The Forum on China–Africa Cooperation, or FOCAC, was established in 2000 as a platform for facilitating multilateral cooperation between the People's Republic of China and countries in Africa. A FOCAC summit is held every three years and is the occasion to issue joint declarations and a three-year China-Africa program plan. The 2024 FOCAC took place in Beijing from September 4th to September 6th under the theme “Joining Hands to Advance Modernization and Build a High-Level China-Africa Community with a Shared Future.” Heads of state and delegations from 53 African countries attended the forum, which made it the largest diplomatic event held by China this year.To discuss the recent FOCAC meeting and Chinese interests in Africa, host Bonnie Glaser is joined by Mr. Paul Nantulya who is Research Associate at the Africa Center for Strategic Studies at National Defense University. Can China Help Africa Become the Next Factory of the World?

For decades, African governments have tried to lure Chinese manufacturing companies to set up factories in their countries with the promise of an abundant supply of low-cost labor. Other than a few high-profile companies, Chinese companies, for the most part, have balked — preferring instead to offshore production closer to home in Southeast Asia. But now that may be starting to change. With the Africa Continental Free Trade Agreement now up and running, Chinese firms see an opportunity to manufacture goods for local and continental markets. Three scholars recently surveyed Chinese manufacturing trends in 34 countries between 2003 and 2014 and published their findings in a new Boston University Global Development Policy Center working paper. Keyi Tang, an assistant professor at the ESADE Business School in Barcelona and one of the report's authors, joins Eric & Cobus to discuss their findings and what it says about the future prospects for Chinese manufacturing on the continent. Châu Phi không chỉ là kho dự trữ nguyên liệu cho Trung Quốc hay là nơi tiêu thụ hàng rẻ made in China mà còn là thị trường, phòng thí nghiệm của các nhà sản xuất Trung Quốc trong các lĩnh vực công nghệ mới và công nghiệp quốc phòng. Diễn Đàn Hợp Tác FOCAC giữa Trung Quốc và Châu Phi 2024 vừa kết thúc. Là chủ nợ chính của châu Phi, Bắc Kinh cam kết « hỗ trợ tài chính » cho châu lục này 50 tỷ đô la cho ba năm sắp tới. Với trên 280 tỷ đô la tổng trao đổi mậu dịch hai chiều (năm 2023), Bắc Kinh là đối tác thương mại quan trọng nhất của châu Phi. Từ hơn 20 năm nay thâm hụt mậu dịch của châu Phi với bạn hàng Trung Quốc không ngừng gia tăng. Trung Quốc là nguồn cung cấp hàng rẻ cho 1,5 tỷ dân tại hơn 50 quốc gia châu Phi và đổi lại thì nhập khẩu nguyên và nhiên liệu từ châu lục này để nuôi cỗ máy sản xuất.Bắc Kinh cần châu PhiXavier Aurégan, đại học Công Giáo Lille, tác giả cuốn sách vừa cho ra mắt độc giả năm nay « Chine, puissance Africaine - Trung Quốc, cường quốc tại châu Phi »- NXB Armand Colin, trên đài truyền hình Pháp France 24 nói rõ hơn :« Kinh tế và công nghiệp Trung Quốc rất cần nguyên liệu để sản xuất và cung cấp khoảng 10 % thành phẩm, vật liệu cho thế giới. Châu Phi là kho nguyên liệu và khoáng sản của nhân loại và do vậy đã thu hút chú ý của Bắc Kinh ».Nhưng Trung Quốc nay đã trở thành một nhà sản xuất hàng cao cấp như ô tô điện hay pin mặt trời… Trung Quốc cũng là nhà cung cấp các dịch vụ và thiết bị viễn thông tên tuổi trên thế giới, làm chủ công nghệ xây dựng nhà máy điện hạt nhân, công nghệ chế tạo xe lửa cao tốc và cả trong lĩnh vực quốc phòng. Đó là những lĩnh vực còn khó chen chân vào các thị trường phát triển của Âu Mỹ, Hàn Quốc hay Nhật Bản và Nga. Chỉ còn lại châu Phi, một châu lục với tiềm năng lớn. Tiếp đón trọng thể các lãnh đạo châu Phi tại Bắc Kinh vào tuần trước, chủ tịch Tập Cận Bình nhấn mạnh quan hệ giữa nền kinh tế thứ 2 toàn cầu và châu Phi chưa bao giờ « lành mạnh như hiện tại ».Trả lời đài truyền hình Pháp-Đức, Arte, Valérie Niquet chuyên gia về Trung Quốc thuộc Quỹ Nghiên Cứu Chiến Lược FRS nhắc lại 50 tỷ đô la được ông Tập Cận Bình thông báo « hỗ trợ tài chính châu Phi » cho ba năm sắp tới trước hết là số tiền Trung Quốc cho châu Phi vay mượn và Bắc Kinh đã ít hào phóng hơn nhiều so với quá khứ :  « Trước hết 50 tỷ đô la viện trợ là số tiền thấp hơn nhiều so với những diễn đàn FOCAC trước đây. Tại Diễn Đàn Hợp Tác Trung Quốc-Châu Phi hồi 2018, Bắc Kinh cấp 60 tỷ đô la tín dụng cho châu Phi và tặng 60 tỷ cho châu lục này. (…) Kinh tế không còn tăng trưởng tốt như lúc trước, Trung Quốc không thể rộng rãi với các đối tác châu Phi, nhưng vẫn tiếp tục nhắm tới một số dự án trong lĩnh vực năng lượng, vào cơ sở hạ tầng… »Chuyên gia Xavier Aurégan đi sâu hơn vào chi tiết : Theo ông  thực ra trong số 50 tỷ đô la Bắc Kinh hứa viện trợ cho châu Phi trong ba năm sắp tới bao gồm 30 tỷ được cấp dưới dạng tín dụng, 10 tỷ dành để hỗ trợ trực tiếp cho các doanh nghiệp Trung Quốc hoạt động tại châu Phi và 10 tỷ đô la còn lại, thuần túy là tiền viện trợ. Nhưng phần lớn trong số 10 tỷ viện trợ này được dùng vào việc « thanh toán nợ hay trả tiền lãi cho chính các ngân hàng Nhà nước Trung Quốc ».2 % tổng đầu FDI vào châu PhiMột đặc điểm mà Xavier Aurégan lưu ý trong cuốn « Trung Quốc, cường quốc châu Phi » là trái với điều mọi người lầm tưởng, Trung Quốc đầu tư không nhiều vào châu Phi. Tại châu lục này, đầu tư Trung Quốc chỉ chiếm có 2 % FDI trong lúc tỷ lệ này là 63 % tại châu Á và 5 % ở châu Âu. Điều đó chứng tỏ, trong mắt các nhà đầu tư Trung Quốc, châu Phi không là một điểm đến an toàn, mà chỉ là một nguồn cung cấp nguyên liệu, một thị trường mua vào hàng hóa « made in China ».Như Valérie Niquet vừa nêu, do tăng trưởng bị chựng lại, Trung Quốc đang khóa dần van tín dụng với các nước châu Phi. Các số liệu chính thức của nước này cho thấy năm 2016 Trung Quốc cho châu Phi vay 28 tỷ đô la, năm 2019 châu Phi chỉ còn nhận được 8 tỷ tín dụng, và đến 2022 thì chỉ còn có thể vay được 1 tỷ đô la của Bắc Kinh mà thôi.Tiêu thụ nội địa yếu kém, sản xuất dư thừa : đó là những lý do khiến Bắc Kinh lại càng « rất cần » châu Phi như Pascal Boniface, giám đốc Viện Quan Hệ Quốc Tế và Chiến Lược của Pháp IRIS ghi nhận, đặc biệt là vào thời điểm mà Liên Hiệp Châu Âu và nhất là Hoa Kỳ « từng bước đóng cửa thị trường với Trung Quốc » : Châu Phi trở thành một thị trường tiềm năng để tiêu thụ pin mặt trời, bình điện và ô tô điện mà Trung Quốc không thể bán sang Âu Mỹ.Châu Phi và nhu cầu tiêu thụ hàng cao cấpVào lúc trang thiết bị viễn thông của Hoa Vi đã bị cấm cửa tại Hoa Kỳ và một số nước trong Liên Âu thì tập đoàn này phải đi tìm những thị trường khác, với những nhu cầu khác về chất lượng, về mức cung cấp dịch vụ … Châu Phi vẫn cần phát triển các hệ thống cầu đường, cần có thêm cơ sở hạ tầng để mở mang kinh tế. Chuyên gia Valérie Niquet ghi nhận một thay đổi lớn về kinh tế và thương mại giữa Trung Quốc và châu Phi :« Đúng là Trung Quốc đã đáp ứng những nhu cầu thực sự của châu Phi vào thời điểm mà châu lục này bị phương Tây bỏ quên. Nhất là sau chiến tranh lạnh, không còn mấy ai thiết tha với châu Phi hay quan tâm đến nhu cầu phát triển của khu vực này nữa. Dù vậy Trung Quốc chỉ đầu tư vào những lĩnh vực có lợi cho họ. Những lĩnh vực đó gồm công nghệ viễn thông, đường sắt cao tốc … Giờ đây thì Bắc Kinh kỳ vọng rằng châu Phi là thị trường tiêu thu pin mặt trời, ô tô điện, bình điện … mà Trung Quốc sản xuất ».Trả lời đài truyền hình Pháp France 24 chuyên gia địa chính trị Xavier Aurégan có cùng quan điểm đồng thời ông nhấn mạnh đến mảng dịch vụ mà các tập đoàn Trung Quốc từ nhiều năm nay đã hướng tới :« Trung Quốc dè dặt trong việc đầu tư vào châu Phi vì sợ rằng châu lục này có nhiều rủi ro, nhưng đã đẩy mạnh các hoạt động về thương mại với châu lục này và nhất là giành được nhiều hợp đồng bảo đảm dịch vụ cho châu Phi. Về kinh tế, mục tiêu của Bắc Kinh là gặt hái được nhiều hợp đồng cung cấp dịch vụ ở hải ngoại (...) Có một sự khác biệt giữa các khoản xuất nhập khẩu và các hợp đồng bảo đảm dịch vụ do các công ty Trung Quốc tiến hành. Đó là những công ty Nhà nước hay của tư nhân. Tại châu Phi, Trung Quốc giành được 1 phần 3 các hợp đồng xây dựng, tức là nắm giữ một phần lớn của toàn thị trường, xây dựng từ hải cảng đến xa lộ, bệnh viện, trường học … cho châu lục này ».« Rế rách cũng đỡ nóng tay »Trong những lĩnh vực công nghệ mới Trung Quốc đã vươn lên thành một cường quốc, và đang cần xuất khẩu những sản phẩm cao cấp. Châu Phi không chỉ là thị trường mua vào quần áo, hay tủ lạnh, máy vi tính của Trung Quốc, mà nay đã có điều kiện để nhắm tới ô tô điện hay mua vào thiết bị viễn thông cung cấp các dịch vụ internet trên cả một châu lục rộng lớn… Năm 2023 số lượng ô tô điện Trung Quốc xuất khẩu sang châu Phi đã được nhân lên gấp ba lần so với hồi 2022. Pin mặt trời « made in China » bán sang châu Phi tăng 57 % … theo các số liệu của Hải Quan Trung Quốc. Đương nhiên trong những địa hạt này, châu Phi không đủ « lớn » hấp dẫn như các ở châu Âu hay châu Mỹ nhưng đó là những giải pháp tạm thời cho phép cỗ máy công nghiệp của Trung Quốc tiếp tục sản xuất và tạo công việc làm cho người lao động Trung Quốc.Thị trường vũ khí của các nhà sản xuất Trung QuốcBên cạnh mảng « hàng công nghệ cao » châu Phi còn là « một sân chơi » của các nhà sản xuất vũ khí Trung Quốc. Báo Hồng Kông South China Morning Post tháng 8/2023 ghi nhận Norinco, tập đoàn sản xuất vũ khí số 1 Trung Quốc « mở văn phòng đại diện » tại Senegal, trước khi « hiện diện thường trực » ở Mali, Côte d'Ivoire và nhiều nơi khác nữa tại Tây Phi.Riêng trong vùng châu Phi ở phía nam sa mạc Sahara, Trung Quốc đứng thứ nhì trong danh sách các nguồn cung cấp cho khu vực này. Năm 2023 Cộng Hòa Dân Chủ Congo trang bị drone của Trung Quốc và Bắc Kinh cũng đã cung cấp không ít chiến dấu cơ cho châu Phi theo thông tin từ tạp chí ADF chuyên theo dõi các hồ sơ quân sự, quốc phòng tại châu Phi.Zambia hiện đã trang bị trực thăng Trung Quốc, Soudan thì mua các hệ thống phóng rocket của Trung Quốc. Algérie là khách hàng quan trọng nhất của Bắc Kinh trên các thị trường mua bán vũ khí, đứng trên Tanzania, Maroc và Soudan.Một nhà quan sát ghi nhận : Từ đầu thập niên 1980 Trung Quốc không trực tiếp tham gia vào bất kỳ một cuộc xung đột vũ trang nào, nhưng nền công nghiệp quốc phòng của nước này không ngừng phát triển. Châu Phi là « sân chơi », là « phòng thí nghiệm » cho các nhà sản xuất Trung Quốc. Đó là chưa kể đến ảnh hưởng về ngoại giao và chiến lược của Bắc Kinh đối với châu lục này vào lúc mà Bắc Kinh muốn hình thành một trật tự thế giới mới và lãnh đạo « khối các nước phương nam ».Tất cả các yếu tố vừa nêu cho thấy, có lẽ ông Tập Cận Bình đã thành thật khi tuyên bố bang giao giữa Bắc Kinh và châu Phi « chưa bao giờ tốt đẹp như hiện tại ».

The 2024 FOCAC summit in Beijing has concluded. Chinese President Xi Jinping hosted 50-plus leaders from African nations and leaders from regional and global organizations such as the United Nations, African Union, etc. The summit adopted the Beijing Declaration on Jointly Building an All-weather China-Africa Community with a Shared Future for the New Era. The leaders also approved a three-year action plan till 2027, in which China committed 360 billion yuan, or about 50.7 billion dollars, in financial assistance for Africa.What does the Beijing Declaration entail? How will this summit direct the future of China-Africa relations? Host Liu Kun joins Hannah Ryder, the CEO of Development Reimagined, an international development consultancy; Mubarak Mugabo, a Uganda journalist at Vision Group; and Zha Daojiong, a Professor of international political economy at the School of International Studies at Peking University.

"All our meetings have been cordial and heartwarming. China, Zimbabwe sign agreements to deepen cooperation, cement tiesChina and Zimbabwe released a joint statement on Tuesday to intensify and upgrade their comprehensive strategic partnership of cooperation and build a high-level community with a shared future as part of their efforts to strengthen ties.The statement came as President Xi Jinping rolled out the red carpet for visiting Zimbabwean President Emmerson Mnangagwa at the Great Hall of the People in Beijing on Tuesday. Mnangagwa is on a nine-day state visit to China, which started on Aug 29, and he will also attend the 2024 Summit of the Forum on China-Africa Cooperation this week.The two presidents witnessed the signing of multiple documents on bilateral cooperation in areas such as Belt and Road cooperation, the Global Development Initiative and avocado exports to China.During their talks, Xi emphasized the deep-rooted traditional friendship between China and Zimbabwe, noting the significant progress in political mutual trust and fruitful cooperation between the two nations.He called on the two countries to build a "five-star ironclad" cooperation framework with pillars in politics, the economy and trade, security, culture and international coordination to foster a high-level China-Zimbabwe community with a shared future.China supports Zimbabwe in safeguarding its sovereignty, security and development interests, and opposes external interference and illegal sanctions, Xi said.The nation is willing to further align its development strategy with that of Zimbabwe, and expand mutually beneficial cooperation in areas such as investment, trade, infrastructure, energy and minerals, clean energy and the digital economy, to help Zimbabwe and Africa enhance their capacity for independent development, he added.Xi congratulated Zimbabwe on assuming the chairmanship of the Southern African Development Le Forum sur la coopération sino-africaine (Focac) a débuté le mercredi 4 septembre. Il se focalise sur les partenariats économiques entre la Chine et l'Afrique. Les prêts chinois à l'Afrique s'élèvent à 132 milliards de dollars entre 2000 et 2019. Abnousse Shalmani est sceptique quant à l'efficacité d'une économie à la Chinoise pour résoudre les problèmes d'inégalité sur le continent africain. Au Gabon, on en sait un peu plus, depuis le week-end dernier, sur la future Constitution qui sera soumise à référendum à la fin de l'année. À l'issue de la présidentielle de l'an prochain, à laquelle le chef de la transition, le général Brice Oligui Nguema, aura le droit de se présenter, il n'y aura plus de Premier ministre, et le pouvoir exécutif sera donc « monocéphale ». Va-t-on vers une concentration de tous les pouvoirs dans les mains d'un seul homme ? Laurence Ndong est la ministre gabonaise de la Communication et des Médias, également porte-parole du gouvernement. En ligne de Libreville, elle répond aux questions de Christophe Boisbouvier. RFI : Que répondez-vous à l'ancien Premier ministre Bilie-By-Nze, qui affirme qu'il y a un an, le général Oligui Nguema a pris le pouvoir pour lui-même et n'avait pas de projet pour le Gabon ? Laurence Ndong : Ce sont eux qui se sont accaparé le pouvoir depuis 2009. Ils prétendaient avoir des projets, « l'avenir en confiance » en 2009, « l'égalité des chances » en 2016, ils avaient prédit un « Gabon émergent » en 2025. Quels sont les résultats de ces projets ? Si ce n'est le néant ? Ils ont servi aux Gabonais, pendant quatorze ans, l'outrecuidance, l'arrogance, le mépris, les détournements des deniers publics, la confusion, la corruption. Le général Brice Oligui Nguema arrive au pouvoir et, en un an, les réalisations sont concrètes : 193 kilomètres de routes en un an, près de 19 000 intégrations à la fonction publique, on voit bien la relance de l'économie, la dette colossale et abyssale qu'ils ont engrangée pour le pays, nous l'avons trouvée avec des arriérés d'impayés qui ont tous été régularisés en trois mois. Donc c'est pour dire dans quel état ils ont laissé le pays. Donc, ils veulent ramener le débat à un problème de personnes. Mais le problème ici, ce n'est pas la personne du général Brice Oligui Nguema, c'est l'état dans lequel était le pays et qui a fait que son arrivée au pouvoir a été plébiscitée par les Gabonais et elle est toujours plébiscitée encore aujourd'hui.  Alors, en vue du référendum de la fin de l'année, le Comité constitutionnel national a élaboré un projet de constitution, qui a été remis ce samedi au Président de transition et dont on connaît maintenant les grandes lignes. Dans le nouveau régime, il n'y aura plus de Premier ministre. À l'issue de la présidentielle de l'an prochain, le futur chef de l'État incarnera « un exécutif monocéphale » et, du coup, certains Gabonais se demandent si ce futur élu ne deviendra pas un hyper président qui cumulera tous les pouvoirs dans ses mains ? La plus grande démocratie occidentale, les États-Unis d'Amérique, a un exécutif monocéphale. Personne ne dit qu'aux États-Unis le président de la République concentre tous les pouvoirs et pourtant, c'est bien un exécutif monocéphale. Donc ça, c'est un procès d'intention, puisque le législatif est renforcé, le judiciaire est renforcé et le président de la République sera assisté d'un vice-président de la République et d'un vice-président du gouvernement.  Alors, vous parlez des États-Unis. À la différence de l'actuel président américain, le futur président gabonais aura le droit de dissoudre l'Assemblée, alors que celle-ci n'aura pas le droit de censurer le gouvernement, puisqu'il n'y aura plus de Premier ministre. Du coup, est-ce que l'équilibre entre le pouvoir exécutif et le pouvoir législatif ne va pas être rompu au détriment du second, c'est-à-dire au détriment de l'Assemblée ?  L'Assemblée nationale aura le droit de destituer le président quand même et la dissolution du Parlement est encadrée. Le président ne se lèvera pas un beau matin pour dissoudre le Parlement pour ses propres intérêts. Donc, ce que les Gabonais voient depuis que le Président Brice Oligui Nguema est là, c'est que tout le pays est en chantier. Et là, on voit bien qu'Ali Bongo et Monsieur Alain-Claude Bilie-By-Nze n'étaient pas des hommes d'État. Ils nous ont laissé une dette colossale, mais qu'aujourd'hui, nous sommes en train de rembourser. Le Président Brice Oligui Nguema, qui se trouve actuellement en Chine, par honneur, parce qu'il a décidé de rendre au Gabon et aux Gabonais leur dignité, avant de se rendre au Focac, il a remboursé des arriérés de la dette du Gabon à la Chine pour 13 milliards de FCFA et il va en Chine la tête haute.  Alors, vous dites que, dans le nouveau régime, l'Assemblée aura, certes, le pouvoir de destituer le président de la République, mais ce ne sera que dans un cas très exceptionnel, celui de haute trahison, si, par exemple, le président veut se présenter pour un troisième mandat. African leaders and their delegations are making final preparations to travel to Beijing soon for the Forum on China-Africa Cooperation (FOCAC) summit that will begin on September 4th. This year's gathering comes at a critical time in the relationship between these two regions. African leaders are looking for ways to move their economies up the value chain in a bid to capture more revenue and generate higher rates of employment, particularly among young people. But to do that requires infrastructure, especially energy. So, they'll be looking to China for financial and technical assistance. But those requests will come at a sensitive time for the Chinese whose economy has slowed considerably over the past 10 years. Beijing is no longer writing those big checks to pay for large-scale infrastructure projects in Africa. So, it will be critical for African countries to have robust strategic plans going into this year's FOCAC summit, according to Sanusha Naidu, a senior research fellow at the Institute for Global Dialogue in Cape Town. Chinese Foreign Minister Wang Yi confirmed this week the triennial Forum on China-Africa Cooperation (FOCAC) conference that will take place later this year in Beijing will, in fact, be a leaders summit. Before the FOCAC summit, Latin American and Caribbean leaders will take part in a similar gathering known as the China-CELAC forum. It's rather unusual that both are taking place in the same year and that's got some analysts suggesting representatives from African and Latin American countries would benefit a lot if they got together to compare notes on their deals with China. Leland Lazarus, associate director of the Jack D. Gordon Institute of Public Policy at Florida University in Miami, and Paul Nantulya, research associate at the Africa Center for Strategic Studies at the National Defense University in Washington, D.C., recently co-wrote an article that explains why this kind of South-South dialogue is so important. Sierra Leone President Julius Maada Bio is in the midst of a five-day visit to China that included talks with President Xi Jinping and Premier Li Qiang, among other high-level officials. While Bio is getting a lot of face-time with China's political elites, the more pressing question is what he is actually getting out of the visit. Tobi Oshodi, a political science lecturer at Lagos State University and a long-time Africa-China scholar, joins Eric & Cobus to discuss the visit and the current state of Chinese engagement in Nigeria.
