No rescaldo da 39.ª Cimeira da União Africana, o Presidente de Moçambique, Daniel Chapo, fez um balanço “bastante positivo” da liderança angolana da organização, alerta os desafios das mudanças climáticas ao nível do continente e lembra que áfrica tem de se fazer representar no Conselho de Segurança da ONU. RFI Português: Que balanço faz desta 39.ª Cimeira da União Africana? Presidente de Moçambique, Daniel Chapo: Faço uma análise bastante positiva, porque a 39.ª Cimeira da União Africana concentrou-se muito sobre questões relacionadas com infra-estruturas e, sobretudo, a questão da água a nível do continente. Concretamente, sobre a Presidência angolana [da União Africana], faço um balanço bastante positivo, porque o Presidente João Lourenço fez um esforço extraordinário para ver se conseguimos alcançar a paz, por exemplo, no Leste da República Democrática do Congo, para além de várias frentes que abriu para questões de paz e segurança, que é uma das grandes preocupações dos países ao nível do continente africano. Outro aspecto bastante importante está relacionado com os desafios das mudanças climáticas. Todos nós, ao nível do continente, estamos mais solidários. É uma matéria na qual África tem que continuar a se fazer sentir a nível mundial. O outro aspecto bastante importante é assento para o continente africano no Conselho de Segurança das Nações Unidas. Inclusive, aconteceu uma reunião à margem da cimeira da União Africana, precisamente para preparar uma posição africana em relação ao próximo secretário-geral das Nações Unidas - o mandato de António Guterres termina em Dezembro de 2026. Seria importante que a África estivesse alinhada não só para a corrida ao secretário-geral das Nações Unidas, mas também na representação no Conselho de Segurança? É um ponto extremamente importante para o continente africano. O Presidente João Lourenço fez esse trabalho durante o seu mandato. Nós, como África, conseguimos fazer sentir a nossa voz ao nível da Assembleia Geral das Nações Unidas, em Setembro do ano passado, quando estivemos em Nova Iorque. Como países africanos temos que nos organizar para que África também se faça sentir. Achamos que chegou o momento das Nações Unidas fazerem uma reforma, que passa além do secretário-geral das Nações Unidas, pela questão relacionada com o assento no Conselho de Segurança das Nações Unidas. A questão dos golpes de Estado é uma temática que há muitos anos assola África e que foi novamente relembrada nesta cimeira, também é uma questão que o preocupa? Preocupa-me bastante e quero elogiar mais uma vez o Presidente João Lourenço, no seu discurso do fim do mandato, deixou de uma forma muito clara e condenou, deixou palavras muito duras e necessárias, de que não podemos normalizar os golpes de Estado ao nível do continente africano. E ultimamente, o que tem acontecido é que as pessoas golpeiam, acontecem golpes e depois nós normalizamos. Portanto, somos países de direito democrático. Temos realizado eleições de cinco em cinco anos e achamos que é extremamente importante, como africanos, continuarmos a respeitar os princípios que regem as nossas constituições dos países, mas também os princípios da União Africana. Os povos africanos têm direito de escolher os seus líderes e continuarem a trabalhar e não haver golpes de Estado. Estou bastante impressionado com a forma como o Presidente João Lourenço condenou e achamos que, como líderes africanos, este caminho que temos que seguir. A água e saneamento são prioridades desta nova presidência rotativa da União Africana. Este é um dossier crítico para África. Especificamente em Moçambique, qual é a situação? É um dossier extremamente crítico não só para Moçambique, mas para todo continente africano. Por uma razão muito simples, o maior desafio que nós temos são as infra-estruturas para a retenção da água, para o tratamento de água para termos água potável e questões relacionadas com o saneamento, que é extremamente importante para evitarmos as doenças. Em Moçambique, concretamente, estamos neste momento a sofrer de cheias e inundações. Tivemos também o ciclone Gezani que afectou, portanto, o país. Foram cerca de 800.000 pessoas deslocadas para os centros de acomodação temporária. Se nós tivéssemos recursos financeiros para a construção de barragens, a construção de vias que possam realmente conter o curso das águas, seria uma grande solução. Mas também quero falar uma coisa muito importante: as mudanças climáticas são uma realidade ao nível do mundo. É uma coisa que eu tenho dito em todos os encontros internacionais ligados às mudanças climáticas e à justiça climática, a justiça ambiental. A questão climática é mundial. Mas Moçambique é um dos países que mais sofre as consequências das alterações climáticas. O seu país ainda não recuperou das inundações e já estava a ser fustigado por um ciclone. Em que ponto é que está a justiça climática que tanto se fala nestas cimeiras? Infelizmente, da palavra à acção ainda falta muito caminho. Eu tenho dito isso em todos os encontros internacionais e como campeão africano para a gestão de desastres a partir da União Africana, também o voltei a fazer sentir essa voz. Se realmente o mundo reconhecesse que a África, em particular Moçambique, não polui quase nada, mas, dada a localização geográfica, sofre ciclicamente de cheias e inundações, ventos ciclónicos, tinha que haver aqui compensação - isso é que seria uma verdadeira justiça climática - para que Moçambique pudesse construir essas infra-estruturas para a gestão das águas, barragens, etc. Temos projectos, temos planos, mas os recursos financeiros que temos neste momento não são suficientes. Se o mundo fosse solidário e percebesse esta questão da justiça climática, poderíamos realmente ter financiamento daqueles que poluem mais para aqueles que poluem menos, como o caso de Moçambique, mas que infelizmente sofrem mais as consequências. Mesmo assim, Moçambique tem evoluído, tem melhorado a nível de sistemas de alerta e a população também já se encontra mais consciente das recomendações, dos alertas das autoridades, porque efectivamente, a nível de mortos, o número tem vindo a diminuir. Sim, sem margem de dúvidas, os números falam. Em 2000, aconteceram as cheias na província de Gaza, que tiveram uma magnitude menor do que estas cheias de 2026, mas tivemos cerca de 700 mortos e mais de 2.000 pessoas desaparecidas. Estas cheias de 2026, tiveram uma magnitude maior do que as 2000 e tivemos um número menor de desaparecidos. E em termos também de mortos, tivemos um número muito menor. Estou a falar de cheias que aconteceram no mesmo espaço, em épocas diferentes. Vamos melhorando cada vez mais e agora tivemos o [ciclone] Gezani. Se não tivesse havido o aviso prévio, se não tivesse havido alerta e as populações não tivessem assumido aquilo as medidas de prevenção para que não houvesse consequências graves, tenho certeza absoluta que o Gezani teria causado danos maiores. Causou danos menores porque a população moçambicana já está em alerta para estas situações e obedece. Ainda temos desafios porque ainda temos populações que, infelizmente, não obedecem. Mas quando comparamos o que acontecia antes e o que acontece hoje em termos de consequência, a situação moçambicana está a melhorar bastante. Eventualmente em Adis Abeba, procurou apoios para a reconstrução do país após inundações e após ciclone, nomeadamente na Cimeira Itália-África? Sim, conseguimos fazer vários contactos a partir da União Africana e a União Africana garantiu-nos que continua a mobilizar recursos, para que haja um apoio na fase de reconstrução. Na cimeira Itália-África, voltamos a agradecer o apoio que temos recebido da União Europeia e dos seus países membros. Nesta fase, as populações estão deslocadas, vão regressando paulatinamente às casas, mas ainda temos os centros de acomodação. Mas temos certeza absoluta que depois vamos precisar reconstruir o país. E os parceiros também responderam positivamente. Neste momento, tanto os parceiros de cooperação internacionais como os nacionais estão a se preparar para podermos trabalhar juntos por forma a reconstruímos o país, depois desta fase em que nos encontramos. O secretário-geral das Nações Unidas, António Guterres, disse-se muito preocupado com a situação em Cabo Delgado. Especificamente, que estratégias o seu governo está a adoptar para proteger os civis, para garantir a segurança? E quais são as grandes dificuldades que o governo moçambicano tem para acabar com o terrorismo, com a insurgência naquela região do país? Neste momento, o que posso garantir é que a situação da segurança é relativamente melhor do que estava antes. Digo isto porquê? Porque quando aconteceram os primeiros ataques em 2017, estes homens terroristas chegaram a ocupar várias vilas nos distritos da zona norte da Província de Cabo Delgado. A título de exemplo, a vila de Macomia, a vila de Mocímboa da Praia estavam totalmente ocupadas. Quando digo que está relativamente melhor é porque, neste momento em que estamos a falar, não há nenhuma vila da província de Cabo Delgado que esteja ocupada. As instituições públicas continuam a trabalhar, as populações estão nas vilas, mas têm havido ataques esporádicos dos terroristas, principalmente nas aldeias vizinhas das vilas, ao no nível do distrito de Mocímboa da Praia, distrito de Macomia, é esta que é a grande preocupação. Quando fazem esses ataques esporádicos, tem havido deslocação das populações. Então, quando há um disparo ou um ataque, as populações acabam se deslocando. E, felizmente, mais uma vez temos tido uma grande ajuda das agências das Nações Unidas e outros parceiros continuam e conseguem dar o apoio às populações quando se deslocam. Mas, o país precisa de mais ajuda? Neste momento, temos ajuda da União Europeia, que está a trabalhar connosco. Mas também continuamos a trabalhar com as forças do Ruanda, ao nível do terreno, e as nossas Forças Armadas de Defesa de Moçambique. Agora, no que toca realmente à assistência às populações, nós achamos que as ajudas são sempre necessárias. As agências das Nações Unidas e os parceiros de cooperação estão no terreno, continuam a trabalhar e nós também continuamos a trabalhar, de várias formas, para que possamos encontrar a solução para este assunto do terrorismo em Cabo Delgado. Mas é um assunto complexo. O terrorismo não é um fenómeno só de Moçambique, é um fenómeno global e internacional. À semelhança do que falava no início sobre a justiça climática, se o mundo se apercebesse que o terrorismo é um fenómeno global que tem que ser estancado, nós tínhamos que nos unir como mundo e trabalhar para terminar com esses fenómenos terroristas, à semelhança das mudanças climáticas que afectam todo o mundo, embora com focos de incidência em certos pontos do mundo.   A importância do multilateralismo que tanto se fala nos dias de hoje, com este mundo cada vez mais fragmentado e numa evolução, transformação alucinante. Exactamente. Eu acho que o multilateralismo é extremamente importante, mas, hoje em dia, há quem se concentre só nas questões bilaterais, não está preocupado com o multilateralismo e isto pode perigar o futuro deste planeta Terra. As mudanças climáticas e o terrorismo são fenómenos globais, aos quais não se responde só com situações bilaterais. E podia dar vários outros exemplos que mostram que o multilateralismo é extremamente importante ao nível do planeta Terra, para a resolução de vários desafios que o mundo tem. Vê com preocupação as ameaças que têm sido dirigidas à classe jornalística em Moçambique? Isto preocupa-me bastante. Quando aconteceu o atentado a um jornalista na província de Manica, fiz questão de reagir, logo, a condenar, porque Moçambique é um país de direito democrático, que respeita os direitos humanos. Moçambique é um país de liberdades, tem liberdade de imprensa como lei, tem liberdade de imprensa como um princípio a ser respeitado para podermos construir este Moçambique e outro aspecto bastante importante é que Moçambique é um país que defende a liberdade de expressão. Para mim é extremamente importante trabalhar com a imprensa, porque a imprensa não só comunica, não só informa, mas forma a sociedade moçambicana. Daí que as ameaças jornalistas são actos a condenar veementemente, para podermos construir um país de liberdade, que é o futuro que todos nós precisamos para, juntos como moçambicanos, desenvolvermos o país.

Nedávno takéto Nie zaznelo z úst amerických kardinálov prezidentovi Trumpovi. Pre jeho „polarizáciu, straníckosť a úzke ekonomické záujmy“ pri ťažení na Grónsko.A pod Tatrami?Bolo to len tri dni po tom, ako premiér Fico navštívil agresora Vladimíra Putina v Kremli. Z kazateľnice prešovského evanjelického chrámu – a v priamom prenose verejnoprávnej televízie – si tak premiér mohol vypočuť kritiku o „klaňaní sa moci“, ktorá „porušuje hodnoty ľudskosti a spravodlivosti“. Éterom zneli slová o korupcii, o rozhodnutiach motivovaných vlastným prospechom, o podpore režimov, ktoré šliapu po ľudských právach. A bral si ich do úst biskup Evanjelickej cirkvi augsburského vyznania.Ten istý biskup sa dnes kriticky vyjadruje k úpravám o kajúcnikoch, o rušení úradu pre oznamovateľov korupcie či o útokoch mladého poslanca Barteka na barda slovenskej demokracie Františka Mikloška.Peter Mihoč, prešovský evanjelický biskup. Prečo to robí? Aj toto obsahuje Ježišovo evanjelium? A necíti sa vo svojej angažovanosti osamelý?„Predpokladom úspechu je uznať si vlastnú chybu“, hovorí. „Moc zaslepuje, korupcia je pliaga, ktorá ničí dôveru v štát“, uzatvára.„Ak sa novelou Trestného zákona znižuje citlivosť štátu voči korupcii či extrémizmu, je to otázka, či chceme spoločnosť, kde sa hranice prijateľného posúvajú tak, že sa neresť stane normou. Korupcia je v rozpore s Desatorom. Je to rozkrádanie spoločných hodnôt a budovanie nedôvery. Ak sa ruší špecializovaná prokuratúra alebo oslabuje ochrana oznamovateľov, stáva sa to normou. Bol som v Gregorovciach na hrobe Martinky Kušnírovej.
