It's fair to say that the nation's public lands, those managed by the National Park Service, the Bureau of Land Management, the U.S. Forest Service and other federal land-management agencies are at risk under the Trump administration. There's no hyperbole in that statement if you pay attention to what the administration already has done in terms of downsizing those agencies' workforces, and when you listen to Interior Secretary Doug Burgum say he wants to open more public lands to energy development and mining. Federal lands in the United States are owned by all Americans, but at various times there have been efforts to wrench those lands away from the government to give to the states or sell off. Walt Dabney spent his professional career protecting public lands during his decades-long stint with the National Park Service and then as director of the Texas State Parks. Now he is working to educate Americans on their vested interest in those lands and what could be lost if Congress or the White House tries to get rid of them.

"After 43 years of doing this, some things didn't sound accurate to me. So I started researching this in in order to to put together a program to go out and really explain what the history of these places are and what is fact and what is fiction." When was the last time you thought about the history behind our public lands? It's more intricate than many realize. One person that knows that is a veteran leader in the world of parks, Walt Dabney. Walt joined us fresh from the 47th annual Ranger Rendezvous. This event started back in 1977 and continues to bring park rangers together. His presentation on the history and future of public lands was incredibly compelling. Do yourself a favor and take the time to watch it on YouTube. Walt unpacked the historical context of how America's public lands came to be, from the Louisiana Purchase and Treaty of Paris to the impacts of the Mexican War. He explained how the lens of history is crucial to understanding current debates, particularly the contentious issue of transferring federal lands to state control. One of the major points Walt made was the looming risk if states like Utah successfully demand federal land transfers. Managing these lands is no small feat, with wildfire costs alone hitting $119 million in 2018. If states can't afford to manage these lands, we risk seeing them sold off and lost forever. Walt, who once led Texas State Parks and served decades in the National Park Service, brings the wisdom of his extensive career to the forefront. On Saturday, Nov. 3, visitors will get free day-use entry at all Texas State Parks in honor of Texas State Parks Day, a tradition born from 2023's centennial celebration. Texas has more than 80 parks throughout the state to offer a wide variety of outdoor day-use activities such as wildlife watching, walking or hiking, park programs, camping, biking swimming, paddleboarding, and many more. The Staircase To Stewardship Concept is a great way to think about visitor engagement. Ky Harkey joins Donald Forgione on the Tailgate to discuss this engaging concept. Ky Harkey founded The Visitor Experience to spread joy and protect public lands through wildly successful visitor experiences. Ky honed his approach to Visitor Experience Design during a 10-year career serving Texas State Parks. As Interpretation Director, he led 35 program staff and 65 field Interpreters to develop projects and products which engage new audiences and improve 10 million annual visits. Ky facilitated the National Collaboration of State Park Interpretation Directors from 2017-2022. He's also spent time as a NOLS Backpacking Instructor, Wilderness EMT, and active leader in the Children in Nature Network. When he's not helping parks, he's playing in them. Thanks to a recent bill passed during the last legislative session, active duty military, honorably discharged veterans, and the immediate family members of a service member who died while serving now qualify for one of three new Parklands Passports. These passports are available at no cost and grant the cardholder free entry to all Texas State Parks. This summer, Texas Parks & Wildlife magazine kicks off its fourth annual Great Outdoor Scavenger Hunt (GOSH). Conservative Dallas businessman Doug Deason has teamed up with Luke Metzger, Executive Director of Environment Texas, to persuade Texas legislators to devote $1 billion to expanding Texas State Parks. Texas has an impressive $32 billion budget surplus. Mr. Deason explains the role of oil and gas severance taxes in creating the massive budget surplus, and the exploding Texas population that has outgrown the state's available recreational space with as much as a six month wait to get a camp site in some state parks. Deason explains how he teamed up with an unlikely ally after a Twitter battle over how many endangered species are killed each year by wind energy (blades). The two found common ground on the issue of conservation and teamed up with State Senator Tan Parker (R-Flower Mound) who is taking the lead in the legislature to advance the bill to expand state parks this legislative session. What do Texan taxpayers get in exchange for 1 billion dollars? Deason gives the answer. Jacki reviews the polling on the issue and the rapid pace of development in the state. Deason explains that conservatives, particularly hunters and fisherman, are conservationists who use and value expansive wildlands more than most. I was able to knock how the trails I wanted to get to including: Overlook Trail (.7 mi), Fawn Trail (1.0 mi), East Ridge trail, Walter's Way (.6 mi), and the Mid-Canyon Trail (2.3 mi). There were also some points of interest I'm just going to have to revisit on another trip. Tucson area sheriff deputies seeing a large increase in distress calls as more people hit the trails unprepared Everyone’s anxious to get outdoors for exercise during these days of social isolation but in Pima County near Tucson, emergency officials are seeing a huge spike in distress calls from hikers hitting the trails without taking basic safety measures. Search and Rescue deputies have answered 17 such calls in the last two weeks, a time frame in which they’d normally see half a dozen or so cases. That’s roughly a 100% increase in call volume, a strain on emergency responders. The Pima County Sheriff’s Department says the increase may be due to more novice hikers venturing out at a time many are off work with limited recreation options during the COVID 19 pandemic. The best way to avoid trouble out there is to carry enough water, about one liter for each hour of hiking, bring along a fully charged cell phone. And be sure to let someone know where you’re going and when you expect to return. Bears are starting to wake from hibernation in Georgia, Maryland, elsewhere Across North America, bears are waking up, coming out of hibernation, and looking for food. BearWise is an education program developed by bear biologists from each of the 15 state wildlife agencies that make up the Southeastern Association of Fish and Wildlife Agencies. The program, anchored by the website www.bearwise.org, offers lots of tips. And we urge you if you plan to get some outdoor exercise in bear country, that you check out their advice. Most states close campgrounds, numbers constantly changing Most states have now closed their campgrounds, as COVID-19 continues to spread across the continent. Most recently this week… Texas. The Governor has closed all Texas State Parks effective April 7th. Most ocean beaches across the country are closed. Fewer and fewer national parks are open. On Thursday the Department of Agriculture canceled a study on the potential environmental impact of mining in the region. Secretary of Agriculture said that the USDA can both "protect the integrity of the watershed and contribute to economic growth and stronger communities.” Environmental groups are aggravated that the Department of Agriculture did not finish the environmental study it had promised to complete. When the Director of Texas State Parks was a guest on the Park Leaders Show, he mentioned the Ambassador Program as one of the great things they were doing in Texas. An Ambassador Program is a way for a park system to introduce younger people to parks. Even if an Ambassador alumni does not end up working for parks, they will be a lifelong supporter and user of parks. Brent Leisure, Director of Texas State Parks, returns for another episode of the Park Leaders Show. This episode is short enough it could have easily been included on the first episode with Director Leisure. This conversation is a separate episode because it needs to be a separate conversation. We need to support parks at all levels. City and County Parks are an important gateway for exposure to greenspace and the outdoors. For most of us, our first encounters with the outdoors are with an urban park. Parks enhance neighborhoods and lead people to visit larger State and National Parks. The experience of visiting a National Park lead us to support our local parks as well. All parks are connected. It is a natural progression to begin with your local park and then move up to something bigger and perhaps more adventurous. Director Leisure explains what Texas State Parks is doing to work with local communities and local parks. Texas is big. If you haven't been to Texas you have seen it on a map. No matter how you look at the state, it is big. The enormous geographic size creates a challenge when it comes to communicating to staff if they are spread across the state. Brent Leisure, Director of Texas State Parks Brent Leisure, Director of Texas Parks and Wildlife, joins the Park Leaders Show to discuss how to communicate when parks and staff are spread out. Communicating with a large staff in difficult. It becomes more delicate when the large staff is spread out in such a large state. Director Leisure also discusses the challenge of inviting more diverse users to parks. It is not enough to open the gates and say everyone is welcome to come. You have to reach out. Texas State Parks has implemented programs to engage a diverse population. They make an effort to attract urban visitors, visitors with little outdoor experience, visitors from diverse racial backgrounds. The lands and water the state has set aside are places where all demographics can come together to share experiences.
