The Case Against California's Billionaire Tax Measure

Political Breakdown

Play Episode Listen Later Sep 1, 2026 32:07

Stanford University Professor Joshua Rauh argues that the proposed billionaire tax on California's November ballot would face legal challenges, raise far less than proponents claim and push wealthy residents out of the state. Rauh, a senior fellow at the Hoover Institution, recently authored a study examining the potential effects of the tax if voters approve it this fall. Marisa sits down with Rauh to discuss the case against Proposition 40, which would impose a one-time, five percent tax on the overall wealth of California's billionaires.  Check out Political Breakdown's weekly newsletter, delivered straight to your inbox. Taxing Silicon Valley's Wealth: Joshua Rauh on California's Billionaire Tax Initiative

As America prepares to celebrate its 250th birthday, it's not so much “taxation without representation” at issue as it is the question of what modern taxation represents – For some, a chance to strike a blow against wealth disparity while pursuing a socialist dream of expansive government. Nowhere is that more evident than in California and a ballot initiative which, if approved by voters in November, would impose a 5% “wealth tax” on the Golden State's resident billionaires – 90% of the proceeds going to state healthcare programs. Joshua Rauh, the Hoover Institution's George P. Shultz Senior Fellow in Economics and an expert on California-style taxation, discusses America's current fascination with socialism and economic class warfare as well as all that's at stake in the Golden State. Will a voter-approved wealth tax prompt billionaires to flee California for the likes of Austin and Nashville, taking with them needed tax revenue? Would the one-time tax lay waste to Silicon Valley as an incubator of innovation (and revenue stream)? Moreover, if the promised revenue doesn't materialize, is California likely to apply the tax to millionaires as well (and perhaps expand it beyond a five-year period, as happened a decade ago when the Golden State extended a “temporary tax” on California's upper earners)? Recorded on June 29, 2026.

A proposed constitutional amendment on the ballots in California this November will impose a one-time 5% wealth tax on billionaires. Proponents of the amendment say it will bring upwards of $100 billion to California's revenue, but how did they get to that number and what other side effects of this wealth tax could be looming in the wings? Will this tax actually raise more revenue?  Hosts and finance professors Jonathan Berk and Jules van Binsbergen sit down with Stanford finance professor Joshua Rauh to discuss why wealth taxes don't often achieve their desired result.   The conversation covers the Laffer curve, behavioral responses to tax increases, and the economic side effects of cultivating a society that does not celebrate innovative talent.  Find All Else Equal on the web:  https://lauder.wharton.upenn.edu/allelse/ All Else Equal: Making Better Decisions Podcast is a production of the UPenn Wharton Lauder Institute through University FM. And what is the budget impact in an uncertain fiscal environment? Grace Rauh, executive director of government reform group Citizens Union, joined the show to discuss ballot question 6 and whether New York City should move its elections to presidential years. The question is on the 2025 general election ballot, put to city voters to see their preference, but would still require a state constitutional change to actually happen. If city voters approve the measure - placed on the ballot by a Charter Revision Commission - and the state process unfolds (including state legislative passage in two consecutive terms and a statewide ballot referendum being approved), it could be in effect for 2032. Rauh and Citizens Union are in favor of the switch to improve voter participation, but some are worried about local races and issues getting overshadowed by national ones, among other concerns. The one-time shift could also allow the next mayor and other city electeds to hold office for 11 years in sum. (Ep 541)

Musician and composer Charlie Rauh recently completed a first-of-its-kind artist's residency at the LSU School of Veterinary Medicine.   Rauh spent a month observing practitioners and their animal patients at LSU last summer. The result is Theoria, a 13-track album released last month that explores the human-animal relationship.  Jeff Landry officially became Louisiana's governor today, after his inauguration was pushed up to Sunday due to weather concerns. In light of the transition of power, we look back at the state's political history and bring you the story of Louisiana's — and the nation's — first Black lieutenant governor.Oscar Dunn became the first African American to be elected lieutenant governor of any state during Reconstruction in 1868. He served as acting governor on two separate occasions when then-Gov. Henry Clay Warmoth had to leave the state to recuperate from foot injuries.  Back in 2018, the TriPod team looked into the story of Oscar Dunn. At a time when our nation was tearing down old monuments of defamed political leaders, Laine Kaplan Levenson explored the monument that was supposed to be erected of Dunn in Louisiana in the late 1800s, but never came to be. Overdose deaths are escalating in the United States as our country is under attacked by illicit fentanyl. How do we get to the source of the killer drugs and prevent the devastation? James Rauh is the founder of Families Against Fentanyl (FAF), a national nonprofit organization with a mission to have illicit fentanyl declared a Weapon of Mass Destruction. Following the death of his son Tom from fentanyl poisoning in 2015, James started Families Against Fentanyl to compel new, innovative actions by the federal government to combat the rise in illicit fentanyl across the United States and its concerning potential to be used as a chemical weapon. A longtime businessman in the plastics industry, Mr. Rauh brings his deep understanding of science and chemistry to his work at FAF. A resident of Akron, Ohio, he has been profiled on 60 Minutes and featured in numerous media outlets including The Hill, RealClearHealth, the Cleveland Plain Dealer, and more. Visit familiesagainstfentanyl.org for more info. What can you community do TODAY to help with the fentanyl crisis? All hospital in America, all of them, should be including fentanyl as part of a urine drug screen. If a provider  wants to test for THC, PCP or Methamphetamine, they should be just as concerned about fentanyl.  A positive change would change the diagnosis and the treatment. Check out the Fentanyl Testing Tool Kit to learn how to bring fentanyl testing to your community. Fentanyl Testing Tool Kit https://www.sandiegorxabusetaskforce.org/fentanyl-toolkit
