Von Montag an treffen sich Ökonomen, Banker, Politiker und Notenbanker zur Herbsttagung des Internationalen Währungsfonds (IWF) und der Weltbank in Washington. Seit der Frühjahrstagung ist einiges passiert: „Es ist tatsächlich ziemlich genau ein halbes Jahr her, dass US -Präsident Donald Trump im Rosengarten stand und diese sogenannten reziproken Zölle verkündet hat“, sagt Martin Pirkl, währungspolitischer Korrespondent der Börsen-Zeitung. Sorgen, dass die Zölle die US-Wirtschaft in eine Rezession stürzen könnten, haben sich bislang nicht bewahrheitet. Eine Einordnung der aktuellen Lage bieten die drei Flagship-Reports, die der IWF im Laufe der Woche vorlegen wird. Dazu zählen der Fiscal Monitor, der sich die Staatsfinanzen weltweit anschaut, der Global Financial Stability Report und der World Economic Outlook. Erste Eckpunkte sind bereits bekannt: „Da konstatiert der IWF, dass die Weltwirtschaft in bemerkenswert resilientem Zustand ist“, berichtet Pirkl. Neben den klassischen Diskussionsthemen wie Zöllen und Staatsfinanzen wird sich der IWF auch mit dem Megathema künstlicher Intelligenz befassen. „Grundsätzlich begrüßt der IWF, dass immer mehr Unternehmen und auch Staaten das Potenzial von KI erkannt haben und einsetzen – und es eben als Chance primär sehen und nicht als Bedrohung, weil wir eben auch Produktivitätsprobleme haben in vielen Ländern“, sagt Pirkl. Wo die Einschätzungen noch auseinandergehen, erklärt er in der aktuellen Episode. Außerdem starten die großen US-Banken an der Wall Street in die Berichtssaison zum dritten Quartal, und in Frankfurt und Stockholm freuen sich die Börsen über Neuzugänge. Laut jüngstem Bericht des Internationalen Währungsfonds (IWF) wird die globale Staatsverschuldung im Jahr 2025 rund 95 Prozent des globalen Bruttoinlandsprodukts erreichen – Tendenz weiter steigend. Bis 2030 könnte der Wert schon nahe an 100 Prozent liegen. Besonders dramatisch ist die Entwicklung in Frankreich. Hier liegt die Staatsverschuldung bei 113 Prozent des BIP und das Defizit bei gut sechs Prozent. Doch das ist nur die halbe Wahrheit. Versteckte Pensionslasten sind quer durch alle Ministerien verteilt, sodass z. B. Bildungs- oder Militärausgaben auf dem Papier viel höher aussehen, als sie in der Realität sind. Tatsächlich stehen Milliarden versteckter Versorgungsleistungen hinter diesen Positionen. Politische Polarisierung und Reformverweigerung lähmen das Land. Innerhalb von nur zwölf Monaten dürfte am 8. September die mittlerweile dritte Regierung daran scheitern, einen mehrheitsfähigen Konsolidierungskurs zu finden. Die Konsequenzen dürften gravierend werden, und zwar über die französischen Landesgrenzen hinaus.Im Gespräch analysiert Romain Poirot-Lellig, ehemaliger EU-Diplomat und Dozent für internationale Beziehungen an der Universität Sciences Po in Paris, wie Frankreich seine wahren Haushaltsprobleme verschleiert und warum das Land damit nicht nur sich selbst, sondern die gesamte Eurozone gefährdet. Daniel Stelter zieht daraus die Lehre für Deutschland: Die aktuelle Politik mit Sondervermögen, kreditfinanzierter Aufrüstung und fehlenden Reformen führt in eine ähnliche Sackgasse. In Bezug auf die Sanktionswirkung waren die anfänglichen Erwartungen westlicher Politiker außerordentlich optimistisch. Der französische Wirtschaftsminister Bruno Le Maire verkündete im März 2022: "Wir werden den Zusammenbruch der russischen Wirtschaft herbeiführen". Der Internationale Währungsfonds (IWF) prognostizierte gar einen drastischen BIP-Rückgang von 8,5 Prozent für 2022 und weitere 2,3 Prozent für 2023.Die Realität sah jedoch völlig anders aus: Russlands BIP fiel im Jahr 2022 nur um 1,2 Prozent und wuchs 2023 sogar um 3,6 Prozent, 2024 dann um 3,8 Prozent. Diese Zahlen übertrafen sogar die Wachstumsraten vieler westlicher Volkswirtschaften. Nach Angaben des IWF wuchs Russlands Wirtschaft 2024 schneller als die der USA (2,8 Prozent), Deutschlands (0,0 Prozent) und Frankreichs (1,1 Prozent).Die Sanktionen schienen an Russland abzuperlen. Doch ist das wirklich überraschend? Nein, denn man muss verstehen, wie schwer es ist, ein Land wie Russland zu sanktionieren und wie lange es dauert, bis Sanktionen wirken. Auf die entsprechenden Aspekte haben Experten schon früh hingewiesen. Auch Prof. Dr. Rolf J. Langhammer vom Kiel Institut für Weltwirtschaft erklärte bereits im Mai 2022 im Gespräch mit Daniel Stelter die Hintergründe. Send us a textCathy SK Lam-Patrie is a Hong Kong-born, Los Angeles-based pastor, producer, and award-winning theatre artist whose work bridges faith, justice, and the arts. She is the founder of ThreeWoods Playwright and the artistic director of Kairos Arts Development Company, the Hong Kong Ideation Arts Festival, and the Let's Be Together Arts Festival. In 2024, she received the Hong Kong Arts Development Award's Young Artist Award (Drama), and in 2023, she earned the Scotsman Fringe First Award at the Edinburgh Festival Fringe for co-creating and producing A Funeral for My Friend Who Is Still Alive .Cathy holds degrees from UC Irvine (BA Honors), the London School of Economics (MSc), and Fuller Theological Seminary. She began her theatre career with Theatre Horizon in Hong Kong, where she served as company manager and executive manager from 2008 to 2011. During this time, she performed in and produced numerous productions, including Who Beat the Roaches in My House?, Mysterious! The Snow White's Backstage, and French Kiss, the latter of which was recognized as one of the most popular productions at the 21st Hong Kong Drama Awards. In 2011, she was awarded the Emerging Artists Project Grant from the Hong Kong Arts Development Council and established ThreeWoods Playwright, through which she created and produced critically acclaimed shows such as Revelation of Love, Every Little Thing, and The Immigration Lottery, which premiered at the Edinburgh Festival Fringe in 2014 and later showed at the 2015 Hong Kong Umbrella Festival and the 2016 Adelaide Fringe Festival.Cathy's monologue The Confession premiered in London in 2015 and was published in Foreign Goods: A Selection of Writings by British East Asian Artists by Oberon Books in January 2018. She was also invited to contribute articles for the IWF 2018 exhibition hosted by King's College London. In 2018, she founded the Let's Be Together Festival in Hong Kong, which was renamed the Hong Kong Ideation Arts Festival in 2023. This platform provides young artists with free venue, technical, marketing, and spiritual support, and has facilitated their participation in international festivals in Taiwan, Australia, Japan, and the UK.In 2024, Cathy joined the creative team of Holy O as co-director, bringing her expertise to this award-winning dramedy that explores the intersection of body, spirit, and sexuality.
