Le Maroc a infléchi sa politique d'importation et d'exportation pour favoriser la consommation de produits locaux. Une réforme déjà engagée en 2019 et renforcée après la crise du Covid. Mais pour l'heure, la dépendance vis-à-vis de l'extérieur demeure en produits manufacturés, y compris pour une partie des matières premières agricoles. Le Maroc a souhaité freiner les importations pour réduire son déficit commercial en mettant en place, comme d'autres pays, des conditions sur les importations et des droits de douane protectionnistes. Ce qu'il fait traditionnellement, par exemple, sur les céréales, en fermant son marché à l'importation pour protéger l'offre locale. Cependant, les épisodes de sécheresses ont fait chuter de 40 % la production de blé tendre, de blé dur et d'orge. Et le pays s'est retrouvé contraint d'importer massivement, et même de subventionner les importations de blé tendre. Pendant de cette stratégie, le contrôle de l'exportation comme dans la filière olive. Utilisées pour la cuisine ou pour embellir la peau et les cheveux, l'huile d'olive et les olives de tables sont très prisées localement, mais également à l'étranger. Le Maroc est classé dans le top 10 des producteurs d'huile d'olive. Cependant, il est nécessaire pour Rabat de maintenir sa disponibilité et à un prix correct sur son marché. Il y a deux ans par exemple, les autorités, anticipant une mauvaise récolte, ont décidé de limiter les exportations en les soumettant à des licences. Une mesure renouvelée l'année dernière à la demande de l'interprofession. L'objectif, explique son président : servir le marché national en priorité et réguler les prix. Avec plus ou moins de réussite, convient-il. Des restrictions qui devraient être levée cette année, les prévisions de récolte sont au vert. Dans le même esprit, en février, les ventes de tomates, oignons et pommes de terre vers l'Afrique de l'Ouest ont été temporairement stoppées pour contrer la flambée des prix. Mais ce qui démarque le plus le Royaume chérifien dans ce domaine, c'est la création en 2020 d'une banque dédiée aux projets de substitution aux importations. Une « war room » a même été mise en place pour accompagner les porteurs de projets. Plus de 1 900 projets industriels ont été identifiés dans le cadre de ce programme, dont près de 500 dans l'alimentaire qui peuvent influencer les matières premières locales. Par exemple, le Maroc est l'un des leaders mondiaux de l'agrume. Des records de production et d'exportation ont été atteints lors de la dernière saison. Pourtant, pour sa consommation locale, le Maroc importe massivement des concentrés de l'étranger. C'était l'un des paris de l'agriculture marocaine : accélérer la production d'avocats sur son territoire. En 2011, près de 2 700 hectares d'avocatiers ont été plantés d'après les chiffres du gouvernement et, chaque année, les surfaces dédiées s'agrandissent. Par Elie Polselli Une politique qui porte ses fruits : en 2025, la production s'élève à 130 000 tonnes d'avocats, soit près du double de l'année passée, selon les chiffres de l'Association marocaine de l'avocat. Pourtant, le Maroc n'est pas dans le top 5 des pays les plus producteurs d'avocats au monde, mais compte bien se faire une place dans ce marché. Alors pour atteindre les cadences de ses concurrents, comme le Pérou ou le Kenya, le Maroc a redoublé d'efforts dans la région irriguée de Gharb, au nord du pays. Mais dans les localités déjà en tension hydrique, comme Rabat, Khémisset et Benslimane, la culture d'avocats impacte la qualité des sols et des ressources en eau. En 2024, le royaume a dû réduire les irrigations agricoles, et la situation est d'autant plus préoccupante, car le pays entame sa 7ᵉ année de sécheresse. La désalinisation de l'eau de mer comme solution La désalinisation de l'eau de mer est une solution technique pour irriguer les champs artificiellement, mais qui demande en amont beaucoup d'énergie afin d'extraire le sel de l'eau. 17 stations de distillation existent déjà, et 9 doivent voir le jour dans le pays à l'horizon 2030. Le problème de cette solution : le sel retiré de l'eau de mer est ensuite relâché, mélangé à de nombreux produits chimiques, utilisés dans le processus de distillation. Un cocktail qui se retrouve en bout de course dans l'océan. L'eau va poser problème à l'avocat Même si l'Organisation mondiale de l'avocat estime que cette culture est plus raisonnable que celle du café ou du chocolat, il faudrait quand même environ 900 litres par plant d'avocat pour obtenir une production rentable, selon l'Association marocaine de l'avocat. La solution, pour la durabilité de la filière de l'avocat au Maroc, se trouve peut-être dans la réduction de la consommation mondiale, qui s'est emballée ces dernières années. Un constat qui n'est pas partagé par tous les acteurs : l'Organisation mondiale de l'avocat mise sur une croissance de la consommation d'avocats de 10% par an en Europe pour les cinq prochaines années. On poursuit notre série dédiée aux sports traditionnels. On part aujourd'hui pour le Maroc, où une pratique très ancienne continue de déplacer les foules : la tbourida, appelée en français la fantasia. Chevauchant des montures richement harnachées, des cavaliers tout aussi élégants simulent une charge militaire. Elle se termine en apothéose par un tir coordonné de fusils à poudre noire. Des concours de fantasia sont toujours organisés au Maroc pour désigner les meilleures troupes du royaume. L'un d'entre eux s'est tenu récemment à Bouznika, à 40 kilomètres de Rabat. De notre envoyé spécial à Bouznika, Des gradins ont été montés le long d'une piste en terre. C'est là que les troupes de fantasia vont s'affronter à tour de rôle. Bouchta, 65 ans, a fait plus de 300 kilomètres pour assister à cette compétition de tbourida, ainsi qu'on appelle ce sport en dialecte marocain. « C'est devenu un sport très populaire, un spectacle aimé de tous. Normalement, même pour un match de foot, il n'y a pas tout ce public », raconte-t-il. Chapeaux de cowboy ou, plus traditionnels, chapeaux en paille tressée, des personnes de tout âge et de tout milieu social assistent à ces concours où règne une ambiance de fête. « Dans chaque mariage, on amenait des chevaux avant. S'il n'y en avait pas, les gens étaient tout simplement moins nombreux à venir. La tbourida, c'est la colonne vertébrale de chaque grande occasion, comme les circoncisions, les fêtes religieuses », détaille Bouchta. Le coup d'envoi de la compétition est donné. Un premier passage conclu par les premiers tirs de fusils à poudre noire. La détonation fait vibrer les corps. La fantasia est un spectacle très codifié. Les gestes des cavaliers doivent être synchrones. Chaque passage est évalué par un jury installé en bout de piste. « Quoi qu'il arrive, tu ne peux pas t'arrêter. C'est une addiction. Tu ressens beaucoup de choses pendant ces concours de tbourida, de la fierté pour toi-même, pour la troupe. C'est un sentiment indescriptible. Mais il y a toujours de la peur, ça, c'est nécessaire. Quand tu pars à la guerre, il y a forcément de la peur et du stress », confie Simohammed, qui pratique ce sport depuis qu'il a sept ans. Il en a 40 aujourd'hui. Mais la fantasia, selon ce dernier, c'est aussi beaucoup d'amour : « Chez les gens passionnés de tbourida, la relation avec le cheval est plus importante encore que la relation qu'ils entretiennent avec leurs enfants. Ils doivent passer du temps avec leur animal, faire son entretien. C'est une relation divine… » Les cavaliers ne font ça que pour la beauté du geste. Son travail plastique, plus discret, prolonge ces préoccupations à travers un langage visuel nourri de symboles, de couleurs, de lumière, de rythme et de mémoire. L'événement s'inscrit dans un contexte diplomatique marqué par un rapprochement entre la France et le Maroc. Il offre une lecture singulière de l'œuvre picturale de l'auteur, longtemps restée dans l'ombre de son œuvre littéraire. Placée sous le commissariat d'Abdelaziz Elidrissi, directeur du musée, l'exposition présente une quarantaine de toiles récentes. For millions of Moroccans, Eid al-Adha means quality time with your family, eating delicious food - and the tradition of sacrificing sheep. But this year, the king of Morocco, Mohammed VI, has banned the practice because of a seven-year drought in the country. Dry pastures have meant that the number of sheep herds has dropped sharply, while the cost of meat rises. King Mohammed says the ban is necessary to prevent “significant harm” to families struggling with high prices - but not all Moroccans are happy with the restriction of their religious practices.Basma El Atti, a Moroccan journalist based in Rabat, explains why Eid al-Adha is such an important festival and talks us through the reasons for the ban. With its warm temperatures and intricate history, the Moroccan capital Rabat is seeing growth in its luxury tourism sector, with five new luxury hotel projects under construction. One hotel boss says they're seeing an increase in guests from Asia, particularly Taiwan. Once the former palace of Sultan Moulay Slimane during the 18th century, then a military hospital from 1912, this grand property is now the Four Seasons Hotel Rabat. Spanning two hectares, the hotel boasts an architectural design that reflects Moroccan heritage. The hotel's buildings preserve design elements dating back to the sultan's era, such as carefully carved wooden ceilings. “The goal is to attract the largest number of international tourists,” says Noureddine Sridi, a regional tourism delegate in Rabat. The hotel has 200 rooms and suites. Some lucky guests may even get to sleep where a sultan once slept. “We are very proud of the history of the place … the team is all aware of what it used to be and share the history of the place with all the guests checking in,” says general manager Gregory Viaud. Some 23 kilometres from Rabat, in Harhoura, the Conrad Rabat Arzana Hotel overlooks the Atlantic Ocean. General manager Jean Yong Pittion says they're seeing an increase in guests from Asia, particularly Taiwan. "In particular, Taiwan, for example, there's a tour operator and they show a great interest to Morocco, looking for a new destination, something new that a lot of people are actually looking at now." And regional tourism delegate Noureddine Sridi says guests don't just visit Rabat for the luxury, they're looking for a slice of rich history too. “The goal is to discover Rabat through its history, as it offers them a range of historical monuments, such as the Hassan Tower, the Mausoleum of Mohammed V, the Chellah site, the Oudayas, and the old city,” he says. Au Maroc, l'élevage fait la une de l'actualité ces derniers mois : annulation du sacrifice de l'Aïd, explosion du prix de la viande rouge. En l'espace de neuf ans, sous l'effet notamment de la sécheresse, le cheptel s'est effondré, perdant un tiers de ses effectifs. Les Marocains s'interrogent sur l'origine de la crise qui frappe la filière et tentent de trouver des solutions. De notre correspondant à Rabat,Ces dernières années, les éleveurs marocains ont dû se rabattre sur les aliments pour bétail importés. Le royaume ne produisait plus suffisamment de fourrage, à cause du stress hydrique, mais aussi des choix de cultures. Ces dernières années, le Maroc s'est orienté vers l'olivier ou d'autres cultures arboricoles qui nécessitaient beaucoup d'eau, au détriment des céréales fourragères qui s'adaptaient aux conditions locales. « Cela pose un vrai problème quant à l'autonomie fourragère de l'élevage marocain », souligne Soufiane El Aayadi, enseignant chercheur au département des productions animales à l'Institut agronomique et vétérinaire Hassan-II.Variété de fourrages plus résistantsPaysans davantage dépendants des importations, explosion des prix due à l'instabilité géopolitique, le système de production a vacillé. « Il faut s'orienter vers des cultures qui s'adaptent à la sécheresse, conseille l'agronome. On ne peut pas abandonner l'élevage intensif, ce n'est pas possible, mais il faut quand même adapter les ressources qui sont essentielles au développement et à la productivité de ces élevages. »Des solutions existent, comme le sorgho, actuellement à l'étude au Maroc. Les solutions sont aussi cherchées dans les élevages eux-mêmes. « Il faut revenir aux races locales, très résistantes aux conditions du Maroc, à la sécheresse, à un contexte où l'impact du changement climatique est très fort », estime Soufiane El Aayadi.Race locale : « comme un accordéon »Pour produire plus, le Maroc est en effet passé à des races venues d'Europe. Il a perdu une partie de ses ressources génétiques locales. C'est particulièrement vrai pour les bovins, souligne le docteur Ahmed Aittaleb, directeur de la fédération marocaine des éleveurs de Oulmès-Zaer. « Malheureusement, [la race Oulmès-Zaer] est la seule race marocaine qui existe encore. Les autres races ont disparu. C'est pour ça que le ministère de l'Agriculture a mis en place un programme pour développer cette race en collaboration avec la fédération. »Objectif de ce programme : faire passer les effectifs de 5 000 à 10 000 têtes d'ici à 2030. « C'est une race très rustique, très résistante, observe l'éleveur. Pendant la sécheresse, elle rétrécit, comme un accordéon. Une nouvelle ligne ferroviaire à grande vitesse doit relier d'ici 2029 les villes de Kénitra et Marrakech. Il s'agit d'étendre la liaison entre Tanger et Casablanca inaugurée en 2018. Avec 430 kilomètres de voies, une myriade d'ouvrages d'art et plusieurs gares à construire, le projet est évalué à près de 6 milliards d'euros. Le Maroc, seul pays d'Afrique à exploiter une ligne ferroviaire à grande vitesse à ce jour, compte aussi développer son réseau sur le continent. Développer la grande vitesse ferroviaire dans un pays du Sud, comme le Maroc, c'était un pari fou, une expérience unique dans le monde. « La grande vitesse était au départ un produit pour les pays développés, les pays à revenus très élevés, rappelle lors d'une intervention à la télévision marocaine Mohamed Smouni, le directeur général adjoint de l'ONCF, l'Office national des chemins de fer. Le Maroc a démontré qu'un pays à économie émergente peut prétendre avoir cette technologie de la grande vitesse. Les gens au départ imaginaient que seuls les riches pourraient y avoir accès. Today we're discussing another current Cardinal of the Catholic Church, one of the 120 or so people who will choose the next Pope when the time comes. One of eleven children, Philippe Xavier Christian Ignace Marie Barbarin was born on October 17, 1950 in Rabat, Morocco, located right in the middle of the second big inward curve if you're following the coast coming up from south. Though Morocco is over 99% Muslim, Rabat has popped up on our radar before, thanks to recent Cardinal López Romero winding up as Archbishop of Rabat after his continent hopping journeys. Cardinal Barbarin hasn't gotten credit as Morocco's first Cardinal, when you Google that up you get lots of Lopez Romero. Granted, Philippe Barbarin wasn't born in the modern nation of Morocco, rather he was born in French Morocco, like Cardinal Mamberti, if you remember that. And it's fair to not count colonizers who never really lived the same lives as the locals. I don't know for sure that Philippe actually fits that description, but that's also not the only reason folks might not be in a rush to credit him as the first Moroccan Cardinal… but I'm getting ahead of myself. After Moroccan independence, Philippe wound up in France, experiencing the joys of military service while also studying a little theology and a lot of philosophy in Paris, getting a licentiate in the former from the Carmes Seminary and a doctorate in the latter from the Sarbonne. In 1977, Philippe Barbarin was ordained a priest for the young diocese of Créteil, centered on an eponymous suburb southeast of Paris. From 1977 till 1985, he served as Vicar in two parishes: Notre-Dame d'Alfortville and Notre-Dame de Vincennes, Notre-Dame of course being French for “Our Lady”, on the off chance that you got this deep without already knowing that. From ‘85 to ‘90, Father Barbarin served two parishes and a school simultaneously, as well as an ecumenical role in the diocese. The parishes, if you're wondering, were Saint François de Sales d'Adambille en Saint-Maur, and Saint-Hilaire de la Varenne. From ‘91 to ‘94, Father Barbarin served as the pastor of Saint Léger Parish and then transferred quite a ways, effectively being loaned out to the Archdiocese of Fianarantsoa in Madagascar, where he taught theology at the Major Seminary of Vohitsoa. Which explains the presence of Malagasy, the dominant language of Madagascar, on the list of languages Cardinal Barbarin Speaks, along with English, Italian, Spanish, German, and of course his native French. 1998 was white phone time, when Father Barbarin heard from Pope Saint John Paul the Second that he was going to be made Bishop of Moulins, back in France. As is so often the case, you can see why the three bishops that consecrated him were chosen for the task: his principal consectator was the Archbishop of Fianarantsoa, who he had been serving under in Madagascar, accompanied by his original bishop in France from Créteil, as well as the Bishop emeritus of Moulins who he was replacing. Physically located in pretty much the exact center of France, it's worth noting that I simply do not trust the demographic data Catholic-Hierarchy.org has for the Diocese of Moulins. I want to give them credit for their essential work, and it's entirely possible the error is in the sources they're relying on and not some issue on their end, but I don't see how you can have the shifts shown in the period recorded. I'm sure I've missed flagging bad data before, so don't take this as an indication that I'll point it out whenever there's something fishy floating around, but I do what I can and felt I should mention the oddity there. At some point when I get around to it I'll cross reference their source material since they're kind enough to cite it. In 2002, Bishop Barbarin was chosen as the next Archbishop of the ancient see of Lyon in southeasternish France. Allegedly, Lyon was the Capital of the Gauls back when the Gauls were a thing, and in any event it's pretty universally agreed that it's old enough one of its first bishops was a disciple of a disciple of Saint John, so basically Jesus' spiritual great-grandson, and that wasn't even the *first* bishop there. To this day, the Archbishop of Lyon also carries the title of Primate of the Gauls. In 2003, that is, at the next opportunity, Archbishop Barbarin was made a Cardinal, which is completely unsurprising given the status of Lyon: every Archbishop of Lyon in the 20th century was made a Cardinal. And as we know, the red hat gets you additional duties: he was made a member of the Congregations for Divine Worship and the Discipline of the Sacraments, and for the Institutes of Consecrated Life and Societies of Apostolic Life. Of course the most famous duty of a Cardinal is the one he exercised in the conclave of 2005 that elected Pope Benedict, and again in the 2013 election that gave us Pope Francis. Later on in 2013, Cardinal Barbarin suffered a heart attack while in South America preparing for World Youth Day. An unsourced wikipedia entry states that he underwent a successful triple bypass surgery in Martinique a few days later, and I think it's safe enough to say something like that happened: in any event he did survive. In 2016, Cardinal Barbarin began to get asked questions about his handling–or lack thereof-of a bad priest, a certain Father Bernard Preynat. Content warning, I'm not going to go into graphic detail but yes we're talking about the abuse of minors here. From 1971 to 1991 Father Preynat abused some seventy minors he encountered principally through the scouting program. Obviously, and allow me to stress this emphatically, the charge against Barbarin was not the abuse itself, but rather his lack of disclosure of the situation to the authorities. This was very much a charge though, because his lack of reporting was apparently a crime, and as a victim myself- though not of clergy- rightly so. Apparently in 2019 when Cardinal Barbarin was originally convicted of failing to report and was given a six month suspended sentence, he offered his resignation to Pope Francis, who initially refused, speaking of the presumption of innocence, which seems an odd line to take given Barbarin had *just* been convicted, but hey what do I know. In any event, the next year Cardinal Barbarin's conviction *was* overturned on appeal, so it seems Pope Francis was perhaps wise to wait, but then in March his holiness turned around and accepted Cardinal Barbarin's resignation after all, making him the Archbishop Emeritus of Lyon. Cardinal Barbarin says he is available for whatever mission Pope Francis might entrust him with next. Barring a further change in his status, which to be clear I do not expect as I think it would have happened already if it was going to happen, Cardinal Philippe Barbarin remains eligible to participate in future conclaves until he turns 80 in 2030. Russo outlines current trends in the historiography of the Moriscos, including a focus on local sources and records that illuminate the broad range of identities arriving in North Africa. Presenting several of these sources, Russo compares Morisco communities arriving in Morocco and Tunisia as well as how interactions with local religious and political authorities affected their experiences. Russo describes how certain writers of the time shaped narratives of Morisco identity and concludes by highlighting sources in Tunisia, including many in Spanish. Andrew Russo is a scholar of mobility, migration, and diaspora. He graduated from the State University of New York in Brockport with a MA degree in Global History, and now lives in Rabat, Morocco. « Entre la France et l'Algérie, les relations reviennent à la normale », affirme Jean-Noël Barrot, le ministre français des Affaires étrangères, qui a été reçu le 6 avril 2025 à Alger en audience pendant plus de deux heures par le président Abdelmadjid Tebboune. Ces derniers mois, la crise entre Paris et Alger avait fait craindre une rupture des relations diplomatiques. Mais le 31 mars, un coup de téléphone Macron - Tebboune a tout débloqué. Quelles sont les coulisses de ce rebondissement ? À Paris, Akram Belkaïd est le rédacteur en chef du Monde Diplomatique. Il est aussi membre du comité éditorial du site Orient XXI. Il est l'invité de Christophe Boisbouvier. RFI : « Le rideau se lève », dit Abdelmadjid Tebboune. Est-ce que ça y est, la lumière jaillit ?Akram Belkaïd : Oui, quelle étrange formule ! « Le rideau se lève », c'est plutôt un spectacle. Et donc, on se dit que le spectacle continue dans ce feuilleton interminable des relations franco-algériennes. Mais peut-être que c'est aussi pour dire qu'on revient à plus de normalité, à plus de choses transparentes.« Les questions de réadmission et les questions de visas seront traitées dans le cadre des accords existants », dit le ministre français Jean-Noël Barrot. Est-ce à dire que ce sera donnant-donnant, réadmission contre visas ? Alors on peut effectivement comprendre ça, même si pour le moment ce sont les accords qui existent qui priment. Donc, le fameux accord de 1968 qui a été révisé à plusieurs reprises, faut-il le rappeler, et donc les dispositions bilatérales concernant les visas. Donc on n'est pas dans un contexte où on nous explique que tout va être remis à zéro, même si, dans le même temps, on nous dit tout de même qu'il va y avoir des négociations, en tout cas des « enrichissements ».Et des rencontres entre les consuls d'Algérie en France et les préfets de France… Ça, c'est une très bonne chose. On se demande pourquoi ça n'existait pas avant. Il y a une importante communauté algérienne en France. Il y a des problèmes concrets qui se posent à la communauté algérienne de France et c'est une très bonne chose, à mon sens, que ces consuls puissent dialoguer avec les préfectures de manière à ce que la vie quotidienne de cette communauté ne soit pas entravée.Est-ce que les déclarations du ministre français des Affaires étrangères ne sont pas en contradiction avec celles de son collègue de l'Intérieur, Bruno Retailleau, qui accusait récemment l'Algérie de vouloir agresser et humilier la France ? Absolument. On se demande d'ailleurs quelle va être la réaction de monsieur Retailleau, puisque c'est lui qui, au cours des dernières semaines, a jeté de l'huile sur le feu par des déclarations incandescentes. Une menace de démission aussi. Là, visiblement, le dossier lui échappe puisqu'il n'a même pas été cité dans la liste des contacts bilatéraux à venir, puisque c'est le garde des sceaux français qui a été cité sur le plan, en tous les cas, des questions juridiques. Je dirais que, là, pour le coup, ça devient un problème de politique intérieure française.Dans le domaine sécuritaire, le ministre français des Affaires étrangères a annoncé qu'il y aura désormais entre l'Algérie et la France « un dialogue stratégique sur le Sahel ». Comment réagissez-vous ? Alors, c'est une déclaration qui est très importante parce que, dans le contexte actuel du Sahel, avec la montée en puissance, je dirais, de la contestation contre la France mais aussi contre l'Algérie, il est évident que Paris et Alger ont intérêt à trouver un accord pour suivre ce qui se passe au Mali, au Niger, au Burkina Faso aussi, qui sont des zones où traditionnellement les intérêts français et algériens n'ont pas toujours été convergents, mais là où, pour le coup, ils le deviennent. On parle beaucoup de l'influence russe, on parle beaucoup de l'influence turque. Et les deux, je dirais, acteurs habituels semblent avoir perdu la main sur les questions géostratégiques qui concernent cette région.Peut-on parler d'une convergence entre Paris et Alger contre la présence de Wagner à Kidal ? En tous les cas, il est vrai aussi qu'il y a aujourd'hui une dissonance dans les rapports algéro-russes sur la présence effectivement de Wagner à Kidal, que l'Algérie n'accepte pas, que l'Algérie dénonce de manière plus ou moins explicite. Et donc effectivement, on sent bien que là, pour le coup, il y a une entente possible entre Algériens et Français sur ce point-là.Dans le communiqué conjoint des deux présidents lundi 31 mars, comme dans la déclaration du ministre français du 6 avril, pas un mot sur le Sahara occidental qui a pourtant été l'élément déclencheur de la crise au mois de juillet dernier. Est-ce à dire que l'Algérie se résigne à voir la France reconnaître la marocanité du Sahara ? C'est un point qui a été volontairement et délibérément mis de côté. Maintenant, les langues se délient un peu… Quand Emmanuel Macron a adressé sa lettre au roi du Maroc, il est apparu que, en fait, c'était une perspective que les Algériens avaient entérinée depuis un moment et que ça faisait partie, je dirais, des choses qui semblaient être inscrites. Donc, oui, c'est une sorte non pas de résignation, mais Alger prend acte de la position française et l'idée, c'est d'avancer en mettant ce dossier à part, c'est-à-dire en essayant de le réduire à un point, je dirais, de non-accord entre l'Algérie et la France, sachant qu'il est très possible aussi que des choses puissent se cristalliser dans les prochains mois dans, non pas un rapprochement, mais dans un léger réchauffement des relations entre Alger et Rabat.
