Chinese President Xi Jinping has urged all-out efforts to search for people who are still unaccounted for and save the injured after an explosion at a fireworks plant in Central China's Hunan province caused heavy casualties on Monday afternoon.Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made an instruction ordering strengthened risk screening and hazard control in key sectors, enhanced public safety management, and efforts to safeguard people's lives and property.The explosion occurred at around 4:40 pm at the plant in Liu yang, a county-level city under Changsha, capital city of Hunan. Twenty-six people have died as of Tuesday afternoon.Xi demanded proper handling of the aftermath and a prompt investigation into the accident, stressing that those responsible must be held accountable.Authorities across regions and departments must draw profound lessons from the accident and reinforce responsibility for workplace safety, Xi stressed.Premier Li Qiang, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, urged efforts to strengthen workplace safety in key industries and sectors, and resolutely prevent the occurrence of major accidents.The Ministry of Emergency Management has dispatched a team to Liu yang to guide the rescue and relief work. In an increasingly uncertain global environment, what role can China play in stabilizing growth and boosting confidence? At China's most important annual political gathering, the Two Sessions, Premier Li Qiang delivered the government work report and announced the country's GDP growth target for 2026. The meeting also sent signals that market access would be further expanded and that more sectors, particularly in services, would be further opened to global investors. What are China's priorities for the year ahead through 2030? And what could China's development goals mean for the world economy?

Kia ora. Welcome to Friday's Economy Watch where we follow the economic events and trends that affect Aotearoa/New Zealand. I'm David Chaston and this is the international edition from Interest.co.nz. Today we lead with news bankrupt US/Israeli decisions to choose war over peaceful pressure are having global consequences. But first, the Federal Reserve Beige Book for February reported that overall US economic activity increased at a slight to moderate pace in seven of the twelve Federal Reserve Districts, while the number of Districts reporting flat or declining activity increased from four in the prior period to five in the current period. This is not a review that found strong growth. US jobless claims rose last week by +18,000 from the prior week to 213,000 but most of that can be accounted for by seasonal factors. There are now 2.21 mln people on these benefits, similar to this time last year, but significantly higher than the 2024 levels. February announced job cuts were lower than in January, but together the first two months have been almost as high as the equivalent 2025 levels. This survey also tracks hiring plans and that is down more than -50% from last year. Tomorrow the February US non-farm payrolls will be released and analysts expect a low +59,000 gain. That would be half the +130,000 January level, itself historically low. According to AAA monitoring, average petrol prices (91) in the US are now US$3.25/gal (NZ$1.46L / AU$1.23/L) This is up +9% from US$2.98/gal a week ago, up from US$2.89/gal a month ago, or a +12.5% rise. US natural gas prices are up +7.2% over the same time-frame but to be fair are still very low. But in Europe, these prices are up +70% (in the UK) and up 53% (in Germany) for example. In India, natural gas prices have tripled for many users over the past few days. It is natural to wonder what Trump would say if the EU (or India) took unilateral actions that imposed similar cost jumps on the US. It is no longer safe to be a 'friend' of the US, or any country that pursues policies that "put me first". American policymakers are scrambling to assess a wide range of materials where access is at risk. And institutions more broadly are doing the same. We need to start keeping a closer eye on supply chain pressures. The NY Fed's February monitoring shows it elevated but nothing like the pandemic period, although not yet accounting for the current stresses. Taiwanese industrial production rose +28.5% in January from a year ago, no surprise given the export order data we have been noting. But it is their sharpest rise in at least a decade, probably longer. However, things are not positive for Taiwanese retail sales; they actually decreased in January. But this was entirely due to Chinese New Year falling in a different period this year. Singapore retail sales data for January also got twisted by the holiday timing. The Malaysian central bank kept its policy rate unchanged overnight at 2.75%, saying inflation there is well contained. But they are worried about Middle East conflict effects. China said it is lowering its growth target - slightly. Premier Li Qiang is set to announce a "around 4.5 to 5%" target while delivering the government work report, a key policy document, at the opening session of the National People's Congress later today. The departure from the "around 5%" growth target for the past three years signals the start of a period of slower expansion in China. A big focus is on stabilising their moribund real estate markets. 'Stabilising' will undoubtedly mean subsidies and incentives to unlock buyer interest in the sector again. That will be a hard ask, given the widespread pain still in recent memory. EU retail sales rose +2.3% in January, although slightly less in the Euro Area. In Australia, household spending rose +4.6% in January from a year ago, the slowest pace since late May, following a +5.0% rise in December. This was a smaller increase than expected. Global container freight rates, which had been falling every week in 2026 so far, turned +3% higher last week as the early signs of the Middle East pressures started to mount. Outbound China rates are up +10% for the week. However, they are still -23% lower than year-ago levels. It might be different when this week's data is released next week, of course. More currently, bulk cargo rates are up +6% for the week. Shipping traffic in the Straits of Hormuz has ceased altogether. (Live here.) And we should note ships outside the Strait are under attack too, so the conflict stresses are spreading. New Zealand and Australia have significant food exports into the Middle East region, and they are now disrupted. We noted the sharp rise in fertiliser costs yesterday and more broadly, that is bringing warnings of food shortage consequences. And as if these crises aren't enough, overshadowed is the Blue Owl private credit car crash in the US, and the wider concerns about their risky loans. On Thursday afternoon, German Chancellor Friedrich Merz walked into a leading Chinese robotics company in Hangzhou, Zhejiang province, for a tour and a robotic performance before wrapping up a two-day China visit that was both fruitful and significant.At Unitree, Merz watched the same martial arts performance by quadruped robots that was showcased during the 2026 Spring Festival Gala, which was livestreamed to hundreds of millions of viewers at home and abroad. Merz showed interest in the company's robotic hands and quadruped robots, learning about their applications and development.The one-hour tour, part of Merz's first trip to China since assuming office in May last year, demonstrated the two countries' shared desire to seize new opportunities for future development.Merz was the first foreign leader received by China in the Year of the Horse. President Xi Jinping has called for all-out search and rescue of the missing and trapped and immediate relocation of those in danger in order to minimize casualties following recent floods and geological disasters triggered by torrential rain across East China, North China and Northeast China.Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks on Monday in an instruction on flood and disaster relief work.Noting that the storms have led to significant casualties and property losses in Beijing, as well as in Hebei, Jilin and Shandong provinces, Xi said that solid efforts must be made in all aspects of flood prevention, emergency rescue and disaster relief.No effort should be spared to search for and rescue those missing or trapped, to transfer and resettle residents in affected areas, and to reduce casualties to the greatest extent possible, he said.As China enters the peak flood season, Xi said that all localities and departments should be prepared for worst-case and extreme scenarios, fully assume their political responsibilities, and implement flood control measures with meticulous attention to detail.He also urged them to closely monitor and firmly guard weak points and key areas, allocate rescue forces and disaster relief supplies in a scientific way, and ensure an immediate response and prompt handling in the event of emergencies, with every effort made to safeguard people's lives and property.Noting the significant casualties caused by the torrential rain and flooding in Beijing's Miyun district, Premier Li Qiang ordered in an instruction on Monday that every effort must be made to search for the missing, properly resettle those affected, and do everything possible to minimize further loss of life.Li said that given the continued heavy rainfall in parts of North China, the State Flood Control and Drought Relief Headquarters should guide local governments in enhancing disaster preparedness and improving early warning systems.He also urged efforts to strengthen patrols and inspections for risk at rivers, reservoirs and dikes, as well as investigations into urban flooding hazards, and promptly relocate people in danger in order to effectively safeguard people's lives and property.Beijing issued its first red alert of the year for rainstorms on Monday as torrential rains battered northern China and triggered deadly landslides in neighboring regions.The Beijing Meteorological Service forecast that from 8 pm on Monday to 7 am on Tuesday, most districts would see more than 150 millimeters of rain within six hours, with some areas receiving up to 300 mm. Authorities warned of the heightened risk of secondary disasters such as flash floods, landslides and waterlogging in low-lying urban areas.In response, the capital city initiated a top-level flood emergency response at 8 pm on Monday, urging residents to stay indoors. In-person classes were suspended, and nonessential businesses were advised to implement remote working, the city's emergency management authority said.Residents near rivers or flood-prone zones were told to prepare for possible evacuations, while emergency crews remained on high alert.Beijing's mountainous districts — including Miyun, Yanqing and Huairou — have endured consecutive days of downpours. The city mobilized personnel, vehicles and communication systems and deployed specialized equipment including drones, amphibious vehicles and mobile charging stations.Beijing revised contingency plans this year for managing risks at reservoirs, rivers, flood-prone zones and mountain torrent areas. Emergency supplies and trained rescue teams were deployed ahead of the flood season.To maintain communication in extreme weather, all villages in Beijing are now equipped with satellite phones and shortwave radios. In Bulaotun township — one of the three hardest-hit areas in Miyun — residents reached emergency responders using satellite phones several hours after rainstorms battered the area.As of 5 pm on Monday, more than 6,400 residents in Miyun district, over 6,700 residents in Pinggu district and over 10,400 residents in Huairou district had been evacuated, according to the Beijing News.Elsewhere in northern China, heavy rains have also caused severe disruptions and fatalities.The National Commission for Disaster Reduction activated an emergency relief response on Monday and sent a working team to assess damage and support local rescue efforts.

China Keeps 5Percent Growth Target Meanwhile… China is keeping its economic growth target at “around 5%” for 2025 despite a looming trade war with the United States and other headwinds (阻力，逆風). The report says a target of around 5% is well aligned with the country's mid- and long-term development goals.
