Chỉ còn chưa đầy 2 tháng nữa là đến ngày khai mạc Thế Vận Hội Mùa Hè Paris 2024. Truyền thông Pháp từng rộ lên dự đoán Olympic sẽ là « con gà đẻ trứng vàng » cho những người cho thuê nhà du lịch ngắn ngày, đặc biệt ở Paris, bởi theo ước tính, Olympic sẽ thu hút khoảng 15 triệu du khách đến vùng Paris. Nhưng không như dự báo của truyền thông và niềm mong mỏi « hái ra tiền » của giới cho thuê nhà du lịch, tính đến cuối tháng 05/2024, nhiều nhà du lịch tại Paris và vùng phụ cận đăng ký cho thuê trên các nền tảng trực tuyến như Airbnb, Booking, Abritel … đang « ế khách », nhiều chủ nhà sau khi đẩy giá lên cao, thậm chí vài ngàn euro/đêm (đối với những nhà có vị trí đắc địa trong trung tâm Paris), thời gian qua phải vớt vát bằng cách giảm giá nhưng chưa ăn thua. Có những người đăng thông báo cho thuê nhà nhưng 6 tháng sau vẫn không có một ai liên lạc hỏi thông tin nhà chứ chưa nói tới thuê.Trang mạng The Good Life, chuyên về kinh doanh và phong cách sống tại Pháp, ngày 19/05 nhấn mạnh là kể cả trong trường hợp các khách sạn, khu cắm trại, nhà trọ giá rẻ cho giới trẻ, các khu học xá được thành phố Paris huy động làm chỗ ở trọ nhân dịp Olympic, kín phòng 100% thì cũng cần thêm chỗ ở cho 500.000 khách qua các nền tảng cho thuê nhà du lịch, như Airbnb chẳng hạn. Bản thân Airbnb, theo trang Sud-Ouest, cũng khẳng định « Olympic Paris đang trở thành sự kiện lớn nhất của Airbnb, số khách thuê nhà du lịch trên nền tảng của chúng tôi cao hơn so với bất kỳ sự kiện nào trước đây ». Tăng giá rồi lại giảm giáCó một điều đáng nói khác là vài tháng sau khi dự báo « cơn sốt » giá nhà cho thuê du lịch dịp Thế Vận Hội Mùa Hè Paris 2024, nay trước thềm Olympic, báo chí lại nói đến « bong bóng bất động sản », « gáo nước lạnh », « sự bất ngờ », « nỗi thất vọng » của những người có nhà cho khách du lịch thuê qua các nền tảng như Airbnb. Đương nhiên là với sự kiện thể thao lớn nhất hành tinh, cũng là sự kiện quốc tế lớn nhất mà Pháp từng tổ chức, nhu cầu thuê nhà du lịch ở vùng Paris, chắc chắn tăng, nhưng nguồn cung dường như cao hơn cầu rất nhiều, giá nhà lại đang bị đẩy lên quá cao khiến việc cho thuê nhà chững lại. Du khách dường như chờ đợi giá cho thuê được điều chỉnh hợp lý hơn thì mới đặt chỗ. Trang mạng Sud-Ouest ngày 18/05 dẫn trường hợp một người tên là Nathaniel Bruneau, thường cho thuê căn hộ 35m2, gần kênh Saint-Martin, Paris, với giá 200 euro/đêm qua trang Airbnb, đã tăng giá lên 4 lần, thành 800 euro/đêm nhân dịp Olympic, rồi hạ xuống còn 600 euro nhưng vẫn chưa có khách hỏi thuê. Ông cho biết so với năm ngoái, năm nay số nhà cho thuê ở Paris đã tăng gần gấp 3 lần, từ 50.000 lên thành 130.000 căn hộ/nhà.Trong khi đó, ông Quentin Brackers de Hugo, đồng sáng lập công ty HostnFly, quản lý 2.500 căn hộ ở vùng Paris cho thuê trên các trang Airbnb, Booking và Abritel, cũng khẳng định là hiện giờ mới chỉ có 30% số căn hộ có khách thuê, trong khi trên Airbnb chẳng hạn, trong 3 tháng đầu năm 2024, lượng khách thuê nhà tại vùng Paris cho dịp Thế Vận Hội đã tăng gấp 5 lần so với cùng kỳ năm ngoái. Cũng ông Quentin Brackers de Hugo, trên báo L'Express ngày 13/02, cho biết : « Chúng tôi chưa bao giờ thấy có nhiều người muốn cho thuê nhà đến như vậy » nhân dịp Thế Vận Hội, trung bình 1.200 thông báo/tháng, so với con số 200/tháng vào thời điểm bình thường và với giá cao gấp 2,5-3 lần.Trả lời RFI Tiếng Việt ngày 14/05, chị Minh Phương, một người có nhiều căn hộ ở ngoại ô Paris, chuyên cho khách du lịch Pháp và nước ngoài thuê, cho biết : « Tôi có số căn hộ cho thuê Airbnb nằm ở vành đai sát với Paris. Quả thật, năm ngoái các phương tiện truyền thông đều làm rất rầm rộ về việc sẽ bùng nổ lượng khách tới Paris trong dịp Thế Vận Hội. Chúng tôi, những chủ nhà nói chung thì đều rất hào hứng để chuẩn bị cho việc có căn hộ tiếp đón khách du lịch. Bản thân tôi cũng đã mua thêm căn hộ để chuẩn bị cho việc đó. Và xuất phát điểm thì truyền thông đều đưa con số là giá sẽ leo thang tăng lên gấp 3-4 lần so với giá hàng ngày hoặc so với giá các năm thông thường. Thế nên, chúng tôi đã có rất nhiều hy vọng. Thế nhưng, bắt đầu từ đầu năm 2024, số lượng khách dự kiến đến Paris có vẻ chậm hơn rất nhiều so với dự kiến hồi năm 2023. Việc chậm như thế được chứng minh qua việc, ví dụ như nhà tôi hiện nay trong số 3 căn hộ cho thuê thì mới có 2 booking. Và dịp Thế Vận Hội thì chỉ còn có 2 tháng nữa là đến. Giá hiện nay cũng đã giảm. Ban đầu giá dự kiến là tăng gấp 3, khi tôi giảm giá xuống còn 2 thì có 2 booking. Và bây giờ đã hạ xuống thấp hơn gấp 2 thì vẫn không có ai hết. Thị trường có vẻ cung nhiều hơn cầu. Chính vì vậy, lượng nhà không cho thuê được trong Paris cũng đã rất nhiều, chứ chưa nói đến những căn hộ ở phía ngoại ô Paris. Nhà tôi là một trong những ví dụ ở ngoại ô. Có nhiều bạn bè cũng nói là năm ngoái những nhà trong Paris đã có khách đặt gần kín, nhưng một số người năm nay lại thông báo là khách đã hủy. Đơn giản là họ sẽ tìm được nhà khác với giá thấp hơn, phù hợp hơn, nên họ hủy những căn có giá cao quá để chạy sang nhà khác. Nên thực sự đó cũng là một điều bất ngờ đối với các chủ nhà nói chung và tôi nói riêng. Mọi thứ đều không theo như mong muốn và dự kiến, tính đến thời điểm hiện nay ».Giá cả chắc chắn là yếu tố quan trọng. Chẳng hạn, Le Figaro ngày 17/04 trích dẫn ông Frédéric Poupinot, quản lý khu cắm trại (camping) Caravaning des 4 vents, tại tỉnh Seine-et-Marne, ngoại ô Paris, phấn khởi cho biết « Khi chúng tôi mở bán vé, ngay lập tức có cơn sốt đặt chỗ và các mobile home đều đã kín chỗ ». Theo ông Poupinot, « các khu cắm trại có chính sách giá khác, đó là không được phép tăng quá 50% ».   Khi chủ nhà đặt cược vào phút chótHiện nay, giá cho thuê nhà du lịch trên các nền tảng trực tuyến vẫn cao hơn giá thông thường ở vùng Paris. Trang phân tích dữ liệu AirDNA, được Sud-Ouest trích dẫn, giá những những nhà chưa có khách thuê vẫn để ở mức cao : trung bình hơn 500euro/đêm (nội đô Paris) và gần 300 euro/đêm (ngoại ô Paris). Những nhà những đã có khách đặt thì có mức giá trung bình thấp hơn, lần lượt 330 euro (Paris) và gần 190 euro (ngoại ô).Theo báo Người Paris (Le Parisien) ngày 12/05, vào tháng Tư 2024 giá nhà cho thuê dịp Thế Vận Hội đã giảm 31% so với tháng 02, nhưng số thông báo cho thuê nhà trên các nền tảng vẫn tiếp tục tăng.Một số người thà không cho thuê còn hơn là giảm giá tiếp. Một số « đặt cược » vào lượng khách thuê nhà vào phút chót, bởi cho đến nay vẫn chưa có nhiều khách Pháp đặt chỗ, trong khi theo France Bleu ngày 21/05, khách Pháp chiếm đến 89% du khách đến vùng Paris mùa Thế Vận Hội. Ông Quentin Brackers de Hugo, đồng sáng lập công ty HostnFly, hy vọng khi giá cả được các chủ nhà điều chỉnh xuống cho hợp lý hơn, thì sẽ thu hút được nhiều khách nội địa và các căn hộ mà công ty ông quản lý sẽ đạt tỉ lệ kín chỗ 60-70% so với mức 30% như hiện nay.Về vấn đề này, chị Minh Phương giải thích thêm với RFI Tiếng Việt :   « Giá vẫn cao hơn, nhưng khách thì không kín như dự kiến. Có một số vị trí đắc địa trong Paris thì tôi nghĩ giá cũng sẽ lên đến gấp 4-5 lần thật. Nhưng số lượng còn lại thì không được đến như thế. Vấn đề là hiện nay giá để cao như thế nhưng không có ai đặt phòng, nên sớm hay muộn thì cũng phải quay về giá như cũ hoặc để nhà trống. Bản thân tôi thì coi nó như một trò chơi. Tôi làm phép thử thế thôi. Đối với tôi không quan trọng lắm. Tôi có thể giảm giá hoặc để nhà trống. Nhưng đối với những chủ nhà đầu tư những khoản lớn, nhất là những nhà trong Paris rất đắt đỏ mà lại không cho thuê được thì đây là thách thức cho họ.Về xu hướng, thì chắc chắn là sẽ có khách đặt cho dịp Thế Vận Hội vì còn lượng khách Pháp. Họ rất thong thả, họ sẽ đặt vào phút cuối. Và họ cũng biết tình hình, nên chắc chắn sẽ có lượng khách ồ ạt đặt vào gần ngày đó. Nhưng để nói là vẫn giữ nguyên giá gấp 2, gấp 3-4 lần thì chắc chắn là không. Vì lượng cung rất nhiều, nên các căn hộ sẽ phải tự hạ giá để có thể đón khách.Còn về trước và sau Thế Vận Hội thì thực tế nói chung vẫn giống hàng năm. Ví dụ như tháng 06 bao giờ cũng là tháng rất cao điểm. Nhà tôi tháng 06 gần như đã kín khách. Tháng 09 cũng là tháng cao điểm nên cũng đã có nhiều khách đặt rồi. Nhưng hiên nay, lượng khách đặt cho những ngày trước, ngay sát Thế Vận Hội, ví dụ đầu tháng 07 vì khá thưa thớt, bởi vì cung chắc chắn là nhiều hơn cầu. Những nhà mà họ mở thêm, mở mới để chuẩn bị cho cho Olympic thì thường họ đã phải mở từ đầu năm 2024. Lượng khách du lịch thì cũng chỉ có từng đó mà lượng nhà mở ra để cho thuê thì tăng rất, rất nhiều lần nên lượng booking giãn ra cũng là điều bình thường ».Paris tăng cường kiểm traKhông phải chỉ không cho thuê được nhà với giá cao như họ mong muốn, nhiều chủ nhà, nhất là những nhà cho thuê du lịch trong Paris, còn có nguy cơ bị phạt nặng nếu bị thanh tra thành phố phát hiện vi phạm quy định, chẳng hạn về việc cho thuê nhà mà không khai báo, hay cho thuê nhà du lịch quá hạn mức thời gian 120 ngày/năm, nhà cho thuê du lịch không phải nơi ở chính …Trên thực tế, hiện nay chính quyền thành phố Paris đang tăng cường các đợt kiểm tra nhà cho thuê du lịch. Bà Barbara Gomes, cố vấn của tòa thị chính Paris, chuyên trách về giám sát giá cho thuê nhà và các nền tảng cho thuê nhà, cùng đi kiểm tra với thanh traBaptiste Coulon, giải thích :« Khi chúng tôi đi dạo quanh tòa nhà và cảm thấy căn hộ đó có lẽ không có người ở, nhưng rồi chúng tôi lại thấy có những người hàng xóm nói là nhà đó cứ có khách du lịch đến rồi đi, thì chúng tôi biết rằng sẽ phải điều tra (…) Chúng tôi muốn rằng Thế Vận Hội sẽ phải là một đợt lễ hội lớn mang tính đoàn kết, tương ái chứ không phải là cơ hội để một số chủ nhà không tuân thủ pháp luật để kiếm lời theo hướng làm ảnh hưởng đến những cư dân khác. Miền nam Pháp và vùng biển Normandie « thắng cuộc »Trong khi các chủ nhà cho thuê du lịch ở vùng Paris phải hứng « gáo nước lạnh » từ Olympic thì cái nắng gió mùa hè của miền nam Pháp, nhất là các vùng biển Marseille, Nice, hay Bordeaux … lại bất ngờ hút khách, trở thành « bên thắng lớn ». Báo Le Figaro ngày 17/04 trích dẫn nhà sáng lập công ty Hostnfly, cho biết tỉ lệ nhà có người thuê tại vùng Côte d'Azur (miền nam Pháp) vào đầu tháng 08/2024 đã đạt 40% so với tỉ lệ 20% cùng kỳ năm ngoái, và chắc chắn điều này là có liên quan đến Olympic. Tương tự như vùng biển Côte d'Azur, vùng biển Normandie ở miền bắc cũng thu hút đông du khách. Có thể đó là nhóm du khách Paris muốn rời khỏi thủ đô đông đúc mùa Olympic, hoặc khách ngoại quốc đến Paris dự Thế Vận Hội và tranh thủ đi du lịch bởi vì vùng biển Normandie, nổi tiếng với những bãi biển đẹp bên những vách núi đá vôi sừng sững, đã đi vào không ít tác phẩm hội họa, lại nằm không xa thủ đô Paris.
