Allen Hall: Leading off the week, Norway has launched the first part of its long awaited, inaugural floating wind tender, offering subsidies to the winners. Bidders will be awarded rights to develop commercial projects of up to 500 megawatts in capacity at the Utsira Nord site off the country's southwest coast. The winners will have two years to mature the projects before competing in an auction for subsidies in 2028 to 2029 to be provided as a direct grant. Norway's Energy Minister said Utsira Nord is an important first step in the development of commercial floating offshore wind development on the Norwegian continental shelf. Norway has agreed to cap subsidies for Utsira Nord at 35 billion Norwegian crowns equal to about [00:01:00] $3.7 billion. Over in Denmark, Denmark has announced the launch of offshore wind tenders with a capacity of three gigawatts, enough to power approximately 3 million homes. According to the Danish Energy Ministry, the tenders set to open in autumn of this year, we'll cover two areas in the North Sea. One in the water separating Denmark and Sweden. The initiative comes with the potential subsidy of up to 55.2 billion Danish crowns equal to about $8.32 billion over a span of 20 years. Last year, Denmark halted its ongoing offshore wind tenders to reevaluate its subsidy model after failing to attract any bids and what was supposed to be its largest offshore wind auction. The Danish Energy Ministry clarified that bid prices and electricity price developments will dictate whether further subsidies are necessary or if the state might even generate revenue from the projects. And in the Netherlands, the Dutch government has [00:02:00] delayed tendering for two offshore wind sites. Uh, companies were scheduled to compete for three permits in October this year for construction and operation of new wind farms in the North Sea. However, two of the sites will now be tendered later, just one site. Nederwiek 1-A has been designated for the next offshore wind tunnel with the capacity of about one gigawatt. For the Nederwiek 1 Wind Farm, the tender criteria have been adjusted to improve the business case for offshore wind. The Ministry of Climate and Green Growth said it is taking these measures to make the upcoming tender round more attractive and to allow the construction of offshore wind farms to proceed at a realistic pace. The Nederwiek 1-A wind farm will supply about three and a 5% of Dutch electricity consumption once completed. And in South Korea, south Korea's, Jeonnam 1 Wind Farm has officially entered commercial operation. The 96 megawatt project is owned by a joint venture between Copenhagen Infrastructure Partners and SK Innovations [00:03:00] ENS, the installation of 10 Siemens ga MEA 10 megawatt Direct Drive turbines was completed in December of last year. Commissioning followed earlier this year. Copenhagen Offshore Partners, the exclusive offshore wind development partner to CIP Co-LED project development activities for Jeonnam 1 on behalf of the project owners. EuroCham : Tinh giản hành chính nhưng cần nhanh, hiệu quả để Việt Nam tăng hấp lực

Ngày 19/02/2025, Việt Nam tinh giản bộ máy Nhà nước, từ 18 bộ xuống còn 14 bộ và từ 4 cơ quan ngang bộ xuống 3. Tiếp theo là sáp nhập tỉnh thành, sẽ phải hoàn tất trước ngày 30/08 và đi vào hoạt động từ tháng 09. “Cuộc cách mạng” hành chính cho phép Việt Nam nâng vị thế trong chuỗi giá trị toàn cầu trong bối cảnh từ năm 2018, Việt Nam được coi là nước hưởng lợi chính từ việc dịch chuyển chuỗi cung ứng khỏi Trung Quốc. Việc tinh gọn bộ máy được Hiệp hội Doanh nghiệp Châu Âu - EuroCham, cũng như các nhà đầu tư nước ngoài, đánh giá là tiền đề để Việt Nam thu hút nguồn vốn đầu tư trực tiếp nước ngoài, qua đó khẳng định vị thế là trung tâm đầu tư của Đông Nam Á. Hoạt động từ năm 1998, EuroCham hiện là một trong những hiệp hội doanh nghiệp nước ngoài lớn nhất tại Việt Nam với hơn 1.400 thành viên sử dụng hơn 150.000 lao động.Trả lời RFI Tiếng Việt ngày 06/03/2025, phó chủ tịch Jean-Jacques Bouflet phụ trách Chính sách EuroCham đề cao quyết tâm của chính quyền Việt Nam nhưng ông cũng lưu ý cần phải khẩn trương và tiến hành một cách hiệu quả.RFI : Việt Nam tiến hành tinh giản bộ máy Nhà nước, được coi là "cuộc cách mạng lần thứ hai". Phòng Thương mại Châu Âu (EuroCham) và các thành viên đánh giá biện pháp cải cách này như thế nào ? EuroCham và các thành viên được thông tin như thế nào về những thay đổi mà quá trình này mang lại ?Phó chủ tịch EuroCham Jean-Jacques Bouflet : Các doanh nghiệp tiếp đón thông tin tương đối tích cực. Chúng tôi cũng tiến hành một cuộc điều tra, được gọi là “chỉ số tin tưởng” của các doanh nghiệp (BCI), và nhìn chung cam kết của chính phủ được coi là một bước theo hướng tốt. 43% trên tổng số các doanh nghiệp thuộc Liên Hiệp Châu Âu cho rằng về lâu dài thủ tục hành chính sẽ được đơn giản hóa, trong đó có việc thông qua các nền tảng kỹ thuật số và nhất là qua việc tinh giản bộ máy hành chính đang diễn ra. Tuy nhiên, 36% thành viên trong EuroCham vẫn bày tỏ quan ngại về những chậm trễ có thể xảy ra trong quá trình chuyển tiếp. Nhưng chúng ta cứ giữ lạc quan xem sao !Chúng tôi được thông tin như nào ư ? Chúng tôi có được ưu ái là có một buổi làm việc với thủ tướng Việt Nam ngày 02/03. Có hơn 50 người tham gia, trong đó có đại sứ Liên Hiệp Châu Âu, cũng như đại sứ nhiều nước thành viên. Chúng tôi đối thoại với thủ tướng Phạm Minh Chính cùng hai phó thủ tướng và rất nhiều bộ ngành liên quan. Ông Chính đã trình bày về việc đơn giản hóa thủ tục hành chính để kích thích đầu tư vì đây là mục tiêu chính của cuộc cải cách. Sau buổi họp đó, EuroCham đã tổ chức nhiều sự kiện để thông tin đến các thành viên. Có thể thấy là cho đến nay đã có nhiều ý tưởng. Dĩ nhiên là sẽ còn phải chờ xem thực tế liệu những chủ trương đó có biến thành những cải cách cụ thể hay không. Nhưng dù sao cũng đã có ý tưởng.RFI : Sau khi cải cách được thông báo, cũng như sau cuộc họp với thủ tướng Việt Nam thì EuroCham trông đợi cụ thể điều gì ?Ông Jean-Jacques Bouflet : Điểm chính của cuộc cải cách là giảm đáng kể số lượng bộ. Nhiều bộ đã được hợp nhất, ví dụ bộ Nông Nghiệp và Môi Trường, điều này cho thấy một bước đi và mong muốn đi theo hướng quá độ và chuyển đổi nền kinh tế Việt Nam, hoặc ví dụ bộ Kế Hoạch Đầu Tư được gộp vào bộ Tài Chính. Tôi nhớ không nhầm là từ 18 bộ xuống còn 14 bộ. Có thể thấy mong muốn tinh giản bộ máy Nhà nước và mặt khác chính phủ cũng tìm cách phi tập trung hóa, có nghĩa là một phần các thủ tục hành chính sẽ được áp dụng ở cấp địa phương, tại các tỉnh với khoảng 60 tỉnh ở Việt Nam, và điều này sẽ cho phép chúng tôi tiếp cận gần với các nhà ra quyết định hơn.Nói tóm lại, mục đích của đợt tinh giản bộ máy Nhà nước là giảm bớt thủ tục hành chính, khoảng 30% toàn bộ thủ tục, và thúc đẩy việc áp dụng để đẩy nhanh chính những thủ tục đó. 30% là con số ấn tượng nên chúng tôi đầy hy vọng. RFI : Cuộc cải cách này là một điều kiện tiên quyết để Việt Nam thu hút đầu từ nước ngoài. Nhìn từ các nhà đầu tư nước ngoài, ví dụ các thành viên của EuroCham, cần phải có những điều kiện nào khác để Việt Nam có thể khẳng định vị trí trung tâm đầu tư ở Đông Nam Á như tham vọng của chính phủ Việt Nam ?Ông Jean-Jacques Bouflet : Như tôi đề cập ở trên, điều mà EuroCham trông đợi, cũng là điều kiện chính đối với chúng tôi, để kích thích đầu tư của châu Âu vào Việt Nam, vẫn là giảm thủ tục hành chính, chấm dứt những phức tạp, chồng chéo và phân chia rải rác giữa các bộ ngành, cơ quan ở cấp trung ương cũng như địa phương. Nhiều khi cứ như lạc vào rừng rậm, thủ tục tích tụ, chồng chéo và phải vượt qua một số ngưỡng. Vì vậy cuộc cải cách này thực sự là cần thiết.Ngoài ra, như chúng ta đã biết, Việt Nam và Liên Hiệp Châu Âu đã ký Hiệp định Tự do Thương mại và đang trong giai đoạn triển khai. Chúng tôi cũng mong giai đoạn này triển khai này giúp giải phóng thực sự điều kiện thâm nhập thị trường, cũng như hoạt động của các doanh nghiệp châu Âu được kết trái từ đầu tư vào Việt Nam. Về điểm này, tiếc là chúng tôi vẫn chưa nhận được sự phê chuẩn Hiệp định Bảo hộ Đầu tư vì hiệp định này phải qua hai vòng phê chuẩn của Liên Hiệp Châu Âu và của các nước thành viên. Hiện giờ vẫn còn khoảng 10 nước thành viên chưa phê chuẩn.Còn về bản thân Hiệp định Tự do Thương mại, điều quan trọng là hiệp định phải được áp dụng triệt để và theo đúng tinh thần. Có nghĩa là cần phải tránh để việc giảm thuế quan bị vi phạm hoặc bị bù lại bằng cách tăng thuế ở trong nước đối với sản phẩm đó hoặc bằng các rào cản kỹ thuật cho trao đổi thương mại.RFI : Các thành viên EuroCham đầu tư vào những lĩnh vực nào ở Việt Nam hiện nay, cũng như xu hướng đầu tư trong tương lai ? Ông Jean-Jacques Bouflet : EuroCham đại diện cho toàn bộ các doanh nghiệp châu Âu, ở cấp độ Liên Hiệp Châu Âu, do đó, lĩnh vực hoạt động của chúng tôi rất rộng. Chỉ riêng nội bộ EuroCham đã có khoảng 20 ủy ban chuyên ngành, từ dược phẩm, nông nghiệp, đến rượu vang, rượu mạnh hoặc điện tử cho nên mảng hoạt động rất rộng, trong lĩnh vực nhập khẩu bởi vì có rất nhiều doanh nghiệp xuất khẩu sang Việt Nam, cũng như sản xuất, chiếm một phần quan trọng bởi vì chúng tôi cũng có rất nhiều thành viên sản xuất ở Việt Nam, sau đó tái xuất khẩu sang Liên Hiệp Châu Âu hoặc sang các thị trường thứ ba.Liên quan đến việc sản xuất ở Việt Nam, lĩnh vực chủ đạo vẫn là đồ điện tử. Việt Nam đang giữ vị trí quan trọng về điểm này, dường như là điện tử giữ vị trí thứ nhất về xuất khẩu, vượt qua cả nông nghiệp. Cho dù châu Âu có thể ít mạnh hơn trong lĩnh vực này ở Việt Nam nhưng còn rất nhiều cơ hội đầu tư.Ngoài ra còn có cả quá trình chuyển đổi sang nền kinh tế tôn trọng môi trường hơn, vẫn được gọi là “Green Deal” và chúng tôi muốn thể hiện và khẳng định ở Việt Nam. Tôi phải nói là về điểm này, Việt Nam đã nắm được phần nào vị trí đầu tầu so với các nước đang phát triển khác trong vùng. Đó là những lĩnh vực mà chúng tôi đầu tư đặc biệt hơn. Chúng tôi có một ủy ban đặc trách “Green Growth” - tăng trưởng xanh - rất năng động. Chúng tôi đối thoại rất nhiều với chính quyền Việt Nam. Việt Nam đang hiện đại hóa lĩnh vực năng lượng bằng cách thúc đẩy các loại hình năng lượng tái tạo, cho dù chúng ta khởi động từ mức khá thấp, và tất cả các doanh nghiệp của chúng tôi tập trung, điều phối với nhau về những lĩnh vực đầy hứa hẹn như này. RFI : Chủ tịch Ủy Ban Châu Âu Ursula von der Leyen dự kiến thăm Việt Nam. Ông có nghĩ là chuyến công du sẽ sớm diễn ra không ? Ông Jean-Jacques Bouflet : Chúng tôi hy vọng bà Ursula von der Leyen sớm đến thăm chúng tôi. Tôi nghĩ Việt Nam là một nhân tố quan trọng cho thương mại quốc tế và cho hợp tác đối tác giữa các nước phát triển như Liên Hiệp Châu Âu và những nền kinh tế mới đang trỗi dậy mạnh mẽ như Việt Nam. Tôi nghĩ là trong thời điểm phần nào xáo trộn như hiện nay, cần phải nhắc lại sự gắn bó vào hệ thống thương mại quốc tế dựa trên khuôn khổ luật pháp rõ ràng, dự đoán được và đa phương, các quy định của Tổ Chức Thương Mại Thế Giới (WTO) cũng như Hiệp định Tự do Thương mại như tôi đề cập ở trên. Điều này rất quan trọng ! Đúng là chuyến thăm của bà Ursula von der Leyen sẽ tượng trưng phần nào cho điểm trên. Ngoài ra, cũng đừng quên rằng Việt Nam là thị trường có 100 triệu dân, đó là đất nước có tiềm năng rất lớn và là một nhân tố chủ đạo cho việc phân bổ lao động quốc tế.Ngoài chuyến thăm của chủ tịch Ủy Ban Châu Âu, chúng tôi cũng mong ủy viên thương mại châu Âu Maroš Šefčovič đến thăm để phát hành "Sách Trắng" mà chúng tôi vẫn soạn thảo hàng năm để trình bày những đề xuất với chính quyền Việt Nam nhằm cải thiện trao đổi và đầu tư giữa Liên Hiệp Châu Âu và Việt Nam. Chúng tôi hy vọng năm nay ông Maroš Šefčovič đứng ra chủ trì buổi lễ này. Có thể thấy là mọi chuyện đang đi vào quy củ với Việt Nam theo chiều hướng năng động được hình thành từ Hiệp định Tự do Thương mại ký vào năm 2019 và phê chuẩn năm 2020 và vẫn đang tiếp tục cho kết quả dù chậm nhưng chắc. Dĩ nhiên cũng phải chú ý đến bối cảnh quốc tế khó khăn hiện nay nhưng tôi tin Liên Hiệp Châu Âu phải tái khẳng định gắn kết với khuôn khổ đa phương dựa trên quy định luật pháp rõ ràng và tin cậy. Bởi vì, đối với các doanh nghiệp châu Âu chúng tôi, ở rất xa châu Âu, điều quan trọng là phải có được khuôn khổ ổn định, rõ ràng, dự đoán được chứ không phải chịu ảnh hưởng từ những sự kiện, những “rối loạn” gây bất ổn. Khi người ta đầu tư, nhất là ở nước ngoài, đó là những khoản tiền khá lớn, cần nhiều năm mới khấu hao được đầu tư, vì thế có được niềm tin như vậy là điều rất quan trọng.RFI Tiếng Việt xin chân thành cảm ơn ông Jean-Jacques Bouflet, phó chủ tịch phụ trách Chính sách tại Hiệp hội Doanh nghiệp Châu Âu tại Việt Nam EuroCham.

Chúng tôi có được ưu ái là có một buổi làm việc với thủ tướng Việt Nam ngày 02/03. Có hơn 50 người tham gia, trong đó có đại sứ Liên Hiệp Châu Âu, cũng như đại sứ nhiều nước thành viên. Chúng tôi đối thoại với thủ tướng Phạm Minh Chính cùng hai phó thủ tướng và rất nhiều bộ ngành liên quan. Ông Chính đã trình bày về việc đơn giản hóa thủ tục hành chính để kích thích đầu tư vì đây là mục tiêu chính của cuộc cải cách. Sau buổi họp đó, EuroCham đã tổ chức nhiều sự kiện để thông tin đến các thành viên. Có thể thấy là cho đến nay đã có nhiều ý tưởng. Dĩ nhiên là sẽ còn phải chờ xem thực tế liệu những chủ trương đó có biến thành những cải cách cụ thể hay không. Nhưng dù sao cũng đã có ý tưởng.RFI : Sau khi cải cách được thông báo, cũng như sau cuộc họp với thủ tướng Việt Nam thì EuroCham trông đợi cụ thể điều gì ?Ông Jean-Jacques Bouflet : Điểm chính của cuộc cải cách là giảm đáng kể số lượng bộ. Nhiều bộ đã được hợp nhất, ví dụ bộ Nông Nghiệp và Môi Trường, điều này cho thấy một bước đi và mong muốn đi theo hướng quá độ và chuyển đổi nền kinh tế Việt Nam, hoặc ví dụ bộ Kế Hoạch Đầu Tư được gộp vào bộ Tài Chính. Tôi nhớ không nhầm là từ 18 bộ xuống còn 14 bộ. Có thể thấy mong muốn tinh giản bộ máy Nhà nước và mặt khác chính phủ cũng tìm cách phi tập trung hóa, có nghĩa là một phần các thủ tục hành chính sẽ được áp dụng ở cấp địa phương, tại các tỉnh với khoảng 60 tỉnh ở Việt Nam, và điều này sẽ cho phép chúng tôi tiếp cận gần với các nhà ra quyết định hơn.Nói tóm lại, mục đích của đợt tinh giản bộ máy Nhà nước là giảm bớt thủ tục hành chính, khoảng 30% toàn bộ thủ tục, và thúc đẩy việc áp dụng để đẩy nhanh chính những thủ tục đó. 30% là con số ấn tượng nên chúng tôi đầy hy vọng. RFI : Cuộc cải cách này là một điều kiện tiên quyết để Việt Nam thu hút đầu từ nước ngoài. Nhìn từ các nhà đầu tư nước ngoài, ví dụ các thành viên của EuroCham, cần phải có những điều kiện nào khác để Việt Nam có thể khẳng định vị trí trung tâm đầu tư ở Đông Nam Á như tham vọng của chính phủ Việt Nam ?Ông Jean-Jacques Bouflet : Như tôi đề cập ở trên, điều mà EuroCham trông đợi, cũng là điều kiện chính đối với chúng tôi, để kích thích đầu tư của châu Âu vào Việt Nam, vẫn là giảm thủ tục hành chính, chấm dứt những phức tạp, chồng chéo và phân chia rải rác giữa các bộ ngành, cơ quan ở cấp trung ương cũng như địa phương. Nhiều khi cứ như lạc vào rừng rậm, thủ tục tích tụ, chồng chéo và phải vượt qua một số ngưỡng. Vì vậy cuộc cải cách này thực sự là cần thiết.Ngoài ra, như chúng ta đã biết, Việt Nam và Liên Hiệp Châu Âu đã ký Hiệp định Tự do Thương mại và đang trong giai đoạn triển khai. Chúng tôi cũng mong giai đoạn này triển khai này giúp giải phóng thực sự điều kiện thâm nhập thị trường, cũng như hoạt động của các doanh nghiệp châu Âu được kết trái từ đầu tư vào Việt Nam. Về điểm này, tiếc là chúng tôi vẫn chưa nhận được sự phê chuẩn Hiệp định Bảo hộ Đầu tư vì hiệp định này phải qua hai vòng phê chuẩn của Liên Hiệp Châu Âu và của các nước thành viên. Hiện giờ vẫn còn khoảng 10 nước thành viên chưa phê chuẩn.Còn về bản thân Hiệp định Tự do Thương mại, điều quan trọng là hiệp định phải được áp dụng triệt để và theo đúng tinh thần. Có nghĩa là cần phải tránh để việc giảm thuế quan bị vi phạm hoặc bị bù lại bằng cách tăng thuế ở trong nước đối với sản phẩm đó hoặc bằng các rào cản kỹ thuật cho trao đổi thương mại.RFI : Các thành viên EuroCham đầu tư vào những lĩnh vực nào ở Việt Nam hiện nay, cũng như xu hướng đầu tư trong tương lai ? Ông Jean-Jacques Bouflet : EuroCham đại diện cho toàn bộ các doanh nghiệp châu Âu, ở cấp độ Liên Hiệp Châu Âu, do đó, lĩnh vực hoạt động của chúng tôi rất rộng. Chỉ riêng nội bộ EuroCham đã có khoảng 20 ủy ban chuyên ngành, từ dược phẩm, nông nghiệp, đến rượu vang, rượu mạnh hoặc điện tử cho nên mảng hoạt động rất rộng, trong lĩnh vực nhập khẩu bởi vì có rất nhiều doanh nghiệp xuất khẩu sang Việt Nam, cũng như sản xuất, chiếm một phần quan trọng bởi vì chúng tôi cũng có rất nhiều thành viên sản xuất ở Việt Nam, sau đó tái xuất khẩu sang Liên Hiệp Châu Âu hoặc sang các thị trường thứ ba.Liên quan đến việc sản xuất ở Việt Nam, lĩnh vực chủ đạo vẫn là đồ điện tử. Việt Nam đang giữ vị trí quan trọng về điểm này, dường như là điện tử giữ vị trí thứ nhất về xuất khẩu, vượt qua cả nông nghiệp. Cho dù châu Âu có thể ít mạnh hơn trong lĩnh vực này ở Việt Nam nhưng còn rất nhiều cơ hội đầu tư.Ngoài ra còn có cả quá trình chuyển đổi sang nền kinh tế tôn trọng môi trường hơn, vẫn được gọi là “Green Deal” và chúng tôi muốn thể hiện và khẳng định ở Việt Nam. Tôi phải nói là về điểm này, Việt Nam đã nắm được phần nào vị trí đầu tầu so với các nước đang phát triển khác trong vùng. Đó là những lĩnh vực mà chúng tôi đầu tư đặc biệt hơn. Chúng tôi có một ủy ban đặc trách “Green Growth” - tăng trưởng xanh - rất năng động. Chúng tôi đối thoại rất nhiều với chính quyền Việt Nam. Việt Nam đang hiện đại hóa lĩnh vực năng lượng bằng cách thúc đẩy các loại hình năng lượng tái tạo, cho dù chúng ta khởi động từ mức khá thấp, và tất cả các doanh nghiệp của chúng tôi tập trung, điều phối với nhau về những lĩnh vực đầy hứa hẹn như này. RFI : Chủ tịch Ủy Ban Châu Âu Ursula von der Leyen dự kiến thăm Việt Nam. Ông có nghĩ là chuyến công du sẽ sớm diễn ra không ? Ông Jean-Jacques Bouflet : Chúng tôi hy vọng bà Ursula von der Leyen sớm đến thăm chúng tôi. Tôi nghĩ Việt Nam là một nhân tố quan trọng cho thương mại quốc tế và cho hợp tác đối tác giữa các nước phát triển như Liên Hiệp Châu Âu và những nền kinh tế mới đang trỗi dậy mạnh mẽ như Việt Nam. Tôi nghĩ là trong thời điểm phần nào xáo trộn như hiện nay, cần phải nhắc lại sự gắn bó vào hệ thống thương mại quốc tế dựa trên khuôn khổ luật pháp rõ ràng, dự đoán được và đa phương, các quy định của Tổ Chức Thương Mại Thế Giới (WTO) cũng như Hiệp định Tự do Thương mại như tôi đề cập ở trên. Điều này rất quan trọng ! Đúng là chuyến thăm của bà Ursula von der Leyen sẽ tượng trưng phần nào cho điểm trên. Ngoài ra, cũng đừng quên rằng Việt Nam là thị trường có 100 triệu dân, đó là đất nước có tiềm năng rất lớn và là một nhân tố chủ đạo cho việc phân bổ lao động quốc tế.Ngoài chuyến thăm của chủ tịch Ủy Ban Châu Âu, chúng tôi cũng mong ủy viên thương mại châu Âu Maroš Šefčovič đến thăm để phát hành "Sách Trắng" mà chúng tôi vẫn soạn thảo hàng năm để trình bày những đề xuất với chính quyền Việt Nam nhằm cải thiện trao đổi và đầu tư giữa Liên Hiệp Châu Âu và Việt Nam. Chúng tôi hy vọng năm nay ông Maroš Šefčovič đứng ra chủ trì buổi lễ này. Có thể thấy là mọi chuyện đang đi vào quy củ với Việt Nam theo chiều hướng năng động được hình thành từ Hiệp định Tự do Thương mại ký vào năm 2019 và phê chuẩn năm 2020 và vẫn đang tiếp tục cho kết quả dù chậm nhưng chắc. Dĩ nhiên cũng phải chú ý đến bối cảnh quốc tế khó khăn hiện nay nhưng tôi tin Liên Hiệp Châu Âu phải tái khẳng định gắn kết với khuôn khổ đa phương dựa trên quy định luật pháp rõ ràng và tin cậy. Bởi vì, đối với các doanh nghiệp châu Âu chúng tôi, ở rất xa châu Âu, điều quan trọng là phải có được khuôn khổ ổn định, rõ ràng, dự đoán được chứ không phải chịu ảnh hưởng từ những sự kiện, những “rối loạn” gây bất ổn. For market purists, any mention of the term industrial policy used to evoke visions of heavy-handed Soviet-style central planning, or the stifling state-centric protectionism employed by Latin American countries in the late 20th century. But that conversation turned dramatically over the last several years, as President Joe Biden's signature legislative achievements like the CHIPS and Science Act and the Inflation Reduction Act showcased policies designed to influence and shape industries ranging from tech to pharma to green energy. My guest today, Harvard Kennedy School Professor Ricardo Hausmann, is the founder and director of the Growth Lab, which studies ways to unlock economic growth and collaborates with policymakers to promote inclusive prosperity around the world. Hausmann says he believes markets are useful, but have shown themselves inadequate to create public benefits at a time when public objectives like the clean energy transition and shared prosperity have become increasingly essential to human society. In a wide-ranging conversation, we'll discuss why industrial policy is making a comeback, tools that the Growth Lab has developed to help poorer countries and regions develop and prosper, and the uncertainty being caused by President Trump's pledge to raise tariffs and protectionist barriers.Ricardo Hausmann's policy recommendations:Encourage governments to track industries that are not yet developed but have the potential for growth and monitor technological advancements to identify how new technologies can impact existing industries or create new opportunities.Develop state organizations with a deep understanding of societal trends and industrial potential, similar to Israel's office of the Chief Scientist or the U.S. Presidential Commission on Science and Technology.Encourage governments to develop a pre-approved set of tools—including training, educational programs, research programs, and infrastructure—that can be quickly mobilized for specific economic opportunities.Teach policy design in a way that mirrors medical education (e.g., learning by doing as in a teaching hospital), because successful policy design requires real-world experience, not just theoretical knowledge. Ricardo Hausmann is the founder and director of Harvard's Growth Lab and the Rafik Hariri Professor of the Practice of International Political Economy at Harvard Kennedy School. Under his leadership, the Growth Lab has grown into one of the most well regarded and influential hubs for research on economic growth and development around the world. His scholarly contributions include the development of the Growth Diagnostics and Economic Complexity methodologies, as well as several widely used economic concepts. Since launching the Growth Lab in 2006, Hausmann has served as principal investigator for more than 50 research initiatives in nearly 30 countries, including the US, informing development policy, growth strategies and diversification agendas at the national, regional, and city levels. Before joining Harvard University, he served as the first chief economist of the Inter-American Development Bank (1994-2000), where he created the Research Department. He has served as minister of planning of Venezuela (1992-1993) and as a member of the Board of the Central Bank of Venezuela. He also served as chair of the IMF-World Bank Development Committee. The joke in Alasha League in China's Inner Mongolia region is that people in Beijing only discovered their existence when local newspapers blew over to the capital city in a sandstorm. Such growing pollution in the 1990s nearly spelt the end of traditional animal herding in Alasha (also spelt Alxa), as China banned livestock and resettled herders to tame the deserts and restore grasslands. But community leaders lobbied for their camels – their beasts of burden since time immemorial – to be recognised as a “protected livestock breed”. And camel herding continues to this day. Success story? It's not that simple to Dr Thomas White, a researcher who spent years living with the herders to understand what they're going through. In his recently published book China's Camel Country, he documented the tensions the herders faced to keep in line with China's nation-building project. Taboos also emerged as culture courted capitalism to survive – think embellishments for tourism and butchering a treasured species to feed an upscale market. What does his account of Alasha tell of China's bid to marry development with sustainability? What lessons do the herders have for communities worldwide, who may be bracing against both development pressures and large-scale conservation schemes at home? The politics of mitigating global warming just seemed impossible: asking people to make sacrifices, or countries to slow their development, and delay dreams of better, more prosperous lives.But the world today looks different. The costs of solar and wind power have plummeted. Same for electric batteries. In this interview with freelance writer Christopher Ketcham, we unpack the techno-industrial extractivism that plagues modern societies and the media's complicity in failing to challenge the growth model on which it is based. We discuss Chris' book This Land: How Cowboys, Capitalism, and Corruption Are Ruining the American West in which he outlines the environmental destruction caused by unregulated public lands livestock grazing, corruptly supported by the federal land management agencies, who are supposed to be regulating these industries. He tracks the Department of Interior's failure to implement and enforce the Endangered Species Act and investigates the destructive behavior of U.S. Wildlife Services in their shocking mass slaughter of animals that threaten the livestock industry. We also chat about the green growth ideology behind the lithium mining at Thacker Pass in Nevada which is driving the destruction of ecosystems and species as well as the displacement of local Indian tribes from what they consider to be their sacred lands. This same ideology, combined with the failure to acknowledge and reckon with the realities of ecological overshoot, has caused many leading environmental groups to abandon their commitment to nature conservation in order to prioritize industry interests. Chris' vision of ecological restoration calls for freeing the trampled, denuded ecosystems from the effects of grazing, enforcing the laws already in place to defend biodiversity, allowing the native species of the West to recover under a fully implemented Endangered Species Act, and establishing vast stretches of public land where there will be no development at all, not even for recreation. SHOW NOTESAs societies get richer, they consume more resources. That also means they generate more pollution, driving climate change and destroying natural ecosystems. We need to somehow break this link between material wealth and environmental catastrophe. There are no realistic scenarios to make the economic growth demanded by capitalism compatible with a safe climate. We can't just grow our way out of this climate and ecological mess. "Green Economic Growth" is a myth.  The only reasonable path is degrowth.But this does not mean we need to give up on the very idea of prosperity. Rather it means recognising that there are other ways of creating prosperity which do not require endless growth. It does require us to dramatically reduce our material consumption of Earth's resources. This is probably the greatest obstacle to climate action and the restoration of our living biosphere: the idea that we have to do with less. It may sound like doom-speak, but we need to find ways to fundamentally restructure our economies and production relations to transition to new forms of prosperity that leave endless growth in the dust.Ultimately, degrowth is inevitable. We will either choose this path voluntarily, or we will be forced into it violently and uncontrollably as a result of environmental disasters.
