Renovo, PA is a designated environmental justice community and small idyllic town in North Central PA, where Virginia-based multinational engineering corporation, Bechtel Corporation, is proposing to develop the Renovo Energy Center gas-fired power plant. This power plant is being planned to be less than 30 feet from homes and businesses, just north of Erie Avenue in Renovo, PA. The plant would be the fourth largest industrial polluter of greenhouse gases in Pennsylvania and would emit more greenhouse gases than the City of Pittsburgh. When Consumers Power's plan to build a nuclear power plant in Midland, Michigan, was announced in 1967, it promised to free Michigan residents from expensive, dirty, coal-fired electricity and to keep Dow Chemical operating in the state. But before the plan could be completed, the facility was called an engineering nightmare, a financial disaster, a construction boondoggle, a political headache, and a regulatory muddle. Most locals had welcomed nuclear power eagerly. Why, after almost twenty years and billions of dollars, did this promise of a high-tech, coal-free, prosperous future fail? And what lessons does its failure offer today as Americans try to develop a clean energy economy based on renewable power? To answer these questions, energy consultant and author LeRoy Smith carefully traces the design and construction decisions made by Consumers Power, including its choice of reactor and its hiring of the Bechtel Corporation to manage the project. He also details the rapidly changing regulatory requirements and growing public concern about the environmental risks of nuclear power generation. Prior to his roles at NAVWAR, Curtis additionally led as the Assistant Secretary of the Navy (ASN)/Research, Development, and Acquisitions Liaison, and the Chairman of the Architecture Development Integrated Product Team (AD-IPT), and the Liaison for Chief Engineer for Communications Department for Space and Naval Warfare(SPAWAR) and NAVWAR and the Computer Engineering Apprentice for the Department of Energy (DoE), Bechtel Corporation. Curtis obtained his Master's degree in Business Administration and Project Management from the Citadel as well as a Bachelor of Science in Computer Engineering from the University of South Carolina. Cynthia Ann Sterling’s is the first African American Woman elected to the Fresno City Council in 2002. She is also the first African American woman in the nation to preside over a City Council with a population of over 500,000. There is no surprise that Cynthia would pursue such a great career trajectory since her mother the Honorable Elma P. Sterling was the first appointed African American Fresno City Council Woman, and her father the late Feltus L Sterling who directed the Sterling Funeral Home, was considered one of the great business leaders in the funeral industry in Fresno County. After college Cynthia returned to California working for Bechtel Corporation in San Francisco, before returning to Fresno in the 80’s, to work with the Family Business, Sterling Funeral Home, Inc. Cynthia has served on numerous boards and commissions. She was appointed to the Fresno City Planning Commission by then Mayor Karen Humphrey and served from 1989 to 2002. She was elected in 2002 as the first African American Woman to the Fresno City Council. Từ 2021, mỗi năm Việt Nam sẽ thiếu hàng tỉ kWh điện. Cơ sở hạ tầng vừa thiếu vừa yếu, đặc biệt là tình trạng thiếu năng lượng, sẽ tác động đến sản xuất trong nước và có thể kìm hãm nguồn đầu tư nước ngoài trong khi Việt Nam được cho là một trong những điểm đến hấp dẫn trong bối cảnh chiến tranh thương mại Mỹ-Trung. Tình trạng này đã được bộ Công Thương xác nhận với Reuters ngày 29/07/2019 và tiếp tục được các cơ quan truyền thông trong nước phản ánh trong những tháng cuối năm 2020. Việt Nam có nguy cơ thiếu 6,6 tỉ kWh vào năm 2021, 11,8 tỉ kWh vào năm 2022 và 15 tỉ kWh vào năm 2023. Trước hết, Việt Nam vẫn phụ thuộc rất nhiều vào nhiệt điện, chiếm đến đến 38,1% tổng sản lượng điện. Thế nhưng, ngoài vấn đề ô nhiễm môi trường, các nhà máy nhiệt điện không có đủ nguồn than, theo thẩm định phải nhập thêm 680 triệu tấn than từ 2016 đến 2030 để bổ sung cho 720 triệu tấn than trong nước được sử dụng hàng năm. Nguyên nhân thứ hai là 47 trên tổng số 62 dự án điện theo Quy hoạch điện VII điều chỉnh (2011-2020) bị chậm tiến độ, ít nhất là hai năm, do nhiều lý do : kêu gọi vốn, quy hoạch cơ sở hạ tầng… Khoảng 260 doanh nghiệp đăng ký các dự án về năng lượng tái tạo chưa thể triển khai do những vướng mắc trong Luật Quy hoạch. Theo thẩm định năm 2018 của Ngân hàng Thế giới, Việt Nam cần đầu tư đến 150 tỉ đô la cho đến năm 2030, tăng gần gấp đôi so với mức 80 tỉ đô la đầu tư vào lĩnh vực điện từ năm 2010. Để tạm giải quyết tình trạng thiếu hụt trước mắt, Việt Nam dự kiến mua điện từ Trung Quốc và Lào : 3,6 tỉ kWh năm 2021 và 9 tỉ kWh năm 2023, theo cục trưởng Cục Điện lực và Năng lượng tái tạo Phương Hoàng Kim, được trang VnExpress trích dẫn tháng 07/2019. Về lâu dài, Việt Nam đưa ra Chiến lược Phát triển Năng lượng Quốc gia đến năm 2030, tầm nhìn đến năm 2045, theo nghị quyết N°55-NQ/TW được Bộ Chính Trị công bố ngày 11/02/2020. Chiến lược này tập trung vào năng lượng tái tạo, khí tự nhiên, tiết kiệm năng lượng và lưu trữ năng lượng có nhiều tiềm năng thu hút đầu tư tư nhân. Kế hoạch phát triển năng lượng tái tạo đã cho những kết quả khả quan. Theo trang Nhân Dân điện tử ngày 31/10/2020, đến cuối tháng 08/2020, tổng sản lượng của năng lượng gió và mặt trời là khoảng 23.000 MW (điện mặt trời là khoảng 11.200 MW và điện gió khoảng 11.800 MW). Việt Nam đã tiến hành 102 dự án năng lượng mặt trời tính đến tháng 10/2020. Ngoài ra, ngày 28/10, Việt Nam đã ký với ba tập đoàn Mỹ Delta Offshore Energy, Bechtel Corporation, General Electric và McDermott, một thỏa thuận phát triển dự án điện từ khí hóa lỏng Bạc Liêu với tổng trị giá hơn 3 tỉ đô la. Theo trang Vneconomy, dự án này sẽ cung cấp 3.200 MW điện cho tỉnh Bạc Liêu và Việt Nam, có thể tạo ra hơn 20 TWh điện hàng năm, giúp giải quyết nhu cầu năng lượng sạch, ổn định với giá cả cạnh tranh. Cuối cùng, ngoài những giải pháp mang tính vĩ mô, một biện pháp thiết thực trước mắt giúp giải quyết tình trạng thiếu điện là toàn dân tiết kiệm điện. Ngoài kêu gọi, thủ tướng Việt Nam Nguyễn Xuân Phúc đã ra Chỉ thị số 20/CT-TTg ngày 07/05/2020 về tăng cường tiết kiệm điện giai đoạn 2020-2025. Để hiểu rõ hơn về giải pháp này, RFI Tiếng Việt đặt câu hỏi với tiến sĩ Phạm Thị Thu Hà, chuyên gia hệ thống điện, đang làm việc tại tập đoàn Schneider Electric, Grenoble (Pháp). RFI : Thưa chị Thu Hà, trước tình trạng thiếu điện tại Việt Nam, ngoài những giải pháp mang tính vĩ mô, thủ tướng Nguyễn Xuân Phúc kêu gọi tiết kiệm điện để có nguồn bền vững, lâu dài. Xin chị giải thích là những hình thức nào được coi là sử dụng điện lãng phí ? TS. Thu Hà : Với sự phát triển của Việt Nam hiện nay, phần lớn người dân sống ở độ thị rất hiếm khi bị cắt điện. Khi nhìn xung quanh, tất cả các thiết bị xung quanh đang được bật, TV, các thiết bị điện tử, đèn, điều hòa, quạt, bếp..., chúng ta có thực sự cần dùng đến chúng lúc này không ? Đã bao giờ chúng ta từng mở cửa sổ cho thoáng mà quên tắt điều hòa chưa ? Một máy điều hòa tiêu thụ 3 số điện/giờ. Nếu để mở cửa sổ thì mỗi giờ 2 số điện được dùng để thổi mát ra ngoài trời. Những ví dụ như thế này hẳn là nhiều lắm. Có điều từ lúc chúng ta quên tắt điều hòa đến lúc phải trả hóa đơn điện là khá lâu. Nên đa phần cuối tháng chúng ta chỉ kêu « sao tháng này tiền điện nhiều thế ! » rồi sau đó lại quên tiếp. Cho nên, có thể nói hình thức lãng phí đầu tiên là ở cách sử dụng điện, khi chúng ta tiêu thụ điện năng để… không để làm gì ! Hình thức lãng phí điện đầu tiên là do ý thức của người sử dụng. Một hình thức lãng phí thứ hai là sử dụng thiết bị có hiệu năng kém. Ở châu Âu, một trong những tiêu chí cơ bản khi người dân chọn thiết bị điện, đó là tiêu chí hiệu năng, thiết bị tiêu thụ điện chất lượng A, A+ A++. Đó là những tiêu chí xếp hạng về mức tiêu thụ điện năng ít cho công năng cao. Những thiết bị ghi hiệu năng B, C, D là hoàn toàn bị hạn chế lưu hành. Vì vậy, tổn thất trong thiết bị cũng là một vấn đề mà các nhà sản xuất đặc biệt lưu ý cho đến hiện nay. Ngoài các thiết bị tăng tiêu chí hiệu năng, người ta còn nghiên cứu tạo điều kiện thuận lợi cho người sử dụng đóng và tắt một cách dễ dàng. Cuối cùng là tổn thất điện trong hệ thống lưới cũ. Ở Việt Nam, một bộ phận cáp điện đã được chôn ngầm, trong khi vẫn còn rất nhiều nơi có mạng lưới cột điện chằng chịt. Những tổn thất ở trên lưới là điều hoàn toàn có thể tránh nếu hệ thống đó được cải tạo. Hiện có thể thấy ở nhiều đô thị, đường điện hoàn toàn được chôn ngầm và chất lượng sử dụng của lưới được cải thiện. RFI : Liệu lời kêu gọi tiết kiệm điện này có khả thi ở Việt Nam không ? TS. Thu Hà : Theo tôi biết, những biện pháp tiết kiệm điện, rồi những chiến dịch tuyên truyền tiết kiệm điện, đa phần mọi người đều biết hết. Có điều là khi chuyển từ đèn sợi đốt sang đèn LED trong chiếu sáng thì dùng cả ngày không hết 1 số điện, nên việc tắt đèn hay không tắt đèn đối với người dân, khi sử dụng đèn LED, thì thấy là « cũng chẳng đáng bao nhiêu ». Nhưng khi tăng điều hòa từ 19° lên 22°, người dùng thậm chí sẽ không cảm nhận được sự thay đổi nhiệt độ, nhưng lại có thể giảm được đến 30% hóa đơn tiền điện. Vì thế, chỉ riêng chuyện người sử dụng để ý hơn đến việc sử dụng một cách hợp lý và chỉ dùng khi cần, thì có thể hoàn toàn tiết kiệm đáng kể mức độ tiêu thụ điện trong dân, cũng như trong các cơ sở sản xuất kinh doanh. RFI : Chị tham gia nhiều dự án sử dụng điện thông minh tại Pháp và một số nước khác. Sử dụng điện thông minh được hiểu và được thực hiện như thế nào ? Những biện pháp này có thể áp dụng được ở Việt Nam không ? TS. Thu Hà : Muốn sử dụng điện hợp lý và hiệu quả, trước tiên chúng ta phải biết chúng ta phải biết chúng ta đang tiêu thụ như thế nào, phân tích xem chỗ nào chưa hợp lý và sau đó đưa ra điều chỉnh thích hợp. Chỉ riêng việc chúng ta biết đang dùng như thế nào thì đã có thể tối ưu hóa được việc sử dụng. Nguyên tắc này có thể áp dụng ở bất cứ cho hệ thống nào : từ hộ tiêu thụ gia đình, đến cơ sở kinh doanh, tòa nhà, nhà máy, khu đô thị … cho đến hệ thống cung cấp điện thành phố hay của vùng. Một hệ thống sử dụng điện thông minh chính là hệ thống có sử dụng công nghệ thông tin để thực hiện nguyên tắc này một cách hoàn toàn tự động. Tất nhiên đối với hộ gia đình thì đây là vấn đề đơn giản. Ví dụ ở châu Âu, các nhà riêng được trang bị đồng hồ (compteur) điện thông minh. Mức độ tiêu thụ điện của mỗi gia đình được cập nhật và đưa thông tin lên những trang web mà người dân có thể kiểm tra mức độ tiêu thụ theo thời gian thực. Đối với những hệ thống lớn như một tòa nhà, một nhà máy hay một đô thị, thành phố, thì không thể cử người theo dõi liên tục đồng hồ đó, cho nên họ sử dụng một hệ thống sử dụng công nghệ thông tin và truyền thông để theo dõi tự động. Đó chính là điện thông minh, bao gồm ba cơ sở chính. Thứ nhất là thu thập thông tin thông qua các cảm biến theo thời gian thực về mức độ tiêu thụ, nhiệt độ môi trường. Sau đó là tổng hợp phân tích dữ liệu nhờ những công nghệ hiện đại về phân tích, về thuật toán để đưa ra những quyết định điều khiển thiết bị một cách hợp lý nhất, hiệu quả nhất. Cuối cùng là điều khiển tự động. Hiện nay, mô hình sử dụng điện thông minh mới xuất hiện rất nhiều trong các khu đô thị cao cấp ở Việt Nam. Mô hình này chưa thực sự phổ biến ở châu Âu hay nhiều nơi trên thế giới. Thực ra, mô hình này mới được phát triển một cách khá mạnh mẽ trong vòng 5 năm gần đây và người ta vẫn đang tìm những mô hình để số hóa hệ thống, điều khiển sao cho hợp lý. Bởi vì, chúng ta cần biết là với những điều kiện về môi trường, phát triển bền vừng hiện nay, rất khó để phát triển những đường dây mới, những nhà máy mới, cho nên phát triển điện thông minh là một trong những xu hướng rất cần thiết trong tương lai. RFI : Ngoài tiết kiệm điện, còn có những biện pháp nào khác được cho là thực hiện khả quan trước mắt ? TS. Thu Hà : Tiết kiệm điện đầu tiên là có lợi cho người tiêu dùng. Như tôi đã nói ở trên, tiết kiệm điện là chỉ cần sử dụng hợp lý mà vẫn không ảnh hưởng đến điều kiện sinh hoạt. Nhưng quan trọng hơn, tiết kiệm điện nói riêng và năng lượng nói chung là nền tảng của sự phát triển bền vững. Để sản xuất ra 1 đơn vị điện năng thì cần đến 4 đơn vị năng lượng đầu vào như than đá, dầu khí… Vậy mỗi đơn vị điện năng không tiêu thụ đúng cách đồng nghĩa với việc lãng phí 4 đơn vị năng lượng được dự trữ cho phát triển tương lai. Cho nên tiết kiệm điện là điều tiên quyết, cơ bản, cần thiết cho phát triển bền vững. Đây là xu hướng phát triển chung của toàn thế giới và Việt Nam không phải là ngoại lệ. Ngoài tiết kiệm điện, cần phải nói đến xu thế chuyển dịch dần sang sử dụng năng lượng mới, năng lượng tái tạo. Xu thế này không còn ở mức nghiên cứu mà ở mức độ triển khai và ngày càng phổ biến trên thế giới. Ở Việt Nam cũng có rất nhiều dự phát năng lượng mặt trời. Tuy nhiên, xu thế hiện nay khác với xu thế thời kỳ đầu là phát triển những trang trại năng lượng mặt trời với quy mô lớn. Xu thế trong tương lai có lẽ sẽ hướng tới những quy mô nhỏ hơn và kết hợp với công nghệ lưới điện thông minh nhằm sử dụng hợp lý năng lượng sẵn có tại chỗ để giảm tải cho lưới điện quốc gia. Cụ thể tại nhiều khu đô thị có những tòa nhà có thể lắp pin mặt trời tạo nên những nguồn năng lượng tại chỗ. Sử dụng những nguồn năng lượng tại chỗ đó, trực tiếp cho khu đô thị đó thông qua điện thông minh, kết hợp sử dụng điện hợp lý trong phạm vi khu vực đó, sẽ làm giảm nhu cầu lấy điện từ lưới, nhờ vậy sẽ giảm sức ép cho lưới điện quốc gia và sẽ làm giảm nguy cơ thiếu điện trên phạm vi cả nước. Đây là xu thế trong tương lai gần trong việc phát triển hệ thống điện. In this episode, we're talking about the vast world of communications. Early on, most founders and investors focus on driving positive coverage in the press. If they're unfortunate or mess up, mitigating negative coverage may end being a goal too. But communications also includes more broadly considering how and what information to share what inside and outside of the company. It touches on domains like management, recruiting, marketing, and business development. It's basically everywhere. It's also a highly optimizable domain in that the difference between using the right words and the wrong words can be the difference between dramatic success and catastrophic failure. We spoke with three communications experts to learn more: Sean Garrett was the first VP of Communications at Twitter. He previously worked for Governor Pete Wilson of California and has also co-founded two separate communications firms, with clients including Slack, Cisco, and Disney. He's currently the Managing Partner at Pramana Collective. Faryl Ury is a former reporter, with experience at NPR and the Associated Press. Her communications experience also began in government, working for a US Senator, before moving to Square, Uber, and then Dropbox for a marketing role. She's now the Director of Communications at Aurora, a leading autonomous vehicle company, with investors including Sequoia Capital, Amazon, and Hyundai. Adi Raval served as a journalist at both ABC News and the BBC, covering 9/11, the Iraq War, and the White House before moving into government. He was first a diplomat for the State Department, serving in Afghanistan, and then a spokesperson and Director of Communications at USAID. After leaving government, Adi was the top communications executive for the Bechtel Corporation, and most recently Head of Comms and PR for TaskRabbit. He's also a term member for the Council on Foreign Relations.

I cannot stress this enough: he did not unveil anything aside from his own childish fantasy about the long-term extraterrestrial future of human civilization. Please take a moment to appreciate how strange it is that the world’s richest person did that, and that people listened and applauded like it was a normal occurrence. The fact that Bezos’ presentation took place against the backdrop of a world that is literally in the middle of a mass extinction event is an irony that should, in any sane person, produce alternating waves of horror and terror. Speaker: CD Moody '78 Mr. C. David Moody Jr., a 1978 Morehouse College graduate, is the true definition of a Morehouse Man, having completed his Bachelor of Science degree in the area of Psychology. Mr. Moody then continued his education at Howard University, where he completed a Five-year professional degree in Architecture in 1981. He has also taken graduate courses in Architecture at the University of Michigan, as well as some in Construction Management at Georgia Institute of Technology. Although Mr. Moody was born in Chicago and moved to Ann Arbor, Michigan at the age of 14 when his father was the Vice Provost at the University of Michigan, he made Atlanta his home in 1983. Mr. Moody started his career at Bechtel Corporation, the largest construction and engineering company in the United States, as an Architect in its Nuclear Power Plant. He worked in various firms upon his initial return to Atlanta and started C.D. Moody Construction in 1988.
