Erst kamen die neuen EU-Spitzen, die Außenbeauftrage Kallas und Ratspräsident Costa, dann Bundeskanzler Scholz: bei Besuchen in Kiew sicherten die Politiker der Ukraine weitere Unterstützung zu. Gleichzeitig wird häufiger über Verhandlungen gesprochen, wie Carsten Schmiester berichtet. Allerdings habe Putin nach Einschätzung von Experten daran kein Interesse. Russlands Präsident hat derzeit mit einigen Problemen zu kämpfen. In Syrien ist die Gewalt wieder ausgebrochen – mit Folgen auch für die russischen Streitkräfte, die dort im Einsatz sind. Die russische Wirtschaft kämpft mit anhaltenden Sanktionen und Arbeitskräftemangel, der Rubel verfällt, die Inflation steigt auf Rekordhöhen. Trotzdem ist die Situation für Putin noch nicht bedrohlich, meint der Wirtschaftswissenschaftler und Osteuropa-Experte Janis Kluge von der Stiftung Wissenschaft und Politik. Er rechnet im Interview mit Host Kai Küstner nicht damit, dass sich die Russen gegen Putin und den Krieg wenden. Viele würden den Krieg einfach ausblenden. Laut einer aktuellen Umfrage der Körber-Stiftung lehnen zwei Drittel der Deutschen eine militärische Führungsrolle in Europa ab. Ist das noch vereinbar mit einer Welt, in der sich eine neue autoritäre Achse herausbildet und in der die USA unter Trump Europa deutlich mehr zumuten werden, fragt Kai Küstner im aktuellen Podcast. 57% der Deutschen (Vorjahr 66%) wollen der Ukraine weiter militärisch helfen. Außer Frage steht die Unterstützung für Kaja Kallas. Die ehemalige Ministerpräsidentin Estlands soll neue EU-Außenbeauftragte werden. Bei einer Anhörung im Europaparlament hat sie betont, dass ein Sieg der Ukraine Priorität für die EU haben müsse, Europa müsse seine Verteidigung ausbauen. Carsten Schmiester hat Kallas zugehört und berichtet in der aktuellen Ausgabe von Streitkräfte und Strategien auch über die schlechte Lage, in der sich die Ukraine befindet. Russland wiederum erhält auch Unterstützung - von Nordkorea. Das Land liefert nicht nur Artilleriemunition, sondern schickt auch Bodentruppen. Nordkorea-Experte Professor Rüdiger Frank von der Universität Wien sieht im Gespräch mit Kai Küstner in dieser Allianz Anzeichen für einen neuen Kalten Krieg und eine neue "Systemkonfrontation". Wie bedrohlich die Entsendung der Truppen für Europa wird, hänge auch davon ab, wie genau sie eingesetzt werden, erklärt Frank. Sollte Nordkorea reguläre Soldaten in eigenen Uniformen auf ukrainisches Gebiet schicken, könnte dies im schlimmsten Fall sogar zum dritten Weltkrieg führen. Weil Nordkoreas Machthaber Kim die NATO damit zu einer Reaktion zwingen könnte. In jedem Fall hält der Ostasien-Experte und Politikberater die Kooperation von Kim und Putin für einen "Win-win-Deal" mit Vorteilen für beide Länder. Stärker jedoch für Nordkorea, das in seiner Rolle als internationaler Akteur aufgewertet wird, wirtschaftlich profitieren kann und künftig - wegen Russland - keine Sanktionen mehr des UN-Sicherheitsrats fürchten müsste. Den Europäern rät Professor Rüdiger Frank angesichts der neuen Konfrontation zwischen autoritären und liberalen Staaten, sich zu einem eigenständigen, unabhängigen Akteur zu entwickeln, um handlungsfähig zu werden.
