Une année durant laquelle de gros projets ne seront pas lancés, l'objectif étant de finir ceux commencer et surtout continuer de réduire l'endettement. Cependant, la municipale conserve un fort volant d'investissement pour cette année, avec en grands projets le gymnase Brant et les travaux de la Collégiale Saint-Martin. Eric Straumann qu'à son arrivée avec ses équipes, il y avait 7 millions d'euros en caisse, en fin d'année 2024 les caisses affichent 40 millions. Les élus de la Communauté de communes de Sélestat se sont réunis ce lundi 03 février à Scherwiller à l'occasion du premier conseil communautaire de l'année. Un riche ordre du jour est venu débuter 2025, avec des discussions autour d'une nouvelle identité visuelle, des futures orientations budgétaires et de quelques réflexions autour des périscolaires. Cette dernière thématique est venue conclure cette séance de conseil communautaire. Pour faire face aux difficultés liées au sujet, un diagnostic de territoire a été réalisé, alimenté par une enquête auprès des familles. Malgré une baisse du nombre d'enfants scolarisés sur le périmètre de la collectivité, une forte augmentation de la demande d'accueil périscolaire a été enregistrée. Une hausse de 33% des dossiers déposés au Guichet Unique a été constatée entre 2021 et 2024. 196 places supplémentaires ont ainsi été ouvertes le midi et 164 le soir, ce qui permet aujourd'hui d'avoir 90% des familles avec une réponse entièrement favorable et 97% avec une réponse partiellement favorable. Pourtant, les inquiétudes persistent. Selon le diagnostic réalisé, sept jeunes parents sur dix craignent de ne pas trouver un mode de garde périscolaire. Un plan d'actions a donc été élaboré, avec quatre orientations : répondre aux besoins des familles – un enjeu quantitatif qui ne doit pas se faire au détriment de la qualité –, recréer un lien de confiance, valoriser et former les animateurs et assistants maternels, mais également redéfinir l'action du Service Jeunesse Intercommunal. Point majeur de l'ordre du jour de cette séance, les orientations budgétaires 2025 ont été présentées par Jean-Claude Schlatter. Le vice-président de la Communauté de communes en charge des Finances se veut optimiste, avec des épargnes en hausse et un fonds de roulement qui devrait s'élever à 16 millions d'euros en 2026 (contre 7,5 millions en 2020). Jean-Claude Schlatter évoque également une capacité d'investissement maîtrisée, à hauteur de 5,5 millions d'euros jusqu'à la fin de la mandature. Le développement des mobilités douces, l'accroissement de l'offre périscolaire et la rénovation énergétique des bâtiments seront notamment au cœur de ces derniers investissements. Au total, le budget principal de l'intercommunalité devrait s'élever à 54 millions d'euros, dont plus de 36 millions seront utilisés pour son fonctionnement. Après une hausse des taux l'année dernière, aucune augmentation d'impôts et de taxes n'est prévue cette année. Les relations diplomatiques entre Donald Trump et Xi Jinping et leurs politiques respectives auront un impact déterminant sur les cours du pétrole, des céréales ou encore de certains métaux de base en 2025. Et pour rajouter une dose d'inconnu, le climat pourrait encore cette année jouer les trouble-fêtes. « 2025 s'annonce terriblement floue » pour Javier Blas, chroniqueur spécialisé dans les matières premières au sein de l'agence de presse Bloomberg. Plus que jamais, explique-t-il, prédire les prix des matières premières cette année revient à prévoir les choix politiques. Les premiers sont ceux qui seront opérés par Donald Trump, avec, pour commencer, sa nouvelle politique douanière, notamment sur les produits chinois. Ils doivent élire leurs parlementaires, qui choisiront ensuite le président du pays, ainsi que leurs représentants régionaux. Et parmi les sujets centraux de la campagne, se trouvait la question de l'économie, alors que le pays le plus développé du continent est aux prises avec des inégalités très importantes et un chômage endémique. De notre correspondante à Johannesburg,Avec une faible croissance de 0,6 % en 2023 et un taux de chômage de près de 33 %, la question de l'économie était au cœur de tous les meetings durant cette campagne. Cependant, peu de propositions concrètes ont été émises, selon Marisa Lourenço, une analyste indépendante. « La plupart des partis se focalisent sur le besoin de redynamiser l'économie, d'attirer des investissements dans le pays. Mais je n'ai pas vu de plan concret afin d'obtenir une relance. Beaucoup de partis promettent simplement de créer des emplois, souligne-t-elle. Il y a aussi ce sentiment général que l'Afrique du Sud connaît une période prolongée de faible croissance, et cela ne devrait pas changer tout de suite, pas avant au moins un ou deux ans. »Si l'ANC conserve le pouvoir, le parti devrait réserver très peu de surprises. « L'ANC est une organisation très prévisible. En temps de crise, le parti a maintenu ses politiques, tout comme en temps normal. Cette trajectoire devrait donc continuer. C'est une bonne chose dans le sens où les investisseurs peuvent être assurés d'une certaine continuité des politiques », estime l'économiste Jason Musyoka. « Mais d'un autre côté, il faut se poser sérieusement la question de savoir si ces politiques ont porté leurs fruits, particulièrement auprès des populations et en ce qui concerne la croissance », contrebalance-t-il.Des projections très différentesCependant, si l'ANC perd sa majorité absolue, il pourrait être contraint de former une coalition, amenant à la fois un meilleur contrôle des politiques, mais aussi plus de lenteur. Juste en dessous des 50%, il pourra négocier avec des petits partis. Mais si la chute est brutale, il faudra se tourner vers de plus grosses formations, selon Lara Wolfe de la branche recherche de Fitch Solutions (BMI). « Une coalition entre l'ANC et un ou plusieurs petits partis permettraient de voir une continuation des politiques, avec toujours des efforts pour attirer des investisseurs privés dans les secteurs en difficulté, comme l'énergie et les transports », décrit-elle comme étant le scénario principal.Dans le cas d'une coalition avec l'Alliance Démocratique, le parti économique libéral, dans ce cas, l'analyste estime que « l'on verrait sans doute une diminution des dépenses sociales, ainsi que des efforts de la part de la DA pour déréguler le marché du travail ». Enfin, toujours selon Lara Wolfe, une coalition avec les Combattants pour la Liberté Économique « pousserait à plus de dépenses sociales ainsi que de nouvelles dépenses pour soutenir les entreprises publiques sud-africaines défaillantes ». La commission électorale compte annoncer les résultats d'ici dimanche.

When political commentators talk about polarization, they often mean a partisan ideological divide: the left vs the right, republicans vs democrats, progressives vs conservatives. But what if there is a different dichotomy driving our political disagreements that is orthogonal to ideological differences? That's what University of Miami political scientist Joseph Uscinski argues in a recent paper, “American Politics in Two Dimensions: Partisan and Ideological Identities versus Anti-Establishment Orientations. Using two national surveys from 2019 and 2020, he shows that anti-establishment and anti-elite sentiments may be more of a driving force in our politics than partisan ideology. Jacob Falkovich has written a good post on Entertaining vs Building orientations, which made me realize I should probably cross-post my own articles on these sorts of things.(Note: these articles refer largely to normative modern western culture. When I say “most people” or “most relationships,” I'm speaking descriptively, not prescriptively. There are absolutely exceptions to all of it, and if you're in one of those, or in a subculture in which that exception is the norm, I don't want to give the impression that there's anything wrong with that) One of the things I've noticed after nearly a decade of therapy is that the word “preference” seems insufficiently strong for a lot of things people want that nevertheless don't rise to the level of being called a need. For most people, not getting their preferred ice cream flavor won't ruin an otherwise good day, but for some, coming home to find dishes in the sink and laundry on the floor can make the world feel like it's falling apart. This becomes most clear in relationship counseling, where two or more people are trying to live together and accommodate each other's desires while having their own respected. On some level we know “I prefer a clean home” is not the same as “I prefer vanilla ice cream,” but people don't often consider how this difference in intensity-of-preferences can impact relationships when they're unaligned. On the other hand, there are some “preferences” we generally understand to be inflexible and important. Asking a heterosexual person to enjoy intercourse with someone of the same sex, or asking a pansexual person to only enjoy porn involving heterosexual pairings, would be considered not just rude but basically impossible. In extreme situations someone might try to enjoy something they don't, or have a physical reaction while being mentally uncomfortable, and this would generally be understood to be tragic. That brings us to a commonly used word that is generally understood to mean more than simple preference: “orientation.” I've found that a lot of difficulties people have in relationships come from treating things more like preferences than orientations. To be clear, even this is a spectrum. There are clusters on the far ends which can easily be labeled one or the other, but any sort of comprehensive universal list is impossible. What we can do is notice the sorts of things that are more useful to treat as orientations. Here's the list of things I believe most people in relationships explicitly and consciously treat this way: Attraction (sexual orientation included as implicit) Children (how many, and usually a rough idea of of when they'll be had) Career (roughly how much money each person is expected to make/how many hours worked) Religion (decreasingly, but many would still end a marriage if their partner came out as atheist or converted to a different faith) Politics (increasingly, particularly among younger folk; “swipe left if you voted for X.”) To some degree this feels like a good summary of the sorts of “impersonal” things it makes sense to be explicit and upfront about with your partners as deal-breakers. But when we dig deeper into the day-to-day lives of those in relationships to observe the sorts of things that cause ongoing conflict, we see more. Here's an incomplete list of what I believe people implicitly and often unconsciously treat this way: Pets (how many and what kind) Living location (assuming you will live together) Extended family (how involved will they be) Diet (Increasingly common for vegetarians and vegans) Cleanliness (both hygiene and home) Relationship type (Monogamy vs some form of open or poly. Some make this explicit, but for most people a monogamy is the unquestioned assumption...
