Episode 169: Engendering Inclusive Politics: Gender Quotas in Morocco's Legislatures In response to the February 20 movement, the Moroccan government passed electoral laws that institutionalized and expanded gender quotas at the national and local levels, enabling women to win an unprecedented number of seats in the 2015 and 2016 elections. In this podcast, Delana Sobhani examines how reserved seats in the House of Representatives and communal councils have affected women's substantive representation (i.e., the representation of their policy preferences and priorities). She has worked with Professor Hanane Darhour at Université Ibn Zohr and the National Democratic Institute to investigate whether gender quotas can empower women as visible citizens whose interests are included in their communities' legislative agendas. Delana Sobhani received her BS in International Political Economy from Georgetown University in 2018. After working as a data analyst for two years, she pursued a Fulbright grant to study the nuanced impacts of gender quotas. Delana has worked with the Ibn Zohr University in Agadir and the National Democratic Institute in Rabat to examine the effects of reserved seats in Moroccan legislatures on women's representation. Lesotho, a small landlocked country located within South Africa, was ambitious about reaching gender parity at the turn of the century. Under the leadership of prime minister Pakalitha Mosisili in the 2000s and early 2010s, the country passed a number of gender equality reforms, addressing inequities in land ownership and marriage rights, among others. Mosisili's administration also imposed gender quotas in a rather unique way. In 2005, they implemented a randomized gender quota at the local level to allocate 30% of electoral seats for women candidates. And then in 2011, they tried to implement another gender quota for national parliamentary seats. However, both these measures had mixed results. On today's episode of the Hidden Economics of Remarkable Women, reporter Pascalinah Kabi explores why Mosisili was so passionate about gender equality and what could have made his efforts more successful. Rainbow is a Professor of Politics in the School of Politics and International Relations at Queen Mary University of London in the UK. She is an expert on representation, political institutions, gender and diversity, with particular expertise in French and British politics. In this episode of Finding Common Battle Grounds, we discuss whether it makes sense to have a race or gender quota for supreme court justices. In a weird twist, Josh adopts a strawman pseudo-progressive persona for the entire episode and argues that the only criteria we should use for selecting supreme court justices is whether they are racial minorities or women and that we should completely disregard any qualifications. Rather than find common ground, we spend the majority of the episode trying to determine what Josh's actual point is. The issue of whether to implement gender quotas for leadership positions, boards, political parties, and other groups is hotly debated. Some have argued that quotas are necessary to push gender equality forward and create a more level playing field. Others believe that implementing quotas gives an unfair advantage to women who do not deserve these positions: if they did deserve them, they would achieve them on their own merit. In other words, they perceive that gender quotas thwart meritocracy. We bust this myth with leading experts to show how quotas can actually be more beneficial than harmful. In the early 1990s, India legislated sweeping new gender quotas in local government in the hopes that women’s political empowerment would help to rectify centuries-old social and economic inequalities. But, despite these moves, we know surprisingly little about whether and how quotas have undone entrenched social, political, and economic hierarchies around the world.A new book by the political scientist Rachel Brulé—Women, Power and Property: The Paradox of Gender Inequality Laws in India—tackles precisely this question through a broad-ranging study of quotas in India and their impacts not just on women’s lives, but on the broader system of status hierarchy and dominance that permeates Indian society.Rachel, an assistant professor of global development policy at the Pardee School of Global Studies at Boston University, joins Milan on the show this week to talk about her new book, the entrenched nature of gender inequality in India and around the world, and the complex effects of quotas on development outcomes in India. United Airlines is showing that it cares more about racial and gender quotas than it does about hiring the best pilots. United announced this week that its training and hiring practices will put a new emphasis on "diversity" and "equity." Does anyone care if their pilot is black or white or male or female? Don't people just care about landing safely? The leftist woke mob is in full force. The American ideals of a colorblind society and judging people by merit have been replaced by leftwing notions of race and gender quotas, critical race theory, and the cancel culture.
