Under the framework of the 2030 Digital Agenda, the EU has set the target of at least 80% of all adults should have basic digital skills.Those with a digital mindset hardly look to technology to replace people, but to perform their duties safely and more efficiently. This gives time back to staff to innovate and improve their way of working. Technical tools are emerging at impressive rates. Still, European innovators and start-ups need a sufficient labour force to test the efficacy and safety of these new technologies, before they go to European markets, and beyond. EU 27 Unicorns are in the making but need a talent pool.EU's Skills Agenda sets objectives, for the 2023 year of skills, around investments in lifelong learning and ensuring Europe's competitiveness. As digital transitions advance globally, it is increasingly important to ensure that citizens are prepared to navigate the future.Online platforms and distance learning programmes can help those currently active in the labour force surmount barriers to upskilling by eliminating commutes to classrooms and giving full-time professionals the freedom to learn at their own pace. Recognising the disparities in access to educational tools and devices, several telecommunications companies launched initiatives to distribute devices and other learning aids for students and teachers. Still, secure high-quality connectivity is an essential companion to improving digital skills and education. This is especially vital in rural and remote communities.According to the EU proposal to make 2023 the European Year of Skills, only 37% of adults take part in training opportunities on a regular basis. The same document highlights that over 75% of companies in the EU report challenges related to finding staff with appropriate skills. Eighteen thousand New Zealander's died as a result of their service during the First World War. For their compatriots who survived, their journey of re-integration into the society they had left was a difficult and often lonely path, made even more so by the lack of wider recognition of the ongoing effects these men would suffer from, often for the rest of their lives. Dr Stephen Clarke opens up this "Great Silence" in this discussion of New Zealand's response to the returning WWI soldiers. The closure of the official department for repatriation in 1922 combined with a struggling Returned Services Association meant that ongoing support for soldiers in the interwar period was limited. Though many returned servicemen would reintegrate successfully including significant achievements in business and sport, there were those for whom war service took a high toll. New York state’s top banking regulator on Friday sued the federal government to void its decision to award national bank charters to online lenders and payment companies. Maria Vullo, superintendent of New York’s Department of Financial Services, called the decision by the OCC to let financial technology companies, or fintech firms, obtain charters “lawless, ill-conceived, and destabilizing of financial markets.” The fintech hub to watch. Alipay and China UMS to set up EU hub in Luxembourg. At the end of a week-long mission led by Minister of Finance Pierre Gramegna to Beijing, Hangzhou and Shanghai, China’s Ant Financial confirmed the decision of its payment arm – Alipay - to set up its EU hub in Luxembourg. The announcement comes after China UMS, another major Chinese Fintech company, also announced its choice of Luxembourg. During the visit, several cooperation agreements have been signed. Arizona hits London on a mission to woo UK fintechs. Doug Ducey, the Governor of Arizona, hopes Britain’s best Fintechs can be persuaded to look beyond Silicon Valley when expanding into the US for the first time. Arizona is pitching to British fintechs in the UK this week, offering regulation-free access to the US market and promises of help with office space and talent. South African fintech JUMO to expand in Asia with Goldman Sachs backing. South Africa-based financial technology firm JUMO plans to expand in high-growth Asian markets after securing the backing of Goldman Sachs. Since 2014, JUMO, which provides credit and savings products to customers and SMBs through mobile, has mainly focused on Africa where the adoption of mobile money has transformed the banking landscape. Abu Dhabi Global Markets (ADGM), the emirate's international financial centre, has further underlined its fintech ambitions with the launch of a digital sandbox. The sandbox is designed to offer banks, fintechs and regulators an open digital marketplace in which to collaborate on the creation, testing and adoption of new products. Mary Meeker, the legendary internet analyst is leaving Kleiner. Meeker’s by far the most senior woman in VC. The departure is rooted in different visions for the types of deals they would like to do. When your data is captured and shared by government, what are the benefits and costs? The Turnbull government touts public and private use of open government data as a wellspring for better public and private service delivery and economic well-being. Digitisation and tracking of government data allows better understanding of causes and solutions to inequities in our changing communities, and consequent adjustment of services and amenities. But use of government data is also encouraged for private profit making business opportunities. Digitised government data may be used well or badly by both government entities and private ventures. Does open government digital data improve equality of access to democracy and its benefits and empower all? Chris Culnane is a Research Fellow in the Department of Computing and Information Systems at the University of Melbourne. He has researched electronic voting. He was the technical lead on the SuVote project to design, develop, and deploy an end-to-end verifiable electronic voting system in the 2014 state election in the State of Victoria, Australia. More recently he was part of the team that discovered weaknesses in the anonymisation of the Australian Government MBS/PBS dataset release. The dataset consisted of a 10% sample of Australian Medicare billing records over a 30 year period. He is also interested in how the original notion of open government has morphed into the more general notion of open data. As a result, an increasing number of open government data releases are not about the Government itself, but are instead about the population. Chris says "...an increasing number of open government data releases are not about the Government itself, but are instead about the population. ...Such releases raise important questions about data ownership; does the data belong to the government, or is it merely the custodian? If such data is released, does that mean a greater dependence on government services increases the likelihood of being a subject in a data release, and therefore incurs a greater privacy risk?"
