Kelvin Droegemeier, a longtime leader in science policy, joins host Megan Nicholson for this installment of Science Policy IRL. Droegemeier began his career as a research meteorologist and went on to serve in many different leadership roles in state and federal government. He directed the White House Office of Science and Technology Policy from 2019–2021, served on the National Science Board from 2004–2016, and served on the Oklahoma Governor's Science and Technology Council from 2011–2019. Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened up 382-points this morning from yesterday's close, at 19,861 on turnover of $8.6-billion N-T. The market ended the day down on Thursday, as the market fell into consolidation mode amid lingering concerns by investors about the impact of U-S tariffs on Taiwan's semiconductor industry. Taiwan FM and King unveil oil reserve facility project in Eswatini Foreign Minister Lin Chia-lung and Eswatini's King Mswati III have jointly presided over an unveiling ceremony for an oil reserve facility project Taiwan will build to enhance the energy resilience of its ally. Lin attended the ceremony marking The Strategic Oil Reserve Facility project as part of his ongoing visit to Eswatini. According to Taiwan's embassy in Eswatini, the oil reserve facility project is expected to be completed in three years and will ensure a 60-day fuel reserve for the kingdom. The Ministry of Foreign Affairs says prior to (之前) attending the oil reserve facility project ceremony, Lin presented a letter from Lai and cows as gifts while meeting the king and queen mother. The foreign minister in the kingdom this week as a special envoy for President Lai Ching-te to pariticpate in the king's 57th birthday celebrations. Vegetation in Yangmingshan fire could take 1 year to recover The Ministry of the Interior says a fire that destroyed some 4.5 hectares of vegetation in Taipei's Yangmingshan could take about a year to recover. The fire broke out on April 14 near the Xiao-You-Keng Recreation Area and burned for about five hours - destroying silvergrass and portions of the Yangmingshan National Park's arrow bamboo forest. No deaths or injuries were reported. Authorities have said the fire was likely caused by air quality monitoring equipment belonging to the National Science and Technology Council installed at the site. Besides the vegetation, the fire also damaged various amenities (設施), including ropes, sand-filled barriers and several wooden posts along the forest trail. Total estimated damage caused by the fire is being put at between 1.7 and 1.8-million N-T. NATO chief in Washington for talks Nato secretary-general Mark Rutte is in Washington for talks with senior members of the Trump administration as Ukraine peace talks are stalling (停滯). Vatican Keeps Basilica Open Overnight for Mourners The Vatican kept the doors St. Peter's Basilica open overnight, as lines of mourners waited to pay their last respects (致敬) to the pope. Officials closed the basilica for just an hour and a half Thursday morning for cleaning, and by the evening that day, the Vatican says more than 90,000 people had paid their respects. After three days of public viewing, a funeral Mass including heads of state will be held Saturday in St. Peter's Square. The pope will then be buried in St. Mary Major Basilica, near his favorite Madonna icon. Namibia New President Announces Free Education Changes New Namibian President Netumbo Nandi-Ndaitwah has announced that her government will introduce free education at state universities and technical colleges starting next year. Nandi-Ndaitwah was sworn in as Namibia's first female leader last month. Namibia already provides free education in public elementary and high schools, though parents still typically have to pay for school uniforms, stationery, books, and hostel fees. There have been calls for years for all levels of education to be subsidized (補貼的) by the government in the country of around 3 million people in southern Africa. On this episode of 8111 I talk with Craig Barron. Craig is an Academy Award-winning visual effects supervisor, entrepreneur, and film historian with a groundbreaking career spanning over two decades. He has contributed to visual effects on more than 100 films and served as a founding member of the Visual Effects Society. Barron also spent nine years on the Academy of Motion Picture Arts and Sciences Board of Governors and was co-chair of the Science & Technology Council.At just 18, Barron joined Industrial Light & Magic during the "Star Wars" era, contributing to classics like The Empire Strikes Back, Raiders of the Lost Ark, and E.T. He later co-founded Matte World, an Emmy-winning studio that evolved into Matte World Digital, known for its innovative visual effects in films such as Batman Returns, Zodiac, Hugo, and The Curious Case of Benjamin Button, for which he won an Oscar and BAFTA in 2009.Barron co-authored The Invisible Art: The Legends of Movie Matte Painting, an award-winning book chronicling the history of matte painting. One of the longest-tenured CIOs in the government announced this week he is stepping away from federal service. Gundeep Ahluwalia sent a letter to staff stating that Friday will be his last day after more than eight years with the Department of Labor. In his note, Ahluwalia called the department's biggest accomplishment during his time its “ability to attract talent and create leaders,” saying that Labor's Office of the CIO is “a formidable leadership factory.” The White House issued a report Monday calling for more funding and interagency coordination for the advancement of international cooperation in quantum information science and technology. The document, released by the Office of Science and Technology Policy, details a series of QIST-related recommendations from a subcommittee within the National Science and Technology Council, including that the U.S. government create long-term funding mechanisms for QIST collaboration and cooperation and “establish and track” global metrics for QIST and the competitiveness of “enabling technologies.” The Daily Scoop Podcast is available every Monday-Friday afternoon. Caregiving is a nearly universal human experience, but it's not often thought of as an issue with implications for our nation's science, technology, engineering, mathematics, and medicine (STEMM) enterprise. A new report from the National Academies of Sciences, Engineering, and Medicine, Supporting Family Caregivers in STEMM: A Call to Action, seeks to change that. In some academic STEMM environments, devoting time to care for family members is still seen as a taboo subject because it clashes with the idealized notion of scientists who focus exclusively on their work. The lack of legal and institutional support for caregivers drives many people to leave STEMM fields altogether. What can be done to change this inequity? On this episode, Issues editor Sara Frueh talks to Elena Fuentes-Afflick, chair of the report committee and a professor of pediatrics and vice dean for the School of Medicine at Zuckerberg San Francisco General Hospital at the University of California San Francisco. Fuentes-Afflick talks about the pressures of balancing caregiving with a STEMM career; how complex and poorly implemented policies are hurting workers and the economy; and steps that the government, universities, and others could take to make a difference. Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened down 165-points this morning from yesterday's close, at 21,442 on turnover of $6.6-billion N-T. The market closed higher once again on Thursday - as investor sentiment in the local tech sector was buoyed (受到鼓舞) by news about soaring Nvidia earnings - after the company released its latest quarterly results overnight. Draft of AI Governing Law to be Finalized this Year National Science and Technology Council head Wu Cheng-wen says his office is scheduled to draw-up a draft of the law governing the use of A-I and send it to the Cabinet by the end of this year. Speaking at a legislative committee hearing, Wu said the draft law will aim to ensure (確保) user privacy, human rights and security .. and will also seek to help the development of Taiwan's industries. Wu told lawmakers that the main concept behind Taiwan's A-I basic law will be more aligned (對齊,與…保持一致) with those released by United States and Japan - which have a more open attitude to AI use .. … rather than that of the European Union, which is more conservative and discreet. The National Science and Technology Council head also said the law will be drafted to restrict A-I to being used for good, protecting user privacy, human rights and security. Germany Police Clear ProPalestine Student Protesters German police have cleared about 150 pro-Palestinian demonstrators from a Berlin university facility, ending one of a wave of student-led protests across Europe over Israel's conduct of its war against Hamas. Activists had occupied several rooms of the Humboldt University's Institute for Social Sciences in downtown Berlin on Wednesday. University administrators agreed to let them stay until Thursday evening, but called in the police when some refused to leave. Police briefly detained 130 people during the operation, in which officers broke through several barricaded (堵住…) doors. Unicef warns Haiti's healthcare system may collapse The UN's Children's Fund warns that Haiti's health system is now "on the verge of collapse". The office of Pakistani Prime Minister Shehbaz Sharif says that UAE President Mohammed bin Zayed Al Nahyan made the commitment (承諾) during a meeting in Abu Dhabi with Sharif, who is visiting the UAE. The statement said Sharif told the UAE president about measures the Pakistani government is taking to encourage foreign investment, and that the UAE president committed to investing $10 billion in various sectors in Pakistan. Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened up 21-points this morning from yesterday's close, at 20,582 on turnover of $3-billion N-T. Longer Summers and Stronger Typhoons A national scientific report on climate change is warning that if global warming continues without effective control measures, Taiwan could face seven-month long summers and fewer, but more severe typhoons. According to the Ministry of Environment, without effective efforts to curb (抑制) greenhouse gas emissions that could happen by the end of the century, under the worst-case scenario. The Climate Change Scientific Report 2024 has been published by the National Science and Technology Council. The report says the number of typhoons affecting Taiwan is projected to decrease from four to five a year to three to four a year by mid-century and reach one to two a year by the end of the century. However, is also warns that under the worst greenhouse gas emissions scenario, severe typhoons would intensify, move closer to the west, and pose greater risks to the region. UN: No food or fuel entering Gaza The United Nations says no humanitarian aid or fuel is currently entering the Gaza strip, which could have "catastrophic" consequences (結果) for the people there. In its latest daily update, the world body says there have been ongoing and "significant amounts of bombardment (轟擊)" in eastern Rafah early Thursday "and all through the night". Jody Jacobs reports from the UN headquarters in New York… Japan Proposes Expanding Commercial Whaling to Fin Whales Japan's Fisheries Agency has proposed expanding commercial whaling to fin whales, a larger species than the three allowed now. The proposal comes five years after Japan resumed commercial whaling along the country's coast after withdrawing from the International Whaling Commission. The agency decided to propose adding fin whales to the allowable catch list after stock (供應物,) surveys confirmed sufficient recovery of the fin whale population in the North Pacific. It hopes to get the proposal formally approved in mid-June. Japan's chief cabinet secretary says whales are an important food resource and that his government will support sustainable whaling. China Baidu Exec Apologizes for Videos Glorifying Overwork A top public relations executive from Chinese technology firm Baidu has apologized after she made comments that were seen as glorifying a culture of overwork. Baidu's head of communications Qu Jing implied in the videos that she was not concerned about her employees as she was “not their mom” and said she only cared about results. Many on social media platforms like Weibo criticizing Qu for her lack of empathy (同理、同情). Qu posted an apology Thursday on her private WeChat account, where she “sincerely apologized to all netizens." Qu said her short videos did not represent Baidu's stance. The videos, which have since be taken down, came at a time when many young people in China are pushing back against a culture of competition and grueling (使人精疲力盡的) hours in the workplace. Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened up 237-points this morning from yesterday's close, at 20,094 on turnover of $6.4--billion N-T. The Tai-Ex lost ground on Thursday, as other regional closed mixed. Investors awaited the release of a flood of global earnings reports, including updates from leading U-S tech companies. Government Platform Touts 60-80% Reduction in Statutory Animal Testing The National Science and Technology Council says statutory animal testing could be significantly reduced if alternative testing introduced in regulations is more widely adopted. According to council head Wu Zheng-chong, the amount of animal testing could be cut by an average of 60 to 80-per cent. Wu says he believes using a large number of animals for testing is a matter of concern for many people. He says as a developed country, Taiwan has a responsibility to replace, reduce and refine animal testing. And he also says to achieve that objective, the government established the Inter-ministerial Platform for Alternative Technology of Animal Testing in October 2022. The platform aims to improve related regulations, cultivate talent in the field, and facilitate the development of relevant (相關的) technologies. The National Laboratory Animal Center says 102 alternatives to animal testing have so far been introduced for pesticides, chemicals and cosmetics. Ukraine Moves to Reverse Soldier Drain Ukraine is seeking to reverse the drain of potential soldiers from the country. It has announced that men of conscription age will no longer be able to renew (更新) their passports from outside the country. Ukraine is working to get much-needed new supplies of weapons and ammunition from a huge U.S. aid package to the front line. Millions of Ukrainians have fled the country since Russia's full-scale invasion in 2022. Poland's defense minister said Warsaw was ready to help ensure “those who are subject to compulsory military service go to Ukraine". But he did not specify how. US New Rules for Coal Power Plants Many of the US's fossil fuel plants could close after sweeping (廣泛的) new rules to limit pollution from power stations issued by the US Environmental Protection Agency. The Biden Administration says the new regulations will significantly reduce pollution. It could also bring hundreds of billions of dollars in climate and public health benefits. Kate Fisher reports from Washington Congo Questions Apple on BloodMinerals Congo's government is questioning Apple about the tech company's knowledge of “blood minerals” from a conflict zone in the African country. A group of international lawyers representing Congo said Thursday it sent letters to Apple's CEO Tim Cook and its French subsidiary this week. They raised concerns about human rights violations involving the minerals extracted (提取的) from mines in the country's east. They say those minerals might end up being used in the company's products. They included a list of questions challenging Apple to show how it monitors its supply chains in a troubled region where more than 100 armed rebel groups operate. Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened marginally higher this morning from yesterday's close, at 17,340 on turnover of 2.5-billion N-T. The market lost ground on Tuesday, to close below the 17,400 point mark as investors opted to move to the sell side following losses on Wall Street overnight and the bellwether electronics sector led the downturn. NSTC Lists Critical Technologies to Face Tougher Controls The National Science and Technology Council has unveiled a set of key technologies that it says will be subject to tougher controls to prevent (防止) technology leaks and boost industrial competitiveness. The 22 key technologies cover five industries. Those being defense, aerospace, agriculture, semiconductors and information and communications technology. According to the council, the term "key technologies" refers to tech that, if exported to China, Macau, Hong Kong or "external hostile forces," would significantly harm national security, industrial competitiveness, or economic development. MOFA Opens 4th Representative Office in Canada The Ministry of Foreign Affairs has officially opened a news representative office in Montreal. The office is Taiwan's fourth in Canada. The foreign ministry says it chose Montreal as the site for the office because it is the largest city in French-speaking Quebec, and is known as a technology hub, notably (尤其) in video game and artificial intelligence development. Foreign Minister Joseph Wu says the latest office in Canada showed Taiwan's determination to expand its relations with the North American country on all fronts. Taiwan's main representative office is in Ottawa, while other branches are located in Toronto and Vancouver. UN: Adrift Rohingya in Danger The United Nations refugee agency says as many as 400 Rohingya Muslims could be adrift (漂流) in the Andaman Sea without adequate supplies. It's warning they could die if more is not done to rescue them. Patrick Fok reports. Peru Fujimori Allowed Humanitarian Release Peru's constitutional court has ordered an immediate humanitarian release for imprisoned former President Alberto Fujimori. The 85-year-old former leader has been serving a 25-year sentence in connection with the death squad slayings of 25 Peruvians in the 1990s. The court ruled in favor of a 2017 pardon that had granted the former leader a release on humanitarian grounds but that later was annulled (被廢除). Fujimori was sentenced in 2009 to 25 years in prison on charges of human rights abuses. Venezuela Maduro Orders Immediate Exploration of Essequibo Venezuelan President Nicolas Maduro is ordering the country's state-owned companies to “immediately” begin to explore and exploit the oil, gas and mines in Guyana's Essequibo region. Maduro's announcement comes a day after Venezuela's electoral authorities announced that the five questions with which the government wanted to claim sovereignty over Essequibo were approved in Sunday's referendum. Guyana has denounced the referendum as pretext (藉口) to annex the land. The International Court of Justice, the United Nations' top court, has ordered Venezuela not to take any action to change the status quo until the panel can rule on the two countries' competing claims, which could take years. The local main board traded higher on Friday, as other regional markets moved into positive territory, after China's central bank eased the reserve requirements for banks and chip designer Arm Holdings' I-P-O on the Nasdaq boosted investor optimism. **Electricity Price Freeze Expected to End for 880 businesses ** The Ministry of Economic Affairs' electricity price review committee is expected to end a freeze on electricity rates for over 800 businesses. Tai-Power says the freeze is likely to be ended during a meeting of the price review committee later today. The economics ministry raised power prices for industrial consumers by 15-per cent in July last year and by 17-per cent in April of this year. However, the ministry did not increase rates for businesses in the cinema, gym, department store, and catering (餐飲業、酒席承辦) and restaurant sectors, due to the impact of the coronavirus pandemic on domestic demand. **MOEA Set to Budget NT$800 million to Develop Advanced IC Processes ** The Ministry of Economic Affairs is set to budget around 800-million N-T to subsidize smaller domestic I-C designers in the development of processes below 28 nanometers. The amount constitutes (構成) part of the 5.2-billion N-T the ministry is set to receive next year as part of a semiconductor industry innovation project proposed by the National Science and Technology Council. The Industrial Development Bureau says the funding aims to help domestic smaller I-C designers develop advanced I-C processes due to expected competition from China. **NY Thousands Take Part in Climate March ** Thousands of people took to the streets of New York on Sunday demanding an end to the use of fossil fuels (化石燃料) and for the U.S. to show greater leadership in the fight against climate change. Jody Jacobs reports from New York. < [CLIP] Slug: > **UN to List Jericho as World Heritage Site in Palestine ** A U.N. committee has voted to list prehistoric ruins near the ancient West Bank city of Jericho as a World Heritage Site in Palestine. The decision Sunday angered Israel, which controls the territory and does not recognize a Palestinian state. Jericho is one of the oldest continually inhabited (有人居住的) cities on earth, and is in a part of the Israeli-occupied West Bank that is administered by the internationally recognized Palestinian Authority. The listing refers to the Tell es-Sultan archaeological site nearby, which contains prehistoric ruins dating back to the ninth millennium B.C. and is outside the ancient city itself. Good afternoon, I'm _____ with today's episode of EZ News. **Tai-Ex opening ** The Tai-Ex opened up 6-points this morning from yesterday's close, at 16,641, on turnover of $2.2-billion N-T. **Cabinet signs off on public sector AI guidelines ** The Cabinet has signed off on new guidelines for the use of generative artificial intelligence (AI) within the public sector. Drafted by the National Science and Technology Council, the guidelines indicate that public sector workers using generative AI must have any outputs evaluated by an assigned party for potential (潛在的) risks. The guidelines also state that government agencies must not solely depend on the output of generative AI or its unverified content for administrative actions or official decision-making. In addition, the guidelines require disclosure when generative AI is employed as a tool for official tasks. Moreover, users are expected to adhere to regulations concerning information security, personal data protection and copyright, under the guidelines. **40 Taiwanese youth ambassadors to visit Saint Lucia for 10 days ** The Ministry of Foreign Affairs is set to send 40 "youth ambassadors" to Saint Lucia this month. The youth ambassadors received two weeks of training under MOFA's annual program, and will visit the Caribbean allied nation for 10 days to promote friendship between the two countries. According to MOFA, the ambassadors, all of them Taiwan nationals aged 18-35 who are still undergraduate or graduate students, were selected because of their good command of English, special talents in the performing arts, or outstanding skills in cooking. **Canada Updates US Travel Advisory for LGBTQ+ ** Canada has updated its travel advisory (旅遊警示) to the U.S., warning members of the LGBTQ+ community that some American states have enacted laws that may affect them. The country's Global Affairs department did not specify which states, but is advising travelers to check the local laws for their destination before traveling. A department spokesperson says "Since the beginning of 2023, certain states in the U.S. have passed laws banning drag shows and restricting the transgender community from access to gender-affirming care and from participation in sporting events”. Asked about the travel advisory change this week, Canadian Deputy Prime Minister Chrystia Freeland said travel advisories are based on advice from professionals in the department whose job it is to monitor for particular dangers. She did not say whether her government had discussed the matter with its U.S. counterpart. **US Pledges Funds for Auto Workers ** The Biden administration has pledged more than 12 billion dollars to help US automakers retrofit (改造) existing facilities as they transition to electric vehicle production. The move comes as auto workers threaten to go on strike. Ira Spitzer reports **India Economy Grows 7.8Percent ** India's economy has clocked up growth of 7.8% in the first quarter of the current financial year, mainly due to good performance by the agricultural and financial sectors. The World Bank says India is one of the fastest-growing economies of the world and is poised (作好準備的) to continue on this path. However, the manufacturing sector growth slowed to 4.7% during the quarter from April to June, compared to 6.1% in the same period last year. The World Bank said India's real gross domestic product growth is likely to moderate to 6.3% this year from an estimated 6.9% in the last financial year. Last week, a group of very important people, including the U.S Secretaries of State and Commerce and trade representatives from President Joe Biden's administration, met with top European Union officials in the heart of the Swedish Lapland for the fourth Ministerial meeting of the U.S.-EU Trade and Technology Council, or “TTC”. Pressing needs were tackled, new initiatives were launched, commitments were made, and cooperation was deepened on a range of tech policy issues, at least according to the press releases. To hear an unvarnished view from someone who was at the meeting about what might actually come of it all, Justin Hendrix invited on a journalist who is, in my opinion, one the best tech policy reporters in the world: Mark Scott, Chief Technology Correspondent for Politico.

Monday, October 17, 2022 Hoover Institution | Stanford University Hoover Institution (Stanford University) – Before a full crowd of mostly students in the Hoover Institution's Hauck Auditorium, Secretary of State Antony Blinken engaged in a conversation with his predecessor Condoleezza Rice on a broad spectrum of issues impacting the security and prosperity of the United States and like-minded partners, including aggression by Russia and China against the post–Cold War security architecture, and how the free world can best grapple with challenges resulting from the rapid pace of technological innovation.  During the program, which was introduced by former secretary of defense James Mattis, Blinken reflected on the Biden administration's new national security strategy. As Blinken explained, the document underscores the importance of deterring Russian aggression, especially regarding Russia's ongoing assault on Ukraine. Blinken said that although the Biden administration had hoped, in the tradition of its predecessors, for a stable and predictable relationship with Russia, President Vladimir Putin has been, and continues to be, a major disruptor in Eastern Europe and more broadly to international security. In response to a question by Secretary Rice as to why Americans should care about wars that occur in faraway lands rather than place one hundred percent focus on matters of more immediate domestic concern, Blinken said that international rules and norms would be seriously undermined if a large country could with impunity redraw borders by force and subjugate a sovereign people against their will. In upholding the liberal order, he argued that, although international institutions are far from perfect, they have been integral to helping prevent global conflict. As an example, he pointed to the UN General Assembly's overwhelming rebuke of Russia's annexations of Ukrainian territory.  "An extraordinary thing happened, 143 countries around the world stood up in opposition to the annexations, a sham referendum that Russia had used as justification," Blinken said. "That in and of itself is a powerful indicator of where the world actually is now on Russian aggression." Blinken also explained how Beijing has challenged the liberal order that emerged at the end of the Cold War, as well as the nature of the Sino-American relationship that was forged half a century ago during rapprochement. He maintained that although there are adversarial features of the relationship that need to be managed, they shouldn't overshadow areas of cooperation in which the two nations can reap benefits for the global commons. These issues include climate change and proliferation of infectious diseases. Of the former, Blinken explained that the United States is only as strong as the world's weakest link. Americans are responsible for 15 percent of global emissions. Using diplomatic tools at its disposal, the US needs to work with China and other major countries throughout the world to do their part in reducing greenhouse gases. Similarly, Blinken said, without singling out any one nation for mishandling their response to the COVID-19 pandemic, the world depends on a more coordinated public health response between the US and China to mitigate the deadly effects of infectious diseases, which are unconstrained by borders. Blinken is, however, concerned by the detrimental effects of Beijing's aggression toward Taiwan. A conflict over Taiwan would cause an enormous global crisis—not least because of the enormous volume of commercial maritime traffic that passes through the strait, but also because of the disruption it would cause to semiconductor production, which industries and consumers across the world rely on as an essential component for various electronic devices and computing systems. "I hope Beijing will come back to a place where it actually sees the merits in making sure that differences are peacefully resolved [and] that it doesn't try to force things through coercion, [or] even worse, through force," Blinken said. Blinken described how the United States is present in international consortiums that establish norms that govern technology. He said that for the State Department, being at the table means that US leadership, in partnership with nations with a shared commitment to peace and prosperity, can help formulate technology policies that respect privacy, protect human rights, and bolster security. To this end, he says, Foggy Bottom has been active in the US-EU Trade and Technology Council to ensure the two major economic powers are closely aligned on areas ranging from export controls and investments made by foreign actors in industries impacting national security, to the fortification of critical supply chains, including the development of semiconductors. Blinken maintains that these and other frameworks in which the US is actively involved are intended not only to increase technological competitiveness, but to do so in a manner that isn't to the detriment of any one nation, or to workforces, the natural environment, or ownership of intellectual property. "Competition, when it's fair and it's a race to the top, is good. That's what our own system is all about," Blinken said. In support of American competitiveness, Blinken also emphasized the importance of increasing America's capacity for innovation on the home front. He hailed the recent passage of the CHIPS Act, which facilitated funds for research and development as well as manufacturing to overcome the scarcity of the much-coveted semiconductor technology. He also praised investments made in green innovation under the Inflation Reduction Act. Blinken explained that this year, in a matter of six months, the State Department established a bureau of cyber and digital policy under the leadership of former tech executive Nathaniel Fick, who was present at the Hoover event today. Blinken also maintained that Washington and Silicon Valley needed to continue to engage effectively. In an appeal to his Stanford audience, Blinken said that the diplomatic community needed more talent to better understand technology and to support ways that it can be used to foster peace and prosperity. "I am here to proselytize too," Blinken said, amusingly. "We want you. We need you at the department. This is an opportunity to pursue so many of the things you've been studying, working on, or are passionate about, but to do so, for those of you that are American, for your country." In addition to the conversation with Secretary Rice, Secretary Blinken also visited SLAC, and attended a Stanford student recruitment event with Ambassador-at-Large Fick, hosted by Stanford Law School (SLS) Dean Jenny Martinez on behalf of the Cyber Policy Center, a collaboration between SLS and the Freeman Spogli Institute for International Studies. The event included approximately 100 students for a conversation about STEM career opportunities at the U.S. State Department.
