Jim Keyes has an outstanding resume. A former CEO of 7-Eleven and Blockbuster, former head of planning at Citgo, a pilot, a sculptor, and a published author, Keyes learned from a challenging childhood that curiosity is the key not merely to get through life, but to grab the reins and run with it.Jim's start wasn't easy. One of six kids, he grew up in a three-room shack with no running water in Grafton, Mass. Overwhelmed by it all, his mother walked out on the family when he was a child, and according to Jim, the family faced crisis after crisis. Hostage diplomacy is an ugly game. For decades America's adversaries have imprisoned US citizens in an effort to leverage diplomatic, economic or military advantage. These cases range from exaggerated charges, to disproportionate penalties, to outright lies. Each case is different. And each case affects both the lives of the incarcerated, their families and ultimately American power. Jose Pereira was held prisoner by the Venezuelan government for five years. He was the CEO of Citgo and after a Thanksgiving Day meeting in Caracas, he and five other Citgo executives were arrested and charged with bribery, corruption and other false charges. They became known as the Citgo 6. Jose joined Fran Racioppi to share the story of his captivity, his year long solitary detention in the Submarine, starvation, sickness, sham trials, and his time in a coma. An Execution Sale is Not a Receivership. (Right?) Creditors of Venezuela and PDVSA, its state oil company, have forced an execution sale of PDVSA's only US asset – which happens to be the ultimate parent company of CITGO. The federal judge overseeing the process has tried to keep things orderly, but the inter-creditor fighting is getting juicy. Some lower priority creditors have filed new lawsuits in an apparent attempt to jump the queue. Now the special master overseeing the execution sale process wants the court to enjoin these lawsuits. Which strikes as us a reach – almost as if the execution sale process is some kind of receivership. Con respecto a la situación de Citgo, Asdrúbal Oliveros, economista y socio-director de Ecoanalítica, advirtió que Venezuela tiene una deuda equivalente a 150 puntos del PIB, alertando que esto está muy por encima de lo que se produce. Recordó que Venezuela dejó de pagar su deuda, aumentándola a 150 mil millones de dólares y haciendo que los acreedores busquen tener su pago. «Citgo seguirá siendo una filial de PDVSA hasta después de que empiece el nuevo periodo el 10 de enero de 2025, este es un proceso largo» añadió. Oliveros señaló que es un activo estratégico de un mercado energético que puede ser importante para Venezuela. Tras el rumor que EE.UU. no renovará la licencia temporal que alivió las sanciones en Venezuela a menos que avancen los compromisos de elecciones libres y justas este año, Luis Oliveros, economista, profesor universitario y decano de la Facultad de Ciencias Económicas y Sociales de la Unimet, advirtió que, aunque la flexibilización venga, el ruido de un posible regreso de sanciones hace que las perspectivas económicas en el país se vean afectadas. Indicó que los actores económicos se frenan, y con la incertidumbre y volatilidad, pareciera que no fuera a arrancar el tema económico. «Si volvemos al escenario de no flexibilización de sanciones, el primer efecto en la industria petrolera venezolana es no vender en los mercados naturales como EE.UU. ni Europa, vendiendo, como hace unos meses, a mercados asiáticos» añadió. Oliveros explicó que mantener el ritmo de intervenciones cambiarias que tiene el gobierno en este momento se le hace cuesta arriba. También resaltó que Venezuela es un país muy distinto con sanciones y sin sanciones, insistiendo en que estas están hechas para generar un daño económico que obligue a un cambio político. Recordó que el problema económico del país vino mucho antes de las sanciones. «Quien diga que el problema económico del país se generó por las sanciones está mintiendo» dijo. «Yo creo que más alivio de sanciones es imposible, máximo mantenerlas. El mejor escenario ahorita es que haya cambios, pero no tan profundos en el tema petrolero, porque como le mantienes a Chevron una licencia, pero le dices que no a Eni y Repsol» acotó. El economista aseguró que el crecimiento económico del 10% que se propuso en su momento para este año, ya no está en el tapete, apuntando a un 4%, pero con una economía distinta. Citgo ha sido un problema de sobreendeudamiento del país, se usó como garantía del país para seguir endeudándose» señaló.

En el marco de la visita de Nicolás Maduro a China en búsqueda de «tomar experiencias de crecimiento de China para aplicarlas en Venezuela», Asdrúbal Oliveros, economista y socio-director de Ecoanalítica, recordó que la literatura económica refleja que no puedes replicar al 100% modelos de un país a otro. Explicó que en estos traspasos siempre el peso de las idiosincrasias, las instituciones y la historia es grande. Oliveros indicó que el desarrollo chino engloba una industrialización grande que la convierte en la fábrica del mundo y Venezuela, por el contrario, está lejos de eso. «Venezuela está sufriendo un proceso de desindustrialización muy agresivo. China produce en masa y a bajo costo, mientras que producir en Venezuela es muy costoso» añadió. Destacó que con esta visita pareciera que se quieren buscar recursos y reactivar la relación, que en el plano político se ha mantenido, pero en el plano económico ha tenido altibajos. El economista aseguró que se busca revitalizar esas relaciones, sobre todo porque en los próximos meses el gobierno venezolano buscara mantenerse en el poder y reelegirse. Referente a la falta de activación de relaciones con EE.UU. insistió en que cabe la visión de pensar que prefieren hacer negocios con China porque se sienten más cómodos políticamente. «Sería excelente venderle petróleo a EE.UU. porque han sido nuestros socios históricos, tenemos intereses con Citgo, nuestro petróleo es bien recibido porque tiene las maquinarias para él» acotó. Señaló que poder venderle petróleo a EE.UU. sería positivo porque se vendería sin descuentos y reduciría la deuda con Chevron que es el suplidor más importante del mercado cambiario, ayudando a que la devaluación no sea peor. El socio-director de Ecoanalítica indicó que la posible reactivación del sector petrolero generaría también un gran impacto en zonas que viven del petróleo como Zulia y Anzoátegui. «Para Venezuela también es muy importante reactivar la venta directa de crudo a China» dijo. También explicó que no esperábamos un nivel de contracción como el que ha tenido la economía venezolana en los primeros 8 meses del año, esperando que haya alguna reactivación en los últimos meses.
Venezuelan Debt: The CITGO Auction, Statute of Limitations, and Other Enforcement Matters It's a busy time for Venezuela's creditors. The auction process is starting for the sale of Venezuela's ownership interest in US-based refiner CITGO. The six year statute of limitations on bond claims is coming up, and both the Maduro government and the National Assembly are trying to head off a new wave of lawsuits by giving assurances that, if bondholders hold fire, the country won't later raise the statute of limitations as a defense. Meanwhile, although a comprehensive debt restructuring would seem to be in everyone's best interests, the ongoing US sanctions regime continues to make that impossible. Steven Bodzin of REDD Intelligence is one of the most incisive and knowledgeable observers of what's going on in Venezuela. He joins us to help figure out the current state of play. Jose Pereira (Jose Angel Pereira Ruimwyck) knows what it's like to be wrongfully detained in a foreign country. In November 2017 Jose, the then CEO of Houston-based CITGO oil company, was summoned to Caracas with members of his leadership team for what appeared to be a normal budgetary meeting. Upon arrival they quickly found out they were to be arrested by the government for charges of treason, espionage, embezzlement and corruption. Held hostage for five years, Jose and his team learned how to survive and put systems in place to help them. In October 2022, they were released in a prisoner exchange on St. Vincent's in the Caribbean and Jose is now back home in Houston leading many important hostage advocacy efforts.
