After their father died, the women faced the reality that they were going to lose everything because inheritances went to sons or men in the family. Mille Lacs Band of Ojibwe seeks to increase number of foster families

Five years ago, the Mille Lacs Band of Ojibwe had more than 70 licensed foster homes. Today, that number has fallen to about 40. Most are already caring for children, or are licensed only to care for relatives.That means some kids are being sent to non-Native foster homes or facilities outside the community – a problem rooted in historical trauma, Chief Executive Melanie Benjamin said during her annual State of the Band speech in January.“For our oldest generation of band members living today, there were boarding schools that stripped our children of their culture, identity and caused generational trauma,” Benjamin said. “Today, our youngest generation face a similar loss of culture when they are sent to foster homes outside of the band.”The need for foster families comes as the U.S. Supreme Court is set to decide on a challenge to a federal law that aims to keep Native children within their community and culture. Congress enacted the Indian Child Welfare Act, or ICWA, in 1978 as a response to what was called a crisis of Native children being removed from their families by social service agencies. ICWA's goal was to help keep Native children in tribal communities. As tribes began exercising their sovereign rights, it became important that Native children were raised within tribal communities, said Samuel Moose, the Mille Lacs Band's commissioner of administration.“Indian children are one of our most sacred assets,” he said. “We felt that it's necessary to protect them to make sure they grew up in an identity that is theirs, so that they understand where they come from.”Cultural ties importantTribal leaders say ICWA has been largely successful. Minnesota lawmakers also recently voted to strengthen state protections for Native children.But the laws only work if there are homes willing to take them, Benjamin said. She's launched an effort to encourage more Mille Lacs Band families to consider fostering children, and sharing cultural ties she says are important for them to thrive.“Our elders tell us, we were placed on this earth as Anishinaabe, and so we have all these responsibilities that come with us from a cultural, a religious, a traditional way of life,” Benjamin said.When kids are removed from that environment, they don't get the kind of nurturing necessary for their self esteem and growth, “for all of the things they need to move forward in life in a positive way,” she said.‘Walk in both worlds'Mille Lacs County has one of the highest rates of children placed outside the home in Minnesota, most often due to drug abuse by parents, according to a 2020 report by the Department of Human Services. Native children make up the largest racial group by far.Benjamin said the Mille Lacs Band has struggled with a rise in drug addiction, in part due to a law enforcement dispute with Mille Lacs County that she says created an opportunity for drug dealers.“When you get hooked, a lot of things happen,” she said. “You lose your job, you may lose your home. And ultimately, if you lose your home, you lose your kids as well.”As a result, some Mille Lacs Band members have stepped up to care for other family members' children. Christine Pewaush has raised her grandson since he was an infant, because of his parents' drug abuse. He's now 8.“I didn't want him being bounced around from foster home to foster home, (not knowing) where he's at,” she said. “That's the greatest fear for us.”It was important to Pewaush that her grandson grow up in her large family, learning their traditions and culture.“As Anishinaabe people, we have to learn how to walk in both worlds – one that's not ours, but we had to adapt to it,” she said. “And one that is ours, our traditional ways.”Foster homes neededSocial workers look first to extended family members to take in a foster child, but they're not always available. Tribal leaders hope other Mille Lacs Band members will consider opening their homes to a child who's not a relative.“We're really kind of pushing and promoting folks to step up and to apply for their foster care license, ask questions, and we'll walk them through that step,” said Nicole Anderson, the band's health and human services commissioner.Anderson said they're trying to eliminate barriers that might keep families from applying for a foster license. That includes a distrust of government that's common in Native communities, she said.“Sometimes it can be kind of a scary thing saying, ‘OK, I'm going to go to family services and ask questions,'” Anderson said. “So it's breaking down the stigma and the fear, and just really kind of coming together so that we can support each other.”Preserving familiesThe Mille Lacs Band's larger goal is to help keep families healthy and intact, reducing the need for foster care. The band has created programs to provide support, reduce poverty and treat addiction. One example is the Family Healing to Wellness Court, an alternative to the child protection court system that's grounded in traditional beliefs. Instead of stigmatizing families, the goal is to provide tools they need to be successful, Anderson said."We're wrapping around that family,” she said. “We're throwing all the resources at them that we can, and we're walking them through every step of the way.”Still, at least in the short term, the need for more foster families remains. So far, Benjamin's urging has not led to an increase in foster care applications.Right now, Pewaush is concentrating on raising her grandson. But she said in the future, she'd consider taking in another child who's not as fortunate.“Like we say, it doesn't take just us two parents to take care of the child,” Pewaush said. “It does take the whole tribe to take care of a child.”

On this episode of Scouting for Growth, Sabine VdL interviews Nicole Anderson, Founding Partner at Redsand Ventures who supported Sabine's acceleration programs over a 5-year period by providing those startups with proposition design and go-to-market strategic thinking. These two skill-sets are so important to gain customers and access capital. On this episode, they talk about Nicole's journey from a FinTech venture builder to a sustainable investor.   KEY TAKEAWAYS I have sat now, effectively, in almost every seat around the table when it comes to looking at what investible ventures look like, feel like, and what success should and could be. Thankfully, I've had to go through the toughest schooling to make venturing successful and break through some of the barriers in financial services. It has always been a big aspiration of mine to break down the barriers of consumerism and finance. The path I've been on is a perfect platform to learn how to access capital because there is money to be allocated in the world. There always will be. Still, it's only when you've taken the journey yourself and been involved at the grassroots that you understand fundamentally what needs to be done. You can immediately see what the true impact of investment could be. I've finally got to the point in my life where I'm bringing it all together. I'm just a do-er really and I've always done things the hard way. Building ventures is very very tough and all the lessons that came out of that eight years prepared me for one thing: The biggest success factor in a venture is firstly knowing your market and not assuming it's going to remain static. Secondly, thinking ahead of the market and remaining absolutely relevant with your value proposition. This requires a really strong degree of paranoia which then cascades down into how your business model evolves. Never make any assumptions that things are going to stay the same or you know your consumer/customer more than you think you do. Thirdly, everything fails without money. Money will always find a good opportunity, but never underestimate the runway you need to grow and scale. We are not a VC or private equity fund, we're a private equity structure that uses very innovative project financing techniques to deploy financial instruments across a varied portfolio and absorb quite a lot of risk for that portfolio by the way we've engineered the allocation of money. We don't invest at a very early stage, except in very strategic areas, but most of our work is in the growth phase of a venture, and we've moved well out of the area of financial services. I identified 5-6 areas – all verticals or industries – that I believe in. My goal is to build a stellar portfolio with one major investment in each one of them in order to make a significant impact in selected countries/regions, that's the strategy we've taken.   BEST MOMENTS ‘Like anything in life, the best opportunities come to you rather than you chasing them down. Often, what you think you want is not actually good for you.' ‘I knew that if I was going to be successful I needed to sit on the money myself and be master of my own universe. By hook or by crook I was going to do what it took to find ways in which to build my own investment structure, so I set up a fund.' ‘The real frustration of many entrepreneurs is that their innovation which is often in the area of green innovation was being misunderstood. I wanted to fill that gap.' ‘We're in an evolution phase. Anyone in the spectrum of grassroots investing right up to multi-fund structure is in the adoption phase of some kind of strategy linked to sustainability and ESG.'   ABOUT THE GUEST Nicole is a venture builder, investment (corporate venture, VC, family office, and token/digital asset) advisor. For years, conversations about therapy and mental health have been absent from our culture due to the lack of awareness, accessibility, and representation, despite its significance and need. Being raised in a predominantly African American city and attending a predominantly white institution where I was 1 of 2 students of color in my cohort was eye-opening. I remember the continuous search for people, things, and places that looked like me– reminders that I belonged and validation that my experiences as a black woman were appreciated and understood. The validation I sought became more difficult to obtain because there were limited options and opportunities to process shared experiences. After entering the field, that search for validation and connectedness continued. If that were my struggle as a therapist, I could only imagine how prospective clients felt. How long had people considered or sought therapy but were left with minimal options of therapists who understood their experiences without having to provide the culture backstory? A Cure for the Culture was created for them!

Don't toss out or put away those face masks just yet. For some, it might be time to mask back up, especially those seeking tribal government services.At least three tribes in Minnesota are requiring visitors to wear masks in tribal government buildings. The Bois Fort Band of Chippewa, Fond du Lac Band of Lake Superior Chippewa and the Mille Lacs Band of Ojibwe have recently issued mask requirements. The decision is mostly related to the highly contagious delta variant that accounts for roughly 85 percent of COVID-19 cases in the state, according to health officials. The latest data shows Minnesota is averaging nearly 600 new cases per day. Mille Lacs tribal officials explained this week in a short video aimed at tribal citizens on why the tribe brought back mask requirements. Nicole Anderson, commissioner of Health and Human Services and Maria Costello, assistant commissioner of Administration, explained. The two were leading by example. In the video, they sat at a table inside and both were wearing masks. Anderson: We do not enter into these decisions lightly and we consider the safety and health of all of our community members, employees and guests when we make these decisions. The latest information we received on the delta variant is that it is more contagious and it is spreading quicker than the original strain. Costello: So I just want to say, be safe, mask back up, and make sure you are social distancing, good handwashing, sanitize, and if you are sick, please stay home. 10 secondsAnderson cited the U.S. Centers for Disease Control and Prevention and its updated advice that fully vaccinated people should wear masks indoors in areas with high transmission.Be sure to contact your tribe for mask guidance if you plan to visit tribal government departments. In other news.Need another incentive to get vaccinated? How about money in your pockets?Minnesota has taken the call from President Joe Biden and joined other states to hand out money for shots.Anyone 12 years of age and older who receive their first dose of the vaccine through Sunday, Aug. 15, are eligible to receive a $100 Visa gift card.To register, visit the state website at mn.gov/covid19. Youth ages 12 to 17 need a parent to register.The CDC and the state health department recommend anyone not fully vaccinated, including children ages 2 and older, to wear face masks in public indoor settings, around other people and outdoors when social distance cannot be maintained. For the latest coronavirus information, visit the state covid-19 response website and your tribe's website. Nicole Anderson is a well known branding photographer based out of California. Thing is, life in California isn't what it used to be so she and her family have decided to book it out east to Tennessee. Listen as she shares how she's managed to find clients and start new by building connections.   She has actually lived in California her entire life. As things have changed over the years though she realized she wanted something new for her family. Being a business owner however, she kept thinking about how difficult it would be to start over.    Then she realized, she's not starting over, she's starting new. Her skills as a branding photographer didn't magically disappear. All of her knowledge of marketing, hashtags, and making connections didn't go away. Moving to a new state did not mean starting her business over at all.    We chat all about her mindset shift and what she has done to build a customer base in her new state, before she's moved a single box. This was a fantastic conversation, despite me having a child on my lap and multiple interruptions. Do you specifically do weddings and family? Branding? Boudoir? Or, have you fallen into the trap of doing ALL the photography?    If so, it makes marketing your services very difficult. Think about it, if you love boudoir photography, but your entire instagram feed is filled with maternity and family pictures, how are you going to stand out to your ideal audience? Atlanta grad, Nicole, also starred in the ABC Family movie "Princess." In real life, she's a 17-year-old actress who's been performing one way or another since she enrolled in gymnastics at age 3! Her 10-year tumbling career took her to three state championships and one national championship. At age 13, Nicole won a scholarship to the Barbizon Modeling School in Atlanta, which led to ads for Lands End, Mary-Kate and Ashley clothing, Bratz, Evergirl, and more. Then she started getting TV parts on shows such as "Hannah Montana," "iCarly," and "Unfabulous." ?Danika Holmes is a rising star in the heartland!? says Bill Sullivan of The Rock and Roll Report. Mike Wolfe of The History Channel?s American Pickers says ?She?s a true American talent? I couldn?t stop listening!? Music critics agree that Danika is charming and energetic with a welcoming tone in her voice, which is as gentle as a breeze. As Holmes plays shows, fans tell her how they can relate to her lyrics, which is exactly what she is hoping for. ?At first that was really scary for me. I felt like I was standing on stage and unzipping my soul!? Currently, Danika?s music is being broadcast on independent radio stations, blogs, and podcasts around the world. She performs regularly with her band, has opened for The Nadas, and her show was aired on Iowa Public Television and Radio. ?Second Chances,? Danika?s debut album, was released in March of 2010.
