Civil detention and removal is not part of the Article III justice system (in fact, Congress stripped Article III of jurisdiction over civil immigration procedure). The goal of the US government is to send aliens home immediately (they get cash and a free plane ticket) with the fewest days in custody as logistically possible. Any delay is caused by the fake asylum claim. 6. When the fake asylum claim is heard on the “non-detained” docket the illegal aliens rarely show for their hearings. Those few who do show stay in the country regardless after losing (unless placed into detention). Removal orders are ignored as a matter of course. If and when absconders are eventually found (at great time and expense) they still have to be detained to actually effectuate the removal. At this point in time their lawyers will file a motion to reopen their asylum claim or otherwise appeal the finding and seek release again. Regardless, no removal of any alien anywhere can occur unless in a detained setting. If the alien has children they are, by law, supposed to stay in a family residential center (that costs more per night than a high-end hotel, and includes full medical, dental, scholastic and other services) 7. Sinds deze zomer veranderen de bovenzalen van Kasteel Ruurlo in kijkdozen, kamers in kamers en kruiproutes van karton. In de eerste museale solotentoonstelling van Jemima de Jonge loop je door onwerkelijke werelden waarin de grenzen tussen video, installatiekunst, performance art en theater moeilijk te trekken zijn. Jemima de Jonge studeerde in 2023 cum laude af aan de Koninklijke Academie van Beeldende Kunsten in Den Haag. De onderwijsbegroting die deze week in de Tweede Kamer is aangenomen, heeft veel weg van ordinair handjeklap. ‘Heb je eindelijk iets wat over de lange termijn gaat, en dan verzandt het in een koehandel,’ zegt macro-econoom Arnoud Boot, die zich flink heeft geërgerd aan het overheidsbeleid van afgelopen week. ‘Er is zoveel energie in die discussies gaan zitten, en ik geloof niet dat er iemand energieker uit is gekomen. Dat is jammer.’ Is er dan niks goed gegaan? Jawel. Minister Mona Keijzer benadert haar woontop een stuk positiever dan in de media wordt gedaan. Als een minister een duidelijke regierol naar zich toetrekt in een kwestie over het aanbod van woningen – want daar gaat het over – dan moet ik dat bewonderen en ondersteunen, ondanks de vele onmogelijkheden die we zien. Maar wat betreft onderwijs is het misgegaan? De hele discussie gaat puur over geld. Het doet er niet meer toe of het goed is voor de maatschappij of niet. Geld is een issue, dat snap ik. Er is ook een discussie in Europa of Nederland zich wel aan de Europese begrotingsafspraken houdt. Dan gaat het over de publieke uitgaven en de vraag of dat in evenwicht is. Als je het hebt over onderwijs en wonen, dan heb je het over de kracht van de economie. Dan is het de vraag of die koehandel die we nu gezien hebben, de kracht van de economie wel versterkt. Dat is een veel belangrijker argument dan de vraag wat het op de korte termijn kost of oplevert. De compromissen gaan over geld uitdelen op plekken waar het niet uitgedeeld moet worden, zoals de langstudeerboete. Die vorm van geld uitdelen kan goede redenen hebben, maar het bevordert ook laksheid en dat is slecht voor de economie. Want je maakt het mogelijk voor studenten om op een heel makkelijke manier langer over een studie te doen. Dat raakt direct de aanbodkant, want waar we gebrek aan hebben, is aan handen. Dat lost het probleem van het gebrek aan mensen niet op. De overheid pakt hier een regierol, maar grijpt dus mis? Die rol is cruciaal voor de economie, maar alleen op plekken waar regie noodzakelijk is, zoals het vraagstuk over ruimtelijke ordening. Die woontop is bedoeld om een invulling te geven aan die regierol. Het is ook een minister die haar hoofd op het hakblok legt: kan ik straks gaan leveren in deze ingewikkelde omstandigheden? Dat deed de voorganger van Keijzer, Hugo de Jonge, ook. Alleen begon hij met het verkeerde, namelijk het verlagen van de huren. Dat maakte de vraag naar woningen alleen maar groter. En hij kwam er niet aan toe om het aanbod ook te vergroten. Maar net als De Jonge straalt Keijzer een bepaalde energie uit om een probleem op te lossen. Daar moet je bewondering voor hebben, ondanks de vele beren op de weg. En de afspraken die er zijn gemaakt, zoals over snellere verlening van vergunningen en het betaalbaar maken van woningen, kennen we al van eerdere toppen. Maar Mona Keijzer zet zich nu gelukkig in voor de aanbodkant van de economie. En als zij op die manier de komende paar jaar kan doorgaan, dan kan ze meer bereiken dan wij – sceptisch als we zijn – denken. Het glas is halfvol.
