This lecture is in partnership with the Victims of Communism Memorial Foundation and was recorded live on September 29, 2022 at The Institute of World Politics in Washington, D.C.. About the Lecture Dr. Adrian Zenz will discuss how under Xi Jinping, the Chinese Communist Party is resorting to Mao Zedong's playbook of using ideology to oppress and assimilate ethnic groups. He will describe the suppression of religious and other freedoms especially among Uyghurs and Tibetans, and describe what can be done today to promote human rights for those who suffer under this regime. About the Speaker Dr. Adrian Zenz is Senior Fellow and Director in China Studies at the Victims of Communism Memorial Foundation, Washington, D.C. (non-resident). His research focus is on China's ethnic policy, Beijing's campaign of mass internment, securitization and forced labor in Xinjiang, public recruitment and coercive poverty alleviation in Tibet and Xinjiang, and China's domestic security budgets. Dr. Zenz is the author of Tibetanness under Threat and co-editor of Mapping Amdo: Dynamics of Change. He has played a leading role in the analysis of leaked Chinese government documents, including the “China Cables,” the “Karakax List,” and the “Xinjiang Papers.” Dr. Zenz is an advisor to the Inter-Parliamentary Alliance on China, and a frequent contributor to the international media. Dr. Zenz obtained his Ph.D. in social anthropology from the University of Cambridge. He conducted ethnographic fieldwork in western China in Chinese and regularly analyses original Chinese source material. Dr. Zenz has provided expert testimony to the governments of Germany, France, the United Kingdom, Canada, and the United States. After the publication of his research on forced labor in cotton picking, the U.S. government banned the import of goods made with cotton from Xinjiang. Following his research on population optimization and birth prevention, an independent Tribunal in the United Kingdom determined that China's policies in the region constitute genocide. Dr. Zenz's work on parent-child separation in Xinjiang prompted The Economist to feature this atrocity on its cover page and to refer to it as “a crime against humanity” that represents “the gravest example of a worldwide attack on human rights.” Dr. Zenz has acted as an academic peer reviewer for a wide range of scholarly journals, including The China Journal, Asian Studies Review, International Security (Harvard University), China Perspectives, Central Asian Survey, the Asia Pacific Journal of Education, Asian Ethnicity, China: An International Journal, the Journal of Chinese Political Science, Issues and Studies, and Development and Change. Dr. Zenz is a member of the Association of Asian Studies. He has published opinion pieces with Foreign Policy, Foreign Affairs, The New York Times, and The Wall Street Journal. Cet été nous rediffusons les Fréquence Asie les plus marquantes de l'année écoulée. En octobre dernier, nous nous penchions sur le Xinjiang, cette région de l'ouest de la Chine, plus précisément sur cette étude selon laquelle plus de 500 000 travailleurs ruraux auraient été convertis de force à des emplois salariés pour atteindre les objectifs politiques fixés par le président chinois...  Mutations forcées, camps de formation militarisés, déplacements de populations... En tout, plus de 500 000 travailleurs ruraux auraient été convertis de force à des emplois salariés pour atteindre les objectifs politiques fixés par le président chinois... Ce sont les conclusions d'une étude américaine publiée au nom de la Jamestown Foundation par le chercheur allemand Adrian Zenz, spécialiste de la Chine, qui fut parmi les premiers à mettre en évidence les abus perpétrés par le gouvernement chinois envers les minorités au Xinjiang.  RFI : Pourquoi faites-vous le rapprochement entre le sort des Ouïghours au Xinjiang et celui des travailleurs pauvres du Tibet ? Adrian Zenz : Le gouvernement chinois importe au Tibet des pratiques déjà éprouvées au Xinjiang. En l'occurrence, il s'agit d'un programme coercitif de formation et de relocalisation professionnelle, extrêmement centralisé et militarisé. Il consiste à placer les fermiers et les nomades tibétains, qui vivent sous le seuil de pauvreté, dans des camps de formation incluant des exercices militaires, afin d'organiser ensuite leur mutation professionnelle. Depuis le début de l'année 2020, les postes qui leur sont attribués se situent très souvent hors de la région du Tibet. La politique des autorités chinoises implique aussi de pousser ces travailleurs pauvres à renoncer à leurs terres et à leur bétail, qui sont cédés à des coopératives étatiques, dont ils deviennent actionnaires, avant d'être employés comme salariés dans des usines chinoises. Quelles sont les similitudes avec les programmes de « rééducation » mis en place au Xinjiang ? Ils sont très souvent autosuffisants et peuvent vivre du troc ou du petit commerce des produits de leur terre, ce qui rend les mesures compliquées. Les autorités chinoises ne supportent pas cette incertitude, et le fait de forcer ces populations à prendre des emplois salariés permet de prétendre que les Tibétains ont été sortis de la pauvreté. Le deuxième objectif, c'est évidemment le contrôle social. Les fermiers et les nomades tibétains sont notoirement difficiles à contrôler, ils vivent de manière indépendante, suivent leur propre calendrier et les coutumes locales, ce qui représente depuis longtemps un affront, aux yeux de Pékin. Many of these accusations have relied on the work of one man, Adrian Zenz, whose research Porter calls into question. Au Tibet, la Chine aurait mis en place des dispositifs proches de ceux observés dans la province du Xinjiang. Mutations forcées, camps de formation militarisés, déplacements de populations... En tout, plus de 500 000 travailleurs ruraux auraient été convertis de force à des emplois salariés pour atteindre les objectifs politiques fixés par le président chinois... Ce sont les conclusions d’une étude américaine publiée au nom de la Jamestown Foundation par le chercheur allemand Adrian Zenz, spécialiste de la Chine, qui fut parmi les premiers à mettre en évidence les abus perpétrés par le gouvernement chinois envers les minorités au Xinjiang.  RFI : Pourquoi faites-vous le rapprochement entre le sort des Ouïghours au Xinjiang et celui des travailleurs pauvres du Tibet ? Adrian Zenz : Le gouvernement chinois importe au Tibet des pratiques déjà éprouvées au Xinjiang. En l’occurrence, il s’agit d’un programme coercitif de formation et de relocalisation professionnelle, extrêmement centralisé et militarisé. Il consiste à placer les fermiers et les nomades tibétains, qui vivent sous le seuil de pauvreté, dans des camps de formation incluant des exercices militaires, afin d’organiser ensuite leur mutation professionnelle. Depuis le début de l’année 2020, les postes qui leur sont attribués se situent très souvent hors de la région du Tibet. La politique des autorités chinoises implique aussi de pousser ces travailleurs pauvres à renoncer à leurs terres et à leur bétail, qui sont cédés à des coopératives étatiques, dont ils deviennent actionnaires, avant d’être employés comme salariés dans des usines chinoises. Quelles sont les similitudes avec les programmes de « rééducation » mis en place au Xinjiang ? Il y a des schémas très proches au Xinjiang, notamment les rafles de travailleurs ruraux internés dans des bâtiments de formation militarisés, ainsi que les dispositifs de placement forcés mis en place à la sortie de ces camps d’internement. Dans les deux cas, l’accent est mis sur la remise en cause du mode de vie traditionnel d’une minorité « réticente au changement » et l’ambition d’effacer leur identité considérée comme « arriérée » par les autorités chinoises. ► À lire aussi : Ouïghours, une enquête fait état de 380 camps de détention dans le Xinjiang Quel serait l’objectif de ces pratiques dans le cas particulier du Tibet ? L’objectif politique à court terme, c’est d’épouser la promesse la plus emblématique du président chinois, Xi Jinping : l’éradication de la pauvreté. Il se trouve que la pauvreté se mesure en fonction des revenus déclarés, mais que les revenus des fermiers et des nomades tibétains sont très difficiles à identifier. Ils sont très souvent autosuffisants et peuvent vivre du troc ou du petit commerce des produits de leur terre, ce qui rend les mesures compliquées. Les autorités chinoises ne supportent pas cette incertitude, et le fait de forcer ces populations à prendre des emplois salariés permet de prétendre que les Tibétains ont été sortis de la pauvreté. Le deuxième objectif, c’est évidemment le contrôle social. Les fermiers et les nomades tibétains sont notoirement difficiles à contrôler, ils vivent de manière indépendante, suivent leur propre calendrier et les coutumes locales, ce qui représente depuis longtemps un affront, aux yeux de Pékin. Ces nouveaux dispositifs vont donner très rapidement à l’État chinois une capacité de contrôle considérable sur ces populations

Cette semaine je reçois Dilnur Reyhan, sociologue et présidente de l'Institut ouïghour d'Europe.  Je dois vous prévenir cet épisode est difficile à écouter. Parce que la réalité est difficile à entendre. Des femmes violées, stérilisées de force, des enfants arrachés à leur famille, des femmes obligées de couper leurs longs cheveux, des femmes portant des robes ou des jupes « trop longues » au goût des autorités, arrêtées en plein rue pour les leur couper… Voilà la réalité des Ouïghour·es, une minorité turcophones et de religion musulmane, ciblée par Pékin. Nous sommes en 2020 et un génocide a lieu sous nos yeux. Des personnes sont persécutées non pas pour ce qu’elles font mais pour ce qu’elles sont.  Alors aujourd’hui je n’ai pas envie de me taire. Je dois utiliser ma voix, celle d’une femme blanche privilégiée, pour dénoncer ce génocide.  Vous vous demandez peut-être quel est le lien avec l’industrie textile ? Et bien c’est très simple. Esterilizaciones forzadas, abortos masivos, imposición de utilizar dispositivos intrauterinos serían los métodos implementados por el gobierno chino con el objetivo de reducir la tasa de natalidad de las minorías étnicas musulmanas. Así lo describe la investigación del antropólogo alemán Adrien Zenz quien analiza documentos oficiales que dan cuenta de un plan financiado por el gobierno chino para reducir los nacimientos de las minorías étnicas musulmanas en China. En este programa conversamos con Adrian Zenz quien detalla los hallazgos de su investigación. Los abusos en contra de las minorías étnicas musulmanas uigures, en China, han sido largamente documentados en los últimos años; testimonios de aquellos que lograron escapar de los campos de internamiento - o de reeducación como los llama el gobierno chino - y también testimonios de activistas y periodistas en el extranjero que denunciaban las prácticas de Pekín respecto a estas minorías. Sin embargo, esta es la primera vez que un informe muestra a través de documentos oficiales del gobierno nacional que existe una campaña orientada a reducir la tasa de natalidad de los Uigures China.  El autor de esta investigación es el antropólogo alemán Adrian Zenz, conocido por sus estudios sobre los llamados campos de reeducación donde son internados los Uigures bajo el mínimo pretexto y con el objetivo de evitar que se reproduzcan. En su más reciente investigación, Zenz detalla que Pekín financió una campaña de esterilizaciones forzadas en contra de estas minorías y que los resultados se hicieron visibles en los censos poblacionales de Xinjiang, territorio uigur. Entre 2015 y 2018, el crecimiento de esta población bajó un 84%. En 2019, la tasa de natalidad de Xinjiang cayó un 24% más. En paralelo, la tasa de natalidad de otras regiones también bajó pero solo en 4.2% entre 2018 y 2019.  Adrien Zenz conversó con RFI en español acerca de los hallazgos de su investigación   En China, la población mayoritaria está formada por la etnia Han, que representa el 92% de la población. El resto son las minorías musulmanas de los Uigures, Kazaks y otras que, según revela Zenz,  el gobierno chino ha tratado de asimilar y desaparecer. "Genocidio cultural" y esterilizaciones forzadas Las investigaciones de Adrian Zenz dan cuenta de un intento de China por asimilar a estas minorías étnicas, de las maneras más brutales, lo que Zenz  denomina un "genocidio cultural" pues si bien no se trata de aniquilar la población físicamente, sí se trata de desaparecer su cultura.  Entre las técnicas utilizadas por el gobierno chino y descritas por Zenz para tratar de reducir esta minoría, figuran el suprimir el idioma uigur de las escuelas, separar a los padres de sus hijos, colocar a estos niños en internados para adoctrinarlos, y a los padres en campos de internamiento. El objetivo,  explica Zenz, "es romper el vínculo entre ellos y forzarlos, prácticamente, a renunciar a su religión y prácticas culturales."  Zenz revela además que el gobierno chino ha detenido sistemáticamente a hombres uigures, jefes de familia,  y los ha internado en campos de reeducación. En algunas regiones, las listas del gobierno muestran que más del 50% de ellos han sido enviados a campos de detención o a cárceles. Las razón más común para detener a estas personas era tener muchos hijos. Estos hombres uigures eran acusados de violar el control de natalidad impuesto por el Estado chino, a pesar de que en 2016, Pekín abolió la política del hijo único y desde entonces ha incentivado que los ciudadanos chinos tengan más hijos para mantener un crecimiento positivo de la población. Incluso en algunas provincias se ofrecen incentivos económicos como menos impuestos y subsidios para matrimonios o nacimientos con el objetivo de mantener las cifras en verde.  Persecución más allá de las fronteras, una justicia que no llega Un informe publicado por Amnistía Internacional, en febrero de este año, con entrevistas a Uigures que habían escapado de los campos de internamiento así como a periodistas que habían denunciado el abuso hacia esta población da cuenta también de una estrategia sistemática en contra de esta población. William Nee, analista e investigador de Amnistía Internacional en Hong Kong comenta los hallazgos: Tanto para William Nee como para Adrian Zenz las posibilidades de obtener justicia para los Uigures y otras minorías étnicas en China parecen difíciles en el contexto actual, pese a ello William Nee recomienda dos acciones que desde el extranjero pueden ayudar a frenar el abuso contra estas minorías étnicas chinas: Las amenazas a las que se refiere William Nee han sido dirigidas también en contra Adrian Zenz a raíz de su último informe. El portavoz del Ministerio de Relaciones Exteriores en Pekín amenazó a Zenz con una demanda judicial pero también le hizo una amenaza personal en una conferencia de prensa: "Le he aconsejado que dé media vuelta y  rectifique sus faltas. Lo que es injusto debe ser condenado a la destrucción."   Ante las recientes denuncias, países como Reino Unido han anunciado que tomarán acciones en contra de estos abusos considerados como violación a los derechos humanos. Por su parte, Estados Unidos impuso sanciones en contra once empresas chinas también con el objetivo de ejercer presión al respecto.

Betydelsen av ord förändras med både tiden och platsen. Denna vecka tänker Mårten Arndtzén på ett ord han växte upp med. För ett barn till två arbetsförmedlare i Västerbotten, under andra halvan av 1900-talet, är "omskolning" inget främmande ord. Det var ett av de återkommande begreppen i en arsenal som, i olika perioder, också rymde sådant som beredskapsarbete, ungdomspraktik och arbetslivsutveckling. Omskolas gjorde man när marknaden inte längre hade någon användning av det man kunde. Ett sätt att anpassa sig till en bister verklighet. I den kinesiska Xinjiangprovinsen har begreppet kommit att stå för något annat på senare år. Där har man inrättat särskilda omskolningsläger för de delar av befolkningen som inte uppfattas som riktigt pålitlig. De är kända sedan tidigare, liksom en del ganska hårresande vittnesmål från människor som spenderat tid där. Mestadels uigurer, den muslimska ursprungsbefolkningen i Xinjiang. Lägren, som enligt Human Rights Watch kan rymma mer än en miljon människor, beskrivs av den tyske uigurexperten Adrian Zenz som "den största interneringen av en etnisk eller religiös minoritet sedan Förintelsen". I söndags släppte journalistnätverket ICIJ ett dokument, som ger en ny inblick i livet på lägren  givet att det är autentiskt förstås, vilket kinesiska myndigheter förnekar. Dokumentet är daterat till juni 2017 och ska vara undertecknat av Xinjiangs vice partisekreterare som riktar sig till lägercheferna med direktiv om hur verksamheten ska bedrivas. Bland annat ska det finnas "full videoövervakning av sovsalar och klassrum fritt från blinda fläckar"; det står att eleverna inte får ha mobiltelefoner eller "kontakta omvärlden" och att de vid eventuella ledigheter  "på grund av sjukdom eller andra speciella omständigheter"  måste ha någon som följer med och övervakar dem. Omskolningen verkar delvis vara kulturell: betydelsen av att eleverna lär sig mandarin - rikskinesiskan  understryks, liksom att eleverna gradvis börjar använda det även i det "dagliga livet". Hygien är också viktigt: "Stärk studenternas hygienrutiner, säkerställ lämpliga frisyrer och rakningar, regelbundet byte av kläder och ordna bad till dem en eller två gånger i veckan". Men det finns faktiskt plats för lite arbetsmarknadspolitik också: alla elever som avslutat "utbildningen" skickas vidare till "klassen för yrkesfärdigheter" där de ska kompetensutvecklas under en period på 3 till 6 månader. Vad de får lära sig där framgår inte. Men lejonparten av den kinesiska bomullsproduktionen  som står för en fjärdedel av den globala  kommer från Xinjiang. Där svenska företag som H&M och Ikea har underleverantörer eller underleverantörers underleverantörer. Så vem vet, kanske är den nya koftan eller sköna pläden som ska hålla dig varm i vinter tillverkad av en duktig, före detta elev från något av Xinjiangs många utbildningscentra? Eller en nuvarande  enligt både BBC och Wall Street Journal förekommer omfattande tvångsarbete vid lägren. Vi måste alla anpassa oss till den bistra verkligheten. Omskolning pågår. Om Kinas makt och de som vill bryta tystnaden. Massinterneringen av etniska minoriteter i Xinjiang är inte längre en nyhet allt fler talar om ett försök att radera en hel kultur. Vad gör världen? Hör den oberoende tyske forskaren som upptäckte lägren och har sett dem växa, antropologen Adrian Zenz. I början av 2017 började han förstå vad som var på väg att hända i Xinjiang i västra Kina. Zenz hörde vittnesmål om att personer ur den etniska, muslimska gruppen uigurer började försvinna in i nybyggda läger. Men det fanns inga konkreta bevis för vare sig kring antalet personer det rörde sig om eller vad de utsattes för. Tills Adrian Zenz började rota bland de överraskande många dokumenten kring byggen och upphandlingar, polisförstärkningar och beställningar av taggtråd som kinesiska myndigheter lagt ut på nätet. Snart kunde han konstatera att hundratusentals, kanske så många som 1 miljon, personer internerats i läger i Xinjiang. Det som pågår nu är ett kulturellt folkmord, säger Adrian Zenz. Listan över försvunna uiguriska popmusiker, poeter och professorer fylls på varje månad. Den brittiska folkmusikforskaren Rachel Harris, vid University of London, började förstå omfattningen av det som hände när kända uiguriska musiker som hon spelat med och uiguriska professorskollegor plötsligt greps för att aldrig höras av igen. Det här handlar inte längre om en kampanj mot separatister eller religiösa extremister. Om man fängslar de som undervisar i poesi och historia kan jag inte se något annat syfte än att det här är ett försök att radera uigurernas minne, säger hon. Randi Mossige-Norheim träffar en uigurisk poet som hittat sitt eget sätt att bevara kulturen. Han sitter i en lägenhet i Stockholm och översätter uiguriska poeters dikter till svenska. Och skriver brev till svenska politiker, som Margot Wallström. Ivar Ekman frågar Sveriges utrikesminister hur hon ser på det där begreppet som allt fler börjat använda när de beskriver interneringslägren i Xinjiang: Koncentrationsläger. Vad är det som händer och vad gör Sverige? Mediarapporteringen kring lägren har varit massiv det senaste året och frågan har diskuterats i FN. Men några mer konkreta aktioner i form av sanktioner eller ekonomiska bestraffningar av Kina har inte genomförts. Kina förnekade till en början lägrens existens men har under det senaste året erkänt att de finns. Centren är internatskolor och studenterna har fritt boende och gratis mat, de lär sig språk och färdigheter, sa en representant för kommunistpartiet tidigare i år då man också bjöd in media att besöka utvalda läger. Avradikalisering för att bekämpa terrorhot tillhör också Kinas förklaring till varför personer grips och sätts i läger. Samtidigt rapporteras att definitionen av vad som ses som religiös extremism blivit så bred att den omfattar religiösa vardagsuttryck så som att be ofta eller att bära slöja eller skägg. Nury Turkel är advokat i Washington D.C. med rötter i Xinjiang. Han följer frågan nära och har varit direkt inblandad i att få världen att göra något. Han sätter inte mycket hopp till FN eller EU. Kanske kan det hända något i USA, om inte handelsförhandlingarna trumfar frågan om mänskliga rättigheter i Xinjiang. Kinas ekonomiska makt märks både i väst och den muslimska världen. Frilansjournalisten Tomas Thorén berättar historien om hur ryktet om en känd uigurisk folkmusikers död i läger i Xinjiang ledde till en politisk konflikt mellan Turkiet och Kina. Om det är något land i regionen som skulle kunna tänkas ta strid för uigurerna är det Turkiet, där ses den turktalande gruppen som både religiösa och turkiska bröder. Han besöker också en skola i Istanbul där barnen genom sång och högläsning gör sitt bästa för att bevara sin egen kultur för framtiden. January 11, 2019 China’s policies in the north-western region of Xinjiang have come under international criticism in recent months, especially the detention of tens if not hundreds of thousands Muslim Uighurs. The Chinese government says the re-education camps and other surveillance measures in Xinjiang are part of a campaign to fight terrorism and religious extremism. But the independent researcher Adrian Zenz, who has studied numerous government documents on Xinjiang, says China attempts to enforce “complete control” and loyalty towards the Communist Party. The CCP wants long-term generational change and younger Uighurs to forget their religious and cultural roots, Zenz says in the latest MERICS Experts podcast.
