The Frieze art fair has turned 20 this week, and is only growing in its ambitions, having acquired the Armory Show fair in New York and Expo Chicago. So what should we make of Frieze's continuing expansion and what's the mood at Frieze London and Frieze Masters this year? We talk to Tim Schneider, The Art Newspaper's acting art market editor, who is over from New York for the fairs. In Reykjavik in Iceland, the artist-run Sequences Biennial opens on Friday. A former curator of the event is Hildigunnur Birgisdóttir, who will represent Iceland at the Venice Biennale in 2024. Tom Seymour went to the Icelandic capital to talk to her about Venice, Sequences and the Icelandic scene. And this episode's Work of the Week is Open Window, Collioure (1905) by Henri Matisse. The painting is a highlight of the exhibition Vertigo of Colour: Matisse, Derain, and the Origins of Fauvism at the Metropolitan Museum of Art in New York. The ASX started the week on a very positive note after a late-night phone call on Saturday between US President Joe Biden and House Speaker Kevin McCarthy ended the months-long debt ceiling negotiations with a compromised, tentative outcome being agreed to. The US was just under 2-weeks away from running out of money to pay its bills according to Treasury Secretary Janet Yellen, so the last-minute dash to achieve an outcome to present to congress for passing has boosted sentiment in global markets to start the new trading week higher. The deal still must pass through congress but at least gives the parties a few years of buffer before these negotiations start again.The ASX rose 0.88% to start the new trading week on a positive note with the debt ceiling agreement being the key driver of the ASX rallying. The debt ceiling agreement also sparked a rally for commodity prices too with oil up 0.67% to US$73.16/barrel and iron ore up 3.55% to US$102/tonne on positive demand outlook now the debt ceiling agreement has been reached. Real Estate stocks led the gains yesterday adding almost 2% on eased fears of global economic turmoil resulting from the lifting of the US debt ceiling, while materials stocks rose 1.62% and financials added almost 1.4% to start the week. The only sector that closed lower yesterday was consumer discretionary stocks. The debt ceiling agreement being reached doesn't rule out a recession soon for the world's largest economy, with analysts' still factoring in a 68% chance of the US heading into a recession in Q3. Locally, the pressure is mounting for embattled accounting and consulting giant PwC Australia as the company directed nine senior partners to go on leave effective immediately following the company's CEO, Tom Seymour, resigning over the tax law leaks three weeks ago. Acting PwC CEO Kristin Stubbins has issued an apology on behalf of the firm for sharing confidential government tax policy information and betraying the trust placed in the company. The scandal involves dozens of PwC partners receiving emails related to plans to use confidential government tax policy information in a bid to win new clients. And WA Premier Mark McGowan announced his shock resignation yesterday which may have some impact on the market in coming months as we assess how his successor takes forward or changes McGowan made especially in the mining sector.US markets were closed on Monday for the Memorial Day holiday, but the expectation is for a rally on Tuesday in the US as investors respond to the debt ceiling negotiation agreement being reached. In Europe overnight, markets closed lower in the region as investors now shift focus to future rate hikes expected out of the European Central Bank and Bank of England, both of which were expected to pause and look to pivot before recent economic data complicated the outlook. Germany's DAX fell 0.2% while the French CAC lost 0.21%. The UK market was also closed on Monday for the Late May bank holiday.What to watch today:Ahead of the local trading session here in Australia, the SPI futures are anticipating the local market to open 0.11% lower as global investors shift focus to rate hike outlook out of the key central banks in months to come.On the commodities front this morning, oil is trading 0.67% higher at US$73.15/barrel, gold is down 0.16% at US$1943.12/ounce and iron ore is up 3.55% at US$102/tonne.AU$1.00 is buying US$0.65, 91.81 Japanese Yen, 52.95 British Pence and NZ$1.08.Trading Ideas:Bell Potter has increased the price target on Catapult Group (ASX:CAT) from $1.00 to $1.20 and maintain a buy rating on the leading global provider of elite athlete wearing tracking solutions company following the release of Catapult's FY23 results including wearables growing strong up 17% and the outlook for continual development of an advanced video analysis or insights tool called MatchTracker, which

Democratic members of the Senate Judiciary Committee have requested billionaire Republican donor Harlan Crow to provide a detailed account of any gifts or payments made to Supreme Court Justice Clarence Thomas and his family. The request comes as a battle over the high court's ethics intensifies. The senators asked the Texas real estate magnate to disclose any items of value, pointing out that many disclosed in recent news reports had not been disclosed by Thomas. The request includes an itemized list of any items of value exceeding $415 given by Crow or entities he owns or controls to any of the nine Supreme Court justices or any real estate transactions that benefit them. The letter marks a turning point as Democrats who control the chamber and who have subpoena powers try to hold to account a high court that has shown no interest in adopting a code of ethics. ProPublica, a nonprofit investigative news organization, reported last month that Thomas failed to disclose luxurious trips including travel on private planes and to resorts over two decades, all paid for by Crow. Crow also bought three Georgia properties, including the home where Thomas's mother resides, from the justice and his relatives, and paid private school tuition for a Thomas grandnephew. Thomas has denied any wrongdoing in accepting travel from Crow, and has said he sought ethics guidance from colleagues and others in the judiciary early in his 32-year tenure on the Supreme Court. Congressional Democrats have pushed for a new ethics code despite steep resistance from Republicans. The settlement covers around 2,800 female associates and vice presidents employed in the investment banking, investment management, and securities divisions of the bank. As part of the settlement, Goldman Sachs will also hire independent experts to conduct additional analysis on performance evaluation and gender pay gaps.Goldman Sachs to pay $215 mln to settle gender discrimination lawsuit | ReutersTwitter has won two lawsuits related to mass layoffs but plaintiffs have been allowed to amend their claims. In one case, the plaintiffs accused the company of discrimination against women in layoffs after the acquisition of the firm by Elon Musk. However, a judge found the suit was "devoid of basic information" and said comments made by Musk prior to the acquisition were irrelevant. In a separate case, a judge dismissed claims that Twitter had discriminated against disabled workers by requiring them to work at the office following layoffs in November. That little blue bird lives to see another day. Twitter beats two lawsuits stemming from mass layoffs, for now | ReutersIn today's column I discuss the realities that the US financial sector is overbanked, leading to fierce competition among smaller institutions to find competitive advantages. I argue this can lead to risky endeavors, such as catering to tax evaders, as it has in the past. The IRS plans to devote more than half of its $80 billion funding injection to enforcement efforts directed towards "taxpayers with complex tax filings and high-dollar noncompliance" and "certain international issues." Adding to that priority list the pursuit of tax shelters will pay dividends later, and a failure to act will lead to magnitudes greater issues. Banks who cater to tax evaders present a threat to the stability of their local market and the global economy. By example, UBS, which has a history of tax evasion and is set to acquire Credit Suisse, is now deemed "too big to fail," and any enforcement efforts against ongoing tax evasion will need to be handled with care. However, for smaller banks – those, by extension “small enough to fail” – tax evasion must be stamped out by leveraging existing laws such as the Foreign Account Tax Compliance Act, and where necessary, seeking out additional statutory authority, for smaller domestic banks and foreign financial institutions. The causal arrows point in both directions between a financial institution courting tax evaders and the said institution's health taking a turn for the worse. My suggestion? Chase down institutions that facilitate fraud and prevent their growth to a degree that their collapse stemming from an enforcement action is tantamount to a global collapse. This week: Tom Seymour talks to the photographer Edward Burtynsky as he is recognised for his Outstanding Contribution to his medium in the Sony World Photography Awards. He discusses the Russian invasion and his Ukrainian heritage. In this episode's Work of the Week, we look at Winslow Homer's most famous work, The Gulf Stream (1899, reworked by 1906), which is at the heart of a new show at the Metropolitan Museum of Art in New York. Sylvia Yount and Stephanie Herdrich, the curators of the exhibition, discuss the making, reception and legacy of the painting. And we talk to Lisa Movius about the decision by the Nord regional government in France to suspend plans for the exhibition Matisse by Matisse—a collaboration between Musée Matisse le Cateau-Cambrésis and the private Beijing museum UCCA—over China's supposedly neutral position on Russia's invasion. I'm joined by Thomas Edward Seymour, film professor in CUNY system working at Laguardia College and director of 2016's VHS Massacre (https://vhsmassacre.com/) and 2019's VHS Massacre, Too, a pair of documentary about the last stand of the American exploitation film. The first VHS Massacre installment explores the immediate fall-out of the post video store era, arguing that media consolidation led to the censorship and near death of the independent and exploitation film industry. The follow-up documentay movie follows the trajectory into the streaming age and takes viewers on an adventure leading from the last Blockbuster video store in Bend Oregon to Troma Entertainment in New York. Tom's a friend back from my days as an alt-weekly reporter in Connecticut where I covered several of his independent film projects for my paper The Hartford Advocate. In our conversation for the podcast, Tom catches me up on what's been going on with independent filmmakers, exploitation films and physical media in a post pandemic, post movie theater, streaming world and gives a full throated defense of the need for exploitation films in a world of corporate entertainment. VHS Massacre Radio is releasing two films on Amazon Prime February 12th 2019. Land of College Prophets (A backyard superhero film in the Troma tradition) and Everything Moves Alone (A comedic-drama in the vein of Garden State and Clerks). These are largely forgotten films from the video store era. Although Prophets was available through Netflix (DVD), Blockbuster and Movie Gallery at the time it has been for the most part unavailable on premium streaming formats for the last decade. Everything Moves Alone was shot in the late 90's and never really had a proper home video release but rather played briefly in the New York City theaters back in 2001. Many of you readers will know Barker for her trilogy Regeneration, the third of which The Ghost Road, won the Booker prize in 1995. In the first book of the Trilogy, Regeneration, Barker describes what was then called shellshock, but would now be called post-traumatic stress disorder, and the near barbaric ways in which it was treated in World War I. As one commentator puts it, “Pat Barker understands the dynamics of psychic trauma and shutdown as well as any writer living…In Border Crossing Barker brings post-traumatic stress disorder from the literal to the domestic battlefield.”I will not tell you much of the story, since it is the story, itself, which is so frightening and insightful. A therapist, Tom Seymour is walking and quietly arguing with his wife as he sees a young man jump into the icy Tyne river. He jumps into the river to save the young man without realizing that Danny, the boy he is saving, is the same boy who was convicted of murdering an old woman when he was ten years old, convicted in adult court largely on the basis of Tom’s psychological assessment of him and his ability to understand what he has done. Due to the notoriety of the crime, when Danny is released from prison, he is given a new identity. Tom’s marriage is dissolving as the story begins, and the two main strands of the novel have to do with Tom’s ‘treatment’ of the young man and  the struggle he and his wife Lauren are going through as their marriage unravels.  Tom is in the process of writing a book on children with “conduct disorder”It was too easily assumed that such children simply lacked conscience. Of course, a minority did… Many of the children, and most of the adolescents he talked to, were preoccupied—no, obsessed—with issues of loyalty, betrayal, justice, rights (theirs), courage, reputation, shame. Theirs was a warrior morality, primitive and exacting.In spite of overwhelming forensic evidence that Danny did commit the murder of which he is accused, he claims to have no memory of it, and even after being released from prison, still maintains his innocence. The discussions between Tom and Danny, not really therapy sessions, but more like discussions about morality between adults are wonderfully complex. Barker is able to lay out the inner working of the mind in such incredible rich detail.I think I will not reveal more of the plot of this short but intense novel, but instead remark that while Barker will, I think, be remembered primarily as a war novelist, her themes are actually much more diverse than that. Her novels about poor Irish women raising their children usually with no help from their men make it clear that she writes from intimate experience. Her early novels, Union Street and Blow Your House Down are every bit as profound and revelatory as Regeneration, though they did not get the critical acclaim deserved.  Having been mired in contemporary mysteries and romances for a bit too long, it was exciting and refreshing to discover this Barker that I had not read. I recommend all of her books to you and think her one of the most important novelists of the last fifty years.
