Interview with retired United States Customs Special Agent Bob StarkmanYears of Service: 1980-2018Bob began his career in law enforcement in 1980 as a correctional officer at Greenhaven State Prison in New York. From there he worked for the NYC Sheriff's Office that he described as the worst job he ever had.In 1982, Bob was hired as a U.S. Customs Patrol Officer before transferring to Miami and being promoted to Special Agent. Bob was in Miami during the Cocaine Wars and investigated high-level drug traffickers and worked on several large-scale money laundering cases including Operation Greenback.During his career, Bob worked on the FIST Team, the Joint Terrorism Task Force, and the response group for Miami International Airport.As busy as he was catching criminals, Bob started coaching basketball in 1997 and continued until 2018. During this period, Bob amassed a coaching record of 319-186, won 2 conference championships, coached 59 All-Americans, 8 All-State players, 5 All-Americans, and 2 Players of the Year. Bob was inducted into the FCCAA Hall of Fame as a coach and is the author of the book "Inside Both Courts". When asked how he managed to become a decorated law enforcement agent and a Hall of Fame coach and manage his time between the two careers, Bob said if "I knew that I'd be a millionaire".

He was addicted to pain pills and made a trip across the Mexico border to save some money. When he went through United States Customs his world was forever changed. He knew he has the pills and declared them what he didn't know was what else was in the car. Like a scene from a movie, Scott's life was forever changed. Scott was the prom king and valedictorian in high school. He has a bad car accident that took him on a path to pain meds. Regardless, of the pain and the eventual addiction Scott was a successful business guy in the movie/TV, and eventually ended up in the billboard sign business in the Southwest region of the country. Dr. David A. Tarantino, Jr., MD, MPH; CAPT MC (FS/FMF) Ret., is the Chief Medical Officer, at the United States Customs and Border Protection ( CBP - https://www.cbp.gov/ ), the largest federal law enforcement agency of the United States Department of Homeland Security ( DHS - https://www.dhs.gov/ ), and the country's primary border control organization. It is charged with regulating and facilitating international trade, collecting import duties, and enforcing U.S. regulations, including trade, customs, and immigration. Dr. Tarantino has previously served as Adjunct Assistant Professor, Global Health Division, Preventive Medicine & Biostatistics, Uniformed Services University of the Health Sciences (USUHS), as Director for Civil-Military Medical Affairs in the Office of the Secretary of Defense for Health Affairs in the U.S. Department of Defense, and as a family practice physician/flight surgeon in the U.S. Navy. Dr. Tarantino served as Medical Advisor to the Coalition Provisional Authority/Ministry of Health and then Senior Consultant for the U.S. Mission Baghdad to the Interim Iraqi Government Ministry of Health. He had a significant leadership role in reestablishing the Iraqi Ministry of Health and health care for all Iraqis and served as the principal US Government advisor to the new Iraqi Minister of Health. Dr. Tarantino's military career has been distinguished by multiple challenging overseas and operational assignments, including medical and humanitarian missions in Iraq, Alaska, Haiti, Guyana, Tanzania, Cambodia, Estonia and several Pacific Rim nations. He served as medical director and team physician for a challenging deployment to Turkey in the aftermath of their massive 1999 earthquake, providing emergent medical/surgical care in an austere and chaotic setting. Dr. Tarantino has a B. A. in Human Biology from Stanford University, an M.D. from Georgetown University School of Medicine, a Residency in Family Medicine at Bremerton Naval Hospital, an M.P.H. and Preventive Medicine Residency at the USUHS, and an International Diploma in Humanitarian Assistance, from the Institute of International Humanitarian Affairs (IIHA).
United States Customs and Border Protection (CBP) issued a memo Friday ending a controversial Border Patrol oversight team charged with investigating incidents involving border enforcement personnel. Instead, investigations will be turned over to the Office of Professional Responsibility, a different department that, while still within CBP, is specifically charged with agency oversight. Similar offices exist at other government agencies, including the Department of Justice.
Going back to the genesis of the lawsuit, in brief, Boxrec refused to list the results arising from the Dubai Event mentioned in Part 2 that took place a year ago, and in this regard, the lawsuit claims "MTK owner Daniel Kinahan and his business partner Ahmed Seddiqi were personally involved in the decision and execution of conspiracy in collusion with the BoxRec Defendants to suppress the results at issue." In paragraph 222, it says with respect to the several events in question: "All the fighters that participated in the three promoter events at issue did their job." And then in 223: "They prepared to compete, risked their lives, only to have the result of their efforts arbitrarily excluded by a website acting as the final judge and jury, while the ABC cannot do anything." Followed by 224: "The ABC did nothing to intervene and resolve the issues related to the Event and Zimbabwe Event." And finally in 225: "The ABC did try to get BoxRec to enter the results of the Brazil Event, but BoxRec has refused to do anything. BoxRec has refused to enter the results regardless of the pleas made to it." In addition to libel and tortious conduct alleged in the lawsuit, and stated losses, as well as unfair business practices, discrimination and a civil conspiracy, we need to bring the RICO act by way of explanation because in paragraph 439: "The root cause of this action is BoxRec's refusal to list the April 10, 2021 Event and to record its results at the command of a widespread criminal enterprise engaged in a pattern of racketeering activity across State lines, a conspiracy to suppress Plaintiff Mendy and his company Lion Heart Boxing Productions as well as events he and his fighters are involved in, and a conspiracy to engage in racketeering activity involving numerous RICO predicate acts during the past ten (10) calendar years." And in paragraph 440: "The predicate acts alleged here cluster around not only the criminal acts of MTK Global and Kinahan, but also the criminal acts of ABC and various of its officers and directors." Critically, in paragraph 449. "This dispute arises from Defendant's (1) violation of the Racketeering Influenced and Corrupt Organization (RICO) Act 18. In paragraph 450: "At the center of and the driver of the conspiracy is Mr. Daniel Kinahan, Mr. Kinahan's company MTK, and his UAE partner Ahmed Seddiqi, and their associates." Followed by "MTK, a Dubai, UAE, and British based company, holds itself out as the “biggest force in business of boxing” in its capacity as a boxing management and promotional company. MTK was co-founded and is in part owned and controlled by Mr. Daniel Kinahan, a noted member of Ireland's notorious Kinahan Cartel, also known as the Kinahan Organized Crime Group (“KOCG”) by law enforcement officials." Furthermore, it is alleged: "MTK and Mr. Kinahan do not possess a proper license or authority to perform either management or promotional services in the UAE or United States. MTK is not licensed in the UAE and the United States as a boxing manager or a boxing promoter. MTK, however, provides both manager services and promotion services in the UAE and the USA through proxies, which are prohibited under the Ali Act firewall provisions." Finally, it should be noted, as it is clearly explained in the lawsuit: "MTK was co-founded by Mr. Daniel Kinahan. Mr. Daniel Kinahan is known as the head of Kinahan Organized Crime Group (“KOCG”) in Ireland. The KOCG is allegedly responsible for several murders, drug trafficking, and money laundering. The KOCG is one of Europe's biggest drug cartels. Law enforcement experts believe that Mr. Daniel Kinahan started MTK to launder ill-gotten gains from drug trafficking. Mr. Daniel Kinahan is wanted for question by several law enforcement agencies due to the murderous activities of the KOCG. On or about September 16, 2018, the United States Customs and Border Protection (CBP) banned Mr. Kinahan and roughly twenty-six other members of the KOCG from entering America due to narco-terrorism concerns."

Property taxes Most jurisdictions below the state level in the United States impose a tax on interests in real property (land, buildings, and permanent improvements). Some jurisdictions also tax some types of business personal property. Rules vary widely by jurisdiction. Many overlapping jurisdictions (counties, cities, school districts) may have authority to tax the same property. Few states impose a tax on the value of property. Property tax is based on the fair market value of the subject property. The amount of tax is determined annually based on the market value of each property on a particular date, and most jurisdictions require redeterminations of value periodically. The tax is computed as the determined market value times an assessment ratio times the tax rate. Assessment ratios and tax rates vary widely among jurisdictions, and may vary by type of property within a jurisdiction. Where a property has recently been sold between unrelated sellers, such sale establishes fair market value. In other (i.e., most) cases, the value must be estimated. Common estimation techniques include comparable sales, depreciated cost, and an income approach. Property owners may also declare a value, which is subject to change by the tax assessor. Customs duties. The United States imposes tariffs or customs duties on imports of goods. The duty is levied at the time of import and is paid by the importer of record. Customs duties vary by country of origin and product. Goods from many countries are exempt from duty under various trade agreements. Certain types of goods are exempt from duty regardless of source. Customs rules differ from other import restrictions. Failure to properly comply with customs rules can result in seizure of goods and criminal penalties against involved parties. United States Customs and Border Protection ("CBP") enforces customs rules. Estate and gift taxes. Estate and gift taxes in the United States are imposed by the federal and some state governments. The estate tax is an excise tax levied on the right to pass property at death. It is imposed on the estate, not the beneficiary. Some states impose an inheritance tax on recipients of bequests. Gift taxes are levied on the giver (donor) of property where the property is transferred for less than adequate consideration. An additional generation-skipping transfer (GST) tax is imposed by the federal and some state governments on transfers to grandchildren (or their descendants). The federal gift tax is applicable to the donor, not the recipient, and is computed based on cumulative taxable gifts, and is reduced by prior gift taxes paid. The federal estate tax is computed on the sum of taxable estate and taxable gifts and is reduced by prior gift taxes paid. These taxes are computed as the taxable amount times a graduated tax rate (up to 35% in 2011). The estate and gift taxes are also reduced by a "unified credit" equivalent to an exclusion ($5 million in 2011). Rates and exclusions have varied, and the benefits of lower rates and the credit have been phased out during some years. Taxable gifts are certain gifts of U.S. property by nonresident aliens, most gifts of any property by citizens or residents, in excess of an annual exclusion ($13,000 for gifts made in 2011) per donor per doenee. Taxable estates are certain U.S. property of non-resident alien decedents, and most property of citizens or residents. For aliens, residence for estate tax purposes is primarily based on domicile, but U.S. citizens are taxed regardless of their country of residence. Adrian Aizpuru is a retired border patrol agent with over 30 years of combined service between his work with the United States Customs and Border Patrol (CBP) and his service as a military police officer in the Marine Corps. The topic our December 02, 2009 teleconference in this series for employers and their representatives was the role of the United States Customs and Border Protection agency (CBP) in the United States immigration system. The session specifically described potential pitfalls and complications of concern when applying for readmission to the United States after international travel. It also addressed the manner in which these issues can be examined, adjudicated, and resolved by the CBP. As many employees of IT consulting and other corporate entities plan for travel outside the United States during the 2009 holiday season, this was a timely discussion for employers who may be concerned about the orderly readmission of their employees to the United States to continue their critical occupations in the United States. Attorneys from the Murthy Law Firm discussed what constitutes an error on an I-94 card issued by the CBP, how an error can be resolved, and other frequently asked questions about the CBP and how it conducts the orderly admission of arriving non-citizens.
