Premier touts TSMC's expanded US plan Premier Cho Jung-tai is voicing his support for Taiwan Semiconductor Manufacturing's new investment in the United States. According to Cho, government sees T-S-M-C's expanded investment positively, because it will boost Taiwan's competitive edge (競爭力) inthe global market, and "making Taiwan stronger is the common stance of the government and industry." Cho says the government has long been encouraging domestic industries to expand worldwide and is providing necessary assistance for such expansions. The premier also says he hopes T-S-M-C's investments will continue to create mutual benefits and a win-win situation with Taiwan's allies. Cabinet spokeswoman Michelle Lee says the U-S has become the top destination of Taiwanese investors, as local companies seek to extend their global reach and the U-S accounted for 30-per cent of Taiwan's total overseas investment last year. Official projections indicate that by 2050, this demographic group is expected to make up one-third of the population, leading to a substantial increase in demand for elderly care services."The Ministry of Civil Affairs has strengthened its policy framework, diversified care options and enhanced regulatory measures, resulting in significant improvements in elderly care services," said Li Yongxin, a deputy director of the ministry's elderly care services department, earlier this month.Li noted that the number of elderly care centers and facilities in China had risen to over 410,000 by June, with 369,000 of them being community-based. This marked a 100 percent increase in elderly care facilities and a 120 percent increase in community-based facilities since 2019.Despite the growing number of caregiving facilities, China is still grappling with a shortage of caregivers, with only 500,000 available in 2021 to meet the nation's needs.To address this shortfall, authorities have advocated home-based care, enabling seniors to remain in their residences while receiving regular visits from community workers and medical professionals.According to ministry data, since 2021, around 350,000 seniors have benefited from home-based care.In addition, authorities are increasing the supply of caregivers through creation of more caregiving majors in higher education, with around 100,000 students having been enrolled each year as of the end of 2023.

The Albanese government clearly wants to maintain a stabilised relationship with China under the PM's manta “cooperative where we can, disagree where we must, and engage in the national interest”.  But what are the benefits and costs of that strategy, and are the trade-offs worth it? China will intensify efforts to further attract foreign investment, in order to drive the growth of the world's second-largest economy in the new development paradigm, according to an executive meeting of the State Council, the country's Cabinet, on Wednesday.6月26日,中国国务院召开常务会议。会议指出,中国将加大力度吸引外国投资,推动世界第二大经济体在新发展模式下的增长。The meeting, which was chaired by Premier Li Qiang, decided that the country will take steps to deepen opening-up efforts in key sectors, focusing on removing market access restrictions on foreign investment in the manufacturing sector and introducing a new round of pilot measures to expand opening of the service sector.会议由国务院总理李强总理主持召开。会议指出,要深化重点领域对外开放,落实制造业领域外资准入限制措施“清零”要求,推出新一轮服务业扩大开放试点举措。Domestic and foreign companies will be treated on an equal footing when participating in various sectors, including in large-scale equipment upgrades and government procurement. Joining Darren this episode is Jude Blanchette. Jude holds the Freeman Chair in China Studies at the Center for Strategic and International Studies (CSIS). There's no-one whose analysis and commentary Darren values more highly in helping him understand China.   The context for this discussion is the fact that this weekend China's Premier Li Qiang will visit Australia, the first visit by Chinese #2 since 2017. Following on from PM Albanese's trip to Beijing late last year, and FM Wang Yi's trip to Australia in March, Premier Li's visit will continue the process of unfreezing the political relationship, what the current Australian government famously labels ‘stabilisation'. However, the Albanese government has not escaped criticism for its approach to China. Some would argue Canberra has gone softer on Beijing than it could have, whether on responding to dangerous actions by the Chinese military, or on perennial issues like human rights. And there's also been a criticism of stabilisation as strategy – what is the goal of stabilisation? What is the end state? What is striking about these criticisms is how similar they are to criticisms of the Biden's administration's approach to China, which is often given the label ‘competition'. What is the goal of competition? Does the US just ‘compete' indefinitely, a kind of steady-state, or should it be focused on an ‘end-state'? A recent piece by former Trump administration China lead Matt Pottinger and retiring GOP Congressperson Mike Gallagher argues that the goal should be not to compete, but to win. With all this as context, recently Australia's Department of Foreign Affairs and Trade hosted a group of US-based China experts here in Canberra, presenting Darren with an opportunity to interview Jude in-studio. Jude also hosts the excellent Pekingology podcast, where he interviews scholars and researchers who study the actions of China's government and the CCP in particular. In our conversation we cover Australia-China relations, US-China relations and the links between the two, and many other things besides. We start, of course, with the concept of stabilisation in the Australian context, but very quickly that broadens out into a discussion of the Biden approach given its parallels with stabilisation, and the Pottinger/Gallagher critique. We then turn to the question of how to influence China, and the balance between wielding direct influence versus working indirectly with partners. I ask Jude how he explains the apparent adjustment in PRC foreign policy in recent years, and how a potential Trump return to the Presidency might shake things up. Above all however the big question overshadowing our discussion is this: what's the best way of forging a long-term China strategy, how early are we into the competition phase with China, and how long will it last? And what is the narrative needed to sustain such a strategy? China and the Republic of Korea have agreed to start high-level strategic dialogue between their foreign ministries and expedite the second phase of negotiations on a bilateral free trade agreement amid their strained relations in recent years.The decision was made on Sunday when Premier Li Qiang met with ROK President Yoon Suk-yeol in Seoul ahead of the ninth Trilateral Summit Meeting among China, Japan and the ROK, which is scheduled for Monday.Both sides also agreed to hold"2+2" dialogues on foreign affairs and security at deputy ministerial level, and initiate the "track 1.5"dialogue and exchange mechanism. "Track 1.5" dialogues are talks that involve a delegation of government officials, who participate in an unofficial capacity, and nongovernmental experts — all sitting around the same table.The two countries pledged to better leverage mechanisms such as the economic ministers' meeting as well as consultations on industrial investment cooperation, industrial and supply chain collaboration and export control, revive the China-ROK Joint Committee on People-to-People Exchanges and youth exchanges, and further facilitate people-to-people exchanges between the two countries.During the meeting, Li called on the ROK to work with China to respect each other's core interests and major concerns and stay committed to being neighbors who trust each other and partners who help each other to succeed.He said the industrial and supply chains of China and the ROK are deeply intertwined, with a solid foundation and enormous potential for economic and trade cooperation.While calling for expanding cooperation in more fields, Li underscored the need for both countries to jointly resist politicizing economic and trade issues, or overstretching the concept of security, to maintain stable and unimpeded industrial and supply chains.China is willing to accelerate the second phase of negotiations on the bilateral FTA based on a pragmatic and balanced approach, advance the construction of the China-ROK(Changchun) International Cooperation Demonstration Zone, and strengthen partnership in the fields of high-end manufacturing, new energy, artificial intelligence and biomedicine, the premier said.He pledged that China will further expand market access, enhance service guarantees for foreign investment, continuously foster a world-class, market-based business environment governed by a sound legal framework, and welcome more ROK companies to invest and do business in the country.China is willing to enhance communication and coordination with the ROK in multilateral fields to jointly promote regional and global peace and development, Li added.With the United States imposing restrictions to hinder China's development, there has been a negative trend among its allies to overstretch the concept of security in the fields of economics, trade and technology.As a staunch ally of the US in Northeast Asia, the ROK has also adopted negative foreign policies toward China such as implementing export controls.However, China has been the ROK's largest trading partner for 20 years in a row. Despite a year-on-year decrease of 13.5 percent, bilateral trade reached more than $310 billion in 2023, according to statistics from the General Administration of Customs.Yoon said that maintaining close cooperation between the ROK and China is not only important for the development of both countries, but also significant for achieving global peace and prosperity.He assured Li that the ROK adheres to the one-China principle, a stance that remains unchanged, and will continue to steadfastly develop its relations with China.The ROK is willing to maintain high-level exchanges and close communication at all levels with China on the basis of mutual respect, expand economic and trade cooperation, enhance cultural exchanges, and broaden common interests between the two countries, Yoon said.He added that Seoul is ready to deepen trilateral cooperation among the ROK, China and Japan.On Sunday, Li also met with Lee Jae-yong, chairman of Samsung Electronics, in Seoul. German Chancellor Olaf Scholz explored Chongqing on Sunday to experience the charm of the mountainous industrial city in Southwest China.The tour included a visit to a factory, interaction with local young people, a city walk and a visit to an exhibition of a Sino-German scientific project.Scholz is the first leader of a major Western country to visit China this year. His high-profile delegation includes three government ministers and top business leaders. It is his second visit to China following a one-day trip in November 2022 amid the COVID-19 pandemic.On the first stop of his three-day official visit to China, Scholz visited Bosch Hydrogen Powertrain Systems (Chongqing) Co Ltd, a joint venture between German engineering and technology company Bosch and Chongqing-based premium commercial vehicle manufacturer Qingling Motors. The company was set up in 2021 to develop, assemble and sell fuel cell systems in China.Guided by a factory technician, Scholz assembled a hydrogen power module during his tour of the facility.The joint venture has introduced 76 kilowatt, 134 kW and 190 kW fuel cell power modules to the market. The portfolio caters to various classic commercial vehicle applications such as cold-chain logistics, sanitation and medium to heavy-duty long-haul transportation.After a lunch meeting with local officials, Scholz met with student representatives from Chongqing University, which boasts long-standing cooperation with German universities and research institutes. He then walked through the downtown area of the city to experience the unique landscape, rich history and vibrant business atmosphere.On the banks of the Yangtze River, Scholz learned about a water quality monitoring and pollutants detection system, developed by Chinese and German research institutes, which is a highlight of Sino-German technological cooperation.Chongqing, a mega city on the upper reaches of the Yangtze River with a population of nearly 32 million, is a traditional industrial powerhouse, which has a long history of cooperation and exchanges with Germany.As the gateway to Southwest China, it boasts one of the world's largest IT industrial clusters and one of China's biggest auto manufacturing bases.Germany has several major investment projects in Chongqing. BASF SE Asia-Pacific, a German chemical giant, invested 8 billion yuan ($114 million) in a project in Changshou district and started its methylene diphenyl diisocyanate production in 2015, with an annual capacity of 400,000 metric tons.MDI is an important component of polyurethane, a plastic material used to improve insulation, which helps save energy in buildings and make cars lighter.For years, the bilateral relationship between China and Germany has witnessed high-level development thanks to close exchanges between the leaders of the two countries.China has been Germany's biggest trading partner for eight consecutive years, and Germany has been China's biggest trading partner in Europe for the past 49 years, according to the Foreign Ministry.After Chongqing, the German delegation is scheduled to head to Shanghai on Monday before meeting with President Xi Jinping and Premier Li Qiang in Beijing to discuss Sino-German ties and issues of common concern, according to a spokeswoman for the Foreign Ministry.German media reports said that Roland Busch, chief executive officer of Siemens and also chair and president of the Asia-Pacific Committee of German Business, Oliver Zipse, chairman of the BMW board of management, Bayer CEO Bill Anderson and ThyssenKrupp CEO Miguel Lopez are members of the business delegation accompanying Scholz.

China's policymakers pledged on Thursday to further invigorate the economy, prevent and defuse risks and improve social expectations as they deliberated on the draft of the Government Work Report before the opening of the national legislature's annual session next week.The Political Bureau of the Communist Party of China Central Committee, the Party's core leadership, highlighted at a meeting the need to build up the momentum of the nation's economic recovery and make sustained efforts to push for the quality and reasonable growth of the economy.The meeting was presided over by Xi Jinping, general secretary of the CPC Central Committee.The draft of the report, which set out priorities for the central government's work this year, will be reviewed by national lawmakers during the upcoming second session of the 14th National People's Congress, which is due to open on Tuesday.The report was also deliberated in February at a plenary session of the State Council, China's Cabinet.Premier Li Qiang also presided over a meeting in January to solicit opinions from experts, business leaders and representatives from sectors such as education, scientific research, culture, health and sports on a draft of the report.The policymakers underscored on Thursday China's accomplishments over the past year, highlighting the challenges posed by a complex international landscape and the substantial tasks of reform, development and stability.The nation has navigated external pressures and internal difficulties, making concerted efforts to achieve a stable transitioning in response to the COVID-19 pandemic, securing economic recovery and substantial progress in high-quality development, said a statement issued after the meeting.Official statistics showed that China's GDP expanded 5.2 percent year-on-year in 2023 to 126.06 trillion yuan ($17.53 trillion), surpassing the government's preset annual growth target of around 5 percent.The nation created 12.44 million new jobs last year, with its surveyed unemployment rate in urban areas standing at 5.2 percent.With this year marking the 75th founding anniversary of the People's Republic of China and being a critical year for fulfilling the goals set out in the 14th Five-Year Plan (2021-25), the policymakers emphasized accelerated steps to foster a new development pattern, advance high-quality development and further deepen reform and opening-up.They also called for steps to work toward a high level of self-reliance in science and technology, bolster macro regulation and coordinate measures in boosting domestic demand and deepening supply-side structural reform.The government's proactive fiscal policy must be moderately intensified toward greater quality and efficiency, while the nation's prudent monetary policy should be flexible, moderate, precise and effective, the policymakers said.The meeting highlighted the necessity to maintain the consistency of macroeconomic policy orientations to create a stable, transparent, and predictable policy environment.The nation must vigorously promote the construction of a modern industrial system and accelerate the development of new productive forces, which feature high technology, high efficiency and high quality, and are aligned with the country's new development philosophy, the policymakers stressed.More steps will be taken to boost domestic demand, deepen reform, expand high-level opening-up, and effectively prevent and defuse risks in key sectors, they added.The meeting reiterated the nation's commitment to work related to farmers, the agricultural sector and rural areas, saying that rural vitalization and urban-rural integration must be advanced.The nation will continue to bolster its efforts in building an ecological civilization and pushing forward green and low-carbon development, the policymakers said. President Xi Jinping has called for all-out efforts to search for and rescue the people missing after alandslide on Monday in Zhenxiong county of Yunnan province.2024年1月22日,云南省镇雄县发生山体滑坡,习近平总书记呼吁全力搜救失踪人员。Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the instruction after the landslide buried 18 houses and left 47 people missing at around 6 am on Monday in Liangshui village.在22日早上六点左右,凉水村发生山体滑坡,18栋房屋被掩埋,47人失踪。在这之后,中国共产党中央委员会总书记、中央军事委员会主席习近平,下达了相关指示。As of press time, rescuers had pulled eight people out of the rubble, but all of them were dead, local authorities said. The EU-China Summit on December 7-8 in Beijing will see EU Commission President Ursula von der Leyen and European Council President Charles Michel meet Chinese President Xi Jinping, while Premier Li Qiang is expected to chair. It is the first summit in this format held in person in four years. It takes place in a difficult geopolitical environment where China's relations with the EU as well as the US are marred by thorny issues like the Russian invasion of Ukraine, tensions over Taiwan, and disagreements about market access.What issues are likely to be on the agenda? What outcomes can we expect? And what is on the table in EU-China relations in 2024? Prime Minister Rishi Sunak chastised China's premier on Sunday for “unacceptable” interference in British democracy, after a newspaper reported that a researcher in Parliament was arrested earlier this year on suspicion of spying for Beijing.  Sunak said he raised the issue with Premier Li Qiang when the two met at a Group of 20 summit in India. He told British broadcasters in New Delhi that he'd expressed “my very strong concerns about any interference in our parliamentary democracy, which is obviously unacceptable.”  The two men met after the Metropolitan Police force confirmed that a man in his 20s and a man in his 30s were arrested in March under the Official Secrets Act. Neither has been charged and both were bailed until October pending further inquiries.  The Sunday Times reported that the younger man was a parliamentary researcher who worked with senior lawmakers from the governing Conservatives, including Alicia Kearns, who now heads the powerful Foreign Affairs Committee, and her predecessor in that role, Tom Tugendhat, who is now security minister. The newspaper said the suspect held a pass that allows full access to the Parliament buildings, issued to lawmakers, staff and journalists after security vetting.  Tensions between Britain and China have risen in recent years over accusations of economic subterfuge, human rights abuses and Beijing's crackdown on civil liberties in the former British colony of Hong Kong.  Britain's Conservatives are divided on how tough a line to take with Beijing and on how much access Chinese firms should have to the U.K. economy. More hawkish Tories want Beijing declared a threat, but Sunak has referred to China's growing power as a “challenge.”  Former U.K. Conservative leader Iain Duncan Smith said news of the March arrests “gives the lie to the government's attempt not to see China as a systemic threat.”  U.K. spy services have sounded ever-louder warnings about Beijing's covert activities. In November, the head of the MI5 domestic intelligence agency, Ken McCallum, said “the activities of the Chinese Communist Party pose the most game-changing strategic challenge to the U.K.” Foreign intelligence chief Richard Moore of MI6 said in July that China was his agency's “single most important strategic focus.”  In January 2022, MI5 issued a rare public alert, saying a London-based lawyer was trying to “covertly interfere in U.K. politics” on behalf of the Chinese Communist Party. It alleged attorney Christine Lee was acting in coordination with the Chinese ruling party's United Front Work Department, an organization known to exert Chinese influence abroad.  An opposition Labour Party lawmaker, Barry Gardiner, received more than 500,000 pounds ($685,000) from Lee between 2015 and 2020, mostly for office costs, and her son worked in Gardiner's office. Lee and the Chinese government both deny wrongdoing.  China has repeatedly criticized what it calls British interference in its internal affairs and denied meddling in the politics of foreign nations.  Sunak and Li met days after Foreign Secretary James Cleverly visited Beijing, the highest-level trip by a British politician to China for several years. Chinese President Xi Jinping did not attend the G20 meeting in India. President Joe Biden and Prime Minister Narendra Modi are certainly putting in the time to cultivate their relationship. Less than three months after honoring Modi with a state visit to the White House, Biden is to arrive in New Delhi on Friday — a day before the start of the Group of 20 summit there — to squeeze in another round of one-on-one talks with the leader of the world's most populous nation. There have been more than a dozen in-person or virtual engagements between the leaders since 2021 as both have looked to tighten the U.S.-India partnership amid shared major concerns. Those include an increasingly assertive China and monumental challenges posed by climate change, artificial intelligence, global supply chain resilience and other issues. Modi has heavily branded the summit as his own. The Indian prime minister has pictures of himself posted along the highway from the airport, greeting G20 delegates with quotes about the need to address climate change. As a result, Biden will be something of a houseguest when he meets with his Indian counterpart. “This meeting will be taking place at the prime minister's residence — so it is unusual in that respect,” White House national security adviser Jake Sullivan told reporters aboard Air Force One. “This is not your typical bilateral visit to India with meetings taking place in the prime minister's office.” Biden, a center-left Democrat, and Modi, a conservative Hindu nationalist, are hardly ideological soulmates. Yet, both leaders are increasingly drawn together by China's military and economic maneuverings in the Indo-Pacific. India late last month lodged an objection through diplomatic channels with Beijing over China's new standard map that lays claim to India's territory along their shared border. The version of the Chinese map published by the Ministry of Natural Resources website shows Arunachal Pradesh and the Doklam Plateau — over which the two sides have feuded — included within Chinese borders, along with Aksai Chin in the western section that China controls but India still claims. The Philippines and Malaysia have also lodged protests over the new Chinese map. The map was released just days after Modi and Chinese President Xi Jinping met on the sidelines of a summit of the BRICS bloc of developing economies — Brazil, Russia, India, China and South Africa — and agreed to work to de-escalate tensions at their disputed border. China and India have had thousands of troops facing off in a disputed region of the Himalayas since 2020, when skirmishes led to the first deadly clashes in decades. Both countries are nuclear armed. China, which is also a member of the G20, has said that Xi will not attend this weekend's India summit and is instead dispatching Premier Li Qiang to represent China. Vice President Kamala Harris, in an interview Wednesday with The Associated Press on the sidelines of a summit of Southeast Asian leaders in Indonesia, spoke out against China's new map. “It's a violation of the law. And that's where I put that map,” Harris told the AP. The U.S. government outreach goes beyond Biden. Treasury Secretary Janet Yellen told reporters on Friday that the G20 is her fourth trip to India in the past year, making it the country she's visited most. Yellen said India has shown leadership in helping to provide loans to developing nations as well as provide debt relief when needed. The White House has been tight-lipped about what, if any, major announcements will come out of Biden's latest talks with Modi. But the administration seems eager to build on the momentum from the June state visit, which included announcements on climate, health care and space as well as some major private sector projects. The two sides set the groundwork for U.S.-based General Electric to partner with India-based Hindustan Aeronautics to produce jet engines for Indian aircraft in India and the sale of U.S.-made armed MQ-9B SeaGuardian drones. U.S.-based Micron Technology agreed to build a $2.75 billion semiconductor assembly and test facility in India, with Micron spending more than $800 million and India financing the rest. The administration also plans to discuss civil nuclear issues. Friday's meeting seems unlikely to produce as many major deals. Still, the White House will look to “put something on the table," predicted Richard Rossow, a senior adviser at the Center for Strategic and International Studies. Rossow said Modi would like to see the Biden administration put greater focus on the Indian Ocean region as it goes about recalibrating its Indo-Pacific policy. India's concern is that “the United States is overly focused on Taiwan, South China Sea, East China Sea, Pacific Islands,” Rossow said. “And there's not nearly enough attention on the Indian Ocean region. And that's where India sees its primary security concerns rising now.” The White House has sought to play down Biden and Modi 's differences over Russia's war in Ukraine. India abstained from voting on U.N. resolutions condemning Russia and refused to join the global coalition against Russia. Since the start of the war, the Modi government has dramatically increased its purchase of Russian oil. Premier Li Qiang will attend the opening ceremony of the Boao Forum for Asia Annual Conference 2023 on Thursday in Hainan province and deliver a keynote speech, Foreign Ministry spokeswoman Mao Ning announced on Monday.Hundreds of delegates from governments, business, academia and media from around the world have been invited to the four-day event, which kicks off with activities on Tuesday and will fully resume offline meetings for the first time since the COVID-19 pandemic began.According to Mao, Singaporean Prime Minister Lee Hsien Loong, Malaysian Prime Minister Anwar Ibrahim, Spanish Prime Minister Pedro Sanchez, Prime Minister of Cote d'Ivoire Patrick Achi and International Monetary Fund Managing Director Kristalina Georgieva will be among those attending the conference.This year's theme, "An Uncertain World: Solidarity and Cooperation for Development amid Challenges", reflects the shared aspiration of the international community for peace, cooperation and development amid complex changes in global and regional circumstances, Mao said at a regular news briefing in Beijing.China hopes that the forum will provide participants with an international platform for exchanges to discuss how to advance peace, development and win-win cooperation and contribute insights to enhancing global governance and people's well-being, she said.The premier has also invited the prime ministers of Singapore, Malaysia and Spain to make official visits while in China, Mao said."The leaders will travel to Beijing after attending the annual conference's opening ceremony in Hainan. Chinese leaders will meet with and hold talks with them respectively for an in-depth exchange of views on bilateral ties as well as international and regional issues of common concern," Mao said.Singaporean Prime Minister Lee is among foreign leaders who have made the most visits to China, with his latest visit coming four years after the previous one. His six-day visit, which began on Monday, will also take him to Guangzhou, Guangdong province.Noting that China-Singapore practical cooperation is a pacesetter for the region, Mao said China hopes to use this visit as an opportunity to elevate and upgrade bilateral ties and steer cooperation toward higher-quality development.As for the Malaysian prime minister, it will be his first visit to China since he assumed his current position. This year marks the 10th anniversary of the establishment of the China-Malaysia comprehensive strategic partnership, and the two countries will celebrate the 50th anniversary of diplomatic ties next year.It will also be the first time that the current Spanish prime minister has visited China.
