Bring the Friction Back: Stephen Balkam on Kids, Social Media, and Tech's Big Tobacco Moment

Keen On Democracy

Play Episode Listen Later Mar 27, 2026 38:16

“Friction is what brings us together. If we were never able to communicate in real space, we would not truly learn what it is to be human.” — Stephen BalkamIs social media a drug? In what the Financial Times called a landmark case, Facebook (Meta) and YouTube (Google) have been found guilty of designing their products to be addictive to kids. Is this a big tobacco moment? the tut-tutting New York Times asked. In contrast, the free market Wall Street Journal called it a shakedown. So what to make of this decision to make social media a narcotic? Stephen Balkam — founder and CEO of the Family Online Safety Institute (FOSI), amongst Washington's most credible nonpartisan voices on kids and technology, has been on the front lines of this fight for nearly thirty years. Calling himself a radical moderate, he sees good and bad in social media. He even expelled Meta from FOSI three years ago for what he calls conduct contrary to the institute's mission.Balkam's sharpest disagreement is with Jonathan Haidt, amongst the shrillest voices arguing in favor of a social media ban for kids. He “violently agrees” with Haidt on the idea of a free-range childhood — giving kids more freedom outdoors. But the evidence Haidt uses to justify banning social media confuses correlation with causation, a basic research error that, Balkam insists, academic researchers have called out. Balkam thinks the real anxious generation isn't the kids — it's us, the paranoid parents, projecting our mostly irrational fears onto our children. His deeper argument is in favor of friction. Silicon Valley has spent thirty years removing friction from ordering pizza, hailing cabs, and dating. Balkam argues we need to design it back into childhood — the friction of developing friendships, building resilience, learning to think critically instead of outsourcing cognition to ChatGPT at midnight. Bring the human friction of life back, Balkam argues. It's the most effective antidote to the drug of online existence.Five Takeaways•       Yesterday Was Tech's Big Tobacco Moment — Sort Of: Meta and Google found liable for harm to children's mental health. Balkam sees strong parallels to the tobacco cases of the nineties but resists the lazy comparison. The repercussions will extend beyond social media to AI. The hundreds of trials still to come will shape the next decade of tech regulation.•       Congress Gets a D-Minus: America is the last advanced country without a national privacy framework. COPPA dates to the late nineties. KOSA never passed. The result is a splintering of state-level laws and no coherent federal approach. Meanwhile, parents are overwhelmed, and the tech companies retrofitted safety features years after the damage was done.•       Jonathan Haidt Got the Free-Range Part Right. The Rest Is Shaky: Balkam “violently agrees” with Haidt on giving kids more freedom outdoors. But the evidence Haidt uses for his social media bans confuses correlation with causation — a basic research error. Academic researchers violently disagree with him. His book directly caused Australia's social media ban. Balkam thinks we — the parents — are the anxious generation, not the kids.•       42% of Teens Talk About Their Feelings with AI Chatbots: 60% say they feel safe using AI. 44% say some of its behaviours freak them out. They're using it for homework, for loneliness, for practical advice, for asking how to invite someone to prom. And they're worried about their job prospects. The three waves of concern: content in the nineties, behaviour in the 2000s, emotional attachment and cognitive outsourcing now.•       Bring the Friction Back: Silicon Valley has spent thirty years removing friction from ordering pizza, hailing cabs, and dating. Balkam argues we need to design friction back into childhood — the friction of developing friendships, building resilience, learning to think critically. A plush AI toy called Grok is being marketed to three-year-olds. It's always there, always positive, always frictionless. That's the dystopia. About the GuestStephen Balkam is the founder and CEO of the Family Online Safety Institute (FOSI), a nonpartisan organisation dedicated to making the online world safer for kids and families. FOSI's members include Google, Amazon, Microsoft, and other leading technology companies. Balkam is based in Washington DC and will teach an MA course on online safety at Georgetown University in 2027.References:•       Family Online Safety Institute — FOSI's research, policy work, and resources for parents.•       Episode 2849: How Stories Can Save Us — Colum McCann on Narrative Four. Social media promised storytelling. It delivered isolation.•       Episode 2846: How to Be Agreeably Disagreeable — Julia Minson on disagreeing better. Balkam's friction argument is the parenting version.About Keen On AmericaNobody asks more awkward questions than the Anglo-American writer and filmmaker Andrew Keen. In Keen On America, Andrew brings his pointed Transatlantic wit to making sense of the United States — hosting daily interviews about the history and future of this now venerable Republic. In 2025, tech policy felt like everything happened everywhere at once. Google lost two antitrust cases but avoided a breakup. Meta won its case entirely. The SEC went from suing crypto companies to dropping every major enforcement action. Net neutrality died—again—this time probably for good. TikTok got banned, then unbanned, then re-banned, then saved by executive order—five times. Chinese hackers compromised 200 companies through our telecom networks. And Congress finally actually passed a law protecting kids online—The Take it Down Act, to be precise. It was a year in many ways defined by tensions and contradictions. Courts stripped power from federal agencies just as the new administration tried to bring those agencies under tighter presidential control. The administration took some actions to be tough on China, while other measures appeared to let our chief adversary off the hook. States rushed to fill the vacuum on AI and privacy while the White House has threatened to preempt them. Platforms loosened content moderation in the US while facing record fines in Europe. And Washington declared it wanted to win the AI race—while local communities debated whether they even wanted data centers in their backyards. So what were the biggest tech and telecom policy stories of 2025? Which developments will have staying power, and which were little more than sound and fury? What should we be watching heading into 2026? And did anyone actually win this year—or did everyone just survive? To unpack all this, Evan is joined by Luke Hogg, Director of Technology Policy at FAI, and Josh Levine, Research Fellow at FAI.

Send us a textThis is from the book titled: Idea and Ideology. There are 11 chapters to the book, and this is the reading of the 5th chapter titled - Kosa.Baba explains how consciousness expresses itself through layers of mind, from the crudest physical experience to the subtlest causal awareness. Baba describes five kośas—kámamaya, manomaya, atimánasa, vijiṋánamaya, and hirańmaya—which represent increasing levels of subtlety in how the mind interacts with the world. Our perceptions depend on the health and coordination of the senses, nerves, mind, and ego, and errors in any of these lead to distorted understanding. Through sádhaná, the unit mind gradually transcends the crude and subtle layers, realizing that its causal mind is not separate from the Cosmic Mind. Ultimately, this teaching shows that individual consciousness and Cosmic Consciousness are not different in essence—only in degree of expression. The following link is a chart of the Kosas and Lokas: https://sureshemre.wordpress.com/2012/01/07/layers-of-the-mind-kosha-and-loka/Support the show

Welcome back to the Magician On Duty Journey Series! On this edition we welcome AmuAmu (@amu_amu) Since 2017, AmuAmu has carved an unmistakable path through the global electronic landscape, crafting soundscapes that merge depth, emotion, and groove into timeless journeys. His productions and remixes—often lush, hypnotic, and deeply human—have positioned him as one of the genre's most innovative voices. With releases on renowned labels such as Magician On Duty, Monada, Kosa, trndmsk, and D.O.T.Y Records, AmuAmu continues to redefine what slow, soulful electronic music can be. Before embracing the slower tempo, AmuAmu—formerly known as Marcus Sur—built his reputation across the international house and techno circuit, releasing on iconic imprints like Noir Music, Traum Schallplatten, and Steyoyoke. This duality of experience shines through in his sets: rhythmic yet introspective, refined yet boundless. Rosalia Rivera, a fervent Founder and Co-Founder for Consent Parenting and Brave Movement.org joins us to dissect the multifaceted challenges of raising children in a tech-saturated era. Together, we discuss the urgent issue of online harm regarding the lack of tech transparency of CSAM, (Child Sexual Abuse Material) sexploitation of teens and youth being targets through online apps, social media platforms and online gaming. By describing the internet and the app store to a bustling mall that kids can actively browse and instantly download, without any age gating or device age regulation, we underscore the need for parental vigilance and legislative measures like the Kids Online Safety Act (KOSA) to shield our youth from unintended digital dangers and predatory harms. Our conversation emphasizes the critical role parents, our communities and our non-profits continue to advocate for tech KOSA policy, which was a supported issue by both parties of Congress in 2024, but has since been sidelined. However, with the proliferation of AI Sexual Content on the rise, KOSA and AI safety regulation need to be that play a vital role in the digital landscape as we are moving faster into the AI stratosphere. As we both do support technology as critical tools to help our daily lives, we turn our attention to the innovative technologies and organizations dedicated to child safety, such as BARK PHONES, THORN and HEAT. Companies like Bark and Pinwheel offer phone solutions alternatives for monitoring digital interactions, while organizations such as Thorne, Heat and Child Rescue Coalition work tirelessly to combat child exploitation. The discussion pivots to our own tech habits and the powerful influence they wield on our children. By advocating for mindful technology use and supporting companies that prioritize child safety, we encourage listeners to take an active role in shaping a safer digital future for all. The One Big Beautiful Bill is now President Trump's signature legislative achievement, including sweeping changes to taxes, immigration, and spending priorities. But buried in the budget reconciliation process, an AI regulation fight became one of the most contentious debates in the entire package.Senator Ted Cruz championed a 10-year moratorium on most state and local AI regulation, arguing that a patchwork of conflicting laws would hamstring American companies in their competition with China. His solution was clever: tie the moratorium to rural broadband funding through budget reconciliation, allowing it to pass with simple Republican majorities. The Senate parliamentarian approved the measure under the Byrd rule, giving Cruz's proposal the green light. But the coalition that formed against it was unexpected. Instead of typical partisan lines, opponents included not just Democrats and left-leaning groups, but also MAGA influencers like Steve Bannon, conservative senators like Josh Hawley and Marsha Blackburn, child safety advocates, and Republican governors. The drama peaked when Blackburn—after negotiating a compromise with Cruz to reduce the time frame to five years and add exemptions to allow state laws on child safety and rights of publicity—walked away from the deal at the last moment. When the dust settled, the Senate voted 99-1 to strip the AI moratorium entirely—a decisive defeat for the tech industry. The fight exposed deeper tensions over federalism, corporate power, and whether conservatives are willing to override state authority to boost American tech competitiveness. The resounding rejection suggests many weren't. So where does the fight for a national AI standard go from here, and what does this defeat mean for the shaky alliance between “tech bros” and the Trump Administration? Evan is joined by James Wallner, Vice President for Policy at FAI, and Luke Hogg, Director of Technology Policy at FAI.

A bill in the U.S. Senate would put more responsibility on social media companies to design their platforms to better protect children from online dangers. The Kids Online Safety Act, or KOSA, appeared set to pass Congress last year, only to stall in the House. It was reintroduced earlier this month.Advocates say KOSA is necessary to keep kids from being fed harmful content through algorithms, such as posts encouraging eating disorders or suicide. But opponents such as the ACLU have argued that it could restrict free speech.Kristin Bride is a social media reform advocate from Lake Oswego whose son died by suicide after he was bullied online. Welcome back to my new series Free Speech Friday! :) Right now, lawmakers in congress are trying to pass the Kids Online Safety Act (KOSA), a dangerous censorship bill that would give the government unprecedented control over the internet and force platforms to spy on youth.KOSA claims to make kids "safer" online, but don't let the name fool you. This law would give the government unprecedented power to censor speech across the entire internet in the name of "protecting kids."From mental health support communities to LGBTQ forums, KOSA endangers the very spaces young people turn to for help, identity, and connection. KOSA isn't about safety, it's about giving the government unprecedented control over speech. Ari Cohen is the Lead Counsel for Tech Policy at the Foundation for Individual Rights and Expression (FIRE), a nonpartisan, nonprofit organization dedicated to defending and promoting free speech rights for all Americans. He joined me to break down KOSA and explain the many problems with the proposed law. If you believe in a free and open internet, please join me in sending a message to your lawmakers right now and tell them to reject KOSA:https://www.fightforthefuture.org/actions/censorship-wont-make-kids-safe***** Buy a subscription to my Tech and Online Culture newsletter, User Magazine to support my work!!

The discussion highlights legislative efforts such as the Kids Online Safety Act (KOSA) and COPPA 2.0, which aim to strengthen protections for minors online but face criticism over free speech concerns and potential government overreach. Despite bipartisan support, these bills have stalled in Congress, prompting states like Florida, California, and Utah to implement their own child safety laws. The episode examines the challenges of enforcement, the impact of state-led initiatives, and the ongoing debate over balancing child protection with digital rights. Representative Ro Khanna represents the wealthiest congressional district in the country, but he wants to show Democrats how to speak to the working class. And perhaps surprisingly, he's pretty good at it. But although Khanna was one of Bernie Sanders' co-chairs in 2020, the “progressive capitalist” from Silicon Valley (don't call him a democratic socialist) also hobnobs with tech titans. Because according to Khanna, the way to reindustrialize and revitalize the economy is by mobilizing both union leaders and tech and industry leaders — and he thinks he can be the one to bring them together.  Kara and Ro discuss everything from the DOGE committee, the killing of UnitedHealthcare CEO Brian Thompson, and Trump's threats to jail members of the January 6 committee, AI policy, KOSA, and tech antitrust.  Questions? This week, Alan and Quinta were joined by Kevin Frazier to talk through some of the week's biggest national security news, including:“KOSA Nostra.” An overwhelming majority of senators voted to pass the Kids Online Safety Act, also known as KOSA—a bipartisan piece of legislation that would impose new responsibilities on online platforms in looking after their underage users. Despite the 91-3 vote in the Senate, KOSA has faced strong opposition from a number of civil rights and internet freedom groups, and its path ahead in the House remains uncertain. What's next for the bill, and what does its success so far say about the state of tech policy in the U.S.?“Herding Llamas.” The company formerly known as Facebook announced the release of a new AI large language model, Llama 3.1. Meta described the model as “open-source”—but is it responsible to release such a powerful model that way? And what does this mean for the AI arms race in Silicon Valley?“Keeping the Nine in Line.” Fresh on the heels of the Supreme Court's ruling granting presidents broad immunity from criminal prosecution, President Biden announced his support for a slate of reforms aimed squarely at the Court: a constitutional amendment ruling out presidential immunity, along with 18-year term limits and a binding code of conduct for Supreme Court justices. But any of these proposals would face a difficult road toward implementation. What is the White House's aim here? For object lessons, Alan suggested that listeners might enjoy homemade cucumber agua fresca as a cooling summer beverage. Kevin is enjoying a new song by Kelsea Ballerini and Noah Kahan.
