In this episode, host Stacey Richter delves into the complexities of the Third Party Administrator (TPA) Request for Proposal (RFP) process with guest Claire Brockbank from 32BJUnion.  The discussion highlights the critical role of contracts in managing health plans effectively and the potential pitfalls of accepting contracts crafted by TPAs without thorough review. Drawing from Claire's experience, they explore tactics like starting with your own contract paper in RFP processes to gain negotiation leverage, and the benefits of employer coalitions in navigating health care complexities. To Read the full article which includes mentioned links visit the episode page. If you enjoy this podcast, be sure to subscribe to the free weekly newsletter to become a member of the Relentless Tribe. Real-world examples underscore the financial impacts of poorly negotiated contracts and highlight successful strategies for health plan sponsors to optimize costs and services. The episode aims to empower employers with tools and insights to negotiate effectively and ensure their health plan contracts align with their strategic goals, ultimately paving the way for better population health management and cost-effective care delivery. As but one example—and Cora Opshal spoke about this last week and Claire talked about this today—it's about how allowing upside-down payments, for example, that are in a lot of ASO contracts, this allowing of upside-down payments. I mean, it turns out that 32BJ spent around $10 million paying more than the bill was for one year. If somebody signs that contract as handed to them by the carrier, then the plan is now contractually obligating themselves to pay more than the price the clinical practice was charging. So, doc sends bill for $100, and the carrier pays that practice $200 on behalf of the plan sponsor. So now the plan sponsor is paying $200 for a $100 bill. Is this conflict of interest? Is it imprudent? Is it not reasonable? Said another way, is that a bit of a fiduciary breach on the plan sponsor? So it's understandable why the team at 32BJ pushed back and pushed back hard. We all can see why the leading edge of plan sponsors and more and more C-suites are hotfooting it into conference rooms to plan their RFP process and doing it in the way that Claire Brockbank talks about today. For an open-source contract and some other free tools, please do head over to the 32BJ Insights Web site. 05:36 How does the initial contract writing affect how events in your healthcare plan will go? 06:56 What happens if a plan sponsor or employer doesn't do the contracting right? 10:42 How much could be saved by doing contracting right? 11:01 EP433 with Justin Leader. 12:22 How do you start an RFP process with your own contract? 14:06 What Claire Brockbank recommends doing to do a TPA RFP process in a way that's best for you. 19:46 What factors do carriers need to get an ASO or TPA to respond to using your contract? 21:11 Open-source contract available from 32BJ. 21:57 Why it's important to really probe brokers, despite loyalty to your broker/consultant. 24:30 Who are the reliable agents and experts when carriers are looking to start this process? 26:24 EP428 with Julie Selesnick. 27:56 What's the silver lining to this effort? 29:17 Why is it important to make it clear why you're doing what you're doing for your lawyers and any other support team you need? 31:39 What does “good” look like in this process? 34:15 Why is it important to continue to hold your ASO accountable?

This session shares the audio for the Davis Thayer Reuse Advisory Subcmte meeting held on Tuesday, June 25, 2024. The meeting was conducted in the Council Chambers. The second meeting of the month, and last of the time period per the Committee Charge. This session was a more ‘formal' review of the Expression of Interests in the building/property. Four were scheduled to present this night. Two joined together to collaborate on a single proposal. After hearing the brief presentations from the three proposals, the committee reviewed and revised the draft report to the Council with their recommendation. The recommendations were high level (keep building, lease land, etc.) and not picking or recommending a specific proposal. The report will be presented to the Town Council in a future meeting for the next steps (Council likely to authorize a formal Request for Proposal (RFP)) to get into the real selection process. Cost remains a driving factor, hence what can one of the proposals do with their financing and little (if any) assistance from the Town. The recording runs about almost 2 hours, so let's listen in.--------------The Franklin TV video is available for replay -> https://www.youtube.com/watch?v=cruuseXmHqc1. Vantuono. CN and Canadian Pacific Kansas City are essential to Canada's economy and the nation's growing role as an exporter, as well as Alberta's overall prosperity, Smith believes. A former columnist and media personality who has been serving as the 19th Premier of Alberta and leader of the United Conservative Party (UCP) since October 2022, Smith also strongly supports passenger rail—and is a bit of an enthusiast. The Alberta government on April 29 announced a Passenger Rail Plan aimed at increasing passenger rail service in the province. It will assess the feasibility of passenger rail in the province, including regional (intercity), commuter and high-speed services, “will look forward decades and identify concrete actions that can be taken now, as well as in the future, to build the optimal passenger rail system for the province.” Alberta's government has released a Request for Expression of Interest (RFEI) to “seek world-class knowledge and consultant services as a first step toward the development of the Passenger Rail Master Plan for Alberta.” Following this process, a Request for Proposal (RFP) will be issued to select a consultant to develop the Passenger Rail Master Plan, which is expected to be completed by summer 2025.

It was designed by a team that included experts from Google, Salesforce, Okta, and Slack. The MVSP objectives are targeted at startups and other companies creating new applications, helping such organizations meet security standards expected by larger enterprises like Google. The MVSP is designed to be accessible for users, as a way to streamline the process of vendor assessment and procurement from the start to the contractual control stages.Using MVSP, developers and application security enthusiasts can establish a baseline for building secure applications. MVSP includes controls about business operations, application design, implementation, and operational controls. For instance, it encourages third-party penetration testing on applications, as it believes that every product has an issue somewhere and needs regular testing to maintain a good security posture. The controls are designed to be reasonable and achievable, but also evolutionary to keep up with changes in the cybersecurity landscape.Moving forward, MVSP intends to continue updating its guidelines to reflect the realities of the software development landscape but to keep the number of controls manageable to maintain wide acceptance. Chris encourages firms to consider MVSP as a baseline during the Request for Proposal (RFP) process to ensure prospective vendors meet the required security guidelines.Links:Minimum Viable Secure Product:  https://mvsp.dev/Recommended Books:Cybersecurity Myths and Misconceptions... by Eugene H. Companies constantly talk about being innovative and championing internal innovation as keys to their competitive success. However, what does that actually look like? What's required to help facilitate that? Embracing innovation typically requires breaking from the standard and accepting some manageable risk, which can contradict typical Procurement and Finance goals. For example, working with innovative start-ups requires a different approach than a standard Request for Proposal (RFP). So what are the alternatives to enable collaboration with innovative partners? In this podcast episode, Erika Novak, Head of Client Services at Utmost is joined by a panel of experts including Paul Campbell, Dean Edwards, and Roger Jellicoe to discuss business innovation, how to incentivize it, and how to approach procurement with alternatives to standards. ----- Connect with Erika on LinkedIn View blogs and upcoming webinars

1. Get the FOA/RFP First you need to download the Funding Opportunity Announcement (FOA) or Request for Proposal (RFP). These are usually for federal grants, state grants and contracts, and certain foundation grants. This is basically where the funding sources publish directions and guidance about the grant program. The grant funding sources also put in technical requirements (such as font size, margin sizes, number of pages allowed, and so forth). 2. Convert the FOA/RFP from a PDF to Word Doc PDFs can be really hard to work with! Especially if you copy something from a PDF and put it into a Word document. It might copy really strange and into a weird font or it might not even let you copy it. By converting the PDF file to a Word document you can work with the FOA/RFPs so much easier and it only take a few seconds to convert! 3. Copy the Scoring Criteria Section and Paste it Into a New Word Doc Now that the FOA/RFP is in a Word document you will want to go to the Scoring Criteria in the FOA/RFP. Copy that and put in a new Word document. I know, another Word document, but you will thank me. Ta-da! Now you’re not starting with a blank page! 4. Turn the Criteria Sections into Headers (Header 1, Header 2) What do I mean by this… well, make the criteria actual headers. Make the main scoring criteria (for example, Needs Section) a Header One and then any questions under Needs Section into a Header Two. 5. Put in a table of contents at the beginning (if you have space allowed) Go to the beginning of your Word Document and go to Reference Tab in the Word document and click on Table of Contents. This is nice to include in your cover page or in the top of the first page. This is of course, if you do have room. Why is this important? It shows there is a flow to the grant.
