The Postbank says it is close to finding a solution to ensure that social grant beneficiaries who are bedridden are able to acquire a Postbank card. This, as the bank is administrating the process of grant beneficiaries migrating from a SASSA gold card to Postbank black cards. Earlier this month, Postbank officials appeared before Parliament's Portfolio Committee on Social Development to give an update on the migration process. In previous weeks, grant beneficiaries waited in extremely long queues, often leaving without being assisted. Postbank had previously acknowledged to the committee that it did not have the capacity to deal with the influx of people. And we start the year with the first episode of the second building block of our new season, in which we will discuss the issue of registration. How is digital technology helping to include informal workers into social protection schemes or how is it creating new barriers for these people to access protection? What are the risks and opportunities? What is the role of informal workers organisations in building more inclusive registration systems? These are some of the questions we will try to answer by looking at some cases of programmes and policies countries are implementing to expand their social protection systems to include informal workers. We start this new block with the case of the Social Relief of Distress Grant in South Africa. When the COVID-19 pandemic hit the country, the government expanded the SRD to reduce the impact of income loss, targeting a much broader population than the ordinary social assistance programmes were covering. The second new aspect is that this policy was that it heavily relied on digital means to register new beneficiaries. To understand how the implementation of the SRD was rolled out, how digital forms of registration contributed or hindered access of informal workers to the grant, we talked to Hoodah Fayker. Grant recipients will no longer be able to withdraw cash from Post Offices, Postbank and South African Social Security Agency announced. Postbank and Sassa said in a statement on Monday that they would phase out all physical cash payment points, including the cash withdrawal of grants within Post Offices. The process will start in January next year and end on 31 March 2024. The announcement was initially made in 2018 and forms part of a strategy to decrease cash-in-transit heists, unfavourable conditions at CPP sites, as well as capacity challenges faced at the Post Office. "Post Office branches will continue to assist Sassa beneficiaries with non-cash payments such as card reinsurances, PIN resets, printing of statements, and other such non-cash services. What will be discontinued is only the payment of cash to beneficiaries. So, the Post Office branch services will continue but only for non-cash transactions," said PostBank spokesperson Bongani Diako. The Post Office, currently in business rescue, has lost R6 billion in the past three years, including a R2.2 billion loss for the 2022/2023 financial year. Last week, it was announced that it would be closing 420 loss-making branches and retrenching 6 000 of its 11 000 employees after most of its shareholders approved business rescue plans. The plan also includes a potential R3.8-billion bailout from the government. With the closure of CPPs, grant recipients will be expected to use alternative National Payment System channels by using their cards at retailers to pay for goods or withdraw using cash-back facilities. Alternatively, they will be able to withdraw cash from ATMs and retailers, Boxer, Pick n Pay, Spar, Shoprite, Usave, or Checkers. According to Postbank and Sassa, 98% of grant recipients use various NPS channels and will not be affected by the shift. "The transition will be implemented sensibly to ensure that no one is left out. The aim is to ensure continuity in the payments for everyone, and that every person is paid their grant in the most efficient, safe, secure, reliable and convenient manner," they said. However, the plan to close CPPs has been criticised by the civil society organisation Black Sash. "[The] decision was made without proper research and thorough investigation of how it will impact social grant recipients, especially pensioners and disabled people in rural areas," said Black Sash regional manager Evashnee Naidoo. Naidoo said interviews with grant recipients showed a general dissatisfaction with the closure of CPPs, with some recipients arguing that the move would drive them deeper into poverty. Recipients said the move to alternative NPS sites would mean increased transport costs, with some visiting payment sites more than once due to significant delays. Earlier this year, News24 reported that thousands of South Africans were forced to wait in queues due to system glitches at ATMs and retailers. Recipients also raised concerns about the withdrawal fees implemented at ATM facilities or retailers, ranging between R10 to R50. According to Naidoo, more than 60% of recipients said they would need assistance at pay points, including ATMs, with some even asking security guards to assist them in withdrawing their grants.

Many beneficiaries have still not been able to receive their grant money. This follows a technical glitch last Tuesday that affected SASSA and Postbank card holders. The system was brought back up but by Monday this week, some transactions were still not resolved. Black Sash says it has been inundated with calls for assistance. Human rights advocacy group the Black Sash Trust and other organisations are launching litigation against the government over what they say are unfair regulations that govern the social relief of distress grants. The organisations say they are challenging what they call the arbitrary means test of 350-rand , which they say deprives millions of people who are in need of social assistance. Human rights advocacy group the Black Sash Trust has launched legal action against government to overturn regulations that exclude many poor people from accessing the R350 Social Relief of Distress (SRD) grant. The latest iteration of the R350 grant, which was supposed to run from April to the end of March next year, put in place a means test of R350, meaning that anyone who has income above that level – even if it is support from a family member – is excluded from the grant. Previous versions of the grant did not require a means test. In a statement on Thursday, the Black Sash – which is supported by several other civil society organisations – said it had approached the North Gauteng High Court in Pretoria to have the regulations set aside. The Black Sash will be represented by the Centre for Applied Legal Studies. "The South African Constitution guarantees the right to social assistance for those unable to support themselves and their dependents. Millions of people in South Africa are in this position through no fault of their own but because of an unequal and exclusionary economy. We believe this constitutional right will prevail, and the courts will uphold it," the Black Sash said. The civil society organisations argue that the means test is arbitrary and excludes large numbers of desperately poor people. SA's food poverty line – which is the amount of money needed to sustain an individual for a month – is R624 a month. According to Stats SA, 18.3-million people live below this line. By setting a means test, the government hopes to limit the number of people eligible for the grant to 10.5-million. "There can be no justification for only 10.5-million people receiving the SRD grant," they said in a statement on Thursday. They are also challenging the exclusive online application system. The decision by the Department of Social Development to implement a means test delayed the payment of grants for April and May. The first grants were paid last week, but beneficiaries did not receive back pay as promised by President Cyril Ramaphosa and Minister of Social Development Lindiwe Zulu. The organisations – including the Institute for Economic Justice, the Centre for Applied Legal Studies, #Pay the Grants, SPI and Amandla.mobi – have waged a long-standing campaign for a universal basic income grant. Despite a positive engagement with Ramaphosa in January, government has failed to consult with civil organisations on a permanent grant. The grant should come into effect immediately following the end of the SRD grant in March 2023, they say. It should be set at a minimum level of the food poverty line and rise over time to eliminate poverty. The National Treasury is investigating the feasibility of an income grant.

Advocacy group - Black Sash - has welcomed the extension of government's Social Relief of Distress Grant. It says the R350 will continue to cushion those hard hit by the COVID-19 pandemic. On Thursday President Cyril Ramaphosa announced that the grant will be extended to next year March. Upcoming entrepreneur - Thando Makhubu - an ice cream vendor also got a special mention during the State of the Nation Address.
Social Justice Organisation, Black Sash says it will continue its call for President Ramaphosa to extend the Social Relief of Distress Grant and recommends that it be increased to at least the Food Poverty line of just over R600. Ramaphosa is set to focus on the progress made in the four key priority areas he identified last year when he delivers his State of the Nation Address on on Wednesday evening. His address comes at a time when the economy is faced with a combination of high unemployment, stagnant GDP growth as well as a widening gap between rich and poor. Non- governmental organisations, Black Sash and the Centre for Applied Legal Studies have welcomed the decision by the Director of Public Prosecutions in Gauteng to prosecute ANC Women's League President and former Social Development minister, Bathabile Dlamini for perjury. The charges relate to her testimony during an inquiry into the social grant crisis by the Constitutional Court in 2018. The organisations say this sends the message that everyone is equal before the law and public officials must be held accountable for their actions. They want the R350 grant to be extended until a legislative and policy framework with a secure budget is in place for the implementation of a basic income grant. Advocacy group the Black Sash says government has a constitutional obligation to implement the basic income grant to help those left destitute by the COVID-19 lockdown. Social development minister Lindiwe Zulu called for the implementation of the basic income grant in the national assembly just over a week ago.

Jeremy Woodward is a personal trainer, nutrition coach, triathlon coach, running coach, cycling coach, cycling instructor, and FASTer Way to Fat Loss Certified Coach. He has completed more than 10,000 personal training sessions and taught more than 5,000 fitness classes. Jeremy holds a 5th-degree black belt in Kenpo Karate and a Black Sash in Kung-Fu. He is a 5x Boston Marathon finisher and has competed in over 150 road and triathlon races. While this is an impressive list by itself, he is also a 2x heart failure and open-heart surgery survivor. Just three years after his last open-heart surgery, Jeremy finished Ironman Lake Placid.

Civil Society group, Black Sash, is back in the Constitutional court today to argue the case for the uninterrupted payment of social grants next month. Black Sash will be represented in court by the Centre for Applied Legal Studies (CALS). In March 2017‚ the Concourt suspended invalidity of the contract between the current service provider‚ Cash Paymaster Services (CPS) and SASSA‚ for a second time until 31 March 2018 to allow for the continuation of the payment of grants and to give SASSA time to appoint a new paymaster. We speak to Wandisa Phama, the lawyer for Black Sash.
Net1 UEPs, the controversial parent company of social grants distributor Cash Paymaster Services, has warned that if it does not sign a new interim contract with SASSA and Treasury by today, more than 17million people will not get their grants by the 1st of April. The Constitutional Court will today hear non-profit organisation Black Sash's application to seek the reinstatement of the court's oversight role in the payments. SASSA will have to convince the court that a new interim contract with CPS must be signed. Sakina Kamwendo spoke to NET1 CEO, Serge Belamant, to hear what he had to say.
