"I think it's important to acknowledge that there's a reason we're trying to solve community cat over population because this is, ya know, not always a great situation for the cats. When it comes to return to field, we're looking at animals coming into the shelter…they have good body condition scores, they appear quite healthy, and that lets you know that they're figuring it out. That they're surviving in their territory. And when you return them, they're not facing any more or fewer risks than they faced before they came into the shelter and allowing them to continue to navigate that environment is better than ending their lives." Why do we think return-to-field is important and what does "field" even mean? You're about to find out! This week we're bringing you a special audio presentation of an advanced webinar we held late last year in partnership with the experts at Neighborhood Cats. The conversation will start this week with part one and part two will be available next week. You see, it used to be that a feral cat had little chance of exiting a shelter alive after he entered.  But that's no longer the case.  In recent years, more and more shelters have adopted Return-to-Field (RTF) programs. Dr. Chavonda Jacobs-Young, Ph.D. ( https://www.ree.usda.gov/biographies ) serves as the Under Secretary for Research, Education, and Economics (REE), and Chief Scientist at the United States Department of Agriculture (USDA). The REE mission area is comprised of more than 8,500 employees with a $4 billion budget across its five component organizations including the Agricultural Research Service (ARS), Economic Research Service (ERS), National Agricultural Statistics Service (NASS), National Institute of Food and Agriculture (NIFA), and Office of the Chief Scientist (OCS). Together these organizations advance agricultural research, innovation, data, and Extension across a full range of agricultural issues including climate-smart agriculture, nutrition security, equity, and strengthening food supply chains. As Chief Scientist, Dr. Jacobs-Young advises the Secretary of Agriculture and other senior officials on scientific matters and chairs the USDA Science Council, which convenes all parts of USDA's scientific enterprise. Prior to being appointed by President Biden to serve as the REE Under Secretary, Dr. Jacobs-Young was Administrator for ARS from 2014 to 2022. Prior to that role, she served as ARS Associate Administrator for National Programs, leading the research objectives of the entire Agency. She also led the Office of International Research Programs, which is responsible for ARS' liaison with its international partners. From 2009 to 2012, Dr. Jacobs-Young served as the inaugural OCS Director, where she was responsible for facilitating the coordination of scientific leadership across the Department to ensure that research supported by, and scientific advice provided to, the Department and external stakeholders were held to the highest standards of intellectual rigor and scientific integrity. She has also served as the Acting Director for NIFA and as a senior policy analyst for agriculture in the White House Office of Science and Technology Policy. Dr. Jacobs-Young is a native of Georgia. She holds M.S. and Ph.D. degrees in Wood and Paper Science and a B.S. degree in Pulp and Paper Science and Technology from North Carolina State University. She is a graduate of American University's Key Executive Leadership in Public Policy Implementation Program, and a proud fellow of both the American Association for the Advancement of Science and the National Academy of Public Administration. Decatur, Alabama police get a call for a well check on 36-year-old Cindy Crow.  WAFF reports a family member believed  Crow to be 8-months pregnant. Crow, however, looked like  she had lost a lot of weight, overnight. The family member, a sister,  told police that she had seen Crow leaving her home, with a large, white trash bag in the back floorboard of her car.  In the home, bloody feminine products were found in the trash.  Police contacted Crow at work, where she agreed to go to the hospital to prove that she was not pregnant.  While waiting for the test results, Crow gave an officer consent to search her cell phone, where he found the app LIFE360.   This allowed the detective to trace the route Cindy Crow took when she left her home with the white trash bag.   Using information garnered from the LIFE360 app, detectives found a location with a dumpster, Wally World Mini-Mart.  Investigators searched of the inside of the dumpster and found the trash bag containing the deceased body of a newborn baby girl. It was stuffed in the bottom of the dumpster under several other large bags of trash. Cindy Crow was arrested and so far is charged with abuse of a corpse. “Building a culture of trust around green claims is the most important thing marketers, business and brands should be doing, using advertising self- regulation as a tool, making sure everyone is upholding those standards.” As regulations and guidelines in and around sustainability continue to evolve, tighten up and support a better future around managing both what we do AND say, we spoke to Laura Brett whose remit is to lead the US system of advertising self-regulation looking at advertising claims to make sure what is being said is the truth, (like the Advertising Standards Agency – ASA, in the UK). Laura makes it clear from the outset, that as a body, they look at one simple standard, and that is, “that advertising claims are truthful and not misleading, which also means you have to be transparent when advertising to consumers.” Greenwashing continues to make headlines globally with organisations being called out, investigated, or having their ads banned, whether due to misleading information, not telling the full story or only focusing on the ‘good' whilst omitting the bad. All of which is incredibly damaging to people, planet and the organisations themselves. Laura begins by explaining that actually, most complaints about claims in the US are brought to them not by consumers, but by competitors, one organisation challenging another. As she puts it, “the adversarial system is alive and well!” Laura goes on to explain that “the BBB National Programmes also open claims themselves both from consumers and from their own observations.” During our discussion we discuss how the Federal Trade Commission (FTC) are currently in the process of reviewing their ‘Green Guides' and inviting comment. Whilst the FTC do this every 10 years, Laura explains that this time round it feels particularly important because advertising needs to be held to a certain standard if we are to make progress in tackling the social and environmental challenges we face. The ‘Green Guides' are incredibly valuable for Marketers in terms of providing guidance, they can also be used to highlight what is being talked about and where gaps in knowledge might be. Any marketer looking at the guides should as a baseline know what the terms in them mean, and if they don't they need to go and find out. Laura talks about organisations who make carbon neutral claims without an achievable plan, and how if claims are going to be made, a plan has to be in place to show the pathway they are taking to meet that claim, even if that plan changes. Laura believes the FTCs focus is on closing the gaps in the ‘Green Guides'. The real issue however in amongst all of this isn't whether one gets into trouble with the regulator, but the continued erosion of trust and that is where the damage really impacts brands in terms of reputation and culture - making them unfavourable to consumers and people not wanting to work for them.  Another valuable episode for both Marketers in the US and, Marketers marketing to the US, providing advice and support to you as key stakeholders in supporting your organisations' sustainable agendas, as Laura states, “building a culture of trust around green claims is the most important thing marketers, business and brands should be doing, using advertising self- regulation as a tool, making sure everyone is upholding those standards.” So tune in and listen! Speaking of Writers Part 3 of a series on Victory in Japan Day (VJ Day 8/15/45. This is one of the most remarkable untold stories of the Second World war. At 11.02 am on an August morning in 1945 America dropped the world's most powerful atomic bomb on the Japanese port city of Nagasaki. The most European city in Japan was flattened to the ground 'as if it had been swept aside by a broom'. More than 70,000 Japanese were killed. At the time, hundreds of Allied prisoners of war were working close to the bomb's detonation point, as forced labourers in the shipyards and foundries of Nagasaki. These men, from the Dales of Yorkshire and the dusty outback of Australia, from the fields of Holland and the remote towns of Texas, had already endured an extraordinary lottery of life and death that had changed their lives forever. They had lived through nearly four years of malnutrition, disease, and brutality. Now their prison home was the target of America's second atomic bomb. In one of the greatest survival stories of the Second World War, we trace their astonishing experiences back to bloody battles in the Malayan jungle, before the dramatic fall of Fortress Singapore, the mighty symbol of the British Empire. This abject capitulation was followed by surrender in Java and elsewhere in the East, condemning the captives to years of cruel imprisonment by the Japanese. Their lives grew evermore perilous when thousands of prisoners were shipped off to build the infamous Thai-Burma Railway, including the Bridge on the River Kwai. If that was not harsh enough, POWs were then transported to Japan in the overcrowded holds of what were called hell ships. These rusty buckets were regularly sunk by Allied submarines, and thousands of prisoners lived through unimaginable horror, adrift on the ocean for days. Some still had to endure the final supreme test, the world's second atomic bomb. The prisoners in Nagasaki were eyewitnesses to one of the most significant events in modern history but writing notes or diaries in a Japanese prison camp was dangerous. To avoid detection, one Allied prisoner buried his notes in the grave of a fellow POW to be reclaimed after the war, another wrote his diary in Irish. Now, using unpublished and rarely seen notes, interviews, and memoirs, this unique book weaves together a powerful chorus of voices to paint a vivid picture of defeat, endurance, and survival against astonishing odds. John Willis, author of Nagasaki: The Forgotten Prisoners, is one of Britain's best known television executives. He is a former Director of Programmes at Channel 4 and Director of Factual and Learning at the BBC. He was Vice-president of National Programs at WGBH Boston. In 2012 he was elected as Chair of the British Academy of Film and Television Arts (BAFTA). He is currently Chair of Mentorn Media, producers of Question Time for BBC and he also chairs the Board of Governors at the Royal Central School for Speech and Drama. Maureen McGough (Mc-Goff) is the Director of Strategic Initiatives for the Policing Project, a non-profit organization, at New York University Law School.  At the Policing Project Maureen (Mo) oversees national efforts to improve accountability and transparency in policing.  She joined the Policing Project after working with the National Police Foundation, where she led the non-profit's research, training, and technical assistance efforts as Director of National Programs.Prior to joining the National Police Foundation, Maureen spent a decade with the federal government in various roles with the US Department of Justice and the US Department of State. She served as Senior Policy Advisor to the Director of the National Institute of Justice – the USDOJ's research, development, and evaluation agency – where she led agency efforts to advance evidence-based policing, improve the representation of women in policing, and implement systems-level criminal justice reform initiatives. Additional federal experience includes serving as counsel on terrorism prevention to the Deputy Attorney General, Special Assistant U.S. Attorney for the District of Columbia, and coordinator for federal AIDS relief efforts through the U.S. Embassy in Kigali, Rwanda.Maureen is a member of the FBI's Law Enforcement Education and Training Council, an executive board member for the American Society of Evidence-Based Policing, and is a recent public leadership executive fellow with the Brookings Institute.  Maureen is an attorney and earned her J.D. from the George Washington University Law School.

Nate Marshall is an award-winning writer, editor, educator, and MC. His most recent book, Finna, was recognized as one of the best books of 2020 by NPR and The New York Public Library. His first book, Wild Hundreds, was honored with the Black Caucus of the American Library Association's award for Poetry Book of the Year and The Great Lakes College Association's New Writer Award. He was also an editor of The BreakBeat Poets: New American Poetry in the Age of Hip-Hop. Marshall co-wrote the play No Blue Memories: The Life of Gwendolyn Brooks with Eve Ewing. He also wrote the audio drama Bruh Rabbit & The Fantastic Telling of Remington Ellis, Esq., which was produced by Make-Believe Association. Marshall records hip-hop as a solo artist and with the group Daily Lyrical Product. Marshall is an experienced and versatile educator, working with learners of all ages in both academic and community settings. He co-wrote Chicago Public School's first literary arts curriculum and develops lesson plans using creative writing to help participants discuss social justice, mental health, community development, and other issues. He is an assistant professor of English at Colorado College. He previously served as the Assistant Director of Wabash College's Malcolm X Institute of Black Studies and the Director of National Programs at Young Chicago Authors. Marshall has taught in a number of traditional and community-based settings including Wabash College, Young Chicago Authors, Northwestern University, InsideOut Literary Arts, and the University of Michigan. Nate is a member of The Dark Noise Collective and co-directs Crescendo Literary, a partnership that develops community-engaged arts events and educational resources as a form of cultural organizing. As a young person Nate won Chicago's Louder Than A Bomb Youth Poetry Festival and was a finalist at Brave New Voices International Youth Poetry Slam. Nate was born at Roseland Community Hospital and raised in the West Pullman neighborhood of Chicago. He is a proud Chicago Public Schools alumnus. Nate completed his MFA in Creative Writing at The University of Michigan's Helen Zell Writers' Program. He holds a B.A. in English and African American Diaspora Studies from Vanderbilt University. Prior to joining Best Friends, Brent, his wife, Michelle, and a few others co-founded the Kansas City Pet Project to run the municipal shelter in Kansas City, Missouri.   MAIN QUESTION: There's a lot of pressure in animal welfare and people can feel alone in their work — what tips and ideas might help? TAKEAWAYS: In animal welfare, we're pushed to do more with limited resources. People often feel they just need to work harder and do more programs, but that doesn't work in the long-term. It's better to reach out for help. Someone on the outside can often provide needed perspective. By being a sounding board, they can give you a sense of confidence and make you feel less isolated. You can find this help by creating or developing relationships with your peers at similar organizations. In addition to making connections within the field, people working at similar types of agencies within your own community can also be helpful.  Consultants and representatives of national organizations with outreach teams can also be valuable. One sign you need help is if you're feeling stressed that you can never get on top of what's needed or if you know things need to change but you don't know how to do it with your existing resources. Consider an organizational assessment that looks at what's going well and that you should keep doing and what is not the best use of resources now. Solutions for such are sought, and from the experience with renewable energy development, such solutions are instituted far more readily if they are profitable. Halophytes - salt plants grown on cheap land (deserts and wastelands) using cheap water (saline, seawater) pumped by cheap photovoltaics - uniquely provides the requisite scale and effects to solve land, water, food, energy, and climate problems. The use of Halophytes as a solution to climate and ecosystem issues brings into production vast new regions; some 44% of our land is deserts/wastelands. There are some 10,000 different Halophyte, which can grow massive amounts of food, release large amounts of the 70% of fresh water now used for agriculture to direct human use. We could literally green the planet and remove CO2 from the atmosphere since Halophytes sequester some 18% of their CO2 uptake. Halophytes are biomass, and can be used for green fuels and petrochemical feed stocks, obviating the need for petroleum based production of such. Overall, the business, climate, and ecosystem benefits are extraordinary. No new technology is required, impacts on climate and ecosystem are prompt and inexpensively obtained. For those tuning in, that don't know a thing about OTLR, the idea / mission behind this non-for-profit charity is to "Deliver welfare and education programs that build both collective and individual mental health and wellbeing within our communities." - Outside The Locker Room. Todd outlines the educational programs that OTLR have put in place, to which they mainly revolve around the idea of everyone getting given a fair go, within sport. Whether you you have a form of disability, or are from a certain ethic group, everyone should be given a fair-go, an equal opportunity to play sports and to feel apart of that community. In this episode, we also cover the certain 'stereotypes' that some sporting clubs may potentially be well known for. Excessive drinking culture, drug indulging, racist remarking toward opposition. Whilst also openly sharing possible resolutions toward these issues, and how OTLR are trying to change these club cultures. One more pointer that I wanna pay mention too, is OTLR'S passion to helping people that may have set themselves a goal, to becoming a professional sporting athlete. It may have always been a dream of there's. However, they don't end up performing at the standard required, which resultantly see's them being delisted. OTLR provides assistance for individuals going through such a depressing, such a heart-breaking situation. The overall message of this Episode, is to not be afraid to reach out to those, that may or may not be in need of a conversation. Through the power of one random conversation, you might just infact help someone break an unhealthy habit of there's, or make them feel like as if someone finally wants to hear how there day was.

Michelle chats with Whitney Kimball Coe, director of National Programs at the Center for Rural Strategies and the leader of the Rural Assembly, about the upcoming Rural Assembly Everywhere Festival, and with three presenters at this landmark event including, Kathleen Sebelius, former HHS Secretary, Benya Kraus, co-founder of Lead for America and Executive Director of Lead for Minnesota, and Norma Flores Lopez, chair of the Child Labor Coalition’s Domestic Issues Committee and an activist with Justice for Migrant Women.   Rural Assembly Everywhere is a free, five-day (October 26-30) streaming virtual conference/festival, where you can tune in at any time to find out what’s happening in this critical time in rural America, Coe explains. The festival includes “main stage” keynotes from various authors and thought leaders, including Sarah Smarsh, author of Heartland: A Memoir of Working Hard and Being Broke in the Richest Country on Earth, Dr. Richard Besser of the Robert Wood Johnson Foundation. Rural Everywhere will cover vital issues and headlines from The Daily Yonder, such as the rural vote in the 2020 elections, and racial justice in rural America. Breakout sessions will focus on more specific issues, including climate change, resiliency, and developing the next generation of rural leaders. The major rural health issues today, according to Sebelius, include access to providers and hospitals; the promise of telemedicine to provide that access in, for example, specialty care and mental health; how resiliency in rural America can attract new providers and residents; and access to fast broadband, especially in education and health. Kraus, who will be facilitating a conversation with author Sarah Smarsh at the Everywhere event, discusses her rural outreach efforts in Minnesota, her relationship with immigrant and other entrepreneurs in Waseca, and the inspiring experience of “working your way back home.” At Lead for America, she explains, potential rural contributors can be matched with rural communities to earn two-year fellowships to enable them to bring best practices back to their hometowns. The Justice for Migrant Women, Lopez says, protects and advances rural and migrant women’s rights through education, public awareness, and advocacy. Rural America is not all white, as some politicians believe, but is actually diverse, and her organization tries to make sure that rural women are truly heard. In this election year, that means getting out the vote, she notes. Migrant farmworkers are essential works, she adds, and while they are starting to get more recognition, that doesn’t mean they’re getting needed workplace protections, such as overtime pay and the right to organize.

In this final segment of our four-part, in-depth series.  “Rural Communities: Conquering Challenges, Optimizing Opportunities,” produced in association with the Robert Wood Johnson Foundation, Michelle talks to three major thought leaders about pressing challenges and the future of living in rural America: Tom Morris, the Associate Administrator for Rural Health Policy in HHS’s Health Resources and Services Administration (HRSA), who oversees the work of the Office of Rural Health Policy; Dr. Allen Pratt, Executive Director of the National Rural Education Association (NREA); and Whitney Kimball Coe, the director of National Programs at the Center for Rural Strategies, where she leads the Rural Assembly, a nationwide movement striving to build better policy and more opportunity for rural communities. The three big challenges in rural education today are teacher shortages, broadband and connectivity, and access to jobs in rural regions, according to Pratt. He notes Montana is trying to make it easier for potential teachers from rural areas to get licensed. Morris says that if you train people in rural areas, it’s more likely that they’ll stay in rural communities, noting that his office funded 27 new rural residency planning grants this year. Through its grant authority. Morris’s office engage in outreach in rural communities, such as it recent four-year pilot on obstetric services, which links the major stakeholders in this area. As far as success stories are concerned, Pratt cites a coding program in Montana, a wildlife initiative outside of Buffalo, NY, and scholarship to teacher aides in Arizona, while Morris mention what rural communities in Missouri and Maine are doing to combat COPD and projects in rural areas in Washington and Kentucky that are improving the population’s health status. Coe discussed the takeaways from the recent Rural Women’s Summit in Greenville, NC, including the leadership roles played by women in creating healthier rural communities (with or without the leadership titles) and the fact they should be better supported and the level of optimism that was bursting at the seams at the conference and how that could lead to changing of the narrative on rural communities. Finally, Coe cited the influence of the nonpartisan Vote, Run, Lead, which held a workshop at the Summit for women considering running for public office. For the 300thepisode of Community Cats Podcast, Stacy is joined by Bryan Kortis, Director of National Programs for Neighborhood Cats. Previously featured on CCP Episode 13, Episode 127, and Episode 218, Bryan is back to talk about how things are going for community cats in Hawaii, and about the new book he has co-authored. And of course, he and Stacy discuss the ongoing webinar series that CCP and Neighborhood Cats are partnering on. Bryan, who is now located in Hawaii, reports that Neighborhood Cats has established a great partnership with the Maui Humane Society. MHS has a high-volume spay/neuter clinic that handles community cats, and over the past two years, the shelter has seen live release rates for cats go from around 25% to over 90%! He is also seeing some progress on Oahu as a result of working with humane organizations there. In general, the wildlife and conservation community is still opposed to TNR in Hawaii, and Bryan reports that Neighborhood Cats’ early efforts to sit down with these groups to get on the same page did not meet with success. So they have chosen to focus on the work at hand—how to get the cats under control—rather than on trying to convince the “other side” of the merits of TNR. Bryan feels that people are hungry for practical solutions, so Neighborhood Cats just keeps on doing the work they feel needs to be done. “We don’t ignore the concerns,” he says, “but we’re not going to let the debate stop us from making progress.” Bryan also has a new book out called The Return to Field Handbook, which he co-authored with HSUS’s Danielle Bays and two other leaders in the community cat world. The book arose as people were starting to think that Return to Field (RTF) was a good idea, but didn’t have a lot of information on how to implement such a program. So the authors decided to put together a handbook to start to build a base of knowledge around RTF. Stacy and Bryan talk at length about some of the keys to an RTF program, and also some of the sticking points for shelters—particularly dealing with healthy, friendly cats. Bryan cautions against going on an “auto-pilot” or one-size-fits-all approach and notes that each individual cat’s circumstances must be examined carefully. He also notes that “TNR and RTF…are two sides of the same coin; they’re both parts of a good community cat program.” To learn more or get your copy of The Return to Field Handbook, visit the Neighborhood Cats website’s resource section. Interview! Bryan Kortis, Director of National Programs for Neighborhood Cats “It feels like we are starting over in Maui. We are having fascinating on-the-ground experiences!” Stacy catches up with Bryan Kortis today to cover a wide range of topics from what is happening in Hawaii with pending legislation that would help community cats, to an update on the group’s work in Jersey City, New Jersey, where they recently spayed/neutered about 1,000 cats! Lastly, we are covering what is new with catstats.org. Bryan has partnered with the local Maui Humane Society to build a special TNR room and has been getting involved in the community to get hands-on help. It hasn’t been easy, though! He has dealt with a lot of anti-TNR attitudes in Hawaii, which is home to the largest home of endangered bird species. Follow Bryan’s work in Hawaii with the action alert! Bryan Kortis, Director of National Programs, Neighborhood Cats “We’ve been able to return cats to colonies that otherwise would have been lost in the system.” In his return to the Podcast, Bryan tells Stacy about his recent move to Maui (we’re a little jealous!), which is in crisis when it comes to stray and feral cat populations. He and his wife moved there to bring “progressive and enlightened” thinking to how this community deals with these cats, as well as advocating for the spay/neuter and resources needed to make an impact. He and Stacy also discuss Bryan’s newly available “Cat Stats” database, which is a free TNR program management tool that he built to assist caretakers, trappers, and TNR programs. Governments take different approaches to poverty alleviation in every country, influenced by their histories, institutional frameworks, and systems of governance. But is there any one approach that has been the most effective? Does each country have to tailor poverty alleviation schemes to its own specific context? This thesis project compares and contrasts two national-level schemes: Brazil’s Bolsa Familia, a conditional cash transfer program, and India’s National Rural Employment Guarantee Act, a rights-based employment scheme.
