With the majority of antibiotic prescribing occurring outside of hospitals, outpatient stewardship is a critical area for reducing unnecessary antibiotic use and improving patient outcomes. Dr. Staub shares insights into her work and research, which focus on helping providers and patients optimize antibiotic prescribing in ambulatory settings. She highlights stewardship interventions that are relatively easy to implement but offer strong returns on investment. The Interview GT:  Well I'd like to welcome everybody out here to Gospel Tangents Podcast.  I'm really excited to talk to Dr. Brian Hales.  He's the expert on polygamy, or one of the experts I guess. I'm grateful to have you here and thank you for letting me take some of your time today. Brian:  Rick it's really a privilege for me to be here. GT:  Well thanks.  One of the things I'd like to do is to introduce you to my audience a little bit.  Typically I try to talk to a lot of historians who are doctors but you are the first physician, although I have talked to a physician's assistant as well.  Could you tell us a little bit about your background, even in medicine?  I think you're a Utah man.  Is that right? Brian:  I am actually.  I went to Utah State, grew up in Logan and got a medical degree from University of Utah, so I have a little bit of the Ute blood in me as well. GT:  Aggie and Utah, ok. Brian:  Aggies primarily.  Then I had a member of my family who was involved with Mormon fundamentalism and that kind of steered me over into thinking about polygamy.  This is back in 1989 so it's been quite some time ago.  At that point I was in a residency for anesthesia and I do tell people that my books are part of my full anesthesia services.  You've probably heard me say that joke, but I got interested then in Mormon fundamentalism and published a book, co-authored a book in 1991 dealing with that topic but then later a couple of other books. People were asking me about Joseph Smith's polygamy, and I didn't have answers and really I would argue none of the books did.  Todd Compton's book has some things that were very helpful but he had written biographies and it wasn't focused specifically on Joseph, so there was still a lot of room for research and to also try to figure out some of the historical aspects that really were just big question marks I think in a lot of people's minds. So in 2006-2007 I hired Don Bradley who is a dear friend but also a remarkable researcher and he went out and did a lot of research for me, gathered documents, and I told him to get everything:  anti-Mormon or supportive, whatever he could find.  We wanted to get every known document, and it was interesting because after we had been going about six months, it became obvious that if we kept going, eventually we would be able to put either a transcript or at least a reference to every known document on polygamy within the volumes that we were putting together.  So we got kind of excited about that but that was mostly Don Bradley's work.  But his help, I put together three volumes (vol 1, vol 2, vol 3) on polygamy.  There's been a few new things come out.  This was in 2013 that they were published, but not a lot has come out but a few very important things that we can talk about. GT:  Yeah we'll definitely want to talk about that.  Well great!  I'm glad you talked about how you got interested in fundamentalist Mormonism, I guess.  There are different branches.  Could you just kind of briefly give a sketch of the main ones? I guess we've got the FLDS, AUB.  Are there any others?  Could you give a background on Mormon fundamentalism? Brian:  Well do you mind if I just talk about what's going on in Canada right now? GT:  Sure, that would be great. « Au Bénin, il faut libérer tous les prisonniers politiques », affirme l'ancien président Nicéphore Soglo, qui publie ses mémoires aux éditions L'Harmattan, sous le titre Vers le « miracle béninois » : l'épreuve du pouvoir et de la démocratie. Nicéphore Soglo, qui a gouverné le Bénin pendant six ans, de 1990 à 1996, parle aussi sur RFI de sa mission du mois de juin dernier au Niger. Et il fait une comparaison audacieuse entre Donald Trump… et l'ancien Premier ministre français Édouard Balladur. En ligne de Cotonou, l'ancien chef de l'État béninois répond aux questions de Christophe Boisbouvier. RFI : Pendant la campagne de 1996, vous racontez comment l'opposition a fait campagne contre vous en disant que vous étiez l'homme de la dévaluation de 1994. Est-ce que vous ne regrettez pas d'avoir laissé le Premier ministre français de l'époque, Edouard Balladur, vous imposer un taux de dévaluation très brutal de 50 % ? Nicéphore Soglo : Écoutez, c'est la France qui doit payer à la place des débiteurs africains. Et son Premier ministre dit : « Je ne paye pas ». Que voulez-vous qu'on fasse ? Qui peut forcer la France à payer ? Non, je crois que tout le monde était convaincu que la décision appartenait à la France et elle a dit non et puis c'était terminé. Qu'elle ne pouvait pas supporter vraiment les dettes de ses anciennes colonies. Et ça s'est fait comme ça. Supposons que Donald Trump se lève en disant « voilà, maintenant, je coupe » … On a vu déjà ce qu'il a commencé à faire pour ce qui concerne l'Ukraine, comment les gens réagissent. Alors, imaginez vraiment que quelqu'un vous torde la main de cette manière-là. Mais on n'avait pas le choix et tout le monde est surpris qu'on ait pu partir d'un taux de croissance négatif de -3 à un taux positif de +6 en l'espace simplement d'un mandat. Neuf points !Alors finalement, vous écrivez que cette dévaluation de 1994, eh bien, elle a profité économiquement aux pays africains. Un remède de cheval aussi fort, vraiment, ça a été utile ? C'est-à-dire que ceux qui ont pu survivre, parce que vraiment ça a été violent. Bon, mais on a dû s'adapter et trouver nous-mêmes nos propres solutions. Pour ce qui concerne le coton, c'est moi, j'ai dit à ce moment-là, il faut que nous puissions industrialiser l'Afrique.Alors comment remplacer ce franc CFA aujourd'hui ? Est-ce qu'il faut une monnaie nationale pour chacun des pays d'Afrique de l'Ouest par exemple ? Ou une monnaie commune ? Mais oui, mais écoutez, les peuples du Nigeria, les peuples du Bénin ou bien les peuples du Togo, tout ça, ce sont les mêmes peuples. Pourquoi ce que l'Europe a réalisé au sortir de la guerre, nous, on ne pourrait pas le faire également ? On doit vraiment créer une monnaie commune. C'est évident.Alors, vous écrivez que, 30 ans après votre départ du pouvoir, vos successeurs n'ont pas su tirer profit de l'élan économique et démocratique que vous avez donné à votre pays. Quel est votre principal regret depuis 30 ans ? Moi, je crois que c'est parce qu'ils n'ont pas une vision, celle de bâtir un ensemble de l'Afrique de l'Ouest pour avoir un monde de paix.Et vous écrivez que, sur le plan des libertés publiques, la situation au Bénin est devenue « irrespirable », car plusieurs opposants politiques ont été jetés en prison. A qui pensez-vous ? Moi, je n'ai jamais mis quelqu'un en prison. Je n'ai jamais mis des gens en exil. Non, ça n'a pas de sens. Je parle au président Talon, j'ai demandé encore une audience, je lui dis « écoute, c'est moi en te soutenant qui t'ai permis d'être président, eh bien, je te dis que cette année, l'année 2025, tu dois libérer tous les prisonniers politiques, les Reckya, le professeur Aïvo, tous ceux qui sont en prison. Et tu dois permettre à mon fils, Léhady, à qui tu as collé dix ans, ça va durer combien de temps ? »=Votre fils qui est en exil à l'étranger…Absolument et en même temps, j'essaie de donner de bons conseils en disant que le pouvoir n'est jamais facile. Quand tu as un pouvoir, il faut savoir comment l'utiliser. Mais là, cette année, on doit libérer tous les prisonniers politiques, sans exception. Je lui dis ça !Et quand vous lui dites ça, qu'est-ce qu'il vous répond ? Mais pour le moment, il ne me répond pas correctement.Alors l'élection présidentielle au Bénin, c'est dans un an. Est-ce que vous êtes confiant ou inquiet avant ce grand rendez-vous politique ? Moi, je sais que notre peuple à la capacité vraiment de rebondir. D'abord, on aura libéré tous les prisonniers politiques : Reckya Madougou, on aura libéré Joël Aïvo. Tous les exilés seront rentrés et diront au président Talon ce qu'ils pensent de lui, de sa manière de gouverner un pays.Est-ce que vous pensez que le président Talon tiendra parole et quittera le pouvoir dans un an ? Je suis persuadé que, s'il ne quitte pas, il aura choisi son destin.Alors, vous êtes à la retraite, mais vous n'êtes pas inactif, loin de là, puisqu'en juin dernier, avec un autre ancien président, Thomas Boni Yayi, vous êtes allé à Niamey pour essayer de faire rouvrir la frontière entre le Niger et le Bénin. Vous n'y êtes pas arrivé. Est-ce que vous êtes déçu ? Non, moi, je compte… Je suis invité à nouveau par le général Tiani, je vais aller là-bas.Et quand irez-vous à Niamey, Monsieur le président ?Ah, pour le moment, j'attends que l'ambassadeur ici... Et on verra comment les choses se passeront. Je vous tiendrai informé.Et vous irez avec Boni Yayi comme la dernière fois ?Mais évidemment.

Au Bénin, le commerce est toujours compliqué à Malanville, la ville béninoise frontalière avec le Niger, à 700 km au nord de Cotonou. Si les autorités béninoises ont rouvert leur frontière terrestre, après l'avoir fermée suite au coup d'État à Niamey, ce n'est pas le cas des autorités du Niger. Voie alternative, la traversée du fleuve Niger, de nouveau autorisée par le gouvernement béninois, permet de contourner la fermeture de la route, et les activités reprennent timidement. Des camions chargent et déchargent, à l'entrée du marché de Malanville. « On a chargé 7 000 sacs cette semaine. Quand le marché bat son plein, on décharge plus de 15 000 sacs par semaine », témoigne Souley Issifou. Grossiste, il se tient près de piles de gros sacs de haricots, en provenance du Nigeria et du Niger.Des voies clandestines et donc une hausse des prixPourtant, les autorités nigériennes ont, en octobre dernier, interdit l'exportation de produits vivriers, dont le niébé — sauf vers les autres pays de l'Alliance des États du Sahel. « Ça passe, concède Souley Issifou. L'homme a toujours les moyens pour pouvoir passer, sinon c'est la population qui souffre. Donc, pour faire venir actuellement le haricot du Niger, on passe par le Nigeria. Ils passent par des voies clandestines pour pouvoir nous approvisionner. Donc, c'est un risque. Et les produits augmentent beaucoup de prix, au niveau du transport et au niveau des prix d'achat. Actuellement, nous vendons les haricots du Niger à 44 000 francs CFA. »« On dort en bas des camions avec les moustiques »Certains échanges entre le Bénin et le Niger se font par voie terrestre via le Nigeria. D'autres, par pirogues, sur le fleuve Niger qui sépare les deux pays. Salifou est chauffeur de camion. Avant la fermeture de la frontière, il allait jusqu'au Niger. Maintenant, il s'arrête à Malanville. Et il doit patienter plusieurs jours pour pouvoir décharger au bord du fleuve. « On décharge au bord de l'eau, explique-t-il. Mais on ne trouve pas à décharger le même jour, on attend cinq-six jours avant de décharger. Et c'est par ordre d'arrivée. Ce matin, je suis en 79ᵉ position. Comment on va faire ? On n'a pas l'argent pour payer un hôtel. On dort en bas des camions avec les moustiques. C'est nous qui faisons le gardiennage de la marchandise. On est chauffeurs gardiens ! »À lire aussiBénin-Niger: qu'est ce qui bloque dans le processus de normalisation?« Ce sont d'abord les Nigériens qui viennent à Malanville »La levée de l'interdiction de la traversée du fleuve a un peu apaisé la situation économique à Malanville. Mais cette alternative ne convainc pas tout le monde. Et pour certains détaillants du marché, la situation est encore loin d'être réglée. « Quand les frontières étaient complètement fermées et que les gens ne passaient pas, on pouvait passer une semaine sans rien vendre, témoigne un commerçant. Maintenant qu'il est autorisé de passer par le fleuve, au moins ça change un peu. Mais ce n'est pas comme avant, quand c'était complètement ouvert. Ce sont d'abord les Nigériens qui viennent à Malanville et qui achètent beaucoup. Mais même ceux qui viennent, on les dérange des fois à la frontière là-bas, donc ils sont pressés de quitter Malanville. » Comme les autres commerçants de Malanville, il continue d'espérer la réouverture de la frontière avec le Niger.

Bon nombre de nos voitures finissent leurs jours dans les pays pauvres. Avec 362 000 km au compteur, Constant aime sa voiture suisse qu'il emmènera au bout du bout. Au Bénin comme dans beaucoup d'autres pays, la voiture est un signe de réussite sociale. Même les plus démuni.es rêvent d'en posséder une, jusqu'à s'endetter lourdement et ne plus pouvoir assumer certains besoins vitaux. Goma au cœur des combats… Douze ans après le premier assaut de novembre 2012, pourquoi le M23 et les soldats rwandais s'en prennent-ils à nouveau à la grande cité de l'Est de la République démocratique du Congo ? Pourquoi l'Union africaine réagit-elle avec mollesse ? Y a-t-il une issue à cette nouvelle guerre meurtrière ? Pendant trois ans, de 2021 à 2024, Christophe Lutundula a été le vice-Premier ministre et le ministre des Affaires étrangères du Congo-Kinshasa. Aujourd'hui, il est sénateur et préside la Commission des relations extérieures de la Chambre Haute. RFI : Christophe Lutundula, bonjour,Christophe Lutundula : bonjour.Pourquoi le M23 et le Rwanda ont-ils décidé d'attaquer Goma à la fin de ce mois de janvier ?Je pense qu'il y a les raisons suivantes. La première, c'est que Goma, c'est une plaque tournante économique, particulièrement en ce qui concerne le commerce de produits miniers. Mais il y a une autre raison, une raison politique, c'est la soif d'hégémonie du président [Paul] Kagame. Il veut démontrer à la communauté internationale qu'il est le seul interlocuteur valable avec lequel il faut traiter en ce qui concerne les questions de sécurité, de paix et même les questions de coopération avec la région des Grands Lacs. C'est comme qui dirait qu'il veut devenir le successeur du président Mobutu Sese Seko qui a joué le même rôle pendant la période de la guerre froide.Toujours sur le plan politique, en fait, il veut humilier le peuple congolais, en obligeant le président [Félix] Tshisekedi de négocier avec ses protégés qui constituent son cheval de Troie, les M23.Cette attaque survient en effet cinq semaines après l'échec de la rencontre de Luanda, où Paul Kagame avait exigé que Félix Tshisekedi ouvre un dialogue avec les rebelles du M23. Le président congolais avait refusé, est-ce qu'aujourd'hui Paul Kagame cherche à imposer ce dialogue par la force ?Mais il ne s'en est jamais caché, il a toujours dit qu'il n'y aura pas de solution s'il n'y a pas de négociations directes avec les M23. Mais là, je crois qu'il se trompe. Le président Tshisekedi, il a des fondamentaux. Quand il dit que c'est la ligne rouge, je crois que, j'ai travaillé avec lui pendant trois ans, ce sont des lignes, pas seulement le dialogue, il y a l'intégrité territoriale, la souveraineté. Je ne crois pas du tout que le président Tshisekedi va accepter. Il est vraiment catégorique et c'est toujours le fils de son père.Vous pensez que Félix Tshisekedi va refuser ce dialogue direct avec les M23. Mais ce qui frappe les observateurs depuis trois jours, Christophe Lutundula, c'est le refus de l'Union africaine et des trois pays qui représentent l'Afrique au Conseil de sécurité, l'Algérie, la Sierra Léone, la Somalie, de nommer le Rwanda comme pays solidaire des rebelles du M23 dans l'attaque sur Goma. Comment expliquez-vous cette bienveillance à l'égard du président Kagame ?Mais c'est très simple, ce sont des modus operandi, je n'ose pas dire l'ADN de l'Union africaine. Nous, nous en avons l'expérience. Nous avons connu une crise politique grave du temps du président Mobutu, de la Conférence nationale et ainsi de suite, l'Union africaine n'a rien fait. Il y a le grand barrage de la Renaissance qui oppose l'Éthiopie, le Soudan et l'Égypte, l'Union africaine s'est mise à l'écart. Donc ce n'est pas une surprise.De toute façon, l'Afrique a un problème à assumer sa souveraineté. Être souverain, c'est être capable de résoudre ses problèmes par soi-même. Donc, il y a des intérêts économiques, les connexions avec les multinationales et les États qui soutiennent le président Kagame et qui profitent du pillage des ressources naturelles de la RDC. Donc des pays africains évitent de bousculer, d'indisposer ces États tutélaires.En Afrique centrale, l'armée rwandaise est redoutée. Est-ce qu'elle fait peur à certains pays qui, du coup, n'osent pas se fâcher avec Kigali ?On sait aujourd'hui que l'armée rwandaise est présente dans certains pays où elle protège justement certains intérêts. Je ne veux pas énerver la susceptibilité diplomatique de ces pays-là, il y a le Mozambique, où elle protège ce que vous savez, il y a la Centrafrique. Au Bénin, le Rwanda forme l'armée et on peut continuer la série ! Donc effectivement, c'est un élément qui intervient en conjugaison avec le fait d'éviter d'énerver la susceptibilité des tuteurs.Je crois que, dans les circonstances actuelles, on doit être un peu plus ferme au niveau des décideurs. Et je crois que, dans ce sens-là, tous les mécanismes de vérification qui ont été mis en place ne valent pas la peine. Il faut les remplacer, à mon avis, par un dispositif de garanties mutuelles. Qu'est-ce que je veux dire par là ? Si on peut déployer le long de la frontière entre la RDC et le Rwanda une force internationale tampon, garantie par le Conseil de sécurité, l'Union européenne et peut-être l'Afrique avec le Conseil paix et sécurité, cela pourra permettre que les Rwandais sortent et que cette force garantisse qu'il n'y aura pas d'incursions.Parce que le Rwanda parle des FDLR. Que de notre côté, le Rwanda va sortir, le M23 va se replier, rentrer dans ses positions d'antan, et cette force va créer les conditions du dialogue avec le Rwanda. Au Bénin, le culte vodoun honore la puissance des éléments, l'eau, la terre, l'air, la foudre et on invoque les ancêtres, pour améliorer sa vie. Les croyances traditionnelles en ces forces du monde invisible sont très ancrées avec un vaste panthéon des dieux, des ancêtres que l'on invoque et l'oracle, le fa, l'art divinatoire, que l'on consulte. C'est l'une des religions endogènes qui, depuis 1993, est célébrée le 10 janvier. Des pratiques ancestrales qui ont été longtemps interdites par les puissances coloniales. Le christianisme qui s'est implanté à partir de la moitié du XIXè siècle au Bénin a considéré les rites de ces religions traditionnelles comme de la sorcellerie maléfique, diabolique, notamment le vodoun qui a été stigmatisé.Aujourd'hui, les temples vodoun, les églises catholiques, protestantes, évangéliques et les mosquées cohabitent pacifiquement, le christianisme et l'islam ont d'ailleurs intégré la culture traditionnelle dans leurs pratiques, ce qu'on appelle l'inculturation.Mais beaucoup de fidèles naviguent entre le vodoun et les autres religions, notamment vers le christianisme qui poursuit sa quête d'évangélisation. Most of the main branches of the Restoration were formed within roughly two decades of the martyrdom of the Prophet Joseph Smith. One clear exception, however, is the Mormon Fundamentalist movement. Here's a little backstory: In 1890 President Wilford Woodruff issued a manifesto announcing the Church's intention to submit to those laws recently passed and declared constitutional by the US Supreme Court forbidding plural marriage. Then in 1904, as a result of the Reed Smoot hearings before the US Senate and the national attention this brought to the continued practice of plural marriage in Utah, President Joseph F. Smith issued what is known as the “Second Manifesto,” which announced the Church's policy to excommunicate anyone who continued to enter into new polygamous marriages.  Yet some Church members felt that the manifestos of Presidents Woodruff and Smith were not inspired. Instead, they saw them as weak and uninspired capitulations to government demands rather than a continued courageous commitment to God's commands in the face of persecution. Within a few decades, those who dissented against these manifestos or were excommunicated from the LDS Church for entering into additional plural marriages began to gather on the Utah/Arizona border at a place known as Short Creek. They believed in a 1912 statement by Lorin C. Woolley, who had been courier for President John Taylor, about an unpublished 1886 revelation of President Taylor wherein the Lord declared that the “New and Everlasting Covenant” had not been revoked, nor would it ever be. This was interpreted by those in this group to mean that plural marriage would never be withdrawn. They concluded therefore that President Taylor's unpublished revelation (and their interpretation of it) overruled and superceded the first manifesto of President Woodruff in 1890 and the second manifesto of President Smith in 1904. They were staying true to this core fundamental element of Mormonism while the LDS Church was not.   In time these Mormon Fundamentalists fragmented into various groups, including the Fundamentalist Church of Jesus Christ of Latter-day Saints (or FLDS Church), the Apostolic United Brethren (or AUB), the Righteous Branch of the Church of Jesus Christ of Latter-day Saints, and the True and Living Church of Jesus Christ of Saints of the Last Days, among others.  In this episode of Church History Matters, Casey and I sit down with Dr. Brian Hales, an expert researcher and author of several books on the Mormon fundamentalist movement, to discuss this fascinating branch of the Restoration.  For show notes and transcript for this and other episodes go to https://doctrineandcovenantscentral.org/church-history-matters-podcast/
