Over the weekend, the Antrim Area hospital in Northern Ireland had to close its emergency department, after it had reached capacity. A major incident was declared in the Northern Health Trust at the weekend because the situation was "unsafe," says Jennifer Welsh, the chief executive of the trust. A major incident means there are too many patients for staff to deal with safely and ambulances were turned away.
