Charting a smooth transition of China-US ties, taking stock of the policy legacy and underlining Beijing's policy consistency were highlights of the third summit between President Xi Jinping and United States President Joe Biden, observers said.Prior to their meeting on Saturday in Lima, Peru, Xi and Biden had met face-to-face in Bali, Indonesia, in 2022 and in San Francisco last year.On Saturday, Beijing and Washington agreed to "continue to stabilize China-US relations, and ensure a smooth transition of the relationship", the Foreign Ministry said.Both leaders said they believe that "their meeting has been candid, profound and constructive, and they expressed their willingness to stay in contact", the ministry added.Xi and Biden agreed to maintain the momentum of communication and strengthen macroeconomic policy coordination.They also reviewed the important progress since their San Francisco meeting in dialogue and cooperation on counternarcotics, climate change, artificial intelligence and people-to-people exchanges.Diao Daming, a professor of US studies at Renmin University of China's School of International Relations, said, "The third Xi-Biden summit further plays the role as a navigator and a stabilizer for the ties, and taking stock of the policy legacy and lessons over the past four years and beyond is part of Beijing's clear, constructive solution for driving the relations' growth in the future."Whoever takes charge of the US' China policy should respect lessons from the past, face up to the US' international duties, act on the very interests of the American people and respond to global expectations for better well-being," Diao said.Xi's underlining of Beijing's consistency in US policy will help respond to the potential uncertainties that may be brought about by Washington in the future, he added.On Saturday, Xi said that China and the US should keep exploring the right way for two major countries to get along well with each other, realize long-term, peaceful coexistence, and inject more certainty and positive energy into the world.Xi also said that neither decoupling nor supply-chain disruption is the solution, and "small yard, high fences" is not what a major country should do.Citing the lessons from the two countries' diplomatic ties over the past 45 years, Xi said that if the two sides regard each other as rivals and pursue vicious competition, they "will roil the relationship or even set it back".He identified four red lines for China that must not be challenged: the Taiwan question, democracy and human rights, China's path and system, and China's development right."Major-country competition should not be the underlying logic of the times; "China has made clear time and again that mutual respect, peaceful coexistence and win-win cooperation are at the heart of its global agenda. "I really needed to hear that" His eyes were downcast, his normally jocular expression now solemn. I had really said something that had spoken to him, that had begun to assuage some hurt which had before remained unacknowledged. It's not your fault. Four words. Later, I was listening to him tell someone else about everything he was juggling, listing off responsibility after responsibility, and asking them how he could do more. This was when I realised that I needed to write about this, not just because it could help other people who are organising, but for myself. To tell myself the things I needed to hear and to really believe. As the meme goes: people always ask about what EA Organisers are doing, but they never ask how EA Organisers are doing. And in the (currently ~85) posts on the forum tagged EA Organising, I've seen barely any which really treat EA Organisers as ends in themselves. To me, this is a damn shame, because they are some of the best ends-in-themselves I've ever had the pleasure of meeting. So, to the EA organisers out there: from a former organiser, these might be some things you need to hear. It's Not Your Fault Let me tell you my story. I'd been organising for EA UW-Madison for a semester when I got "promoted" big-time. I'd been the outreach coordinator for a while, sending out newsletters and helping around here and there where help was needed. Suddenly, I was part of the exec team, essentially a co-President, and also President of the nascent animal advocacy spin-off organisation. And I was taking 5 classes. I worked really hard. Not just objectively speaking or whatever. I put my entire being into the success of the clubs I was working for. Tabling, speech-giving, outreach, socials, speaker events, everything. I thought that if I just did more, if I just did it right, we would get a ton of new people. I'd have done an exceptional job and made my positive impact on the world. I'd have made an impact on our group that would last for years and years. Unfortunately, that success did not come. Attendance of the events for both EA and animal advocacy dwindled, so that sometimes it was just me sitting in the office alone, hoping someone would drop by. Organisers got busy with school, and meetings became more sparse and sporadic. Sign-ups for the clubs (EA and animal advocacy) and both fellowships were abysmally low, and attendance was lower. We had one animal ethics fellowship group which none of the participants even finished. Out of the new animal advocacy organisers I'd wanted to onboard, only one (and you know who you are; thank you so much) consistently showed up. Adding insult to injury was that we had some successes - just not anywhere I was directly involved. Our AI Safety group exploded in popularity, and biosecurity also seemed to be doing well. The one animal advocacy event that had significant attendance was the one that I was not involved in organising. It felt like the common denominator of all of the failures was me. I even said once that I felt that everything I touched turned to dust. Somehow, it felt like it was my fault. That feeling was really emotionally painful. It was, in terms understandable to EAs, a giant negative prediction error. I'd been told that we were doing some of the most effective and valuable work in the world. It had been implied that every convert to EA, every leader onboarded, every person flown to an EAG was lives saved. I'd been led to expect that my work would be serious and impactful and meaningful. It certainly didn't feel that way at 7 PM on a Monday, sitting in the empty office and fiddling with the text color of one of our newsletter's headers. Most painful was that I had somehow internal...

C'était une grande première au Sénégal. Il y a une semaine (les 26 et 27 novembre dernier) le corps médical sénégalais, appuyé par des spécialistes turcs, a réalisé avec succès les trois premières transplantations rénales du pays. Réalisées grâce à la collaboration du CHU Le Dantec de Dakar et de l'hôpital militaire de Ouakam, ces opérations suscitent l'espoir chez les personnes atteintes d'insuffisance rénale, environ 5 % de la population et pour qui, la maladie est un fardeau physique autant que financier. Le professeur Babacar Diao, chirurgien urologue à l'hôpital militaire de Ouakam a coordonné ce travail d'équipe, est notre invité. RFI : D'un point de vue médical, c'est une opération compliquée à faire une greffe de rein ?Babacar Diao : La greffe de rein, sur le plan technique, n'est pas compliquée, mais c'est l'organisation qui est derrière la greffe de rein, la rigueur qu'il faut mettre dans cette organisation, le fait de pouvoir travailler en équipe. Plusieurs personnes vont intervenir et il ne doit pas y avoir de maillons faibles dans cette chaine. Ce qui rend la greffe difficile en Afrique, c'est que nous, Africains, n'avions pas la culture d'avoir certaines organisations en milieu hospitalier. Il faut éviter les va-et-vient. Ici, la culture africaine, c'est que si vous avez un malade quelque part, toute la famille peut venir dire "Bonjour". Ici, ce n'est pas possible, donc c'est cette organisation-là qu'il fallait mettre en place et qui n'est pas habituelle chez nous, c'est ça qui était difficile. Je pense que pour ces premières greffes, nos équipes ont vu comment on doit travailler dans le cadre de la greffe et je pense qu'ils l'ont compris. Mais sur le plan technique, nous faisions déjà des interventions beaucoup plus complexes pour les cancers du rein ou les reins détruits.C'est un acte médical qui est encore peu pratiqué sur le continent, les greffes, pourquoi ?En Afrique, pourquoi ce n'est pas encore pratiqué dans plusieurs pays de la sous-région ? C'est que pour aller vers la greffe rénale, il faut l'encadrer, il faut des textes pour éviter le trafic d'organes et ça, c'est très important. Je pense que le pari qu'on a gagné au Sénégal, c'est d'avoir mis en place des textes solides. Il y a une loi, il y a un décret d'application, il y a des arrêtés, il y a un organe central qu'on appelle le Conseil national du don et de la transplantation. Si un hôpital veut greffer, l'hôpital dépose sa candidature et on lui envoie des évaluateurs. C'est après évaluation de ses ressources humaines, de son infrastructure et de ses équipements que l'hôpital peut avoir l'agrément. C'est ce qui nous protège et cette loi au Sénégal n'autorise que le donneur vivant apparenté, c'est pour éviter aussi que le don de rein soit monnayé.Le fait que seules les transplantations soient possibles à partir de donneurs vivants apparentés, est-ce que ça ne limite pas beaucoup les possibilités de greffe ?C'est vrai que pour avoir plus de reins, il faut aller vers le donneur cadavérique, mais sur le plan éthique, si vous n'avez pas ce qu'il faut dans les service d'urgence ou de réanimations pour sauver le patient, pensez-vous que les parents vont accepter sur le plan éthique de le transférer vers une infrastructure hyper-équipée pour lui prendre ses organes ? Je pense que ce n'est pas éthique. Pour aller vers le don d'organes venant de cadavres, il faut d'abord mettre aux normes nos services de réanimation et d'urgence et prendre en charge financièrement les personnes qui arrivent aux urgences.Qu'est-ce que ça représente cette réussite médicale pour le Sénégal ?Je pense que c'est une bonne chose pour le Sénégal. Comme je l'ai dit à tous les membres de l'équipe quand je les ai félicités, nous n'avons pas fait quelque chose d'extraordinaire, non, mais nous avons fait quelque chose de bien pour nos populations. Nous avons essayé de combler un retard. En Europe, les gens transplantent depuis plus d'un siècle donc il nous faut rattraper ce retard-là. C'est tout ce que nous avons fait. Nous n'avons pas innové donc je trouve que c'est une excellente chose de pousser son État à aller vers ce que j'appelle la souveraineté sanitaire, c'est-à-dire prendre en charge tous ses patients au pays.Pour avoir un ordre d'idée, au Sénégal, il y a une problématique importante autour des maladies du rein ? Il y a beaucoup de patients ?Il y a des milliers de patients qui sont sur les listes d'attente pour entrer en dialyse. Pour vous donner une idée, il n'y a pas suffisamment de postes de dialyse pour tous les malades. Il y a des milliers de malades qui attendent pour entrer en dialyse, donc la transplantation, c'est une excellente chose, parce qu'un malade transplanté avant qu'il n'entre en dialyse, le greffon a une meilleure survie, il y a moins de complications dessus. Si nous parvenons à trouver une solution pour la subvention de la greffe de rein au Sénégal, cela règlera beaucoup de problèmes.Vous parlez de subvention de l'État, car la greffe coûte cher ?Oui c'est une intervention très onéreuse, les frais se situent autour de 13 millions de francs CFA par patients. Mais vous savez, au Sénégal, on a la chance de ne pas demander trop aux populations en termes de soin. Par exemple, avec le cancer de la prostate, pour le même résultat final au Sénégal vous payez 20 fois moins cher au Sénégal qu'en France ou aux États-Unis. Je pense que si on réfléchit bien, on pourra trouver une astuce avec les autorités pour pouvoir prendre en charge ces patients insuffisants rénaux chroniques pour la transplantation à des coûts acceptables, soit par l'État du Sénégal, soit par les assurances.Le fait que vous ayez réussi cette greffe au Sénégal, est-ce que ça aura une répercussion pour d'autres pays du continent, selon vous ?Oui, je pense qu'il y aura des répercussions en Afrique subsaharienne parce que nous avons des collègues de la sous-région du Burkina, de la Guinée, qui étaient en train de travailler sur des programmes de transplantation. Le fait que le Sénégal ait pu réaliser trois greffes pourra aider à aller plus vite parce que je pense que nous n'hésiterons pas à voyager, et à aller dans ces pays-là, voir où est-ce qu'ils en sont pour partager avec eux ce que nous avons mis en place, aussi bien dans le domaine des textes que dans le domaine de la mise en œuvre de nos programmes de transplantation.Est-ce que cela dit quelque chose que ça soit une équipe turque qui vous a accompagné dans cette première transplantation, plutôt qu'une équipe française ou américaine ?Vous savez, un scientifique, il travaille avec celui qui lui offre le plus de possibilités. J'ai été formé en France, et j'aurais aimé pouvoir emmener mes équipes se faire former en France comme moi, mais il est plus facile pour moi d'obtenir un visa turc que d'obtenir un visa français. Pour mes assistants, pour les envoyer en stage, il leur est plus facile d'obtenir un visa turc que d'obtenir un visa français. Vous voyez, ça crée des difficultés et on ne peut pas être là à attendre parce que la médecine est universelle. Maintenant, si l'accès devient difficile, on va vers le pays qui nous facilite le plus la chose.
