the service has deployed four 2019 Nissan Leafs, and dozens of beta testers are using the cars to commute to work, bring their children to school, and run errands." SAyS eNERGYNEWS.US: "The pricing model is income-tiered so low-income customers pay $5 an hour instead of the standard hourly rate of $10.
