El 9 de julio se informó la primera muerte materna del año. Murió después de una cesárea de emergencia, en Salto. Pero la noticia tenía varias capas y reveló una situación muy complicada. Segunda capa: se trataba de una madre adolescente, de tan solo 16 años. Tercera capa: la joven vivía en un hogar del INAU, en Rivera, a donde fue derivada por la Justicia un año antes. En ese entonces había denunciado a su madre por violencia doméstica. Viviendo en el INAU, la joven quedó embarazada en una de varias “salidas no acordadas”. Es decir, pasando en limpio: una adolescente bajo la tutela del Estado quedó embarazada, no recibió los cuidados adecuados y terminó falleciendo. No termina ahí. En cuarto lugar, lo más grave de todo: el embarazo se dio en un contexto de explotación sexual. Informes periodísticos posteriores sacaron a luz nuevos datos: solo en el Centro de Atención Femenino del INAU en Rivera, se detectaron nueve casos de posible explotación sexual, incluido el de una niña de 12 años que tuvo que hacerse un aborto. Ante indagatorias judiciales, el presidente del INAU, Guillermo Fossati, expresó que la joven “mostraba indiferencia” frente “a los peligros que se exponía” en sus salidas no acordadas. Los hechos llevaron a la Suprema Corte de Justicia a resolver que los jueces que determinen la internación de un niño, niña y adolescente en un centro del INAU deberán dar seguimiento de cada caso. También deberán visitar en forma presencial al menos una vez cada 90 días para “valorar el estado general del centro y en particular del niño, niña o adolescente bajo su jurisdicción”. A nivel político, además, el Frente Amplio determinó interpelar al respecto en el Parlamento a las autoridades del INAU y del Mides. Dr. Shivananda received his Medical Degree from the University of Mysore, 1998 and then was trained in Neonatology at the Post Graduate Institute of Medical Education and Research, India (1997-2003) and at the University of Toronto, 2007. From there, Dr. Shivananda completed his Masters in Health Informatics at the University of Victoria, BC. Dr. Shivananda's interests lie in knowledge translation, integration of technology, and quality improvement. His focus has been in designing, implementing, and evaluating QI programs. He is also the site investigator for the Canadian Neonatal Network's – Evidence based Practice for Improving Quality. He co-chairs the Neonatal Leadership and Quality and Safety Improvement committees. He also serves as the EPIQ workshop lead facilitator.

Returning to the program this episode is Julien de Salaberry, Founder and CEO of Galen Growth Asia. We last spoke some six months ago when he gave us the rundown on the general state of healthcare in Asia and some of the groundbreaking projects under way that will one day change the face of healthcare services as we know it. Julien and his partners at Galen Growth are doing some stunning work to spur healthcare innovation by identifying burgeoning healthcare startups across Asia and then awarding innovators. They kicked things off last year and now are coming up on the announcement of the 2018 winner. I asked him to take us into the process for deciding which startups advanced.   A key takeaway from our conversation: People matter. Technology is sometimes given the credit – or the blame – for whether a startup succeeds or not.  Yet, it’s people that drive the business, who unleash technology need to be part of the equation as well. Sit investors down and have a deep-dive conversation about why they favor one start-up over another and you witness a subtle shift into a discussion on the entrepreneurs themselves. This is also a fascinating discussion about the opportunity for innovation that China represents. It’s not just vast market size or relative sector immaturity; it’s the level and intensity of government buy-in. The Chinese government is focused on supporting any initiative that might hold the promise of improving the quality and cost of healthcare in a nation of 1.4 billion people. This is a subject we’ve touched on from various directions in previous episodes. China’s population is both aging and subjugated to a spate of hazardous environmental conditions that threaten to test the limits of the Chinese healthcare system unless something is done about it.   What does this mean for the world of healthtech investing? Will it become the case that the biggest breakthroughs come not in markets with the best technology, but with the most open and receptive market conditions?  What’s the tipping point for data privacy in the realm of healthcare? It’s all well and good for the wealthy to grow replacement organs in a petri dish in order to live to 150 years and beyond, but what about the tens of millions of poor and underserved people who still can’t afford to see a doctor, let alone insure themselves against the costs of unexpected illness. Is there a healthcare solution for them? Governments across the region are asking and for investors who see tech as a way of lowering the cost of healthcare vs. raising it, the payoff is huge.
