He was nominated by President Joseph R. Biden and confirmed by the United States Senate on July 21, 2022. As the Under Secretary for Health, Dr. Elnahal directs a health care system with an annual budget of approximately $102.2 billion, overseeing the delivery of care to more than 9 million enrolled Veterans. The Veterans Health Administration (VHA) is the largest integrated health care system in the United States, providing care at over 1,300 health care facilities, including 171 VA Medical Centers and 1,120 outpatient sites of care of varying complexity (VHA outpatient clinics). VHA is the nation's largest provider of graduate medical education and a major contributor to medical and scientific research. More than 73,000 active volunteers, 127,000 health professions trainees, and more than 362,000 health care professionals and support staff are an integral part of the VHA community.   Dr. Elnahal is physician leader who previously served as President and Chief Executive Officer of University Hospital in Newark, NJ from 2019 through 2022. Dr. Elnahal led University Hospital through the COVID-19 public health emergency. The hospital has served as a model for urban hospital and regional response efforts. In addition to his leadership during the pandemic, Dr. Elnahal oversaw substantial improvements in care quality and patient safety at University Hospital, leading to improvements against national benchmarks. Prior to his time at University Hospital, Elnahal served as New Jersey's 21st Health Commissioner, appointed to the Cabinet post by Governor Phil Murphy and confirmed unanimously by the New Jersey Senate. During his nearly two years as Commissioner, he expanded the New Jersey Health Information Network, an interoperability platform that allows for electronic exchange of patient health information among healthcare providers. He worked closely with New Jersey First Lady Tammy Murphy on her Nurture NJ campaign to help improve infant and maternal health outcomes and reduce health disparities—a mission he continued at University Hospital, with its top tier maternal health services. He also made strides in curbing the opioid epidemic, granting funding to institutions to facilitate data sharing and public health reporting, and marked NJ as the first state in the nation to allow EMS responders to use buprenorphine in the field to prevent withdrawal after naloxone. Dr. Elnahal previously served as VA's Assistant Deputy Under Secretary for Health for Quality, Safety, and Value from 2016 through 2018, overseeing national policies around quality of care for the VHA, and as a White House Fellow in the VA from 2015-16. During that time, he co-founded the VHA Innovation Ecosystem, a program that continues to foster the spread of innovation and best practices that improve Veteran care across the nation. Tandi Bagian earned a Bachelor's degree in Engineering from the University of Washington in 1979. She was employed by NASA's Johnson Space Center and served as Lead Instructor for Astronaut Crew Training; Flight Projects Manager for the Space Biomedical Research Institute; and Head of the Crew Interface Analysis Section. This last position involved supervising six Human Factors Laboratories to support NASA's Space Shuttle and Space Station missions. She also was a Principal Science Coordinator for Exploration Human Factors, and in that capacity informed the Agency's Advanced Human Support Technology roadmap in preparation for Mars Exploration mission definition. In 1995, Tandi transferred from NASA to the U.S. Environmental Protection Agency and worked at the EPA's National Vehicle and Fuel Emissions Laboratory in Ann Arbor. Along the way, she earned a Master of Science in Industrial and Operations Engineering from the University of Michigan, Ann Arbor, in 1999. In 2012, Tandi joined the Department of Veteran Affairs as Director, Human Factors Division for the VA National Center for Patient Safety. That team created an award-winning Patient Safety Boot Camp' training for Biomedical Engineers across the entire VHA. With a vision to make sure patient safety is everyone's business', NCPS created strong technical partners across the over 170 VA Medical Centers, as well as with industry partners, to assist Healthcare professionals in providing ‘safer systems, safer care'. With 46 years of Federal Service, Ms. Bagian retired in 2022 and quickly became Associated with the NASA Engineering and Safety Center's Human Factors Technical Discipline Team.  And this is where we met. To round out her degrees, she completed an Integrative Medicine Fellowship at the University of Arizona as well as an MBA at the UNC Kenan Flagler Business School. She is the Chief of the Whole Health Service (WHS) at James A. Haley Veterans' Hospital in Tampa, Florida, leading the first-of-its-kind VA WHS within the U.S. where they develop and implement novel patient-centered clinical and well-being services for patients and employees. Clayton Crosley is a US Army Veteran, President of the National Qigong Association (NQA), our friend and mentor.   Clayton  was introduced to Qigong through his martial arts practice over 35 years ago. For the last 8 years Clayton has been volunteering at the Veteran's Health Administration and he has completed over 2,000 hours of service to the community. During the Covid outbreak, he moved to an online platform to provide care and this model has been adopted by many other VA Medical Centers. Clayton is currently a VA Community Care Network provider working in concert with the Doctors at the VA providing Complementary Integrative Health Care. Clayton works with the staff at the VA and also educates them in the healing principles of Qigong. He advises other instructors that are also providing care. Joseph F. Reichmann, Psy.D. is a clinical psychologist currently residing in Southeast Pennsylvania. He earned his doctorate in psychology from Marywood University. He was commissioned into the Navy in 2014 in order to complete his predoctoral internship at Walter Reed National Military Medical Center. He completed his postdoctoral training and served an additional three years at Naval Medical Center Portsmouth (NMCP). During his time at NMCP he worked in the outpatient behavioral health clinic and was a part-time embedded psychologist for Submarine Squadron 6, at Naval Station, Norfolk. Dr. Reichmann was eventually selected to be the assistant department head of the military's largest substance abuse treatment facility and served in that position for two years. After completing his service contract, Dr. Reichmann went on to pursue a career with the Veterans Affairs. He currently works at one of the VA Medical Centers outside of Philadelphia where he manages a program designed to treatment veterans who are diagnosed with a severe mental illness. Dr. Reichmann also does part-time work conducting assessment and selection for the military. His clinical interests include: Substance-Related and Addictive Disorders, Serious Mental Illness, and Insomnia. Jennifer Shalz, MD is an internal medicine physician who is the medical director of the St. Luke's Health System Department of Lifestyle Medicine. She develops and directs programs that use lifestyle interventions to help prevent, treat, and reverse chronic disease. Currently these programs include Cardiac, Peripheral Vascular Disease and Pulmonary Rehab; Nicotine Dependence Treatment; the St. Luke's Lifestyle Medicine Clinic at the South Meridian YMCA; Cognitive Behavioral Therapy for Insomnia; and the St. Luke's Complete Health Improvement Program. She is a diplomate of the American Board of Lifestyle Medicine. She earned her medical degree from Tufts University School of Medicine and completed her internal medicine residency at David Grant Medical Center, Travis Air Force Base, CA. She practiced at three different VA Medical Centers after separating as a major from the USAF in 2000. Trina is also a co-founder of Veterans Recovery Project which aides Veterans improve their mental-health through self-care groups, peer support and recreational therapy.She is also working on a biography and advocates for Suicide Prevention and Reduction of Sexual Violence in the Veteran population. BioLuz Helena (Stacey) Thompson is a seasoned veteran advocate who holds an impressive record for bridging military and civilian divides to promote awareness of the needs of military sexual trauma survivors. Luz Helena served in the Marines from 1998-2000. In 2016, Luz was featured in “Veterans Coming Home”, a documentary of short films which depict the struggles disabled veterans face after coming home and reintegrating back into society. As a result of reporting rape while on active duty in the Marines and her continued efforts to seek justice by insisting her attacker be prosecuted, Luz was retaliated against and separated from the military with an Other Than Honorable (OTH) discharge. Although once stripped of her access to mental healthcare and veteran benefits, Luz found the strength to share her story of survival publicly alongside Senator Barbara Boxer and became a national advocate for survivors of Military Sexual Trauma.  In 2014, Luz was invited by Senator Kirsten Gillibrand to speak in Washington, DC regarding the need for reform of the Military Justice system and the way it handles cases of sexual violence. After years of litigation, Luz received a discharge upgrade from the Department of Defense. Luz holds a Master's of Science Degree from the California University of Pennsylvania. In 2017, Luz was one of ten women Veteran artists selected to showcase their work at the VA Medical Centers around the country in an exhibit titled “Women Veterans Art Exhibit”. Dr. Guo's program was debuted at the 2008 Paralympics.     Since 2016, funded by the United States Department of Veterans Affairs, Dr. Guo has been implementing the Adaptive Tai Chi for Veterans program across the country. On June 18, 2020, the Center for a New American Security (CNAS) hosted a virtual discussion about a new CNAS working paper “Comparing VA and Non-VA Medical Centers,” in which authors Drs. Jill Inderstrodt and Shelley MacDermid Wadsworth examined the performance of 125 full-service VA medical centers around the country in comparison to nearby non-VA hospitals with similar characteristics. The authors and CNAS' Kayla M. Williams discussed the working paper's findings in greater detail, including that VA centers in aggregate outperformed or matched non-VA medical centers on three of four clinical measures and two of three patient experience measures.

Serving in the United States Army from 1995 to 2004, Tiera navigated through the Veterans Compensation Appeals process and after helping a few soldiers that were having issues with the process and the feeling that they could not openly talk about their issues of being gay to another VSA she began Rainbow Veterans Project.  The Rainbow Veterans Project aims to provide resource, advocacy, and training to Lesbian, Gay, Bisexual, and Transgender Veterans. We will ensure that LGBT veterans understand all benefits and entitlements due to them and their families. We will work with VA Medical Centers, Veterans Benefits Administration, Legal Aid organizations, Employment and Training organizations, and all other available resources to serve as the HUB for LGBT veterans and their families. We will also provide social outings and events to maintain and rebuild comradery among Soldiers, Marines, Sailors, and Airmen in a safe and affirming environment.They model ourselves after successful Veterans' Service Organizations except we will cater to the unique needs of LGBT veterans in a Post-DADT society.   The Rainbow Veteran Project seeks to be recognized and utilized as the premier LGBT Veterans' Service Organization in the country. They want to ensure that we are able to provide all necessary services/resources to any veteran seeking assistance.
